Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsIn India, cancelling GST registration does not cancel tax debts or return obligations that arose before the effective cancellation date. A person who was required to file returns under section 39 generally must submit GSTR-10, the final return, within three months of the cancellation date or the cancellation order date, whichever is later. Stock, inputs in finished or semi-finished goods, and capital goods held immediately before cancellation may also create a separate payment or input-tax-credit (ITC) reversal under section 29(5). The exact result depends on the effective date, taxpayer category, inventory records and the applicable CGST, SGST and UTGST rules.
What GST registration cancellation actually changes
Cancellation ends the registration from the effective date stated in the cancellation application or order. It does not rewrite the business’s history. Section 29(3) of the Central Goods and Services Tax Act, 2017 (CGST Act) expressly preserves earlier liabilities:

“The cancellation of registration under this section shall not affect the liability of the person to pay tax and other dues under this Act or to discharge any obligation under this Act or the rules made thereunder for any period prior to the date of cancellation whether or not such tax and other dues are determined before or after the date of cancellation.”

Read the cancellation order carefully. The effective cancellation date determines the last day of the registration period and the inventory snapshot for section 29(5). The date on which the officer issues or serves the order can be later. Those dates can also affect the due date for GSTR-10, so do not use the order-service date automatically as the business-closing date.

State GST and Union Territory GST laws operate alongside the CGST framework. A calculation may therefore involve central, state or Union Territory components, and a taxpayer’s category can change which returns are required. Confirm the current notification, order and jurisdiction before filing.
Do I still have to pay GST after cancelling my registration?
Yes, if the liability relates to a period before cancellation. Cancellation is not a waiver, settlement or amnesty for unpaid output tax, wrongly claimed ITC, interest, penalty, late fee or another obligation under the GST law. The department may determine an earlier-period amount after the registration has been cancelled, and section 29(3) still applies.
Examples of obligations that can survive include:
- Tax that should have been reported in a return for a pre-cancellation tax period.
- Interest for delayed payment or delayed filing, calculated under the applicable provision.
- Reversal of ineligible or excess ITC identified in a later scrutiny, audit or assessment.
- Late fees or penalties connected with returns and statements that were due before cancellation.
- Records, explanations and supporting documents requested for an earlier period.
Keep the GST books, invoices, e-way records, inventory ledgers, bank evidence and return acknowledgements for the statutory retention period. Cancellation removes the active registration; it does not remove the department’s ability to examine earlier transactions.
Do I need to file GSTR-10 after GST cancellation?
Generally, yes, where the cancelled person was required to furnish a return under section 39. Section 45 requires that person to file a final return, and rule 81 prescribes FORM GSTR-10 for that purpose. The statutory deadline is three months from the later of the cancellation date or the date of the cancellation order (see section 45 of the CGST Act).

The section 45 wording matters: it refers to a person required to file a return under section 39. Do not assume that every registration type has identical final-return treatment. Check whether your category, period and cancellation order place you within that requirement, including any current rule or notification that modifies the process.
GSTR-10 is not a substitute for earlier regular returns. File any outstanding GSTR-1, GSTR-3B or other return that remains due, and pay the associated tax, interest and late fee. The final return reports the closing position; it does not cure an undisclosed earlier-period transaction merely because the registration is now cancelled.
How stock and capital goods can create a cancellation liability
Section 29(5) addresses specified goods held on the day immediately preceding cancellation. The amount is paid by debiting the electronic credit ledger or electronic cash ledger. It is a rule-based comparison, not an automatic forfeiture of every rupee left in the credit ledger and not a universal charge equal to the value of all closing inventory.
| Items held immediately before cancellation | Statutory comparison | Records needed |
|---|---|---|
| Inputs in stock | Input tax credit attributable to those inputs versus output tax payable, with the higher amount payable under the applicable rules. | Purchase invoices, quantities, tax rates, batch or lot records and the physical stock count. |
| Inputs contained in semi-finished or finished goods | Input tax credit attributable to the embedded inputs versus output tax payable, using the higher amount. | Bill of materials, production records, quantities completed or in process and tax calculations. |
| Capital goods, plant and machinery | ITC taken reduced by the prescribed percentage points, or tax on transaction value under section 15, whichever is higher. The precise percentage and method come from the current Act and rules. | Asset register, original invoices, date of receipt, ITC claimed, depreciation or disposal records and transaction value evidence. |
FORM GSTR-10 asks for the classes of inputs, goods in semi-finished or finished form, and capital goods or plant and machinery, along with the amount described in the form as “Input tax credit/Tax payable (whichever is higher).” The form and amended rules are available in the CGST Rules compilation.

If an input invoice is unavailable, the CBIC input-tax-credit rules provide for an estimate based on the prevailing market price on the relevant date. That estimate is not permission to pick an arbitrary value: document the market evidence, quantities and method used, then report the resulting cancellation amount through GSTR-10. See the CBIC Input Tax Credit Rules.
Because the legal calculation differs for inputs, goods containing inputs and capital assets, do not simply reverse the entire closing ITC balance. Reconcile the physical stock and asset register to the invoices and the ITC actually taken, then apply the current rule for each class.
What information and records are needed?
The cancellation application and GSTR-10 require information that should reconcile with the books. Gather it before opening the form:
- The cancellation order or acknowledgement, including the effective date and reason.
- Stock quantities and values on the day before cancellation, separated into raw inputs, work in progress and finished goods.
- Capital-goods and plant-and-machinery details, including original tax invoices and ITC claimed.
- Sales and purchase registers, tax-rate workings and any credit or debit notes relating to the closing period.
- All regular GST returns, challans, payment references, electronic liability register entries and ledger balances.
- Evidence supporting a market-price estimate where an input invoice cannot be produced.
Preserve copies of the submitted forms, JSON or PDF acknowledgements, challans and portal messages. A later departmental query may concern a period in which the GSTIN is no longer active.

How to file GSTR-10 on the GST Portal
The portal manual describes an online prepare, preview, payment or set-off, and filing workflow. Labels can change with portal updates, but the sequence is broadly as follows:
- Sign in and open the return: Use the GST Portal’s Returns area, select the cancelled GSTIN and choose the relevant financial year and tax period for Final Return (GSTR-10).
- Enter cancellation details: Confirm the cancellation date and order information shown in the portal. If the displayed date differs from your order, stop and resolve the discrepancy rather than filing an incorrect inventory date.
- Report closing goods and assets: Enter inputs in stock, inputs contained in semi-finished or finished goods, and capital goods or plant and machinery. Enter the section 29(5) amount calculated under the applicable rules.
- Review tax and ITC: Check that the “Input tax credit/Tax payable (whichever is higher)” figures agree with your working papers and that central, state or Union Territory components are assigned correctly.
- Offset the liability: Specify the amount to be paid from the electronic cash ledger, electronic credit ledger or both. If cash is needed, create a challan and confirm the payment is reflected before filing.
- Preview and submit: Download or preview the draft, have an authorised signatory verify the values, then submit and complete the required electronic verification or digital signature.
- Save proof of filing: Download the filed return and acknowledgement. The portal manual states that, after successful filing and set-off, the electronic cash and credit ledgers and the electronic liability register are updated.
The GST Portal GSTR-10 manual explains the current screen flow. The separate cancellation application manual shows where applicants enter the requested cancellation date, stock value, corresponding tax liability and the ledger amount used for offset.
What if I do not file the final GST return?
Non-filing does not make the final-return liability disappear. CBIC’s cancellation procedure describes the following enforcement path:
- If GSTR-10 is not filed by its due date, the proper officer issues a notice in GSTR-3A.
- If the return remains unfiled 15 days after the notice is received, the officer may issue an ASMT-13 best-judgment assessment under section 62, using available information to assess the section 29(5) amount.
- If the taxpayer files within 30 days of service of the assessment order, the procedure says the order is deemed withdrawn; however, interest and late fee continue to be payable.
This sequence comes from CBIC Circular No. 69/43/2018-GST. Treat the notice dates and portal status as case-specific, and check current amendments before relying on the historic procedure. An assessment based on incomplete records can be harder to correct than a properly supported voluntary filing.

Can a cancelled GST registration be restored?
Revocation is different from ordinary voluntary re-registration. Where the proper officer cancelled the registration on the officer’s own motion, section 30 and the registration rules provide a route to apply for revocation, subject to the prescribed conditions and deadlines. The route is not automatic.
When cancellation followed a failure to file returns, the rules require the outstanding returns to be filed and the resulting tax, interest, penalties and late fees to be paid before seeking revocation. Confirm the exact order, reason for cancellation and current application window. The CBIC Registration Rules contain the procedural framework.
If revocation is unavailable or the business has genuinely ceased, the earlier-period liabilities and record-keeping duties still remain. A new registration, if later required, does not erase the old GSTIN’s obligations.
A practical cancellation timeline
- Before cancellation takes effect: Count and value stock, work in progress and capital assets; reconcile invoices and ITC; identify every return and payment still outstanding.
- On the day before the effective date: Freeze the inventory and asset snapshot used for the section 29(5) calculation.
- After the order: Compare the effective cancellation date with the order date and calculate the GSTR-10 filing window from the later date required by section 45.
- Before filing: Complete earlier returns, settle known tax and interest, and retain workings for each stock and asset category.
- After filing: Download the acknowledgement, verify that ledger entries and liabilities updated, and monitor the portal for notices concerning earlier periods.
The safest approach is to treat cancellation as the start of a closing-and-records process, not as the end of GST compliance. For a material stock balance, capital-asset ITC or disputed cancellation order, obtain advice from a qualified Indian GST professional using the current law and the facts of the specific GSTIN.
