What Happens to Premier League Clubs After a Financial-Rules Breach?

A financial-rules breach does not trigger an automatic, fixed points deduction or expulsion. The outcome depends on the rule in force for the season, the facts and the decision-maker’s ruling; a club may also be able to appeal. Through 2025/26, cases were dealt with under Profitability and Sustainability Rules (PSR). From 2026/27, the Premier League uses Squad Cost Ratio (SCR) and Sustainability and Systemic Resilience (SSR), while retaining powers to pursue earlier PSR breaches.

What happens when a club is accused of breaching the rules?

An allegation is not itself a finding of guilt. Under the former PSR process, the Premier League Board could investigate a suspected breach and refer the case to an independent Commission. The Commission decided whether a breach occurred and, if so, what sanction was appropriate. Proceedings were held privately, with the final decision published.

The League’s stated sanction range includes fines, points deductions and other sporting sanctions. It does not set one automatic points tariff for every proven breach. The outcome depends on the individual case; the published examples do not establish a points-per-pound formula.

How did PSR work, and which threshold applied?

For PSR, a club’s aggregate Adjusted Earnings Before Tax was assessed over the relevant period. The Premier League’s published explanation stated a maximum threshold of £105 million, reduced by £22 million for each season the club spent in the Championship during that period. A club’s competition status during the assessment years could therefore affect its allowable loss.

Nottingham Forest’s case illustrates the difference: because it had spent two seasons of the relevant assessment period in the Championship, its applicable threshold was £61 million, not £105 million. The Premier League said Forest exceeded that threshold by £34.5 million.

What the main cases show

Case What was decided Outcome
Everton, period ending 2021/22 Everton admitted a PSR breach. It appealed the sanction, not the admitted breach. The Commission initially imposed 10 points. On appeal, two of Everton’s nine grounds succeeded and the Appeal Board substituted a six-point deduction. The Premier League announced the appeal result on 26 February 2024.
Nottingham Forest, period ending 2022/23 Forest admitted exceeding its applicable £61 million PSR threshold by £34.5 million. The Premier League announced the Commission’s decision on 18 March 2024. An independent Commission imposed an immediate four-point deduction after an expedited hearing.
Everton, period ending 2022/23 This was a separate PSR case from Everton’s 2021/22 breach. Everton admitted the breach. The Commission imposed two points. Everton withdrew its appeal, confirming that sanction.
Leicester, alleged Premier League PSR breach for 2022/23 The Commission rejected Leicester’s jurisdiction challenge, but the Appeal Board upheld Leicester’s appeal. The League said it could not take action for exceeding the threshold in the relevant periods. No Premier League PSR sanction followed for that alleged period; the appeal concerned jurisdiction and timing, not a points tariff.
Leicester, EFL P&S breach for 2023/24 This was a later case under EFL Profitability and Sustainability rules, not a new Premier League PSR breach. The matter entered the Premier League process under rules for promoted clubs. An Appeal Board upheld a Commission’s recommended six-point deduction in April 2026.

These are individual decisions, not a statistical sample. The Premier League material cited here does not establish an average deduction, a typical sanction or an appeal success rate.

Can a club appeal a points deduction?

Yes. A party could challenge a Commission decision under Section W. An independent Appeal Board could allow or dismiss an appeal, or make an order it considered appropriate, including varying the sanction. Everton’s first case shows that an appeal can reduce a penalty without overturning an admitted breach. Leicester’s earlier case shows that an appeal can instead turn on jurisdiction or timing.

Do not assume an appeal automatically suspends a deduction or will be decided before a particular match. The rules and case statements describe appeal powers and case-specific schedules, not a universal automatic stay. Standard Directions were adopted for certain PSR cases to seek resolution during the complaint season and before the following AGM; Leicester’s matter followed a different timetable because it had been relegated before those directions came into force.

What rules apply from 2026/27?

PSR has been replaced for seasons from 2026/27 by SCR and SSR. The Premier League says it retains powers to initiate or continue enforcement for PSR breaches relating to periods ending in 2025/26 or earlier. That means a legacy case can still be handled under PSR even though the current-season framework has changed.

Squad Cost Ratio

SCR focuses on on-pitch spending. Its green threshold is 85% of football-related revenue plus net profit or loss on player sales. Clubs also receive a multi-year allowance that sets a higher red threshold; the League’s 2026/27 explanation describes an initial allowance of up to 30% above green. Exceeding green but remaining below red through the applicable tests can result in a levy under the rule mechanics. Crossing red can result in a sporting sanction. SCR includes in-season monitoring.

Sustainability and Systemic Resilience

SSR assesses liquidity, future financial information and equity. If a club is non-compliant, it must show how it will return to compliance through a business plan. If the plan is not satisfactory, the Board may impose defined measures, including approval requirements for registering new contracts, spending limits, or disciplinary powers under Rule W.3.

Can a club be expelled?

The Premier League’s governance explanation says a serious Rule Book breach can, in extreme cases, result in expulsion, and says expulsion has never occurred in the competition’s history. This is a remote maximum sanction in the League’s broad governance description, not the expected consequence of a financial-rules breach. The stated range also includes fines, points deductions and other sporting measures; the relevant decision-maker determines the sanction in the individual case.

How to read a reported financial-rules case

  • Check the season and rule set. PSR applies to legacy periods through 2025/26; SCR and SSR apply from 2026/27.
  • Check the club’s status in the assessment period. Championship seasons can change a PSR threshold, and relegation or promotion can affect jurisdiction and process.
  • Separate what was admitted or disputed. A club may admit a breach but challenge only the sanction, or an appeal may concern jurisdiction rather than the merits.
  • Distinguish the initial decision from the final result. An appeal can vary a sanction; report the final outcome where one exists.
