What Happens to Customer Funds and Data During a Fintech Sandbox Trial?

A fintech sandbox does not automatically protect customer money or personal data, and it does not always exempt a firm from regulation. What happens depends on the country, the regulator’s test conditions, the service being tested, whether the firm handles real funds, and what data it uses. Before joining, check the provider’s disclosures and ask who holds any money, what safeguards apply, what data is involved, and how the trial ends.

Does a sandbox mean a fintech is unregulated?

No. “Sandbox” describes a regulator-specific arrangement for testing; it is not a universal legal status or a guarantee that ordinary protections have been waived. Some sandboxes permit limited live tests with consumers, while others provide a secure environment for testing prototypes, datasets, and APIs.

The rules can differ even among regulators that offer sandbox programs. The UK Financial Conduct Authority (FCA) says its live Regulatory Sandbox is not regulatory exempt, and regulated activity still requires appropriate authorization or registration. The Bank of Greece likewise says its sandbox is not an unregulated environment. Singapore’s Monetary Authority of Singapore (MAS), by contrast, says specified requirements may be relaxed for the duration of an experiment; successful entities must fully comply with relevant requirements when they exit. The test’s written conditions and the firm’s status matter more than the sandbox label.

Is my money safe in a fintech sandbox?

The word “sandbox” alone cannot answer that. A trial might not involve customer money at all; if it does, the relevant questions are who legally holds the money, whether the firm is authorized for the activity, which safeguarding or custody rules apply, and what happens if the provider fails. Do not assume that money is held like a bank deposit or that a particular compensation scheme applies: those outcomes depend on the provider, product, and jurisdiction.

For example, FCA guidance says relevant UK payment and e-money firms must take steps to protect customer funds if they become insolvent. The FCA describes changes made in 2025 intended to reduce shortfalls and help return funds faster if a firm fails, but that is not a promise of a guaranteed or immediate refund. The applicable rules depend on the firm and service.

Safeguards can also be tailored to the risk of a test. Ghana’s Securities and Exchange Commission guidelines issued in March 2026 describe possible proportionate measures for higher-risk activities involving customer funds, assets, data, or transaction information. Depending on the activity, examples include segregation, escrow or custody, enhanced security, and redress or recovery arrangements. These are possible safeguards under that framework, not a universal set of protections for every sandbox customer.

What happens to personal data during a trial?

It depends on whether the test uses synthetic, anonymized, pseudonymized, or identifiable information, and on the firm’s specific arrangements for access, sharing, retention, and deletion. A secure test environment does not establish that every live customer trial uses synthetic or anonymized data, nor does it mean that no one can access the information.

The FCA’s Digital Sandbox is separate from its live consumer Regulatory Sandbox. The FCA describes the Digital Sandbox as offering GDPR-compliant datasets in a secure environment, with APIs and other support for experimentation and proof of concepts. On its 2026-updated page, the FCA states that a typical Digital Sandbox project lasts 3 to 12 months, and lists more than 300 datasets and over 1,000 API endpoints. Those figures describe the FCA’s Digital Sandbox, not all sandbox programs or the data practices of a live trial.

Integral 4GB Crypto-197 256-Bit 3.0 USB Flash Drive Encrypted - FIPS 197 Certified, Brute Force Password Attack Protection & Waterproof Double Layer Design
  • Certified to FIPS 197 - U.S. Government Approved High Level Information Security Standard.
  • Protection against brute force password attacks - Data is automatically erased after 6 unsuccessful access attempts. The data of the USB flash drive type c encryption with dual connectors is destroyed and the cryptographic drive is reset.
  • Durable dual-layer waterproof design* — Protects the crypto reader from bumps, drops, run-in and immersion in water. The electronics are protected by a hardened internal case. Rubberized silicone outer case provides a final layer of protection.
  • Auto-Lock —The cryptographic key automatically encrypts all data and locks when removed from a PC/Mac or when screen protection or "computer lock" is enabled.
  • Secure Entry —Data on these flash drives cannot be accessed without the correct alphanumeric password of 8 to 16 characters. A password indication option is available for this flash drive. The hint cannot match the password.

India’s Reserve Bank of India (RBI) framework says customer privacy and data protection, secure storage and access to payment data, and transaction security must be maintained even where other requirements may be relaxed case by case. The framework dates to 2019, so check its current application and the rules governing the particular firm before relying on it for a present-day trial.

How sandbox arrangements differ by jurisdiction

Example What the regulator’s material says What that means for a customer
UK FCA live Regulatory Sandbox The FCA describes live market tests with real consumers. Regulated activity requires appropriate authorization or registration; tests are expected to have a clear objective and consumer benefit and are typically limited in scale, duration, and number of consumers. Ask whether your participation involves a live regulated service, what authorization or registration applies, and what the specific test conditions permit.
UK FCA Digital Sandbox A separate environment for experimentation with datasets and APIs. The FCA describes GDPR-compliant datasets in a secure environment. Do not treat this prototype/data environment as equivalent to a live customer trial; establish whether your own identifiable data is involved.
Singapore MAS Experiments take place within a defined space and duration, with safeguards and possible relaxation of specified requirements; successful entities must comply fully with relevant requirements on exit. Find out which requirements, if any, are relaxed for this experiment and what must be in place before the service continues.
Greece Bank of Greece The Bank says its Regulatory Sandbox does not constitute an unregulated environment and should not be perceived as a space where laws and regulations are relaxed. Do not infer a regulatory exemption from participation in the program.
India RBI framework The 2019 framework allows some case-by-case flexibility while identifying privacy, data protection, secure payment-data storage and access, and transaction security as requirements to maintain. Check the framework’s current application and the rules relevant to the specific service.
Ghana SEC guidelines Guidelines issued in March 2026 describe possible additional, proportionate safeguards for higher-risk activities, including segregation, escrow or custody, enhanced security, and redress or recovery arrangements. Ask which safeguards have been selected for the particular activity; the examples are not guaranteed for every trial.
Florida A 2026 state-law example requires written disclosure that a sandbox product is under temporary testing, may not work as intended, may entail financial risk, is not state-endorsed, and has an expected end date; consumers acknowledge the disclosure. This is a Florida-specific disclosure example, not a checklist required in every jurisdiction.

What to check before joining a trial

Use the provider’s trial-specific terms and disclosures rather than relying on a general description of its sandbox. If an answer is unclear, ask the provider or the relevant regulator before moving money or sharing sensitive information.

What happens when a trial ends or fails?

There is no single sandbox-wide outcome. The provider’s trial terms and applicable law determine what happens to customer funds, access to the service, complaints, and data when a test ends. A credible disclosure should let a customer understand the test’s scope and expected end point; the Florida 2026 law is one jurisdiction-specific example that requires an expected end date and acknowledgement of specified risks.

Before enrolling, look for a written plan explaining how the service will stop or transition, how any money will be returned or otherwise handled, where to raise a complaint, and whether data will be retained, transferred, or deleted. If the provider cannot explain these points, treat that uncertainty as a reason to pause rather than as evidence that a regulator will automatically resolve it.
