When an AI provider’s safety system selects a prompt, it is usually first classified by automated abuse and trust-and-safety tools. A selected interaction may be retained for a stated period, and authorized personnel may inspect it under defined conditions. In other designs, protected content is processed automatically without human access. A safety flag is a referral for review—not proof that you broke a policy—and the exact outcome depends on the provider, product surface, account type, model, settings and legal or safety exceptions.
What “safety review” usually means
AI companies use safety systems to detect misuse such as attempts to generate prohibited content, evade safeguards, attack the service or abuse other users. The first step is commonly automated classification. A classifier can score a prompt, its surrounding context and the model’s response, then decide whether the interaction should be logged, blocked, escalated or sampled for additional checking.

Selection does not establish wrongdoing. OpenAI’s Private Safety Processing guide says an interaction can be selected through a safety-classifier referral or an approved sampling policy and explicitly says that a referral does not establish a policy violation. A false positive, an ambiguous request or a routine quality-and-safety sample can all lead to selection.

- [Deep Bass with Clear Vocals] High-performance drivers produce punchy bass while keeping vocals clean and detailed for everyday listening.
- An automated model or rule evaluates the text and returns a safety signal.
- A provider stores the prompt, context and response temporarily so it can investigate misuse or meet legal obligations.
- An authorized employee checks a flagged item against internal guidelines.
- A specialized contractor reviews content under confidentiality controls.
- A customer-controlled system runs an automated safety workflow designed to prevent people from seeing the protected text.
These events have different privacy implications. A policy that says content is retained for abuse detection does not automatically say that people read every interaction, and a promise not to use business data for model training does not promise that safety systems never process it.
The usual path from prompt to decision
1. The service receives the interaction
The provider may receive more than the words typed into the prompt. Depending on the product, the record can include conversation history, attached or retrieved context, the model’s output, account and device information, safety scores and technical logs. A Gemini API policy, for example, refers to prompts, contextual information and outputs rather than only the latest message.
2. Automated systems score or filter it
Classifiers and abuse-detection systems look for signals associated with prohibited use, fraud, attacks on the service, self-harm or other categories defined by the provider. Automated checks can happen before an answer is generated, after the response, or at both points. The system may block a request, alter the response, allow it, or send it to a review queue.

The interaction can be kept for a limited period so the provider can detect repeated abuse, investigate an incident, improve enforcement or satisfy legal and regulatory duties. The period is product-specific. Ordinary retention and extended retention for a flagged case are often different rules.
4. A human may assess a selected item
Where human review is allowed, access is usually limited to authorized staff or a small approved reviewer group. Reviewers may confirm or correct an automated classification, investigate a suspected violation or assess an appeal. A reviewer does not necessarily see every message from an account; the provider may expose only the selected interaction and related metadata.

5. The provider records a result and enforces an action
The result can be no action, a warning, a blocked response, a rate limit, suspension, account termination or a referral to legal authorities where required. A safety score or classification may be stored separately from the conversation and may have its own retention period.
What the major provider policies say
OpenAI: several distinct workflows
OpenAI’s business products and API do not have one universal review rule. For ChatGPT Enterprise, Edu and Healthcare, workspace administrators control retention; deleted conversations are removed within 30 days unless legal retention applies. ChatGPT Business administrators also control retention, with deleted or unsaved conversations removed within 30 days unless a longer period is required by law or reasonably necessary to protect the service or other people.
OpenAI says access to stored business conversations is limited to authorized employees who need it for engineering support, abuse investigations or legal compliance. It also describes specialized third-party contractors bound by confidentiality obligations who review for abuse and misuse. These statements apply to the named business products, not automatically to consumer accounts or every API endpoint.
For enterprise and API data, OpenAI says data is not used to train models by default unless the customer opts in. That is a training-use statement, not a guarantee of zero retention or zero safety processing.
OpenAI’s API controls describe Zero Data Retention (ZDR) and Modified Abuse Monitoring as approval-based options with additional requirements and endpoint or feature limitations. The documentation also says that in some safety-retention situations, content can be retained and human-reviewed when classifiers detect a potential Usage Policy or agreement violation. ZDR therefore should not be read as an unconditional promise covering every endpoint and every safety exception.

A separate ZDR with Private Safety Processing (PSP) design uses customer-controlled regional storage and encryption. OpenAI says a hardware-attested Safety Review Runtime is designed to be the only workload able to decrypt the content and to disable human access. The workflow performs automated review and releases bounded safety signals and approved metadata. In that described architecture, records have a 30-day time-to-live. The guarantee is limited to eligible uses of that workflow; it is not a statement about every OpenAI product.

Anthropic’s Covered Models policy is dated September 5, 2026, and took effect June 9, 2026. It covers designated Mythos-class and future models of similar capability, including certain organizations configured for ZDR and access through listed cloud platforms. The policy says prompts and outputs in that covered scope are retained for 30 days for safety work.
Anthropic says retained conversations are not readable by personnel by default. Human review can occur through a controlled access path—for example, when automated trust-and-safety systems flag content for potential harm—and only a small approved reviewer group can perform the review. Access is recorded in a tamper-proof log. Data is automatically deleted after 30 days except in rare flagged cases or where legal requirements apply.
The policy does not describe every Anthropic plan. It says consumer Free, Pro and Max plans are unaffected by that particular update because those surfaces already retain inputs and outputs. Anthropic’s organization retention page separately says deleted chats are removed from backend storage within 30 days, but inputs and outputs for organization chats flagged as Usage Policy violations may be retained for up to two years. Related trust-and-safety classification scores may be kept for up to seven years. Those are conditional maximums for flagged chats, not ordinary retention for every conversation.
Anthropic’s consumer privacy page is separate again. It describes retention as reasonably necessary under its Privacy Policy and reports the same up-to-two-year inputs-and-outputs period and up-to-seven-year classification-score period for flagged consumer chats or sessions, along with legal, dispute-resolution and policy-enforcement exceptions. Consumer and organization terms should not be merged into one plan-wide rule.

Google Gemini API: automated monitoring with possible employee assessment
Google’s Gemini API and Google AI Studio abuse-monitoring policy says Google uses automated and manual processes to detect potential misuse. It states that prompts, contextual information and outputs are retained for 55 days to detect and prevent prohibited-use violations, support service safety and security, and make required legal or regulatory disclosures.
If a safety filter or abuse-detection system flags a prompt or output, authorized Google employees may assess it and confirm or correct the classification or determination under predefined guidelines. Google says access for this human review is limited to authorized employees through an internal governance assessment and review-management platform.
This policy is specifically for the Gemini API and Google AI Studio route. It should not automatically be applied to consumer Gemini apps or unrelated Google services.
Google’s broader AI-safety page says that AI helps identify potentially violative content at scale while human review remains important. It reports more than 25,000 human reviewers across Google’s policy-enforcement work. That figure is organization-wide, not a Gemini API reviewer count, and can change over time.

OpenAI’s ChatGPT Enterprise, Edu, Healthcare and Business documentation describes administrator-controlled retention and a 30-day deletion window for deleted or unsaved conversations, subject to legal and service-protection exceptions, rather than one universal storage period. API controls add eligibility rules, endpoint limits and safety exceptions. Reading only a headline number can therefore give the wrong answer for a particular account.
Does “zero data retention” mean no one can review a prompt?
No. ZDR is a configuration with a defined scope, not a universal synonym for “the provider never receives or retains content.” OpenAI documents approval requirements, endpoint and feature limitations, and safety-retention cases that can permit retention and human review when classifiers detect a potential violation. Anthropic’s Covered Models policy likewise says that some organizations otherwise using ZDR must accept limited retention for designated models.
OpenAI’s PSP workflow is a narrower example: its stated design uses customer-controlled regional storage, hardware-attested decryption and automated review intended to prevent human access. That is materially different from a policy that allows an authorized reviewer to inspect a flagged item. Always identify the exact model, endpoint, account type and approved control before relying on a ZDR promise.
Safety review, training and legal access are separate questions
Ask four separate questions instead of one broad “is my data private?” question:
- Is the interaction retained? Check the ordinary period and the exceptions for flagged content, legal demands, security incidents and disputes.
- Can a person read it? Look for the eligible reviewers, approval path, logging, confidentiality duties and circumstances that trigger access.
- Is it used to train general models? OpenAI’s cited business and API policy says training use is off by default unless a customer opts in, but that does not answer retention or safety-review questions.
- Can the provider disclose it? Legal, regulatory and service-protection exceptions can require access or preservation even when ordinary deletion controls are enabled.
A training opt-out can coexist with abuse monitoring. Conversely, automated safety processing can occur without using the interaction to train a general-purpose model.
How to reduce exposure before sending sensitive material
For individual users
- Identify whether you are using a consumer app, a business workspace, an API, or a cloud-hosted route.
- Read the privacy and abuse-monitoring terms for that exact product and model, not a general company privacy statement.
- Remove names, account numbers, unpublished source code, health details and secrets unless the service is approved for that information.
- Check whether conversation history, feedback, attachments and retrieved context follow different retention rules.
- Do not assume that deleting a chat immediately erases backups, safety records or legally preserved material.
For organizations
- Ask the provider to identify the exact product route, model designation, region and account tier covered by the contract.
- Request the ordinary retention period and the maximum periods for flagged content, safety scores, feedback, legal holds and security investigations.
- Ask who can access content: employees, specialized contractors, cloud partners or only an automated processing environment.
- Confirm whether access is logged, whether reviewers are bound by confidentiality obligations and how reviewer privileges are approved.
- Verify which ZDR, modified-abuse-monitoring or customer-managed-storage controls are actually enabled, including endpoint and feature exclusions.
- Obtain written confirmation of training-use settings separately from safety-monitoring and retention commitments.
- Document deletion procedures, response times and the exceptions that can delay or prevent deletion.
How to interpret a provider’s notice
Look for five details in the wording. First, identify the subject: prompt, context, output, metadata, classification score or feedback. Second, identify the clock: ordinary retention, deletion after a user request, or a longer period after a flag. Third, identify the trigger: classifier referral, approved sampling, safety-filter alert, legal request or account investigation. Fourth, identify the reviewer: automated runtime, authorized employee, named team or contractor. Fifth, identify the scope: consumer, business, API, model family, region and effective date.
Those details explain why two apparently conflicting statements can both be accurate. One may describe an ordinary API interaction, while the other covers a flagged organization chat or a special zero-retention architecture. The safest interpretation is the narrowest one supported by the product’s current terms.
Bottom line
AI safety teams generally do not have a single “read everything” or “read nothing” process. Automated systems select and classify interactions; a subset may be stored, escalated or checked by authorized people; and special architectures may keep human reviewers from decrypting protected content. Google’s Gemini API policy states 55 days of retention, Anthropic publishes both a 30-day covered-model period and longer flagged-content maximums, and OpenAI documents product-specific controls plus a 30-day PSP record lifetime. Treat every number and privacy promise as product-specific, and separate retention, human access, training and legal exceptions before deciding what to share.
