A ghost forest is a coastal woodland where many trees have died but remain standing, often after saltwater reaches land that once supported freshwater-dependent trees. Rising seas can push salty water farther inland, but the change also depends on local conditions such as subsidence, storms, watershed flows, groundwater use and human alterations to drainage and waterways.
What is a ghost forest?
A ghost forest is a coastal woodland with widespread dead or dying trees, often left standing as the surrounding environment shifts from freshwater forest toward marsh. NOAA describes the standing remains as a once-verdant woodland. The term describes a visible stage of coastal land conversion, not a single cause or a uniform process.

In tidal freshwater forested wetlands, the sequence can run from forest to ghost forest and then to low-salinity marsh, according to the U.S. Geological Survey (USGS). Salt-tolerant shrubs and herbaceous marsh plants may take hold after trees die. The order and timing vary by site; not every dead coastal stand follows the same path.

How does sea-level rise create ghost forests?
As sea level rises, seawater and tidal influence can reach farther onto land. Saltwater may intrude into soils and freshwater systems that coastal trees depend on. The resulting salinity stress can damage or kill trees; when the woodland canopy thins, salt-tolerant shrubs and marsh vegetation may establish in its place.

That process does not mean every ghost forest was caused by sea-level rise alone. Local outcomes reflect interacting changes in water levels, salinity and freshwater supply, as well as human modifications to the coast and watershed.

- Land subsidence: Sinking land can increase relative water-level exposure.
- Storm flooding: Storms can carry saltwater inland and expose vegetation to saline flooding.
- Freshwater and nutrient inputs: Watershed flows affect the balance between fresh and salt water.
- Groundwater extraction: USGS notes that pumping can exacerbate saltwater intrusion in rural coastal landscapes.
- Drainage and development: Infrastructure, coastal development, dense agricultural canals and ditches, dams, and river dredging can alter water movement and exposure.
These drivers can interact. Without site-specific evidence, a particular stand’s decline should not be attributed to one factor just because that factor is affecting the wider region.

What have researchers measured in North Carolina?
A 2020 Environmental Research Letters study, archived by NOAA, examined unmanaged public land in a coastal North Carolina study region. Using repeat LiDAR surveys, multi-temporal satellite imagery and field measurements, the researchers mapped changes from 2001 to 2014. They found that 15% of this land—167 km²—changed from coastal forest to transition ghost forest characterized by salt-tolerant shrubs and herbaceous plants.

The study estimated a net aboveground carbon decline of 0.13 ± 0.01 TgC. That figure is for the defined study area and period, not a global total. The researchers also found inland gains across the larger study area from natural succession and forestry activities, which offset some shoreline losses. The results therefore describe a regional pattern of conversion and carbon change, not a one-way loss across every part of the landscape.
Do all trees decline at the same rate?
No. Research along Virginia’s Mattaponi and Pamunkey rivers found vegetation shifting toward herbaceous marsh as salinity increased across sites ranging from nontidal wetlands through tidal freshwater forests toward a brackish estuary. The findings describe a gradient, not a universal timetable for coastal forests.

Some surviving trees showed a temporary increase in growth under somewhat greater salinity. Researchers suggested that reduced competition may help explain the response. It does not mean those trees or the forest are safe if salinity continues to rise.
What can coastal communities consider?
There is no single response established as effective for every location. Decisions depend on local hydrology and salinity, whether shoreline defenses are feasible, and whether inland ecosystem migration can be accommodated. Restoration or preservation goals may also prioritize different outcomes, including carbon storage, water quality, habitat or coastal resilience.

USGS research is intended to inform restoration decisions, while a 2019 review frames the choice between defending coasts and allowing ecosystems to move inland as one that shapes low-lying coastal land. A soil salinity reading can be useful as one field observation, but a single measurement cannot diagnose a landscape-scale transition or establish its cause.
