If computing demand grows faster than generation, transmission and distribution capacity, wholesale prices and reliability risks rise. On-site generation and storage may reduce peak imports and help a facility start operating before all grid upgrades are complete, yet the project still needs fuel, emissions controls, standby service, outage coordination and a fair way to pay for shared infrastructure.
The effect on households is regional rather than automatic. An EIA March 2026 scenario modeled a 2027 wholesale-price increase of $37 per megawatt-hour (79%) in ERCOT under faster data-center demand growth, compared with $2.60/MWh (4%) in PJM and $3.00/MWh (5%) in New England and New York ISO. Those are modeled market scenarios, not a forecast of one national increase in retail bills.

Why a data center’s power decision affects everyone else
A hyperscale data center concentrates a very large, highly continuous load in one location. The facility may have a private generation plant or batteries, but it remains connected to a utility or regional market for some combination of energy, backup, balancing, transmission and emergency service. That connection determines how much new infrastructure must be built and who bears its cost.

Lawrence Berkeley National Laboratory’s 2025 update, reported in 2026, estimates that data centers could use 11.8% of total U.S. electricity by 2030, with scenarios ranging from 9.5% to 15.3%. At that scale, even a project that supplies part of its own demand can affect local congestion, regional reserve margins, fuel markets and utility investment plans.

How on-site generation changes electricity prices
The facility buys less energy at the margin
When a data center serves part of its load with on-site generation or storage, it reduces the megawatts it imports during the hours when those resources operate. Lower coincident demand can ease a local constraint and reduce the facility’s exposure to high market prices. Batteries can also shift imports away from expensive peak periods if their charging and discharging are coordinated with grid conditions.
The reduction is not guaranteed. A generator that runs only during emergencies may have little effect on annual energy purchases. A resource with high fuel costs, limited run hours or emissions restrictions may be unable to operate during every price spike. The center may still need the grid to cover maintenance, fuel interruptions, equipment failure and sudden computing growth.
New demand can still raise wholesale prices
If data-center load arrives before new generation and network capacity, the market must dispatch more expensive resources or rely on imports. Prices then rise for all buyers exposed to that market, even if the individual facility owns generation. The result depends on whether the project’s on-site supply is genuinely additional, how often it runs, its operating cost and whether it exports power or simply avoids imports.

What on-site power does for reliability
Potential benefits
- Peak-import reduction: Generating or discharging storage during system peaks can lower the facility’s demand on constrained equipment.
- Ride-through capability: Properly integrated resources can keep critical computing systems operating through short grid disturbances.
- Phased energization: A project can bring capacity online in stages while transmission and distribution upgrades proceed, rather than waiting for every upgrade to finish.
- Flexibility: Controls can reduce, shift or temporarily interrupt noncritical computing load when the grid is tight, if the operating agreement permits it.
Why it is not a complete reliability solution
Reliability depends on the entire chain: generator availability, fuel delivery, maintenance, protection settings, controls, communications and coordination with the transmission operator. A private generator that trips unexpectedly can create a sudden increase in grid demand. If many facilities follow the same operating pattern, their simultaneous return to the grid can create a new peak.
On-site equipment also does not replace regional reserves or transmission paths. The grid must be able to serve the facility when its generator is offline and must manage power flows when the facility exports or changes output. FERC’s 2025 summer assessment warned that “margins are getting tighter as generation resources retire and load increases largely due to hyperscale users, such as data centers.” That warning applies even where individual campuses have backup resources.

Why location and market design matter
Two identical campuses can produce very different price and reliability outcomes because they connect to different systems. A region with spare generation, multiple transmission paths and a clear large-load tariff may absorb new demand more easily than a constrained region awaiting upgrades.
EIA’s modeled contrast illustrates this point: the same faster-growth assumption produced a much larger price response in ERCOT than in PJM or the northeastern markets named in the scenario. The result does not mean one market is permanently safe or another permanently exposed; retirements, weather, fuel availability, transmission construction and queue timing can change conditions.
Who pays for the infrastructure?
Project-specific equipment
The data center commonly needs a dedicated substation, transformers, feeders, protection equipment, meters and its own generation or storage. The interconnection agreement should identify which of these facilities the customer finances, owns and maintains, and what happens if the project is delayed or cancelled.

Shared transmission and distribution upgrades
A large connection can trigger network reinforcements that also benefit other customers. Regulators must decide whether the data center pays the full incremental cost, contributes through a formula, or shares costs through broader rates. A contribution that is too small can shift costs to households; a contribution that is too large can leave useful infrastructure underbuilt.
Standby and stranded-asset risk
Even a self-supplying campus may reserve grid capacity for outages and maintenance. That standby service has a cost because the utility must keep equipment and generation available whether or not the data center uses them. If the project later scales back, the utility and other customers can be left with underused assets. DOE and Lawrence Berkeley National Laboratory’s January 2025 rate-design brief identifies fair allocation, stranded-asset risk and tariffs that recognize on-site generation as central design issues.

Three practical connection designs
| Design | Grid dependence | Reliability contribution | Main cost questions | Operating constraints |
|---|---|---|---|---|
| Grid-only | All peak megawatts and annual energy come through the grid | Depends on regional reserves and transmission; no private supply for ride-through | Interconnection, network upgrades, demand and energy charges, standby arrangements | Exposure to congestion, outages and regional price volatility |
| Grid plus on-site generation | Grid supplies the balance and backup; on-site resources cover defined periods | Can reduce peak imports and support phased energization if available and coordinated | Generator capital, fuel, emissions compliance, interconnection and standby charges | Run-hour limits, fuel delivery, maintenance and synchronization requirements |
| Flexible or hybrid design | Imports vary through generation, storage and controllable computing load | Can provide verified peak reduction, outage support or other flexibility | Controls, measurement, performance payments, network upgrades and cost allocation | Computing-service commitments, telemetry, dispatch rules and recovery after events |
What utilities and regulators should require
- Define the maximum grid obligation. State the campus’s peak import in megawatts, expected annual imports in megawatt-hours and the conditions under which those values can change.
- Model coincident peaks. Test the facility during extreme heat or cold, generator outages, fuel interruptions and simultaneous operation by other large loads.
- Study phased energization. Match each computing expansion stage to completed transmission, distribution and protection work. Do not treat a private generator as a substitute for an approved network plan.
- Verify performance. Require telemetry, testing and penalties or replacement plans when promised generation, storage or load flexibility is unavailable.
- Publish the tariff. Make energy, demand, standby, interconnection, transmission and exit charges clear before construction.
- Protect nonparticipating customers. Identify which costs are assigned to the large load and which enter the general rate base, including the treatment of cancelled or underused projects.
- Coordinate operations. Set rules for synchronization, islanding, protection, emergency dispatch, restoration and the facility’s return to grid service.
DOE’s complementary tools for faster but safer connections
The Department of Energy’s distribution work identifies several tools that can align rapid data-center construction with slower utility planning cycles:
- On-site generation and storage: reduce imports or provide temporary supply when grid capacity is limited.
- Phased energization: bring portions of a campus online as specific upgrades are completed.
- Hosting-capacity maps: show where distribution circuits can accept new load with less reinforcement.
- Structured interconnection: use consistent studies, milestones and technical requirements rather than one-off negotiations.
DOE’s 2024 strategy specifically calls for enabling data-center flexibility through on-site generation and storage, including the Industrial Efficiency and Decarbonization Office’s Onsite Energy Program and a new Industrial Energy Storage Systems Prize. These tools reduce bottlenecks only when utilities, developers and system operators share accurate load and operating data.
Environmental and operating limits still apply
On-site power shifts some impacts rather than eliminating them. The project must account for fuel supply, emissions controls, water use, noise, local permitting and restrictions on operating hours. A generator that is technically available may not be legally or environmentally allowed to run during every grid emergency. Batteries avoid on-site combustion during discharge but require charging energy, controls and a plan for replacement and end-of-life management.

Will household electricity bills rise?
There is no authoritative single national dollar amount attributable to data centers using on-site power. Retail effects depend on the utility’s regulation, project location, market design, infrastructure funding, operating profile and whether regulators assign costs to the large customer or spread them across the rate base.
Household bills are more exposed when a utility builds generation, substations or transmission for a project and recovers those costs from all customers without a matching contribution. Bills may be less affected when the data center funds its incremental facilities, pays transparent standby and network charges, and reduces its peak demand through verified flexibility. Even then, regional wholesale prices can influence power-procurement costs.
A checklist for evaluating a proposed campus
- What is the facility’s maximum imported MW after on-site resources are operating?
- How many annual MWh will still come from the grid, and during which hours?
- What happens during generator maintenance, fuel disruption or battery unavailability?
- Which substation, transmission and distribution upgrades are required, and who pays for each?
- What standby capacity is reserved, and how is that service priced?
- Are generation, storage and flexible-load claims measured by independent telemetry?
- What emissions, water, noise and run-hour limits constrain the private resources?
- What tariff applies if the project expands, pauses construction or closes?
- How are cancelled or underused upgrades protected from being shifted to other customers?
- Can the regional operator dispatch the resource during emergencies without compromising computing safety?
The bottom line for policymakers and customers
On-site power can make a large data-center connection faster and less dependent on grid imports, and it can improve resilience when the equipment, fuel and controls perform as promised. It does not erase the need for transmission, distribution, reserves or standby service. Without timely new supply and clear cost allocation, concentrated data-center growth can raise wholesale prices, tighten reliability margins and leave other customers paying for assets built around one project. The durable solution is a coordinated package: accurate load forecasts, phased interconnection, verified flexibility, transparent tariffs and a requirement that large users pay their fair share.
