In the U.S. baseline described by the Department of Energy (DOE) and its national-laboratory contributors, most retired blades were still landfilled because alternatives were less available and more costly. Repowering does not automatically mean recycling.
Why repowering produces retired blades
Repowering can mean upgrading selected components while keeping other parts of a wind project in service, or replacing the installation more extensively. In partial repowering, blades may be removed even when the project’s other infrastructure remains. Any component taken out of service still needs a managed end-of-service route.

The DOE WINDExchange Wind Energy End-of-Service Guide reports that 2,307 blades from 12 U.S. wind projects were retired through partial repowering in 2021. The guide also estimated 3,000–9,000 U.S. blade retirements per year for 2021–2026 and projected 10,000–20,000 annually by 2040. Those are dated observations and estimates, not current annual counts. Where retired blades go
“Recycling” can describe several different outcomes. Some routes recover fibers or use blade material in another product; others recover energy or mineral inputs, while direct reuse avoids breaking the blade down. A route’s availability depends on the blade, local rules, transport, facility capability, cost, and a viable end market.

Direct reuse and repurposing
Sections of a blade can be adapted for a different structure or product, such as a pedestrian bridge, bench, playground feature, bike shelter, affordable-housing component, or noise barrier. The blade is reused largely intact rather than converted into raw material. This requires a suitable design and buyer, along with checks for condition, safety, permitting, transport, and installation.
Mechanical recycling
Grinding or shredding breaks composite material into smaller fractions. Those fractions may substitute for materials in other products or serve as fuel and mineral input in cement production. The DOE describes shredded blade material being used in cement making and in concrete-related products. Actual acceptance and use depend on the processor and receiving market.
Thermal recovery
Heat-based processes can separate or recover fibers from the resin matrix. DOE describes Carbon Rivers’ work to recover glass fiber for new composite products, including research and development involving the University of Tennessee. This is a documented recovery pathway, not evidence that every region has a commercial facility able to take any retired blade.

Chemical recycling and solvolysis
Solvolysis uses chemicals to dissolve resin and recover fibers. A European Commission summary of a 2023 comparative study includes solvolysis among the end-of-life routes considered. Separately, researchers at the National Renewable Energy Laboratory (NREL) developed a biomass-derivable resin called PECAN, built a 9-meter prototype blade, and demonstrated a chemical breakdown process. The reported six-hour breakdown applied to that prototype; it is not an established processing time for legacy commercial blades.
The research significance should not be confused with commercial readiness. NREL’s 2024 announcement quoted associate laboratory director Johney Green calling PECAN “a critically important step” toward a circular economy for energy materials. That describes the value of the research, not proof of installed commercial-scale capacity. NREL’s 2024 PECAN announcement
Cement-kiln co-processing
In cement production, processed blade material can replace some fuel and mineral inputs. This is one form of material recovery, but it is not the same as recovering intact fibers for new blades. It depends on a nearby facility’s specifications, capacity, and commercial arrangements.

Incineration and landfill
Incineration and landfill are also recognized end-of-life scenarios. DOE/NLR says landfill remained the predominant U.S. route in its guide baseline because alternatives were less available and more costly. Rules and facility acceptance vary by jurisdiction, so neither landfill access nor the environmental implications of a route should be assumed to be universal.

Why blades are harder to process than most turbine materials
Wind turbine blades are large composite structures engineered to be strong, light, and durable. They commonly use glass or carbon fibers held in a resin matrix, with layered construction that makes separating materials more difficult than recovering metals from towers and nacelles. Their size also makes cutting, storage, and transport consequential parts of the disposal decision.
Blades and other composite components account for about 6%–14% of turbine mass in the DOE/NLR guide. By contrast, the guide says 85%–90% of total turbine mass is made up of materials readily recycled, excluding foundations, underground wiring, and project infrastructure. That larger percentage is about the turbine overall, not the blade itself. DOE/NLR Wind Energy End-of-Service Guide

What recycling-capacity figures do—and do not—show
The DOE/NLR guide reported more than 3,000 blades per year of U.S. recycling capacity as of 2022. DOE also lists 3,000 blades per year as the mechanical recycling capacity of the Veolia facility in Louisiana, Missouri. Capacity is not the same as blades actually processed in a year, and it does not show that capacity is available to a particular project. The guide says the annual total recycled or repurposed compared with the total landfilled is difficult to determine. DOE Wind Turbine Recycling overview
How project owners can compare end-of-service routes
A practical comparison should establish what can legally and physically be done at the project site, then verify that a receiving facility can take the material on the required schedule.

- Evidence of readiness: Separate a laboratory prototype or research project from an operating facility, available capacity, and verified processing throughput.
DOE/NLR identifies regulations, costs, demand, infrastructure, logistics, and agreements as factors that shape the available route. A facility’s stated capacity alone cannot establish project-specific acceptance or actual annual throughput. DOE/NLR Wind Energy End-of-Service Guide

What is established—and what is not
Several end-of-service pathways are documented, but they are not interchangeable and are not equally mature or available. The DOE’s U.S. guide baseline describes landfill as the predominant outcome, while listing alternatives including reuse, mechanical processing, and thermal recovery. The European Commission’s 2023 summary compares seven blade end-of-life routes, including cement-kiln co-processing, incineration, and landfill. That comparison identifies options; it does not mean every route is available for every blade or location. European Commission summary of the 2023 comparison
New materials and recovery methods remain an area of research. For example, the European Commission’s CORDIS record for the REWIND project describes research objectives for dismantling, reuse, and recycling of composites. A project objective is not proof of commercial processing capacity. CORDIS REWIND project record
