What Game DRM Collects—and What Developers Can Learn from Anti-Piracy Investigations

There is no universal “DRM data inventory.” A copy-protection wrapper, a game platform and an anti-cheat service are separate layers. Steam describes its wrapper as a limited deterrent to extremely casual copying, while a game-specific anti-cheat disclosure can list identifiers, network details, device and software information, session data and detected programs. To make an accurate collection claim, identify the exact component, fields, recipients, purpose and retention rather than treating every security product as the same kind of DRM.

DRM is an umbrella, not one data-collection system

“Digital rights management” can refer to several functions that are often bundled in a game’s installation or launch path:

As an Amazon Associate I earn from qualifying purchases.

  • Copy-protection or anti-tamper code checks entitlement and makes binary modification or reverse engineering harder.
  • A platform service handles account identity, purchases, licenses, downloads, fraud controls and developer-facing game services.
  • Anti-cheat software looks for unauthorized tools or process behavior during play. It may use a service, a driver or both.
  • Anti-piracy investigation tools can trace leaks, identify modified builds or support enforcement after unauthorized distribution.

These layers can have different controllers, vendors, legal bases, access permissions and retention periods. A privacy statement for one layer cannot be used to describe another. The practical answer to “What data does game DRM collect?” is therefore always product-specific.

What Steam’s DRM wrapper says it does

Valve’s Steamworks documentation characterizes the Steam DRM wrapper as a modest barrier, not a complete anti-piracy system. Valve writes: “The Steam DRM wrapper protects against extremely casual piracy (i.e. copying all game files to another computer) and has some obfuscation, but it is easily removed by a motivated attacker.”

That statement establishes the wrapper’s stated scope: it can deter a basic file-copy attempt and add obfuscation. It does not establish that the wrapper records a universal set of personal or hardware data, nor does it claim to stop a determined attacker. The documentation is a vendor description of this particular wrapper, not a finding about every commercial DRM technology.

When documenting a title that uses the wrapper, describe the launch and entitlement behavior separately from telemetry. If the game or platform has an additional anti-cheat component, service, crash reporter or analytics SDK, document that component under its own notice. The wrapper page by itself is not evidence that those other systems are present.

What the Steam platform can collect

The platform layer has a broader privacy function than the wrapper. In its Steam Privacy Policy Agreement, Valve says it collects certain data to detect, investigate and prevent fraud, cheating and other violations. The same agreement explains that developers and publishers can access certain user-related game information through Steamworks.

This does not mean that a game’s DRM automatically causes every item in the platform policy to be collected for that game. It means a player’s Steam account and platform activity are governed by the platform’s terms, while a publisher may receive defined game-related information through the developer tools. A proper notice should identify:

  • which entity is the data controller for each activity;
  • which Steam service or game component generates a field;
  • which recipients receive it, such as the platform, publisher or a security vendor;
  • the purpose, retention period and deletion process; and
  • the player’s available access, objection or appeal controls.

A game-specific anti-cheat disclosure can be much more detailed

The clearest public example in the supplied material is the TRIBES 3: Rivals Denuvo Anti-Cheat FAQ. It describes information provided to Denuvo for that game’s anti-cheat service. The listed categories include:

  • user ID and IP address;
  • access date and country;
  • platform-entitlement information;
  • hardware and software information;
  • play-session data;
  • details of unauthorized third-party programs detected, including detection time; and
  • statistical information about the game process, the operating-system kernel and applications interacting with the game process.

Those categories answer what that FAQ says about that game’s anti-cheat implementation. They are not a universal inventory for all Denuvo products, all games or all DRM. In particular, an anti-cheat disclosure should not be silently relabeled as a description of Denuvo Anti-Tamper. A reader asking “Does Denuvo collect personal data?” needs the product name, game and applicable notice before the answer can be precise.

Anti-Tamper and anti-cheat solve different problems

Anti-Tamper

Irdeto’s Denuvo Anti-Tamper product page presents Anti-Tamper as protection for game binaries and memory against client-side modification and reverse engineering. Those are capability claims made by the vendor. They describe what the product is designed to protect, not a guarantee that every attack will fail or a list of fields that every deployment collects.

Anti-Cheat

Anti-cheat is concerned with unfair manipulation during play. The TRIBES 3 FAQ’s references to unauthorized programs, process interaction, kernel information and session activity illustrate why anti-cheat can involve more operational telemetry than a simple entitlement check. A publisher should name the anti-cheat component, explain when it runs, state what it can inspect and provide a route for false-positive appeals.

Platform entitlement

Entitlement checks answer whether an account owns or may launch a game. They can be performed by the platform even when a separate anti-tamper module protects local files. Keeping entitlement, anti-tamper and anti-cheat as separate records prevents an overly broad statement such as “the DRM scans your computer.”

What anti-piracy sales claims actually prove

Irdeto’s Denuvo Anti-Tamper datasheet includes a comparison selected by the vendor: an unprotected prequel reportedly had 40% less first-week sales and 30% less sales over its first 15 weeks than one protected 2016 title. The figures are attributed to Irdeto’s 2025 datasheet.

That comparison cannot isolate DRM as the cause. It concerns two different games released at different times, with potentially different audiences, marketing, reviews, pricing, platforms and launch conditions. The datasheet also reports that the prequel received more positive reviews, which demonstrates why review sentiment alone does not resolve the sales difference. The responsible wording is “Irdeto reports…” rather than “DRM increases sales.”

No independent, industry-wide statistic in the cited material establishes how much data game DRM collects, and no general causal estimate shows how much DRM changes sales. Vendor effectiveness and commercial examples are evidence to examine, not substitutes for an independently controlled comparison.

A developer’s evaluation framework

Before selecting or renewing a protection service, compare options across the same five axes and attach a source to each answer.

Axis Questions to answer
Purpose and scope Is the component for anti-copy protection, tamper detection, anti-cheat, leak tracing or platform entitlement?
Data and access Which exact fields are collected, which process or driver can observe them, who receives them and who controls the data?
Player impact Does it require connectivity, create compatibility risks or produce false positives? What notice, appeal and recovery path exists?
Evidence and limits Which statements are vendor claims, which are independent findings and do any comparisons support a causal conclusion?
Lifecycle and governance How long is data retained, how is it secured and deleted, and how are changes to collection communicated?

Do not fill a field with a marketing adjective such as “privacy-friendly” or “lightweight.” Record the actual field name, access point, purpose and retention. If a public product page does not state a telemetry inventory, say that the inventory is not stated there and seek the deployment’s privacy notice or contract before publication.

Lessons from anti-piracy investigations

Map the objective to the smallest data set

Start with the investigation question: verifying entitlement, detecting a modified binary, identifying a cheat, tracing a leaked build or measuring an attack. Then collect only what can answer that question. An entitlement check rarely needs the same process context as cheat detection, and a leak investigation should not become a standing monitor of every player.

Separate components and responsibilities

Maintain a data map that shows the game client, platform, anti-tamper module, anti-cheat service and any crash or analytics tool as separate nodes. For each node, record controller, processor or service provider, data fields, transmission route, storage location, retention and deletion owner. This makes it possible to answer a player’s question without attributing a vendor’s telemetry to the wrong product.

Make notices understandable before collection begins

The UK government’s Video Games Research Framework emphasizes ethical collection and sharing, meaningful consent where applicable and ensuring that participants understand what data will be collected and how it will be used. Apply that discipline to security telemetry: explain technical terms, identify recipients and state when monitoring occurs.

Re-check the purpose when use changes

The framework cautions that an original basis for collecting data may not automatically remain appropriate when the data is later processed for research. The same governance issue arises when anti-cheat records are repurposed for product analytics, marketing, player profiling or an investigation unrelated to the original security purpose. Reassess the notice, legal basis, access permissions and retention before making that change.

Restrict access and retention

Give investigators only the fields and permissions needed for a defined case. Use role-based access, audit logs and expiry dates for exports. Delete raw process or session records when the investigation or appeal period ends, retaining an aggregated result only when there is a documented reason to do so. A security purpose is not a blanket justification for indefinite storage.

How to investigate a collection claim

  1. Name the product precisely. Write down the game, edition, platform, anti-tamper or anti-cheat module and version.
  2. Collect the governing documents. Use the platform privacy agreement, the game’s EULA or FAQ and the vendor’s product documentation as separate sources.
  3. Build a field-level inventory. Classify identifiers, network and location context, entitlement, device and software details, process observations and session events.
  4. Trace recipients and retention. Note whether data goes to the platform, publisher, vendor or another processor, and record the stated storage period or deletion trigger.
  5. Test player impact. Document connectivity requirements, compatibility problems, false-positive handling, appeal steps and what happens when the service is unavailable.
  6. Grade the evidence. Label each conclusion as a platform term, a game-specific disclosure, a vendor capability claim or independent evidence. Do not merge those categories.
  7. Publish change notices. If fields, recipients or purposes change, explain the change before or when the new collection begins and provide any required choice or consent.

Questions developers should be able to answer

  • What does anti-piracy software track? It depends on the component. A wrapper may be described only as an entitlement and obfuscation mechanism, while a disclosed anti-cheat service may process user, network, country, platform, hardware, software, session and detected-program information.
  • Is every anti-cheat field “DRM data”? No. Anti-cheat telemetry belongs to the anti-cheat implementation and its notice. Calling it DRM without qualification hides the difference in purpose and access.
  • Can a vendor’s sales case study prove protection works? No. A comparison of different titles can be a commercial example, but it does not control for the many variables that affect sales.
  • What should a privacy notice contain? Identify the component, purpose, fields, controller, recipients, retention, security controls, player choices and appeal process in language a normal player can understand.
