Crypto left on an exchange is generally not protected like money in an insured U.S. bank account. If withdrawals still function, transferring assets to a wallet you control can reduce dependence on the exchange—but self-custody makes you responsible for the private keys and recovery phrase.
An app disappearing from your phone is not proof that the company has failed. It could be a temporary outage, maintenance, a network problem, a withdrawal suspension, a security incident or a formal shutdown. Treat each situation differently and verify information through official channels.

First identify what “shut down” means
The practical outcome depends on the event. A short service interruption is very different from an exchange entering bankruptcy. Do not make an irreversible transfer solely because social media says an app is offline.

Temporary app or network outage
An app may fail while the exchange’s web service, status page or support channel remains available. Check the exchange’s independently verified website and status page by typing the address yourself, rather than following links in unsolicited messages. If only the mobile app is affected, access may return without any change to your account balance.

Withdrawal suspension
An exchange can continue displaying balances while blocking withdrawals. The reason could be maintenance, a blockchain congestion problem, a security review or a shortage of liquid assets. Michigan’s consumer-protection guidance notes that firms facing liquidity problems may suspend withdrawals and cites Voyager’s withdrawal pause shortly before its bankruptcy as an example: Michigan Attorney General consumer alert. A withdrawal freeze is a serious warning, but it is not by itself proof that every asset is missing.
Shutdown, insolvency or bankruptcy
A formal closure can prevent normal logins and require customers to use notices, a claims portal, a trustee or a court-appointed administrator. You may have to prove your account balance and submit a claim by a deadline. The displayed balance is not a promise of what you will receive, and neither the recovery amount nor the timetable can be predicted without case-specific legal documents.
Hack, fraud or an asset shortfall
If keys or reserves were stolen, an exchange may owe customers more than it can return. An app balance is an accounting entry; it does not, on its own, prove that the corresponding coins are segregated and available. Recovery can therefore differ among customers and assets.

Why an exchange balance is not self-custody
When you leave coins on a centralized exchange, the exchange or a third-party custodian generally controls the private keys. You have an account claim and trading access, not direct control of the signing keys used to move the assets. The SEC Office of Investor Education and Assistance states: “If the third-party custodian is hacked, shuts down, or goes bankrupt, you may lose access to your crypto assets.” The statement appears in its Dec. 12, 2025 investor bulletin, Crypto Asset Custody Basics for Retail Investors.
The SEC’s investor alert also warns that depositing assets with some crypto-asset securities entities may affect legal ownership and that customers might not be able to get assets back on demand. That does not mean every exchange customer loses title. It means the customer agreement, custody structure, entity involved and court orders must be examined before anyone can determine the claim.

Is crypto on an exchange insured?
There is no general government guarantee that reimburses cryptocurrency held at an exchange. The Federal Trade Commission explains that cryptocurrency accounts are not government-backed or insured like U.S. dollars in an FDIC-insured bank account, and that the government has no obligation to recover funds when a storage company fails or is hacked: FTC guidance on cryptocurrency and scams.
Do not assume FDIC insurance, SIPC protection or another bank-style fund automatically covers missing exchange-held crypto. The SEC distinguishes protections available through certain registered broker-dealers from protections that crypto-asset entities may not provide. Whether any protection applies depends on the exact institution, product, assets and jurisdiction.
What jurisdiction and the customer agreement change
Crypto-custody rules are not universal. Read the legal entity named in your account agreement, because an app’s brand may serve customers through different companies in different countries. Terms can specify whether assets are held directly, through a custodian, in pooled wallets or under a lending arrangement.
For a concrete European Union example, Article 70 of the Markets in Crypto-Assets Regulation (MiCA) requires covered crypto-asset service providers holding client crypto-assets or the means of access to make arrangements safeguarding client ownership rights, especially in insolvency, and to prevent use of client crypto-assets for their own account. The provision applies to covered providers and does not automatically govern an unregulated service, every customer or every country. Read the text from ESMA: MiCA Article 70.
In the United States, the SEC’s materials emphasize that protections differ between registered financial intermediaries and crypto-asset entities. A court may classify customers as secured creditors, unsecured creditors, owners of specific assets or another category, depending on the documents and facts. A general article cannot determine your priority or entitlement.

What to do while withdrawals still work
If the exchange is functioning and you decide to reduce custody exposure, move only after checking every transaction detail. Crypto transfers can incur network or exchange fees and are usually difficult or impossible to reverse.
- Confirm the announcement. Use the exchange’s official domain, published status page and authenticated account notices. Ignore messages demanding an urgent “unlock” payment.
- Choose a wallet you control. This may be a software wallet or a physical cold-wallet device. Understand that a wallet stores the keys that authorize transactions; the coins remain recorded on their respective blockchains.
- Verify the asset and network. Select the exact token and supported network on both sides. Sending an asset over an incompatible network can make recovery difficult or impossible.
- Copy and independently check the destination address. Malware can replace copied addresses. Compare the first and last characters and, for a significant transfer, perform a small test transaction if the network and exchange support it.
- Review fees, limits and timing. Exchanges may impose minimum withdrawals, network charges or temporary queues. A pending transaction is not proof that funds have arrived.
- Secure the new wallet. Write the recovery phrase offline, store backups in separate secure locations and enable strong device security. Never photograph or upload the phrase.
- Keep records. Save the withdrawal confirmation, transaction ID, destination address and date. These records can matter for taxes, disputes or a later insolvency claim.
The SEC advises researching custodians, understanding asset-transfer fees, protecting keys and seed phrases, and using strong passwords and multifactor authentication for online accounts. It also states: “Never share your private keys, or seed phrases.”
What to do after a shutdown or bankruptcy notice
- Preserve evidence immediately. Download account statements, transaction histories, deposit and withdrawal confirmations, tax documents, wallet addresses, support tickets and relevant emails. Record the exact legal entity listed in the agreement, not merely the app name.
- Find the authoritative process. Follow notices on the verified company website and from the court-appointed administrator, trustee or claims agent. Type addresses manually and bookmark the legitimate portal.
- Calendar every deadline. Claims forms, identity verification and objections may have separate due dates. Keep a PDF or screenshot of each submission and confirmation number.
- Reconcile your claim. Compare your own transaction records with the balance shown in the last statement. Note each asset, quantity, currency valuation date and any pending withdrawal.
- Contact the appropriate regulator. A consumer-protection or financial regulator in your jurisdiction may accept complaints or publish warnings, although it cannot guarantee repayment.
- Consider qualified legal advice for a substantial balance. Creditor priority, set-off rights, tax treatment and cross-border issues are case-specific. Do not rely on a social-media recovery group for legal conclusions.
Never provide a password, multifactor code, private key or seed phrase to anyone claiming to release funds. Impersonators often copy bankruptcy notices and request a “recovery fee,” remote-access session or wallet connection. A legitimate administrator will not need your seed phrase to verify an exchange claim.
Exchange custody versus self-custody
No custody method removes every risk. The choice is about who controls access and who must solve problems when something goes wrong.
| Consideration | Exchange custody | Self-custody |
|---|---|---|
| Private-key control | The exchange or its custodian controls keys; you authenticate to an account. | You control the keys and authorize transactions directly. |
| Provider failure | An outage, freeze, hack or insolvency can block access while the provider resolves it. | There is no exchange withdrawal queue, but a lost or damaged wallet backup can block you. |
| Recovery responsibility | Password-reset and account-support procedures are handled by the provider, subject to its terms. | You must protect the recovery phrase; losing it can permanently remove access. |
| Supported assets and networks | The provider chooses which assets, networks and transfer routes are available. | You choose compatible wallet software and networks and must avoid address or network errors. |
| Security model | You rely on the provider’s controls, account security and custody arrangements. | You must secure devices, backups, signing approvals and physical access. |
| Costs | Trading, withdrawal and transfer charges may apply; fee schedules can change. | Network fees still apply, and a physical device costs money; setup and maintenance require effort. |
| Legal terms | The customer agreement and local insolvency law govern the claim. | You generally avoid a custodian claim, but ordinary contract, tax and regulatory rules still apply. |
What a hardware wallet can—and cannot—do
A hardware wallet is an optional physical cold-wallet device. It can keep signing keys isolated from an internet-connected computer, but it does not hold coins inside the device. The blockchain records the assets; the device protects the keys used to authorize transfers.

The SEC notes that physical cold-wallet devices typically cost money and that setting up and maintaining self-custody may require technical skill. The owner is solely responsible for keys and seed phrases. A device cannot retrieve coins already frozen at an exchange. Buying one after a shutdown does not bypass the exchange’s claims process.
Before using any wallet, verify the manufacturer’s official setup instructions, check the receiving network, update firmware only through trusted software and test recovery procedures without exposing the seed phrase. A second device or backup does not help if the underlying phrase was copied by an attacker.
Why “proof of reserves” is not a withdrawal guarantee
A published proof-of-reserves snapshot may show selected assets at one time, but the SEC warns that it is not as rigorous or comprehensive as a financial-statement audit. Its scope, frequency, assets examined, assurance level, service provider and public disclosure can vary. It may not reveal all liabilities, related-party obligations, encumbered assets or whether every customer can withdraw during a run. Treat it as limited information, not proof that your personal balance is segregated and immediately available.
Historical warning and realistic expectations
Past exchange failures, including the Mt. Gox collapse discussed by Investor.gov, show why an account screen cannot substitute for control of private keys or a legally enforceable recovery right: SEC investor alert on Bitcoin and virtual-currency-related investments. There is no reliable industry-wide statistic for failure rates, recovery percentages or average recovery times. Any percentage or deadline applies only to a particular case and court order.
If an app shuts down, the safest conclusion is conditional: assets may remain recoverable, but access and timing are uncertain until the custody records, legal process and available assets are known. Act cautiously while withdrawals work, preserve documentation if they do not, and protect your keys from anyone promising instant recovery.
