Short answer: Your ordinary shortcuts can reappear through iCloud Sync, but the Action button’s assignment is a separate, per-device setting. Apple does not explicitly guarantee that every Action button assignment survives Quick Start, iCloud restoration, or a computer-backup migration. After setup, open Settings > Action Button, reselect the action or shortcut if necessary, and test it before erasing your old iPhone.
Two different things are involved
When people ask whether an Action button shortcut transfers to a new iPhone, they are usually combining two settings:

- The shortcut collection: the shortcuts shown in the Shortcuts app, including their names, order and normal shortcut definitions.
- The Action button assignment: the action selected in Settings > Action Button, such as a particular shortcut, a Control or an Accessibility feature.
They do not have the same documented behavior. Apple says your shortcut collection can stay in sync through iCloud when you use the same Apple Account and enable iCloud Sync in Settings > Shortcuts. Apple’s public migration and Action button documentation does not specifically promise that the button’s selected assignment will be preserved through every Quick Start, iCloud or computer-backup transfer.

What Apple documents about the Action button
On an iPhone model that supports the Action button, configuration is done on the phone itself:
- Open Settings.
- Tap Action Button.
- Swipe through the available actions and choose one.
- If you choose Shortcut, Controls or Accessibility, tap the chooser beneath that action and select the specific shortcut, control or feature.
- Press and hold the Action button to run the selected action.
For those three action types, choosing only the broad category is not enough. Apple says the button does nothing if you do not choose the specific option beneath it. This is a common reason a newly configured button appears unresponsive.
The exact choices depend on the iPhone model and installed software. A phone without an Action button will not show this settings page or offer the same hardware behavior.
How the main migration methods differ
Apple supports Quick Start, an iCloud backup restore, and a backup made with Finder, Apple Devices or iTunes. Each can move your data and purchased content, but none should be treated as a documented guarantee that the Action button assignment will be identical afterward.

Transfer time is not fixed. Apple says it varies with network conditions and the amount of data. For a direct wireless Quick Start transfer, keep both iPhones close together and connected to power until it finishes.
Before you switch: make the shortcut easy to verify
A short pre-switch check prevents confusion later:
- Open the Shortcuts app on the old iPhone and confirm that the intended shortcut is present, opens and has the expected steps.
- Go to Settings > Shortcuts and make sure iCloud Sync is enabled.
- Confirm that the old phone and the new phone will use the same Apple Account. iCloud shortcut syncing depends on that account.
- Note the exact shortcut name. If several shortcuts have similar names, this makes reselection on the new phone unambiguous.
- Make a current iCloud or computer backup if you plan to restore from one. A backup gives you a recovery path for data, but it is not a promise that the Action button choice will be restored.
If the shortcut uses files, accounts, permissions or another app, check those dependencies as well. The shortcut can be visible in the library while an action inside it still needs permission or the related app to be installed.
During setup: complete the chosen transfer first
Start the migration using the route that fits your situation. Quick Start is convenient when the old iPhone is available. In its direct-transfer mode, leave both devices together and powered until the transfer completes. In the iCloud option, initial setup can finish while content continues downloading in the background.
If you are restoring an iCloud or computer backup, follow the setup prompts and allow the restore to finish before judging whether a shortcut is missing. A partially completed restore can make the phone look incomplete even though additional content is still arriving.

Do not erase, trade in or reset the old iPhone immediately. Keep it available until the shortcut collection, required apps and Action button behavior have all been checked.
Verify the Action button on the new iPhone
Once setup and the initial downloads are complete, perform this device-specific check:
- Open Settings > Action Button.
- Inspect the selected action.
- If it is set to Shortcut, open the shortcut chooser beneath it and select the intended shortcut by its exact name.
- If it is set to Controls or Accessibility, select the specific control or feature beneath the category.
- Press and hold the Action button once.
- Confirm that the expected shortcut, control or feature runs and that its result is correct.
If the Action button page shows the right category but no specific option, select one. Apple’s documented behavior is that the button does nothing until a specific choice is made for Shortcut, Controls or Accessibility.

The shortcut is not in the Shortcuts app
- Check that the new phone is signed in to the same Apple Account used on the old phone.
- Open Settings > Shortcuts and turn on iCloud Sync if it is off.
- Leave the phone connected to the internet and give an iCloud-based setup time to finish downloading.
- Compare the shortcut library with the old phone before erasing it. If the shortcut still does not appear, the Action button cannot select it until the shortcut itself is available.
The shortcut is present, but the button does nothing
- Return to Settings > Action Button.
- Confirm that Shortcut is selected rather than an empty or different action.
- Tap the chooser and select the exact shortcut.
- Press and hold the button; a brief tap is not the documented trigger for the assigned action.
The button runs an older or different shortcut
Open the chooser under Shortcut and reselect the intended item. The shortcut library’s order and the Action button’s selected item are separate settings, so a synced library does not by itself prove that the button points to the same entry.

The shortcut opens but fails inside
Inspect the shortcut’s permissions, installed companion apps, files and account access on the new phone. These dependencies can require approval again after migration even when the shortcut itself has synced.

Do not assume that every item in the Shortcuts app behaves like an ordinary shortcut. Apple’s Shortcuts User Guide states: “Personal automation shortcuts don’t sync to other devices.” A current Apple guide also describes personal automations as disabled by default during sync in its instructions.
After switching phones, open the Shortcuts app and inspect the Automation tab separately. Check whether each personal automation exists, whether it is enabled, and whether its triggers and permissions are still appropriate. An automation that runs on the old phone may not be available or active on the new one, even if the shortcut used by the Action button is present.

A cable is optional for Quick Start over Wi-Fi and for an iCloud restoration. Apple specifically describes a USB-C Charge Cable for a wired migration from an iPhone 15 or later to another iPhone 15 or later. Other model combinations may require a different cable or adapter, so use Apple’s instructions for the exact pair of phones.

Choosing a wired route does not change the Action button rule: it can move data, but Apple’s public guidance still does not explicitly guarantee that the button’s assignment will carry over. Verify the setting after the restore.
When it is safe to erase the old iPhone
Use the old phone as a reference until all of these checks pass on the new one:
- The intended shortcut appears in the Shortcuts app.
- The Action button page shows the desired action and its specific shortcut or feature.
- A press-and-hold test produces the expected result.
- Important personal automations have been reviewed independently.
- Apps, files, permissions and accounts needed by the shortcut work on the new phone.
- Photos, messages and other important data have finished restoring or downloading.
Only then should you sign out of or erase the old iPhone. If something is wrong, the old device gives you a working reference and may still contain the original shortcut configuration or data needed to correct the new setup.
