Rising GST collections can signal more taxable transactions, broader tax registration or stronger compliance—but they do not, by themselves, prove that a city’s businesses are growing. The official figures cited here are reported nationally and by state or union territory, not by municipal boundary. A state’s GST growth therefore cannot be presented as the growth rate of its largest city without separate city-level evidence.
Does GST growth mean a city’s economy is growing?
Not necessarily. GST collections measure tax revenue, not the total output of businesses in a city. They are a useful indicator of changing nominal taxable activity and participation in the tax system, but a rise can have several explanations: transactions may have increased in value, more businesses may have registered, compliance may have improved, or the mix of taxable supplies may have changed.

Collections are money values, so they also reflect prices. A rise in nominal receipts is not automatically real, inflation-adjusted growth. Tax rates and exemptions, refunds, imports, the composition of supplies, and the accounting basis used for a comparison can also affect the figure. The Economic Survey 2025-26 discusses rate reductions and the possibility that higher transaction volumes may offset their revenue effect—another reason not to treat receipts as a one-variable measure of business output.

It can indicate movement in taxable transactions
GST growth is consistent with a change in the value of transactions subject to GST. It does not reveal on its own whether the change came from more transactions, higher prices, a different mix of goods and services, or other factors affecting collections.

It can reflect a broader registered tax base
The Government of India’s Economic Survey 2025-26 says registered taxpayers rose from about 60 lakh in 2017 to over 1.5 crore at present, describing the increase as deeper formalisation of economic activity. A wider registered base can mean more activity appears in tax records; it does not necessarily mean that every existing business expanded.
It is associated with aggregate nominal growth, not a city’s real growth rate
The Economic Survey 2025-26 reports a 0.92 correlation between quarterly GST collection growth and nominal GDP growth, using GSTN and MoSPI data. That is an aggregate association. It does not establish that GST growth caused GDP growth, that it measures real output, or that the same relationship can be applied to an individual city.

Can GST data show which city is doing better?
Not with the official series cited here. The Open Government Data Platform India dataset covers state and union territory collections for 2020-21 through 2024-25, with 2024-25 data only through October 2024. The Press Information Bureau’s October 2025 factsheet also reports state/UT totals. Neither source establishes municipal-boundary GST totals.

GST geography matters. CBIC explains that GST is destination-based: “In a destination based consumption tax, taxes accrue to the State where the supply is consumed.” Its example is a car manufactured in Chennai but purchased in Mumbai: the state component accrues to Maharashtra, the place of consumption. That rule describes tax jurisdiction; it does not locate every production activity, business decision or job associated with the supply.

CBIC’s material also discusses registration by state. State-level data can support a claim about a state or union territory when the collection definition and period are clear. It cannot be converted into a city ranking simply by assigning a state’s total to its best-known city.
How to compare GST growth responsibly
- Match the geography. Compare city-level data with city-level data, or state/UT data with state/UT data. If a local dataset maps records to municipal boundaries, explain how it does so and what it excludes.
- Use the same period. Compare the same months or fiscal-year coverage and use a consistent year-over-year basis. Flag partial-year figures and provisional data rather than treating them as full-year results.
- State what the collection number includes. Identify whether it is gross or net, domestic-only or inclusive of imports, and pre- or post-settlement. These definitions are not interchangeable. The PIB factsheet distinguishes state-wise domestic-revenue growth from gross collections and discusses post-settlement amounts, which include the SGST portion of IGST settled to states.
- Separate revenue growth from real output. GST receipts are nominal. For a claim about real business growth, pair them with a suitable price-adjusted output measure and explain its coverage.
- Check an independent activity indicator. Use measures such as transaction volumes, employment, output or sales where suitable data exist, and state what each misses. The Economic Survey reports that cumulative e-way-bill volumes grew 21 per cent year over year during April–December 2025. This is a national transaction-volume indicator, not a growth rate for any one city.
- Avoid causal claims without a tested mechanism. Aggregate correlation between GST and nominal GDP does not show that GST growth caused business expansion in a city.
What would support a city-level claim?
A city-specific growth rate or ranking needs a suitable local dataset, a clear method for mapping its records to the city’s boundaries, and comparable periods and collection definitions. Without those, the sound conclusion is narrower: GST growth can help describe changing taxable activity at the level the data actually cover, but the cited official sources do not support a city-by-city growth calculation.
