A court staff strike does not automatically cancel your hearing or extend a filing deadline. Each court sets its own operating plan: some may prioritize emergency matters, reduce clerk-counter service, or reschedule particular hearings, while keeping deadlines and electronic filing in place. Check the court’s latest official notice, your case docket, and any order in your case; treat your current deadline as active unless an applicable rule or order changes it.
What a court staff strike can mean for your case
There is no single rule for courts during a staff strike. The effect depends on the jurisdiction, courthouse, case type, and any current direction from the court or judge. A courthouse may remain open for essential work while limiting public counter service, and a court may prioritize emergency or legally mandated matters rather than hold every hearing as usual.

- Your hearing: It may go ahead, be moved, or have an alternate arrangement. A general strike announcement does not tell you which applies to your case.
- Your deadline: Do not assume it has been extended. Keep working to the existing due date unless a rule or order that applies to your case changes it.
- Your filing method: Electronic filing, a drop box, or another route may be available, but the court’s instructions determine what it accepts and when a filing counts.
These distinctions matter: a closed clerk counter is not the same as a court closure, and neither by itself establishes that a hearing is cancelled or a deadline paused.

San Francisco: prioritizing essential and emergency work
In February 2026, the Superior Court of California, County of San Francisco, announced reduced operations effective February 26 and warned that clerk offices might be closed to the public. The court said its changes were intended to protect defendants’ constitutional rights and meet statutory deadlines. In a February 24 release, it said mandated essential and emergency services would continue if SEIU Local 1021 proceeded with its strike. Court Executive Officer Brandon E. Riley said, “Mandated services will proceed with the help of management employees who will triage and prioritize emergency matters for people who need help today.” Read the court’s labor-action notice and February 24 release.
A separate strike-day release likewise described continued mandated essential and emergency services, including work involving statutory deadlines such as criminal cases and custody arraignments. These notices describe San Francisco’s local plan; they do not establish whether any particular hearing elsewhere will proceed. See the court’s strike-day release.

Federal courts: reduced access while deadlines stay in effect
During a federal funding lapse, a November 10, 2025 order from the U.S. District Court for the Southern District of New York limited Friday courthouse operations but expressly said Friday deadlines would not be impacted or automatically extended. CM/ECF electronic filing remained available. Papers placed in the designated secure drop box on Friday were deemed filed that Friday under that order. Its rule applied to that court and event, not to strikes generally. Read the Southern District of New York order.

Its related notice described reduced in-person intake hours, phone and email support, and a paper drop box. The U.S. Court of Federal Claims said proceedings and deadlines would remain as scheduled unless the presiding judge ordered otherwise or the court issued further notice. Philippines: formal suspension guidance and urgent coverage
A November 2025 summary from the Supreme Court of the Philippines describes guidelines for suspending trial-court operations, including who may authorize a suspension, reporting and review requirements, and prompt notice to parties and the public. It calls for a skeleton workforce to handle urgent matters such as bail applications, release orders, and writs of habeas corpus, with official hotlines kept operational. Those guidelines concern Philippine courts and should not be applied elsewhere. Read the Supreme Court of the Philippines summary.
What to do before a hearing or filing deadline
- Find the current notice for the exact court and courthouse. Use the court’s official website, and check the notice’s effective date and whether it has been updated.
- Check your case docket and any judge’s order. Confirm whether your hearing remains scheduled, has been continued, or will use a remote or alternate arrangement. Do not rely solely on a general announcement.
- Keep preparing for the existing deadline. Treat it as operative unless an applicable rule or court order clearly changes it. A strike announcement or a closed public counter is not itself an extension.
- Confirm the filing route and timestamp rule. Ask which channels are being accepted and how the filing date and time are determined. A drop box’s availability does not prove that every document or deadline qualifies for it.
- Use the court’s stated emergency process if time is critical. Follow its designated contact or filing instructions. If a listed system is unavailable, document your attempts and promptly ask the court how to preserve the matter.
- Get help when the notice is unclear. Contact the clerk or a qualified lawyer promptly, particularly when missing a deadline could affect your rights.
Why funding-lapse examples are not strike rules
Some federal court notices cited above concern a lapse in government funding, not a labor strike. They are useful only as examples of how reduced access can coexist with active deadlines and alternative filing channels. The controlling instructions are those issued by the court handling your case, together with any applicable rule or case-specific order.
