India’s so-called “GST 2.0” is not a separate tax. It is shorthand for the rate-rationalisation and trade-facilitation package recommended at the 56th GST Council meeting in September 2025. For most revised goods and service rates, the stated start date was 22 September 2025. The change affects classification, invoicing, time-of-supply decisions, input-tax-credit (ITC) treatment and return controls—but it did not change the CGST registration threshold for goods.

The safe approach is to map every supply to its HSN or SAC code, identify the controlling notification and effective date, then test invoices, payment dates, advances, credit notes and ITC through the transition rules. Council recommendations, published notifications and GST Portal implementation notices are different things; do not treat a headline rate or an old software setting as the law.

What “GST 2.0” means in practice

“GST 2.0” is a popular label, not the formal name of a new statute. The 56th GST Council proposed lower or rationalised rates for many goods and services, changes to selected exemptions and compensation-cess treatment, and process reforms intended to make filing and refunds easier. The Council’s press release said revised rates for services and most goods would be implemented from 22 September 2025.

That statement is a recommendation and implementation timetable, not a substitute for a notification. Your tax calculation must follow the applicable Central GST, State or Union Territory GST, integrated GST and compensation-cess provisions in force for the particular supply. The Ministry of Finance FAQ, the Council’s HSN-wise annexures and the relevant rate notifications are the controlling references.

The tobacco exception

The Council separately listed pan masala, gutkha, cigarettes, chewing tobacco products such as zarda, unmanufactured tobacco and bidi. Those products were to retain their then-existing GST and compensation-cess rates until the compensation-cess loan and interest obligations were discharged and a later date was determined. The PIB FAQ likewise described the tobacco transition as a later notified event.

Do not apply 22 September 2025 automatically to one of those products. Confirm the later notification, product classification and cess position before changing a tobacco rate master or issuing a tax invoice.

Recommendations versus enforceable rules

The Council also said the dates for process reforms would be notified later. One example is its recommendation for risk-based provisional refunds of up to 90% of an inverted-duty-structure claim, pending necessary amendments to the CGST Act. That is a facilitation proposal, not an unconditional entitlement. A refund claim still has to satisfy the current statute, rules, forms and risk controls applied by the tax authorities.

When did the revised rates start?

For most affected goods and services, the stated effective date was 22 September 2025. The date applies to the relevant outward supply and classification, not automatically to every item held in a warehouse or every invoice printed after that date. The supply, invoice and payment facts must be tested under the time-of-supply provisions.

Question Practical answer
Most revised goods and services Use the notified revised rate for supplies whose applicable effective date is 22 September 2025, subject to classification and later amendments.
Specified tobacco products Retain the earlier GST and compensation-cess treatment until a later date is notified for the product.
Process reforms Use the date in the GSTN or government implementation advisory; the Council said process-reform dates would be notified separately.
Stock already owned before the change Stock date alone does not decide tax. GST is imposed on the supply, so apply the time-of-supply and transition rules.

Because rate notifications and portal behavior can change, keep a dated copy of the notification and advisory used for each material decision. A tax engine should store the effective date, HSN or SAC, tax components and source notification rather than only a percentage.

How to find the correct rate

There is no single “GST 2.0 business rate.” Determine the rate in this order:

  1. Classify the supply. Identify the exact HSN for goods or SAC for services, including descriptions, unit measures and technical characteristics.
  2. Check the applicable notification. The PIB’s 18 September 2025 FAQ identified Notification No. 9/2025-Central Tax (Rate), dated 17 September 2025, as the revised CGST goods-rate notification and Notification No. 10/2025-Central Tax (Rate) as the exemption notification.
  3. Check special categories. The same FAQ identified Notification No. 13/2025 for handicrafts, Notification No. 2/2025-Compensation Cess (Rate) for cess amendments and Notification No. 14/2025 for the brick special composition scheme.
  4. Check every tax component. A central-rate change does not by itself answer the applicable State or Union Territory GST, IGST or compensation-cess question. Use the current consolidated law for the place and nature of supply.
  5. Record the ITC condition. A lower service rate may be expressly linked to no ITC. Do not compare percentages without comparing the credit restriction.

Keep the classification evidence—product specification, service contract, catalogue description and the notification paragraph—in the tax workpapers. A product family can contain items with different HSNs or conditions.

Illustrative categories from the official FAQ

The following are examples discussed by the Ministry of Finance FAQ, not a universal rate card:

Category described in the FAQ Illustrated treatment Qualification
Small cars 28% to 18% Only the cars meeting the specified classification qualify.
Specified mid-size and large cars and other qualifying vehicles 40% The 40% figure applies to defined criteria, not every vehicle.
Specified large vehicles 40% with no compensation cess Confirm the exact vehicle description and notification.
Motorcycles up to 350cc 18% Engine capacity and classification matter.
Motorcycles above 350cc 40% Do not extend this rate to motorcycles outside the described category.
Bicycles and parts 5% Use the relevant HSN and product description.

These examples show why a blanket “GST reduced to 18%” message is unsafe. A rate must travel with its classification, effective date and ITC or cess condition.

Did GST registration limits change?

No. The Ministry of Finance FAQ states: “No, there is no change in threshold of the registration required for goods under CGST Act, 2017.” The 2025 rate decisions did not alter the registration threshold for goods.

  • [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by

That answer is limited to the change being discussed. Registration can still be required because of the nature of a business, interstate or specified supplies, e-commerce provisions, reverse charge or other provisions of the CGST Act and rules. Review those triggers separately rather than assuming that a rate change creates or removes a registration obligation.

Transition rules for invoices, advances and payments

For a supply straddling the old and revised rates, the key question is the time of supply under Section 14 and the relevant goods or service rule. The official FAQ states that the GST rate is determined according to the time-of-supply provisions. Stock on hand, the date a salesperson entered an order or the date a customer viewed an online price is not, by itself, decisive.

A practical transition review

  1. Describe the actual supply. Note when goods were removed or delivered, or when the service was supplied or became payable under the contract.
  2. Record the invoice date. Check whether the invoice was issued within the statutory period and whether it describes one supply or several milestones.
  3. Trace payment. Record the date money was received, including an advance, and whether payment was received in full or in part.
  4. Apply the statutory provision. For the relevant Section 14 case described in the FAQ, where payment is received after the rate change, time of supply is the earlier of payment receipt or invoice date; where payment was received before the change, the receipt date governs the described case.
  5. Check exceptions. Advances, incomplete supplies, continuous supplies, vouchers, reverse-charge transactions and amended invoices can have their own rules.
  6. Document the conclusion. Keep the contract, delivery record, invoice, bank evidence and the legal provision used.

Do not reduce every transition fact pattern to “invoice date.” The FAQ expressly directs businesses to the time-of-supply provisions for advances and incomplete supplies.

Goods in transit and e-way bills

For goods supplied on or after the revised rate takes effect, the FAQ says the new rate applies to the outward supply. It also says there is no mandatory requirement to cancel and regenerate an e-way bill solely because the rate changed while goods are in transit. An existing in-transit e-way bill remains valid for its original validity period.

That does not excuse correcting a wrong HSN, value, vehicle number or other e-way-bill field. The limited point is that a rate change alone does not invalidate an otherwise valid document.

Updating invoices, contracts and business systems

A rate change is an accounting-control project, not just a percentage edit. Use a controlled changeover:

  • Freeze and export the old rate master before editing it.
  • Map each SKU or service code to the applicable HSN or SAC and notification.
  • Set an effective timestamp where the system supports it; do not overwrite historical invoices.
  • Test tax-inclusive and tax-exclusive prices, discounts, freight, bundled supplies and rounding.
  • Check place-of-supply logic and the split between CGST/SGST and IGST.
  • Update tax-invoice, credit-note and debit-note templates, including compensation cess where relevant.
  • Review open purchase orders, quotations, annual contracts and customer price lists for tax-change clauses.
  • Test returns and export files in a staging environment before the first live filing under the revised rate.

Where a contract fixes a tax-inclusive price, decide whether the commercial price changes or the tax component is recomputed within the agreed amount. That is a contract and pricing decision; the invoice must still show the legally correct taxable value and tax.

Service rates that restrict ITC

Do not compare a service rate without checking its credit condition. FAQ-2 states that hotel accommodation valued at or below ₹7,500 per accommodation unit per day is taxed at 5% without ITC. The FAQ also describes 5% without ITC as mandatory for specified beauty and physical well-being services.

“Without ITC” means the supplier cannot claim the input credit that the linked rate condition excludes. Model the effect on margins, contracts and customer pricing before selecting a rate. If a service is outside the described category or exceeds the stated value threshold, a different entry may apply.

ITC control for every filing period

  • Match purchase invoices and debit or credit notes in the books to the relevant portal statement.
  • Separate eligible credit from blocked, ineligible or rate-condition-restricted credit.
  • Track credit claimed, reversed and re-availed with the reason and period.
  • Ask suppliers to correct missing or inaccurate invoices before relying on the credit.
  • Reconcile the final working papers to GSTR-3B before filing.

This monthly reconciliation is a control procedure; it does not turn every portal difference into an automatic tax demand. Investigate the reason, preserve correspondence and record the accounting decision.

Return filing and the three-year restriction

The September 2025 GST Council newsletter reported that the portal would restrict filing of covered returns after three years from their due dates. It listed GSTR-1, GSTR-1A, GSTR-3B, GSTR-4, GSTR-5, GSTR-5A, GSTR-6, GSTR-7, GSTR-8, GSTR-9 and GSTR-9C among the forms covered by the planned restriction.

The newsletter said implementation was to begin from the October 2025 tax period. A later Council newsletter search result reported enforcement from the November 2025 period, effective 1 December 2025. These are portal-implementation reports, and the live eligibility rule may have changed. Before filing a late return, check the current GST Portal advisory for the exact form, tax period and cutoff shown for the taxpayer.

Preventing a filing lockout

  1. Run an aged-return report by form and original due date.
  2. Prioritise periods approaching three years, even when the tax payable is nil.
  3. Resolve cancelled-registration or portal-credential issues early.
  4. Save the filed return, ARN, payment challan and reconciliation for each period.
  5. Do not assume that a return is available merely because the form appears in an old software menu.

Invoice Management System changes

The September 2025 Council newsletter also reported Invoice Management System changes from the October 2025 period. In the described workflow, certain credit notes and downward amendments could remain pending for a limited period—one month for monthly filers or one quarter for quarterly filers. Recipients could declare ITC already availed and reverse it fully or partly where applicable. If the credit had not been availed, the newsletter said no reversal was needed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Treat the exact pending-action window, form behavior and rollout date as portal-operational facts to confirm in the current GSTN advisory. Configure an approval queue so a recipient can see whether a supplier’s amendment affects an already claimed credit, a credit that was never claimed or a credit that has already been reversed.

A monthly compliance workflow

  1. Classify new supplies. Review HSN or SAC, exemption status, rate, cess and ITC condition.
  2. Review transition items. Filter invoices, advances, deliveries and payment receipts around any rate-change date.
  3. Reconcile outward invoices. Compare the sales register, e-invoice or e-way-bill data where applicable and the return data.
  4. Reconcile inward invoices. Match supplier records, portal statements, credit notes and purchase ledgers.
  5. Decide ITC. Claim only eligible credit; record reversals and the legal or commercial reason.
  6. Check aged returns. Identify periods at risk of the three-year filing restriction.
  7. Review exceptions. Escalate tobacco products, special composition schemes, bundled supplies, unusual vehicle classifications and services with no-ITC conditions.
  8. File and archive. Approve GSTR-1 or the applicable outward return, then GSTR-3B and related forms, preserving the reconciliations and acknowledgements.

Inverted-duty refunds and other facilitation measures

The Council recommended administratively granting 90% provisional refunds for inverted-duty-structure claims on a data-analysis and risk-evaluation basis, pending statutory amendments. Businesses with significant blocked working capital should monitor the current CBIC procedure, eligibility tests, documentation and any risk-based exclusions. Do not record the 90% figure as an automatic refund entitlement in customer contracts or financial forecasts.

Common mistakes to avoid

  • Applying 22 September 2025 to a listed tobacco product without checking a later notification.
  • Changing the rate for all stock merely because the goods were purchased before or after the announcement.
  • Using a general product description instead of the exact HSN or SAC.
  • Assuming a lower service rate preserves the same ITC entitlement.
  • Regenerating every e-way bill solely because a rate changed in transit.
  • Overwriting old invoices or historical rate masters instead of using effective-dated records.
  • Waiting until the three-year mark to file an old return.
  • Treating a Council recommendation or newsletter report as a permanent statutory rule without checking the notification or live portal advisory.

Decision framework for a disputed or unusual transaction

When two rates appear plausible, prepare a short comparison before invoicing:

Factor What to compare
Classification Exact HSN or SAC, description and technical criteria.
Effective date Date on which the applicable notification makes the entry effective.
Tax components CGST, SGST or UTGST, IGST and compensation cess where applicable.
ITC Whether the entry permits, restricts or excludes credit.
Time of supply Supply, invoice, payment and advance dates under Section 14 or the relevant rule.
Evidence Contract, delivery proof, bank record, invoice and notification paragraph.

If the facts do not fit the example in an FAQ, obtain a classification and transition opinion based on the actual transaction rather than copying the example’s rate.
