Find and replace yours safely.Free scan · under a minuteIndian agritech startups can combine grants and incubation, equity investment, project-linked debt, and founder or network money. The practical choice depends on the venture’s stage, what the money will buy, whether the business can make repayments, and whether it is building an eligible agricultural asset. Government figures such as “up to” limits are ceilings subject to eligibility and selection, not promised awards.
The main routes are RKVY Innovation and Agri-Entrepreneurship support for validation, AgriSURE for scaling, the Agriculture Infrastructure Fund (AIF) for qualifying infrastructure, MUDRA and other loans for eligible business activity, Startup India’s seed-fund channel, and private equity from angels or venture funds.

RKVY is the clearest sector-specific route for early validation
The Department of Agriculture & Farmers’ Welfare (DA&FW) runs the Innovation and Agri-Entrepreneurship Development programme under Rashtriya Krishi Vikas Yojana (RKVY). It combines grant-in-aid with incubation and mentoring through Knowledge Partners (KPs) and RKVY Agribusiness Incubators (R-ABIs). The official programme description says its objective is to promote innovation and agri-entrepreneurship by providing financial support and nurturing an incubation ecosystem.
According to Startup India’s June 2026 government schemes playbook, a DPIIT-recognised startup may receive:
- Pre-seed support: up to ₹5 lakh.
- Seed-stage support: up to ₹25 lakh.
The 5 December 2025 Ministry update published by the Press Information Bureau explains that pre-seed assistance is paid in one instalment, while seed assistance is paid in two 50% instalments, subject to the Selection and Investment Committee’s recommendation. These are maximum programme limits, not typical award sizes or entitlements.

The application route is normally through a relevant R-ABI or Knowledge Partner rather than a direct promise of payment from a central help desk. Recognition by the Department for Promotion of Industry and Internal Trade (DPIIT), the incubator’s screening, the proposed use of funds, and the committee decision all matter. A startup should therefore identify an R-ABI whose agricultural focus matches its product and read that incubator’s current notice before preparing an application.
What the national programme numbers mean
The PIB update reports that six Knowledge Partners and 24 R-ABIs had been appointed. For financial years 2019–20 through 2025–26, it reports more than 6,000 agri-startups trained and 2,096 receiving technical and financial assistance. It also reports ₹168.14 crore in grants-in-aid released in instalments to KPs and R-ABIs for funding startups. Those are cumulative programme outputs reported by DA&FW through PIB; they are not the probability that a new applicant will be selected.

AgriSURE is an investment route for ventures ready to scale
AgriSURE (Agri Fund for Start Ups & Rural Enterprises) is positioned for scaling agricultural and rural businesses rather than idea-stage validation. The June 2026 Startup India playbook states a ticket size of up to ₹25 crore, subject to investment merit and the fund’s guidelines. That figure is an upper stated ticket size, not a grant, an automatic allocation, or evidence of a live investment call.

The playbook directs eligible startups or alternative investment funds to NABVENTURES. The MANAGE Centre for Innovation and Agripreneurship funding list also identifies AgriSURE and NABARD as the funding agency. A founder should obtain the current fund or manager materials before treating the route as available: the instrument (for example, equity or another structure), valuation approach, eligibility, diligence requirements, decision process, and disbursement conditions need to be confirmed directly.
When AgriSURE makes sense
- The company has evidence of demand, repeatable operations, or a credible path to expansion.
- The proposed capital requirement is larger than an incubator grant can support.
- The founders can accept investor diligence, reporting, and possible ownership or governance consequences.
A startup still proving its prototype usually needs a validation grant or a smaller equity round first. Presenting an AgriSURE ceiling as if it were available working capital can produce an unrealistic plan and weaken an application.

The Agriculture Infrastructure Fund is a debt facility for viable projects involving post-harvest management infrastructure and community farming assets. The Startup India playbook includes agri-entrepreneurs and startups among eligible borrower categories and describes a 3% per annum interest subvention on loans up to ₹2 crore for a maximum of seven years.
This route fits a startup purchasing or building an eligible asset—such as infrastructure connected with storage, handling, or another qualifying post-harvest or community-farming project. It should not be described as a general-purpose grant for salaries, experimentation, or any expense unrelated to an eligible project. The loan itself still has to be repaid; the subvention reduces the applicable interest burden under the programme conditions.

The playbook says AIF applications are open year-round. Availability, portal instructions, eligible project categories, and lender practice can change, so confirm the current AIF guidance and the participating bank or other lender before committing to a timetable. Prepare a project report that separates the infrastructure budget from ordinary operating expenses and demonstrates how repayments will be made.
MUDRA, banks, and NBFCs provide repayable business capital
The current Startup India playbook includes Pradhan Mantri MUDRA Yojana (PMMY) among startup-relevant schemes. It describes MUDRA loans for eligible income-generating micro and small business entities, including activities allied to agriculture. Startup India’s funding guidance also identifies banks, non-banking financial companies (NBFCs), and government-backed loan schemes such as MUDRA, CGTMSE, and Stand-Up India as debt sources. MANAGE-CIA lists MUDRA among routes relevant to agristartups.
Debt is not a substitute for a grant. Principal and interest are payable under the lender’s schedule, whether sales grow as planned or not. Before applying, test:
- monthly cash available for debt service under conservative sales assumptions;
- borrower and business eligibility, including registration and credit history;
- collateral, guarantee, margin-money, and documentation requirements;
- the lender’s interest rate, fees, moratorium, repayment frequency, and prepayment rules; and
- whether the loan is for working capital, equipment, or another permitted use.
A lender’s approval is separate from a scheme’s existence. The relevant bank or NBFC makes its own credit decision and may request security or guarantees even when a government programme is involved.

Startup India Seed Fund and incubators can cover proof-of-concept work
MANAGE-CIA lists the Startup India Seed Fund among funding references for agristartups. The official seed-fund channel is intended for early activities such as proof of concept, prototype development, product trials, market entry, and commercialisation. It is a general startup route, not an automatic benefit for every business that uses the word “agritech.”
Read the current eligibility rules and the participating-incubator process in the official Startup India Seed Fund FAQ. An applicant may need to meet conditions concerning incorporation, innovation, age of the company, promoter ownership, prior government support, and the proposed use of funds. Because the programme is administered through selected incubators, the practical process and intake schedule depend on the incubator’s current notice.
RKVY can be a more direct sector fit where the product clearly addresses an agricultural problem and the founders qualify for an R-ABI. The seed fund is useful when the startup fits the broader innovation criteria or needs an incubator channel not available through its local agricultural network.
Angels, venture funds, and founder capital fill different gaps
Angel and venture equity
Startup India’s funding guide lists angel investors, venture-capital funds, incubators, and accelerators as equity sources. Equity does not create a scheduled loan repayment, but founders give up a percentage of ownership. Investors may also receive information rights, board or consent rights, and an expectation of rapid growth and future financing.
Best Value
Venture funds choose investments according to their own sector thesis, stage preference, cheque size, geography, and return expectations. Approach investors whose mandate matches the company rather than sending an undifferentiated deck to every fund. No current roster of agritech investors or live terms is established here, so verify directly that a fund is accepting new opportunities before relying on it.
Founder, family, and network money
Self-financing and money from family or friends can fund incorporation, field pilots, or a short bridge while an institutional application is pending. It may avoid immediate third-party dilution or formal loan covenants, but it is not universally available and can create personal or relationship risk.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How the funding routes differ
| Route | Best fit | Repayment or dilution | Main caution |
|---|---|---|---|
| RKVY grant and incubation | Idea, pre-seed, or seed agricultural ventures working with an R-ABI | Grant-in-aid; the scheme description does not state equity dilution | DPIIT recognition, incubator screening, and committee selection apply; the published limits are not guaranteed awards |
| AgriSURE | Scaling agricultural and rural businesses | Investment; instrument and investor rights must be confirmed | The stated ceiling is subject to merit and fund guidelines |
| AIF | Eligible post-harvest or community-farming infrastructure | Loan repayment, with the stated interest subvention under programme rules | Project eligibility and lender approval are decisive |
| MUDRA, bank, or NBFC debt | Eligible micro or small business activity and working capital with predictable repayment capacity | Repayment with interest | Confirm lender-specific eligibility, security, fees, and cash-flow requirements |
| Angel or venture equity | A venture with a growth case matching an investor’s mandate | Ownership dilution and investor involvement | Terms, cheque sizes, and fundraising timelines vary; no live investor list is assumed |
| Founder, family, or network capital | Early development or bridge financing when personally available | Depends on the documented arrangement | Record the terms and do not assume this source is accessible to every founder |
Startup India distinguishes the instruments this way: grants are purpose-specific support without repayment; debt is repaid with interest; and equity investors seek capital growth and may participate in decisions. Its guide also warns that external fundraising can easily take more than six months to convert. A company with payroll, inventory, or a seasonal procurement obligation should keep a cash buffer rather than counting an unsigned term sheet as available money.
A practical decision process for founders
- Define the use of funds. Separate prototype and field validation, staff and operating costs, inventory, equipment, and construction of an agricultural asset. The same company can need a grant for one workstream and a loan or equity round for another.
- Classify the stage. An untested idea usually needs incubation and proof-of-concept support. A product with pilots may fit seed funding. A business with repeatable revenue and expansion plans is more credible for larger investment.
- Check eligibility before writing the pitch. Confirm DPIIT recognition for RKVY where required, the company’s incorporation and ownership details for seed programmes, project eligibility for AIF, and borrower requirements for MUDRA or other debt.
- Build a repayment or dilution model. For debt, show monthly principal and interest under a downside case. For equity, model ownership after the round and specify the capital milestones the money will achieve.
- Choose the channel and verify it is live. Contact the relevant R-ABI, participating seed-fund incubator, NABVENTURES or current AgriSURE manager materials, AIF lender, MUDRA lender, and the startup’s state startup mission. A scheme’s listing alone does not confirm an open call.
- Prepare evidence. Assemble incorporation and DPIIT documents where applicable, founder identities, intellectual-property or technology notes, pilot results, farmer or buyer letters, unit economics, a detailed budget, bank statements, existing grant or debt disclosures, and a milestone calendar.
- Plan for parallel timing. Grant and incubator decisions can take time; institutional equity can take over six months to close. Keep near-term obligations funded independently of an application that has not been approved and disbursed.
Common mistakes that reduce funding choices
- Combining unlike ceilings: RKVY support, an AgriSURE investment ticket, and an AIF loan are different instruments for different purposes. They cannot be added into one guaranteed funding amount.
- Calling debt a grant: A subsidised loan still creates repayment obligations.
- Using infrastructure finance for general expenses: AIF depends on a qualifying project and does not automatically cover ordinary startup burn.
- Treating programme totals as success odds: Historical numbers of startups trained or supported describe implementation, not an applicant’s chance of selection.
- Assuming a listing means an open window: Check the responsible incubator, portal, fund manager, or lender for current dates and terms.
- Ignoring state-level help: State startup missions may add incubators, pilots, or incentives, but their eligibility and availability must be checked separately.
- Raising too late: Seasonal agriculture businesses should map procurement and harvest cycles against grant, loan, and equity timelines.

Bottom line for an agritech funding plan
Start with the spending purpose and repayment capacity, not with the largest headline number. Use RKVY or a suitable incubator for agricultural validation, consider Startup India’s seed channel where its broader criteria fit, reserve AIF for an eligible infrastructure project, use MUDRA or another lender only when cash flow can service the debt, and approach AgriSURE or private investors with evidence that the venture can scale. Verify every live call, term, and eligibility condition with the responsible programme, incubator, fund manager, lender, and state mission before making a financial commitment.
