What a Google manual action means
Google enforces its Search spam policies using automated systems and, when needed, human review. If a reviewer determines that a site does not comply with a policy, Google may issue a manual action. The result can be lower rankings for affected content or no appearance in Search results. Google Search Central describes that possible outcome in its guide, Debugging drops in Google Search traffic.

A manual action is therefore different from a general ranking fluctuation: it is a policy enforcement action, and Google reports it to the site owner in Search Console. The notice identifies the policy concern and the scope Google has determined. Read that notice rather than guessing from a graph, an SEO tool, or a sudden change in visits.

Google’s historical description of the Manual Actions viewer showed examples of both sitewide actions and partial actions affecting a particular section. Because that description dates to 2013, treat the notice currently shown in your own account as authoritative for your site. Do not assume that every URL, query, or source of traffic is affected.

Does a manual action lower rankings or traffic?
It can. Google says noncompliant content might rank lower in results or not appear in results at all. The effect on a site’s organic traffic depends on which pages are affected and how much Search traffic those pages would otherwise receive. The available public guidance does not establish a standard percentage loss, and the notice should not be read as a forecast of traffic impact.
Search Console’s Performance report helps show where a change is concentrated: clicks and impressions can be compared across pages, queries, countries, devices, and search appearances. A loss concentrated in a section named in a manual-action notice is useful context; it does not replace the notice itself as confirmation of the action.
There can also be other effects on the site’s Search performance at the same time. A manual action is not a diagnosis of every movement in a traffic chart, nor does a traffic chart reveal the reason for a policy action. Keep the enforcement question—whether Google issued an action—separate from the broader question of why Search traffic changed.

How to check for a manual action in Search Console
- Open the property in Search Console. Use an account that has access to the relevant website property. Without account access, you cannot inspect that property’s private report or notice.
- Check the Manual Actions report. Look for an issued action and read the stated policy reason and affected scope. Google also says site-reputation-abuse notices may be delivered through the Search Console message center.
- Record what the notice actually says. Note the affected area and the specific behavior or policy named. Do not widen a partial scope into a sitewide diagnosis, or infer a policy violation that the notice does not identify.
- Compare the timing with Search performance. In the Performance report, compare suitable date ranges and inspect clicks and impressions by page, query, country, device, and search appearance. Google recommends using up to the last 16 months of data for context where available, and comparing the relevant search types—Web, Images, Video, or News—rather than treating them as one undifferentiated total.
If the report does not show an action, a traffic decline is not enough to conclude that one exists. Continue diagnosing the performance change through the report’s page and query patterns and the technical, security, demand, and migration checks below.
Manual action or another cause of a traffic drop?
Google’s traffic-drop guidance emphasizes that Search performance can change for many reasons. A manual action is one possible explanation, but technical or indexing problems, security incidents, changes in interest or seasonality, ranking-system updates, and site moves can also reduce traffic. Compare the pattern in Search Console with the event you suspect instead of making sitewide changes based on timing alone.

These causes are not mutually exclusive. For example, a site move could overlap with a decline in demand, or a technical problem could affect pages that also need policy remediation. Investigate the evidence for each relevant possibility before attributing all lost traffic to one event.

How to fix a manual action
Use the notice as the starting point: it identifies the issue Google found and the affected part of the site. Then review the corresponding Google Search spam policy and correct the underlying behavior across the affected pages. Fixing only one visible example may leave the same practice in other affected areas.

Translate the notice into a site audit
Build an inventory of the pages, templates, or sections implicated by the notice. Check the exact policy named and look for the behavior it describes across that scope. Google’s documented spam-policy examples include hidden text or links, cloaking, and sneaky redirects. Its policies also address scaled content abuse, abusive scraping, and site reputation abuse. These are distinct issues; do not assume that a notice naming one means another is involved.
Correct the behavior, not just the symptom
Remove or change the practice that caused the violation, including repeated implementations in templates or other affected pages. For example, a notice about hidden links calls for reviewing where and how those links are presented; a notice about cloaking calls for addressing the differing content or behavior being served. These examples illustrate why the notice’s policy wording matters: a generic cleanup that does not resolve the named behavior may not address the action.

For a complex site, keep an internal record of the affected areas, the changes made, and the policy issue each change addresses. This makes it easier to verify that remediation covers the scope identified in the notice before requesting reconsideration. It is an organizational aid, not a Google requirement established in the public guidance.
Request reconsideration after the fixes
Once the violations have been corrected, submit a reconsideration request through Search Console. Google’s Site position in Google Search results FAQ instructs site owners to submit the request after making corrections and to allow several weeks for processing. Google does not promise a specific review date or a particular ranking or traffic recovery outcome.

Google’s older reconsideration guidance says an owner may be told that the site remains in violation if Google continues to find a problem. That historical description is not a current service-level guarantee; the relevant next step is to read any response or updated notice in Search Console and address what it identifies.

Google’s site reputation policy has a specific regional distinction in the policy update dated August 28, 2026. This exception is about site-reputation-abuse enforcement; it should not be generalized to other spam policies or manual actions.

Google says owners are notified about a relevant site-reputation issue in the Manual Actions report and Search Console message center. The policy update says site owners can address the issue or appeal through reconsideration; eligible sites may also have mediation available. Eligibility and the precise circumstances depend on Google’s policy, so check the notice and the current policy text rather than assuming mediation is available in every case.
What recovery can and cannot be predicted
The public guidance supports a sequence—identify the notice, correct the policy violation, request reconsideration, and allow several weeks for processing—but it does not set a guaranteed turnaround time. It also does not promise that a successful review will restore rankings to their earlier positions or return traffic to a previous level. Search performance can still be shaped by the pages affected, competition, demand, technical conditions, and other ranking changes.
For that reason, use two separate checks after submitting a request. First, monitor Search Console for a response or change to the Manual Actions report. Second, continue reviewing the Performance report by page and query to understand how visibility evolves. A change in traffic alone should not be mistaken for a formal decision on the action.

- Assuming a whole-domain impact. Read the scope in the notice; a partial action can affect only a portion of a site.
- Making broad changes before identifying the cause. A misplaced

- Expecting a fixed recovery date or guaranteed restoration. Google says to allow several weeks for review, but public guidance does not promise a date or outcome.
- Applying the EEA exception to unrelated policies. The regional distinction described in the 2026 update applies to site reputation abuse, not all manual actions.
