During a bank run, a stablecoin can face two pressures at once: its issuer may struggle to process redemptions or reach reserve assets, while holders sell the token in secondary markets. If liquidity, banking access or confidence deteriorates, the token can trade below its intended peg. A market price below $1 is evidence of stress, not by itself proof that reserves are permanently missing.
The outcome depends on the token’s reserve assets, custody and bank concentration, redemption rules, operational capacity, market depth and any official intervention. Stablecoins are designed to track a reference asset; they are not insured bank deposits and do not automatically receive central-bank liquidity.

What a bank run means for a stablecoin
A conventional bank run occurs when many depositors seek cash at the same time. A stablecoin run is similar in one respect—rapid, confidence-driven withdrawals—but the exits are different. Holders can request redemption from the issuer (the primary market) or sell tokens to other traders (the secondary market).
The Federal Reserve describes stablecoins as digital assets intended to maintain a value relative to a reference asset, such as the U.S. dollar. That target is maintained by the issuer’s reserves, redemption process, market makers and arbitrage activity, not by deposit insurance. Stablecoin issuers generally do not have access to the Federal Reserve’s discount window or other central-bank liquidity facilities. See the Federal Reserve’s discussion of stablecoin risks in its October 16, 2025 speech.

Consequently, a run can make a token temporarily less liquid even when the issuer says its reserves ultimately exceed the number of tokens outstanding. The key question is whether those reserves are available in the form, place and time needed to meet concentrated requests.
How the peg is supposed to work
Primary redemption
In a primary redemption, an eligible customer sends tokens to the issuer and receives the reference currency, normally at or near the target value. Eligibility, minimum transaction sizes, fees, jurisdiction, identity checks, banking hours and settlement procedures can all matter. The issuer may need to move cash from a bank, sell short-term assets or wait for a payment system to reopen.
During the March 2023 USDC episode, Circle stated that “issuance and redemption is constrained by the working hours of the U.S. banking system.” That sentence was in Circle’s March 11, 2023 statement, reproduced by the Federal Reserve in its 2024 note on stablecoin markets; it described the operational conditions of that weekend, not a permanent rule for every token or date. The statement is available through the Federal Reserve’s primary and secondary markets analysis.

Secondary-market trading
In a secondary sale, a holder sells to another participant on an exchange or other trading venue. The price reflects immediate orders, available dollar or crypto liquidity, market hours, trading limits and the willingness of arbitrageurs to buy discounted tokens and redeem them. If direct redemption is unavailable or uncertain, that arbitrage link weakens and the token can fall below its target.
| Feature | Primary redemption | Secondary sale |
|---|---|---|
| Counterparty | The issuer or its designated redemption channel | Another market participant |
| Price objective | Usually a contractual or published target, subject to eligibility, fees and timing | Live market price, which can move above or below the target |
| Stress constraint | Banking hours, cash access, processing capacity, customer eligibility and asset settlement | Order-book depth, market-maker capacity, venue outages and one-sided selling |
| What it tells you | Whether a particular holder can use the issuer’s process now | What traders are willing to pay now |
The Federal Reserve explains why these channels can diverge in its 2024 market-structure note. A quoted exchange price is not a complete audit of reserve assets, and an issuer’s reserve statement does not guarantee an immediate fill for every seller on every venue.
How a stablecoin run can unfold
- A trigger changes expectations. News of a reserve-bank failure, a transfer restriction, an accounting concern, a cyber incident or a sharp fall in confidence causes holders to seek an exit.
- Redemptions and sales accelerate. Some eligible customers submit tokens to the issuer. Others sell immediately because they cannot redeem, do not meet the issuer’s requirements or do not want to wait.
- Cash and settlement capacity come under pressure. The issuer must draw on bank balances, settle payments, liquidate assets or arrange transfers. A weekend, holiday or bank outage can delay these steps.
- The secondary price moves. If sell orders exceed available bids, the token trades below its target. A thin market can produce a large discount even before a definitive loss is known.
- Arbitrage either restores or fails to restore the peg. Traders normally buy a discounted token and redeem it at the issuer. That trade requires confidence that redemption is open, affordable and legally available. If those assumptions fail, arbitrage capital may stand aside.
- Feedback can amplify the move. A falling price prompts more holders to leave, which creates more selling and further tests the issuer’s liquidity. Clear information, restored bank access or official action can interrupt the loop; continued uncertainty can extend it.
Federal Reserve researchers documented this interaction during the March 2023 USDC event in “In the Shadow of Bank Runs”. The New York Fed’s analysis, “Runs and Flights to Safety: Are Stablecoins the New Money Market Funds?”, likewise examines how redemption incentives and flight-to-safety behavior can transmit stress.

Why a bank problem can affect a token
Reserve assets can exist but be temporarily inaccessible
An issuer may hold dollars at a commercial bank, Treasury securities through a custodian or other assets considered liquid under normal conditions. A bank closure, payment-system outage, account freeze or transfer limit can prevent the issuer from using those assets on the timetable customers expect. Accessibility and settlement location therefore matter alongside the asset’s credit quality.

If a large share of reserves or payment operations depends on one bank or custodian, trouble at that institution can affect the token disproportionately. Diversification can reduce concentration risk but cannot eliminate timing, legal or operational problems.
Asset sales can be costly under pressure
Even high-quality assets may not convert to cash instantly. A concentrated wave of requests can require sales at unfavorable prices, create settlement queues or expose the issuer to weekend and holiday gaps. Circle’s SEC-filed annual report warns that concentrated redemptions, reserve-market shocks or concerns about reserves could delay redemptions and might leave reserves insufficient for all requests under extreme conditions. That is a risk disclosure about possible scenarios, not evidence that a shortfall has occurred: Circle Internet Group annual report.

Information can move faster than verification
Rumors spread across trading venues before an issuer can publish reconciliations or obtain banking confirmation. Traders may discount a token while facts remain incomplete. Later disclosure can narrow the discount, but the timing and size of a recovery cannot be assumed.

The USDC episode shows how bank access, primary operations and secondary pricing interact. It is a historical example, not a forecast of what every future run will look like.

| March 10, 2023 | Circle disclosed that $3.3 billion of USDC dollar reserves were held at Silicon Valley Bank (SVB). The Federal Reserve’s May 2023 Financial Stability Report recorded the disclosure. |
| March 10–11 | Concern about access to those funds prompted a surge in USDC redemption requests. Federal Reserve researchers report that USDC lost its dollar peg in secondary markets while Circle’s primary-market operations were closed over the weekend. |
| March 11 | Circle said issuance and redemption were constrained by U.S. banking-system working hours. The wording referred to the operational limits of that weekend. |
| After depositor-protection announcement | The FDIC, Treasury and Federal Reserve announced that SVB depositors would be fully protected. Federal Reserve research says the announcement helped ameliorate the depeg and the token’s price recovered. |
Circle later said the SVB deposit represented about 8% of USDC’s total reserve and that the funds would be available after the authorities’ announcement. Those figures and availability statements are Circle’s claims, not an independent audit; they are reported in Circle’s release, “$3.3 Billion of USDC Reserve Risk Removed, Dollar De-peg Closes.”
Best Value
The episode demonstrates two separate facts: a bank-access concern can cause immediate secondary-market losses, and an official backstop can change expectations quickly. It does not establish that future stablecoin runs will receive comparable protection, nor does it establish a universal recovery time.
How to assess a stablecoin’s resilience
When comparing tokens, treat the following as indicators rather than guarantees. Read the issuer’s current terms and disclosures because reserves, banks and policies can change.
| Check | Questions to ask during stress | Why it matters |
|---|---|---|
| Reserve quality and liquidity | What assets are held, how quickly can they be converted to cash, and what settlement risks apply? | Determines whether redemptions can be funded without delay or forced sales. |
| Bank and custodian concentration | Which institutions hold reserves or process payments, and how diversified are they? | A failure or access restriction at one institution can block otherwise existing funds. |
| Redemption eligibility and timing | Who may redeem, what are the minimums and fees, and are there banking-hour or jurisdiction limits? | Determines whether a holder can use the primary channel when markets are stressed. |
| Disclosure and assurance | How often are holdings reported, as of what date, and is the information an issuer statement or independent assurance? | Helps distinguish current evidence from an unverified claim. |
| Secondary-market depth | Are there multiple liquid venues, active market makers and functioning transfers? | Thin markets can trade far from the target even if longer-term reserves remain intact. |
| Legal and liquidity backstops | What protections, if any, apply to token holders, and can the issuer access emergency funding? | Stablecoins do not automatically inherit deposit insurance or central-bank liquidity. |
Circle’s Transparency & Stability page is an issuer source for USDC reserve information. Any balance there should be read with its stated “as of” date and attributed to Circle; it should not be generalized to other tokens.
What holders may experience
| Scenario | Likely holder experience | Important qualification |
|---|---|---|
| Short-lived market panic | The token trades below target, then returns as information and redemption access improve. | A recovery is possible, not guaranteed. |
| Primary channel delayed | Eligible redemptions queue or operate only during bank and business hours; secondary sellers accept a discount for speed. | Terms differ by issuer, customer and jurisdiction. |
| Reserve-bank or custodian failure | Transfers and redemptions may be restricted while ownership and access are resolved. | The outcome depends on insolvency law, account structure and official action. |
| Persistent reserve or legal impairment | The peg may remain below target and recovery may be partial or prolonged. | Public price data alone cannot determine ultimate recoveries. |
Do not equate a temporary discount with a final loss, but do not treat a claim of full backing as a promise of instant, unlimited redemption either. The relevant evidence is the combination of current terms, reserve disclosures, bank access and functioning markets.
A practical checklist during a banking shock
- Identify the exact token and chain. Wrapped or bridged versions may have separate liquidity and redemption arrangements.
- Read the issuer’s latest notice. Check publication time, reserve “as of” date, affected banks, service status, eligibility and fees.
- Separate price from redemption status. Compare several reputable venues, but treat exchange prices as market observations rather than proof of reserves.
- Check operating windows. Note weekends, holidays, banking cutoffs, maintenance periods and any minimum redemption amount.
- Assess concentration. Look for disclosed exposure to the troubled bank or custodian and whether alternative payment rails are available.
- Plan liquidity needs. If you cannot tolerate a temporary discount or processing delay, avoid relying on one stablecoin as your only cash substitute.
- Keep records and beware scams. Save official notices and transaction details; do not send tokens to an unverified “recovery” address or disclose private keys.
What the evidence can—and cannot—tell you
The Federal Reserve reported that total stablecoin market capitalization had fallen 21% from the beginning of 2022 to $130 billion in its May 2023 report. That is a dated historical market figure, not a current total. The same report recorded Circle’s $3.3 billion SVB disclosure on March 10, 2023.
No source establishes a universal probability that a stablecoin will depeg, a standard duration for a depeg or a fixed recovery percentage for holders. Those outcomes depend on the particular token’s current reserves, legal arrangements, redemption operations, market liquidity and events during the run. Prices, laws, bank relationships and issuer disclosures can change, so decisions should use current information rather than the 2023 case alone.
