A leap second does not trigger one universal behavior in software. The result depends on the operating system, time-synchronization method, runtime, database engine, and assumptions in the application. A host that follows a direct UTC adjustment may repeat a wall-clock second; a host using a leap smear changes the clock rate gradually and never exposes a discrete extra second. Databases then store and display whatever time model and clock input they are designed to use.
The operational risks are specific: duplicate civil timestamps, temporarily disagreeing machines, incorrect duration measurements, and database logic that assumes wall-clock values are unique or always increasing. PostgreSQL, for example, explicitly documents that leap seconds are not handled, even though timestamp-with-time-zone values are stored internally as UTC.

What a leap second changes
UTC can insert one extra second at the end of a UTC day to keep civil time aligned with Earth’s rotation. That event is announced through time-distribution systems such as the Network Time Protocol (NTP), but NTP does not force every endpoint to represent it identically.
The central complication is the POSIX time model. POSIX requires every day to contain 86,400 seconds and does not prescribe a universal representation for an inserted leap second. As the NTP documentation puts it: The problem is that POSIX requires 86400 seconds in a day, and there is no prescribed way to handle leap seconds in POSIX.
The quotation is attributed to Martin Burnicki and Harlan Stenn in the NTPsec documentation.

Consequently, a kernel, time daemon, language runtime and database may each make a different choice. The same instant can therefore be logged differently by two machines, especially if they use different time sources or correction policies.
The event path from UTC to an application
- UTC authorities announce that a leap event will occur at a specified boundary.
- An upstream time source sets a leap indicator in NTP or otherwise distributes the information.
- The host’s NTP client, PTP client, kernel or time service decides how to apply the correction.
- The operating system exposes wall-clock and monotonic clocks to applications.
- Libraries and database engines convert those readings into timestamps, intervals and displayed local times.
The NTP reference documentation notes that a system may pass the event to a kernel that supports leap handling or apply the correction within time-synchronization software. That implementation choice is why behavior cannot be inferred from the protocol announcement alone.
Direct handling: why a wall-clock second can repeat
On many Unix-like systems using direct leap handling, the final wall-clock second before the boundary is repeated. The clock does not advance in the ordinary way during that transition. Two separate events can consequently receive the same civil timestamp.
A repeated timestamp is not proof that an event happened twice, nor is it evidence that every system will repeat the second. It is one common consequence of direct handling and must be treated as a case to test. Code that uses a timestamp as a unique identifier can collide. Sorting records by timestamp alone can produce ties, and a process that rejects any timestamp less than or equal to the previous value can misclassify a valid event as out of order.
Wall-clock time is not elapsed time
Wall-clock time answers “what civil time is it?” It can be adjusted, stepped, repeated or smeared. Elapsed-time measurement needs a monotonic clock: a clock designed not to move backward when civil time is corrected.

Use the platform’s monotonic clock for request durations, timeout deadlines, retry backoffs, lease expiry calculations and performance measurements. Use a documented wall-clock source for log timestamps, user-facing dates and records that must correspond to civil time. If an API combines both concepts, document which one is used; do not silently substitute a wall-clock reading for a duration timer.
Leap smearing: replacing a step with a rate change
A leap smear distributes the correction across a time window by changing the supplied clock’s rate. Clients following that source do not observe a discrete inserted second. Instead, their displayed time gradually leads or lags unsmeared UTC during the window and realigns when the smear ends.

Smearing improves continuity for applications that are disrupted by a repeated or stepped wall-clock value, but it is not identical to UTC during the smear. That distinction matters for systems that exchange timestamps with an unsmeared source, verify externally issued signatures, reconcile scientific observations or create legally significant records.
Google’s documented smear
Google’s public NTP documentation recommends a 24-hour linear smear running from noon to noon UTC and says Google has used leap smearing since 2008. The documented frequency adjustment is about 11.6 parts per million; the page date is not stated in the available documentation. Google writes: We encourage anyone smearing leap seconds to use a 24-hour linear smear from noon to noon UTC.
The recommendation is a synchronization policy, not a requirement imposed on unrelated systems. A client using a different smear window will disagree with Google’s source for part of the event, even though both clocks may be internally smooth.

AWS’s separate NTP and PTP behavior
AWS documents different behavior for its time-delivery paths. Amazon Time Sync Service over local NTP and AWS public NTP pools smear during a leap event, while the PTP hardware clock follows UTC leap-second behavior. AWS states: The PTP hardware clock, however, does not provide a smeared time option.

A machine synchronized through a smeared NTP path can therefore disagree temporarily with a machine reading the PTP hardware clock. AWS advises against combining smeared and non-smeared sources during an event. The same rule applies to any fleet: choose one policy for systems that must agree, and record that policy in the platform configuration.
Direct handling, smearing and mixed fleets compared
| Choice | What an application sees | Main operational trade-off |
|---|---|---|
| Direct leap handling | A repeated or otherwise adjusted wall-clock value, depending on the operating-system and time-client implementation. | Alignment with unsmeared UTC is direct, but wall-clock readings may not behave as a simple increasing POSIX sequence. |
| Smear time source | The supplied clock rate changes gradually; clients do not see a discrete inserted second. | Continuity is easier for many applications, but the indicated time differs from unsmeared UTC during the smear window. |
| Mixed sources | Some hosts follow a smear while others follow direct UTC behavior. | Nodes can disagree temporarily, producing confusing logs, ordering decisions and cross-machine comparisons. |
Evaluate a policy against four questions: does the system need unsmeared UTC at every instant, must wall-clock readings remain smooth, must all nodes agree with one another, and will an external process compare or validate the timestamps? A smear is neither universally correct nor universally wrong; its suitability depends on those requirements.
What databases do with the corrected clock
A database does not automatically become leap-second-aware because the host operating system receives an NTP announcement. The database’s timestamp types, conversion rules, clock functions and input path determine what is stored and displayed.
PostgreSQL as a documented example
PostgreSQL documentation states that leap seconds are not handled. Its timestamp-with-time-zone values are stored internally as UTC and converted to the configured time zone for display, but the documentation explicitly qualifies that this is not leap-second-aware UTC. In other words, “UTC” in the storage description does not mean that the internal time scale counts every physical leap second.

This behavior should not be generalized to every database engine or version. For any production database, verify the exact timestamp types, whether the engine obtains the current time from the operating system or from a transaction-level clock, how it parses offsets, and how it orders values around corrections.
Database assumptions that need review
- Unique timestamp keys: two events can share a wall-clock value under direct handling. Add a separate sequence, generated identifier or other tie-breaker when uniqueness matters.
- Strict ordering: ordering by a civil timestamp alone cannot distinguish tied values and may conflict with arrival order. Store an ordering field appropriate to the workload.
- Duration calculations: subtracting two wall-clock values can produce an unexpected result when the clock is corrected. Measure elapsed time with a monotonic source in the application or a database feature whose semantics are explicitly documented.
- Cross-node comparisons: a smeared node and an unsmeared node can report different civil times for the same real-world instant. Include the source policy in operational documentation.
- Audit and compliance records: determine whether the receiving authority expects smeared or unsmeared UTC, and preserve the original offset or source metadata when that distinction matters.
Application failure modes to design for
Duplicate or tied event times
Logging, billing, telemetry and event-ingestion code often treats a timestamp as an implicit sequence number. A repeated second invalidates that assumption. Keep an independent event ID or sequence and define deterministic tie-breaking for queries and exports.
Clock-based scheduling
A job triggered by a civil-time label can encounter a repeated label or a smeared label that arrives at a different rate. Make scheduled work idempotent, record which schedule occurrence has been processed, and avoid using a wall-clock delta as the sole guard against duplicate execution.
Timeouts, leases and retries
Expiration logic based on “current wall time plus N seconds” can be distorted by a correction. Use a monotonic deadline where the platform permits it. If a lease must be represented in civil time for another system, separate the civil expiry timestamp from the local monotonic timer used to enforce it.

Wall-clock timestamps are useful for human correlation but are not a guaranteed total order across machines. Preserve an event sequence, trace relationship or database ordering key alongside the displayed time. During a smear, ensure all participating hosts use a compatible source before interpreting small timestamp differences as causality.

Operational checklist for an engineering team
- Inventory every clock source. Record whether each host uses local NTP, a public NTP pool, PTP hardware, a hypervisor-provided clock or another service.
- Classify the policy. For each source, determine whether it smears, reports a leap announcement for direct handling, or leaves the decision to the operating system.
- Standardize the fleet. Do not mix smeared and non-smeared sources on systems that compare timestamps or participate in the same ordering protocol during an event.
- Inspect application assumptions. Search for uniqueness constraints, “timestamp greater than previous” checks, wall-clock duration arithmetic and schedulers keyed only by civil time.
- Separate clocks by purpose. Use monotonic time for elapsed intervals and a documented wall-clock source for civil timestamps.
- Verify database semantics. Check the engine and version documentation for timestamp storage, current-time functions, parsing, display conversion and leap-second treatment. PostgreSQL’s explicit limitation is a reminder not to infer behavior from another product.
- Test before an event. In a controlled environment, inject a repeated-second scenario and a smear scenario, then inspect ordering, uniqueness, expiration, scheduling, replication and exports.
- Document external requirements. Legal, scientific, financial or audit workflows may require timestamps that match unsmeared UTC. Confirm that requirement before selecting a smear policy.
- Monitor agreement. Alert on unexpected offset differences between nodes and retain the selected time-source configuration in incident records.
Testing and recovery considerations
A useful test does not merely set a server’s date. It exercises the complete path: time daemon, kernel clock, language runtime, application libraries, database functions, replication and downstream exports. Test at least these cases:
- two events arriving during a repeated wall-clock second;
- a query that orders or paginates by timestamp;
- a uniqueness constraint or deduplication key containing a timestamp;
- a timeout or lease that crosses the correction boundary;
- two services using different smear policies;
- an audit export consumed by a system that expects unsmeared UTC.
Recovery should preserve evidence rather than rewrite history. Keep the original recorded timestamp, source or offset metadata and an independent event identifier. If a clock-source configuration is changed, record when and why it changed so operators can explain temporary disagreements without altering stored records.
What the future policy means for planning
AWS reports that the General Conference on Weights and Measures decided to abandon leap seconds by or before 2035. That policy direction does not remove the engineering requirement today: providers still document how they will behave if another leap event occurs, and implementation timelines can change. Do not hard-code an assumption that no future event is possible. Use the leap indicators and operational notices supplied by the time service on which the fleet depends.
