If you simply stop signing in, Valve’s published Steam Subscriber Agreement does not set a general expiration date for Steam Wallet funds. The result is different if you request account deletion: Steam Support says the wallet balance is permanently deleted and cannot be recovered. Japan has a separate six-month expiry rule for unused funds.
Your balance is also not cash. It generally cannot be transferred to another account or exchanged for money, although an eligible Steam Wallet purchase may be refundable within 14 days when none of the purchased funds have been used.

The important distinction: inactivity is not deletion
Steam Wallet funds are a prepaid balance associated with a particular Steam account. In the agreement reviewed for this article, Valve explains how the balance may be used but does not state that it expires merely because the account is left unused. That means an account that sits dormant is treated differently from an account whose owner asks Steam to delete it.

Not signing in is therefore not the same action as closing the account. A balance can remain attached to an accessible account while you are away, subject to the laws and account terms that apply to you and any future policy changes. The absence of a general inactivity deadline is not a promise that every exceptional situation is permanent: regional rules, legal requirements, account restrictions and later changes to the agreement can affect an account.

What the wallet balance represents
Valve describes Steam Wallet funds as account-associated prepaid funds, not a bank account or a general-purpose payment instrument. The Subscriber Agreement states: “Steam Wallet funds have no cash value and are not exchangeable for cash.” Funds are intended for eligible purchases made through Steam, including subscriptions, related content and Steam hardware.
Because the balance is tied to the account, it is generally non-transferable. You cannot treat an unused balance like money in a bank account, move it to a different Steam account, or ask Valve to redeem it for cash simply because you no longer use Steam.
What each choice does to your balance
There are four practical paths. They differ in whether the balance remains available, whether the decision can be reversed and whether money can come back to you.

What happens when you request account deletion
Account deletion is the irreversible event that matters most if you are trying to preserve a balance. Steam Support’s account-deletion FAQ says: “If you delete your Steam account, game licenses, community profile, gifts, inventory items, wallet funds, and other associated information will be deleted permanently and will not be recoverable.”

The support page describes a process rather than an instant disappearance. After you submit a deletion request, Support reviews it, restricts the account for 30 days and queues it for deletion. The 30-day period is part of the published support process; it should not be interpreted as a period in which the wallet becomes transferable or as a guaranteed opportunity to recover funds after deletion. Check the current Support instructions before acting, because Valve can revise operational details.
Deletion does not mean a refund
The Subscriber Agreement says you may cancel your account, but cancellation does not itself entitle you to a refund. It also says Valve will not refund unused wallet funds when an account is restricted or terminated for a breach, or for improper or illegal activity. Those cases are separate from an account that is merely dormant.
If you are considering deletion because you want to stop using Steam, first decide whether you actually need the account removed. Leaving it unused preserves a different set of options from deleting it. Once deletion is completed, the wallet balance is not a recoverable asset.

Steam’s refund policy provides a narrow route for funds that were purchased on Steam. A request may qualify when both conditions are met:

- The wallet funds were purchased on Steam within the previous 14 days.
- None of those purchased funds have been used.
This is a refund request, not a right to withdraw the balance as cash. Steam reviews the request under its refund process, and approval or delivery follows that process. The 14-day period is measured from the purchase, not from the last time you signed in.
How to evaluate a possible refund
- Find the date and amount of the Steam Wallet purchase in your account transaction history.
- Separate newly purchased funds from older funds and check whether any part of the purchase has been spent. The policy condition concerns the funds purchased in that transaction.
- Submit the request through Steam’s official refund-support flow before the 14-day window closes.
- Wait for Steam’s decision and follow the delivery method offered in the refund response. Do not assume that submitting a request guarantees approval.
If the balance was added more than 14 days ago, or any of the purchased funds were used, the specific wallet-funds exception described by Steam may not apply. A long-unused balance is not automatically converted into a refundable balance.
Japan has a separate six-month expiry rule
Japanese subscribers are covered by a distinct clause in the current agreement. Wallet funds that remain unused for six months after they are added expire as required by Japanese law. The Steam Wallet displays the balance and expiration dates for these funds.
This is an express regional rule, not evidence of a worldwide six-month deadline. Readers outside Japan should not apply it to their accounts, while readers in Japan should check the expiration information shown in their wallet rather than relying on the general inactivity rule described elsewhere in this article.

Other policy limits that can affect an unused balance
Account restrictions and termination
Inactivity and enforcement are different situations. If Valve restricts or terminates an account for violating the agreement or for improper or illegal activity, the agreement says unused wallet funds will not be refunded. That outcome is not a normal consequence of taking a break; it is tied to the reason for the restriction or termination.
Unclaimed-property laws
The Subscriber Agreement also says Valve may turn funds it considers unclaimed property over to the applicable authority. This is a legal-compliance provision, not a stated routine timer that starts whenever you stop playing. It means the general “no inactivity deadline” statement should not be read as an absolute guarantee against every legal or jurisdiction-specific process.
Access problems are not the same as expiry
If you cannot sign in, do not assume that the wallet has expired or been deleted. Account-recovery and security issues require Steam Support’s current procedures. Have the account name, relevant purchase records and any verification information available, and avoid creating a second account in the expectation that the old balance can be moved: wallet funds are generally tied to the original account and non-transferable.

- Check the wallet itself. Record the balance and look for any displayed expiration dates. This is especially important for a Japanese account.
- Review recent wallet purchases. If a purchase is less than 14 days old and none of its funds were used, decide whether to submit a refund request before the deadline.
- Choose preservation over deletion when appropriate. If your goal is simply to take a break, leaving the account unused is materially different from requesting deletion.
- Use or gift only what Steam’s rules allow. You may spend the balance on eligible Steam offerings, but you should not expect to transfer the existing balance to another account or redeem it for cash.
- Read the current regional terms. Your country, account status or later policy updates may add conditions not captured by a general explanation.
- Contact official Steam Support for an unusual case. This includes an enforcement notice, a displayed expiration date you do not understand, a deletion request already in progress or a locked account.
Examples of how the rules work
You stop playing for two years
If you leave a non-Japanese account unused and do not request deletion, the reviewed agreement does not state that the wallet balance expires solely because of the two-year absence. The funds remain tied to the account, subject to other policy, legal and access conditions.
You delete the account after taking a break
The length of the break does not protect the balance once you request deletion. Support’s published FAQ says the wallet funds are permanently deleted with the account and cannot be recovered.
You bought wallet funds last week and spent none
You may submit a refund request because the purchase is within 14 days and the funds remain unused. Steam still has to review the request; the condition does not guarantee approval or cash payment.
You live in Japan and see an expiration date
The date shown in your Steam Wallet matters. Under the Japanese clause, unused funds expire six months after being added, so spending or addressing an eligible refund before that date is different from simply leaving the account idle.

For most users outside Japan, stopping use is not described in the reviewed Steam agreement as an automatic wallet-expiration event. The irreversible step is account deletion, which removes the wallet balance permanently. If you only want a break, leave the account intact; if you have a recent, untouched wallet purchase, examine the 14-day refund route; and if you are in Japan, follow the expiration date displayed in your wallet.
