What “Grass-Fed” and “Regenerative” Really Mean for Beef’s Environmental Impact

Labels such as grass-fed and regenerative describe particular feeds or farming practices; they are not, by themselves, a lower-carbon guarantee. “Grass-fed” has a defined U.S. Department of Agriculture (USDA) feed and pasture standard, while “regenerative” is a voluntary environmental marketing claim whose meaning depends on the producer’s standard and evidence.

To judge environmental performance, look past the label to measured results, verification, geography and the life-cycle boundary. A 2025 PNAS model found grass-fed beef emissions comparable to or often higher than industrial U.S. beef under its assumptions, including 40–100% higher emissions for modeled extensive, low-quality-ration systems. That is an important result, but it is not a universal ranking of every farm or every environmental impact.

What the two labels actually claim

“Grass-fed” is a feed-and-access definition

USDA’s Food Safety and Inspection Service (FSIS) defines “Grass (Forage) Fed” as a ruminant diet consisting of grass and forage for the animal’s lifetime, except for milk consumed before weaning. Eligible forage includes grasses, forbs, browse and cereal-grain crops while they are still in the vegetative stage. Grain and grain byproducts are excluded, and the animal must have continuous pasture access during the growing season. The full FSIS explanation is at What is “grass-fed” meat?.

Those requirements tell you what the animal was fed and that it had seasonal pasture access. They do not set a greenhouse-gas limit, a soil-carbon target, a biodiversity requirement, a water-use threshold or a maximum amount of land per animal. A product can meet the feed definition without having a published climate or ecosystem measurement.

“Regenerative” is a voluntary environmental claim

FSIS lists “Raised using Regenerative Agriculture Practices” among voluntary environment-related marketing claims. Its August 2024 guidance says claims should be truthful and substantiated, encourages supporting environmental data or studies, and encourages the use of independent certifiers. The agency’s August 30, 2024 constituent update and Guideline on Substantiating Animal-Raising or Environment-Related Labeling Claims explain that framework; the related notice is available from FSIS here.

There is no single federal “regenerative beef” definition or one outcome threshold that every product using the word must meet. One producer may focus on rotational grazing, another on cover, soil or water practices, and a third on a broader set of indicators. The useful question is therefore: which written standard applies, who verifies it, and what result has been measured?

Why a practice label is not an environmental score

A meaningful comparison needs to separate the claim on the package from the performance it may—or may not—produce. Use these five checks for any beef product or production system.

Comparison axis What to establish Why it changes the conclusion
Claim definition Whether the claim specifies feed, pasture access, a farming practice or a measured outcome A diet requirement is not the same as an emissions target or a biodiversity result.
Verification Who checks compliance, how often, what records are inspected and whether the audit method is public A detailed, independently checked standard provides more information than an unqualified marketing statement. FSIS guidance encourages substantiation and third-party certification, but does not create one audit schedule for every claim.
Measured result Published data for greenhouse gases, soil carbon, land, water, nutrients, biodiversity or another named indicator Improvement in one metric can coexist with a worse result in another; no single measurement represents the whole environmental picture.
Boundary and geography The production system, region, years studied and life-cycle stages counted Results from a U.S. feedlot model cannot automatically describe a pasture system elsewhere, and farm-gate figures are not full product footprints.
Trade-offs Whether the comparison concerns emissions per kilogram, total emissions, land demand, water, habitat or several impacts together “Lower per unit” and “lower total impact” are different claims, especially when production time, yield and land requirements change.

What current evidence says about grass-fed beef emissions

The 2025 PNAS model

A 2025 study in the Proceedings of the National Academy of Sciences, titled US grass-fed beef is as carbon intensive as industrial beef and ≈10-fold more intensive than common protein-dense alternatives, used a herd model and a defined greenhouse-gas accounting framework. In that analysis, grass-fed beef emissions were comparable to or often higher than those of industrial U.S. beef. The modeled extensive systems relying on low-quality rations produced emissions 40–100% higher than industrial beef.

The paper also reported grass-fed beef as approximately ten times more emissions-intensive than common protein-dense alternatives within its modeling framework. That comparison is about modeled greenhouse-gas intensity, not a finding that every grass-fed farm is worse on every environmental dimension.

How to interpret the result without overgeneralizing

  • The result depends on the study’s assumptions about herd productivity, feed quality, land, methane, manure and other inputs.
  • It compares specified U.S. systems; it does not establish a universal result for every country, climate, breed or pasture-management method.
  • It addresses modeled emissions. It does not by itself settle soil health, water quality, habitat, animal welfare or local nutrient outcomes.
  • “Grass-fed” can require more time or land per animal in some systems. Those changes can affect emissions per kilogram even when a farm reports a desirable practice-level outcome.

Use the study as a warning against treating the label as a climate shortcut. For a particular product, you still need its production data and a comparison that uses the same functional unit and boundary.

What “regenerative” evidence should look like

Because the term is not a uniform federal certification, a credible regenerative claim should identify its rules rather than rely on the word alone. Look for the following information in the producer’s documentation or the certifier’s published standard:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Defined practices: For example, specified grazing rotations, rest periods, soil-cover requirements, input limits or water-management measures. The exact practices must be stated; “regenerative” without requirements is not enough to evaluate.
  • Verification method: The name of the certifier or auditor, the records checked, the audit interval and how non-compliance is handled.
  • Baseline and time period: A soil or habitat result needs a starting measurement, the sampling date and a later measurement. A single snapshot cannot show a trend.
  • Metric and unit: Ask whether the claim reports carbon dioxide-equivalent emissions, soil organic carbon, erosion, water pollutants, biodiversity or another indicator, and whether it is reported per kilogram of beef, per hectare or for the whole operation.
  • Scope: Determine whether the data cover only the grazing parcel or also feed production, replacement animals, transport, processing and other life-cycle stages.

FSIS guidance encourages environmental data or studies and third-party certification, but it does not declare that every regenerative practice delivers a particular climate benefit. A producer’s evidence must be assessed on its own terms.

Why the life-cycle boundary changes the answer

Beef’s environmental burden is distributed across a chain rather than confined to the pasture. USDA’s Agricultural Research Service describes a U.S. beef life-cycle assessment that runs from resource production through consumption and waste. Its project summary notes that food waste is a major contributor across impact categories; the scope is described at Environmental sustainability of United States beef.

When reading a footprint claim, check whether it includes:

  • Production of feed, fertilizer and other resources
  • On-farm methane, manure and fuel
  • Processing and refrigeration
  • Transport, retail and cooking
  • Food lost or discarded by households and businesses

Also check what is being measured. A greenhouse-gas-only assessment cannot answer a land-use or water-quality question. Conversely, a soil-carbon result does not automatically offset methane or other emissions unless the accounting method explains how the effects are combined and over what period.

Putting U.S. beef emissions in national context

In a 2019 assessment, USDA ARS reported that beef cattle production across seven U.S. regions accounted for 3.3% of all U.S. greenhouse-gas emissions. The agency’s summary is available in Study Clarifies U.S. Beef’s Resource Use and Greenhouse Gas Emissions.

That figure describes a national assessment boundary and geography. It is not the footprint of a steak, not a grass-fed-versus-conventional comparison and not a measurement of any individual ranch. Keep the 3.3% attached to its seven-region, all-U.S.-emissions context whenever you use it.

A practical method for evaluating a package or website claim

  1. Copy the exact wording. Distinguish “grass-fed,” “grass-finished,” “raised using regenerative agriculture practices,” “climate-friendly” and similar phrases. Small wording differences can indicate different requirements.
  2. Find the governing standard. For a grass-fed claim, compare the wording with the FSIS definition. For a regenerative claim, locate the producer’s standard or the named certifier’s rules.
  3. Check verification. Record who audits the farm, whether certification is independent, what is inspected and when the most recent verification occurred. If those details are not published, mark verification as unknown rather than assuming it.
  4. Demand a measured outcome for an outcome claim. Look for a report or study with a metric, unit, baseline, date, geography and method. “Improves the land” is not a measurable result until those details are supplied.
  5. Match the life-cycle boundary. Compare two products only when both include the same stages and use the same functional unit, such as kilograms of beef at a stated point in the supply chain.
  6. Separate intensity from totals. Ask whether the number is emissions per kilogram, emissions per animal, emissions per hectare or total operation emissions. A lower intensity can accompany higher total output or land demand.
  7. List omitted impacts. Note whether methane, feed production, soil carbon, water, nutrients, habitat and food waste are included or left out.
  8. State the conclusion narrowly. A defensible conclusion might be “this farm reports a verified soil-carbon increase over five years under its standard,” not “regenerative beef is always climate-positive.”

How common scenarios should be read

A grass-fed label with no environmental data

You can conclude that the product claims a forage-only lifetime diet, apart from pre-weaning milk, and seasonal pasture access under the FSIS definition. You cannot conclude that it has lower greenhouse-gas emissions, uses less land or improves biodiversity without additional evidence.

A regenerative label with a public standard but no results

You can evaluate the required practices and the verification process. You cannot infer the direction or size of an environmental outcome until the producer publishes measurements tied to a baseline and boundary.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A regenerative claim with third-party data

Assess the data quality: who collected it, how often, what was measured, whether the comparison is against a baseline, and whether the reported unit and life-cycle stages match the alternative product. Certification improves traceability, but it does not make unlike measurements directly comparable.

A product carrying both labels

The two claims add information about feed and stated management practices; they do not combine into an automatic climate score. Evaluate each requirement and then examine the farm’s measured outcomes and accounting method.

No environmental label at all

The absence of a label does not prove poor performance. Some operations publish detailed measurements without using a regulated or voluntary marketing term, while a labeled product may publish little data. Compare evidence, not the presence or absence of a green-sounding word.

Questions to ask producers, retailers and certifiers

  • What exact standard governs the claim, and where can I read it?
  • Is compliance checked by an independent party? What is the audit frequency?
  • What are the farm’s greenhouse-gas results, and are they per kilogram, per hectare or total?
  • Which gases and life-cycle stages are included?
  • What soil, water or biodiversity indicators are measured, using what baseline and sampling method?
  • How are results reported when weather, drought or land-management changes affect a year?
  • Are the numbers for this farm or averages from a broader program?

Clear answers let you compare like with like. If a claim supplies only a practice description, treat it as practice information rather than proof of an environmental outcome.

Bottom line

“Grass-fed” tells you about lifetime forage feeding and pasture access under USDA’s definition. “Regenerative” signals a voluntary environmental claim whose substance depends on a producer’s documented standard and verification. Neither label alone establishes a lower climate footprint. The strongest assessment combines a precise claim definition, independent verification, measured results and a transparent life-cycle boundary, while keeping emissions, land, water, biodiversity and food waste as distinct questions.
