A damaged subsea cable does not automatically take the internet offline. Network operators normally reroute traffic over a protection path or another cable, so many users notice nothing. If alternate routes are unavailable or too congested, service can become slower or stop until the fault is repaired. A cable ship must find, recover and replace the damaged section; the ITU-T’s mean repair estimate is one to three weeks, not a guaranteed restoration deadline.
What users experience when a subsea cable fails
Internet traffic rarely depends on one physical cable from end to end. It moves through interconnected submarine systems, terrestrial backhaul, data centers, exchange points and local access networks. When monitoring detects that a submarine span has lost transmission, the operator normally switches affected traffic to a pre-engineered protection path or another available route.

That automatic reroute can make a major fault almost invisible to customers in a well-connected region. A video call may continue normally, with the traffic taking a different path through another landing station or cable system. Rerouting is not magic, however: the alternate path must exist, be operational and have enough spare capacity. If it cannot absorb the displaced traffic, users may see higher latency, slower downloads, buffering or packet loss. Where no practical alternative exists, an outage is possible.

| Network condition after the fault | Likely customer experience | What determines the result |
|---|---|---|
| Several independent cables and inland routes remain available | Little or no visible change | Route diversity and unused capacity let operators reroute traffic cleanly. |
| An alternate route exists but is busy | Slower browsing, increased latency, buffering or intermittent packet loss | Rerouted demand may approach the capacity of the surviving path. No universal congestion threshold is published. |
| Few routes serve the region, or a landing point is isolated | Severe degradation or a regional outage | Geographic dependence and the absence of a usable protection path limit recovery options. |
| The cable is repaired and traffic is returned to normal routing | Service stabilizes, although operators may keep backup routing in place temporarily | Repair completion, testing and the network operator’s changeover plan. |
Will one broken cable shut down the internet?
No. The International Telecommunication Union’s technical guidance says that when a fault in the “wet plant” (the cable and its underwater equipment) causes a loss of transmission, traffic is usually rerouted onto a protection path. The word “usually” matters. A protection path is a design and capacity choice, not a guarantee that every customer has an equally strong backup.

Route diversity is the first protection
A country connected through multiple physically separate cable systems can move traffic around one break. Diversity is strongest when the cables follow different seabed corridors and reach different landing stations; two cables buried in the same vulnerable corridor may share some of the same risks. Operators can also combine submarine routes with terrestrial links across neighboring countries, where those links and the necessary commercial arrangements exist.
Capacity determines whether rerouting feels normal
Every alternate route has a finite throughput. During a fault, traffic from the failed cable is added to the surviving paths. If those paths have ample headroom, customers may not notice. If they are already heavily used, the same reroute can produce congestion. The available guidance establishes that slower connectivity is possible, but it does not set one global spare-capacity percentage at which slowdowns begin.
A single landing point increases exposure
Submarine cables come ashore at landing stations, which connect to national and regional networks. A country or island served by only one landing point has fewer ways to receive traffic if that site, its backhaul or its cable is disrupted. The ITU specifically identifies small island developing states, least developed countries and other underserved regions as more exposed when they depend on a small number of systems.
How operators repair a damaged subsea cable
Repair is a marine engineering operation rather than a software update. Operators first use network alarms, electrical measurements and fault-location tests to estimate where the failure occurred and what type of damage is involved. The owner or consortium then coordinates a repair vessel, permits, crew, spare cable and weather window.
- Detect and characterize the fault. Transmission monitoring identifies the failed segment. Testing from the landing stations helps estimate distance and distinguish a break from equipment or thermal damage.
- Mobilize a cable ship. The responsible operator books a suitably equipped vessel and crew. Vessel availability, location, port logistics and regulatory permissions affect how quickly it can sail.
- Locate the cable on the seabed. The ship uses navigation data, grapnels and other survey equipment to find the cable and confirm the damage area. Depth and seabed conditions influence the method.
- Recover the damaged section. The crew retrieves the cable to the ship, cuts away the failed portion and prepares the intact ends. Fishing gear, anchors, landslides and other causes can leave cable in more than one damaged piece.
- Splice in spare cable. Spare lengths carried by the vessel are joined to the recovered ends with a watertight splice. The repaired section is tested before it is returned to the seabed.
- Re-lay and validate service. The ship lowers the repaired cable back into position. Operators perform transmission tests, remove or adjust temporary routing and continue monitoring for stability.
This sequence can be interrupted by storms, difficult seabed terrain, additional damage discovered during recovery, or a need to obtain permission to work in territorial waters. A repair ship may also have to finish another mission before it can reach the fault.

How long does an undersea-cable repair take?
ITU-T G Suppl. 41 gives a mean time to repair of one to three weeks for a submarine cable fault. This is an estimate across faults, not a promise that every incident will be fixed within 21 days and not a direct measure of when every customer’s service will return. Traffic may be restored much earlier through rerouting, while a repair can take longer than the mean.
| Factor | How it can affect the schedule |
|---|---|
| Fault location | A remote position or uncertain coordinates can add survey and transit time. |
| Water depth and seabed | Deep water, steep terrain or buried cable can require specialized recovery work. |
| Vessel availability | A scarce repair fleet may leave the cable waiting for a ship already committed elsewhere. |
| Cause and extent of damage | A clean single break is generally simpler than multiple damaged sections or a fault involving shore equipment. |
| Weather and sea conditions | Rough seas can delay sailing, cable recovery, splicing or re-laying. |
| Permissions and coordination | Regulatory approvals, notices to mariners and coordination with coastal authorities can delay mobilization or the work itself. |
The ITU’s February 2026 overview identifies limited repair-vessel availability and permission processes as continuing resilience challenges. Those constraints explain why a network can have a technically straightforward fix but still wait days before work begins.
What causes subsea cables to fail?
External damage is the dominant concern near coasts and busy shipping routes. ITU technical guidance lists several causes:
- Fishing activity: trawling gear and other equipment can snag, drag or cut a cable.
- Ship anchors: Anchors dropped or dragged during anchoring can strike or pull up a cable.
- Ocean currents: Strong flows can move seabed sediment or impose mechanical stress, particularly where a cable is exposed.
- Geological events: Earthquakes, submarine landslides and related seabed movement can damage long sections.
- Thermal failures: Heat-related faults in cable components or associated equipment can interrupt transmission without an anchor or fishing incident.
The ITU’s 2026 overview reports approximately 200 subsea-cable faults globally each year and says more than 80% are caused by fishing and anchoring. Those are approximate global figures, not a prediction for a particular cable, country or incident.
Why subsea cables matter so much
Submarine systems carry the overwhelming majority of intercontinental digital traffic. The ITU estimates that they carry approximately 99% of the world’s Internet traffic (page updated April 2026). Satellites, terrestrial fiber and microwave links remain important, especially for remote access and backup, but they do not replace the capacity of the global submarine network for ordinary international data flows.

As of 2024, the ITU counted more than 500 active and planned submarine cable systems. “Systems” is a count of networks, not a count of every individual cable in service. A system can include multiple cable segments, branches and landing points, so the number does not by itself reveal how resilient a particular region is.

The ITU reported more than 170 cable repairs worldwide in 2025, citing International Cable Protection Committee data presented in April 2026, and described that as almost four repairs per week on average. This repair count is not interchangeable with the separate estimate of around 200 faults per year: the figures use different wording and definitions and should not be combined into one exact rate.
Which places face the greatest disruption risk?
Risk is concentrated where a large population or economy depends on a small number of cable systems, landing points or cross-border backhaul links. An island with one landing station may lose international connectivity when its only route is cut. A mainland region with several independent landings can often shift traffic to another coast or neighboring country.
Small island developing states, least developed countries and underserved regions can face additional constraints: fewer commercial routes, less spare capacity, long distances to repair bases and limited local alternatives. A fault near a heavily trafficked corridor can also affect multiple countries if they share the same landing site or inland transport network.
Geography alone does not determine an individual household’s experience. The exact response depends on the customer’s internet provider, its upstream transit agreements, local backhaul and the routing decisions made during the incident. General global information cannot establish whether a particular home is affected; the provider’s incident notice is the authoritative source for that question.

How network planners make service more resilient
Resilience is a combination of physical design, operational preparation and institutional coordination. The ITU and International Cable Protection Committee recommendations emphasize:
- Geographic diversity: Build routes and landing stations that do not share the same likely failure corridor.
- Redundancy: Maintain more than one practical path for critical traffic, including terrestrial alternatives where feasible.
- Spare capacity: Keep enough headroom on alternate paths to absorb a major reroute without severe congestion.
- Risk monitoring: Track fishing, anchoring, seabed movement and other hazards so operators can protect exposed segments.
- Preparedness: Keep spare cable, tested procedures, trained crews and clear escalation contacts ready before a fault occurs.
- Coordination: Share information among cable owners, landing-station operators, governments, ports and maritime users.
- Streamlined repair permissions: Make regulatory processes predictable so a qualified vessel can begin work quickly.
These measures reduce the probability and impact of an outage; they do not make every break invisible. A region can have multiple cables and still experience slow service if all alternatives are busy or if a shared landing facility is damaged.
What should you do during a reported cable fault?
Check the provider that serves your connection
Look for the provider’s service-status page, maintenance notice or customer-support update. Ask whether the incident affects your access network, international transit, latency or only particular destinations. A global headline may describe a cable fault without saying anything about your route.
Separate local problems from international routing
If only one application, website or country is unreachable, the issue may be a destination network or a temporary routing policy rather than a complete loss of internet access. If every service is slow, test at different times and, where possible, compare a wired connection with your normal Wi-Fi. These checks do not repair a cable, but they help identify whether the symptom is local.

For business-critical connectivity, use the redundant links and failover arrangements already provided by your organization or carrier. Do not treat a consumer device or household setting as a fix for a damaged undersea cable. Only the operators controlling the affected routes and the repair operation can restore that infrastructure.

How to read outage claims accurately
Statements such as “the internet is down” often describe a country, provider, service category or social-media experience rather than the global network. Ask four questions:
- Which cable, landing station or terrestrial link is reported as damaged?
- Does the affected provider have an independent route and enough capacity to use it?
- Is the reported symptom a total loss, higher latency, congestion or access to only certain destinations?
- Has a repair vessel been mobilized, and are permissions or weather delaying the work?
This framing keeps the central fact in view: a subsea cable fault is a serious infrastructure event, but its effect is determined by network architecture and recovery readiness, not by the break alone.
“The world relies on connectivity, and thanks to the International Advisory Body on Submarine Cable Resilience, we now have a practical roadmap to keep undersea networks reliable.”
