Chrome does not package several copied links into one universal “multi-link” file. A normal copy operation exposes multiple clipboard representations, chiefly text/plain and text/html. A text-only app reads the plain-text version; a rich-text app can read the HTML version and keep links clickable. Chromium may also register platform-specific URL formats, especially on Windows, but those are interoperability flavors rather than a guaranteed list-of-URLs container.
The short answer: Chrome offers clipboard flavors, not one multi-link format
When you select several links on a web page and choose Chrome’s Copy command, Chrome places more than one representation on the operating system clipboard. The receiving application chooses the representation it understands. The interoperable baseline is:

text/plain: readable text, usually the link labels or other selected text, separated according to the copied selection and the destination’s paste rules.text/html: HTML corresponding to the selected page content, which can preserve anchor elements as clickable links in a rich editor.- Platform URL flavors: on some systems, Chromium registers additional URL-oriented clipboard formats that compatible applications may request.
There is no documented universal serialization in which every group of web links becomes one text/uri-list object. The visible result therefore depends on both the selected content and the program receiving the paste.
Which formats are documented for Chrome clipboard items?
ChromiumOS documentation says that items copied via Chrome, or drags started in Chrome, use these MIME representations:

These entries describe clipboard flavors, not a promise about how many lines will appear after pasting. The plain-text payload is derived from the selected DOM content. The HTML payload reflects that content in markup, including links where the selection contains anchors. A destination is free to choose one flavor and ignore the others.
Why the same copied links look different in Notepad and Google Docs
Text-only editors read plain text
A basic editor such as Notepad normally asks the clipboard for a text representation. It cannot render HTML anchors, so it receives the plain-text flavor. Depending on what you selected, that may be link labels, visible URLs, or a mixture of text generated by the page. Chrome’s format list does not define a universal line-break or labeling rule for every page and selection.
Rich-text editors can read HTML
Applications such as web-based document editors can request text/html. If the copied selection contains anchor elements, the editor can create clickable links while displaying the selected label. It may also sanitize markup, discard styles, normalize whitespace, or alter line breaks. Those changes are made by the receiving application; they do not mean Chrome used a different multi-link file format.

Many rich editors expose “Paste as plain text” or a similar command. That option deliberately bypasses HTML and asks for text instead. Conversely, a normal paste into a rich editor may prefer HTML when it is available. If two applications show different results, compare their paste modes before assuming Chrome copied different data.

Is Chrome copying a URL list?
Usually, not in the standardized sense people mean by a URL list. The text/uri-list convention is documented by ChromiumOS for files as a CRLF-separated list of file: URLs. That documentation distinguishes it from the ordinary text/plain and text/html formats used for content copied through Chrome. It should not be generalized to say that selecting several hyperlinks on a web page automatically produces one text/uri-list containing their HTTP or HTTPS addresses.
What appears as a list of URLs in a text editor can simply be the plain-text representation of the selected page content. Whether the visible text is the destination address or the link’s label depends on the selection and the page’s DOM. A page can show a URL as its label, while another page can show “Read more” linked to a completely different address.
Windows adds URL-specific clipboard formats
Chromium’s Windows clipboard implementation registers URL, Mozilla URL, plain-text, HTML, and text/html formats. A source comment describes the Mozilla URL flavor for one entry as URLnTitle: the address followed by a newline and the title. A Windows application that understands that flavor can obtain both pieces without parsing the HTML.

This is a platform interoperability detail, not a specification for a multi-link bundle. The format description is for one URL entry, and Chromium still exposes plain text and HTML independently. For several selected links, a receiving program may choose the representation it supports, process only part of the data, or fall back to ordinary text. Windows applications that do not recognize the URL flavor can still paste the plain-text or HTML representation.

What determines the result when you copy several links?
The selection itself
Dragging across page content, selecting a single anchor, copying a browser address-field value, and using an extension’s “copy links” command are different operations. A page-content selection is represented as text and HTML for that selected DOM range. Copying the address field is generally a single URL value. An extension can generate its own text, HTML, JSON, Markdown, or other payload instead of relying on the page’s default selection.
The destination’s clipboard negotiation
Clipboard data is offered in parallel flavors. The receiving application requests the one it can consume, commonly plain text for a text editor and HTML for a rich editor. There is no requirement that every application preserve the same ordering, labels, indentation, or line endings. This negotiation explains why a single copy action can yield readable lines in one program and clickable links in another.
The operating system
ChromeOS documents MIME-style entries with explicit UTF-8 and UTF-16 variants. Windows exposes additional registered URL formats through Chromium’s native clipboard integration. Other systems may present equivalent data through their own clipboard APIs. The cross-platform expectation you can rely on is text plus HTML; URL-specific behavior is conditional.

How to get a predictable list of addresses
If your goal is a machine-readable list rather than a faithful rich-text copy, make the desired representation explicit:

- Decide what each line should contain. Choose destination URLs, visible titles, or both. A normal page selection may contain only the visible label, so do not assume it is an address.
- Use a destination that accepts plain text. Pasting into a text editor gives you the plain-text flavor. Inspect the result and remove labels or surrounding text that are not part of your list.
- Use an extension or site that intentionally exports links when you need guaranteed URLs. Such a tool can write a newline-delimited list, CSV, JSON, Markdown, or another custom payload. That output is defined by the tool, not by Chrome’s built-in copy command.
- Paste into a rich editor when you need clickable titles. A normal paste can use HTML and retain anchors. Use the editor’s plain-text paste option when you need to strip links.
- Validate the result in the target application. Check the number of lines or links, because the destination may normalize whitespace, sanitize HTML, or ignore a URL-specific flavor.
Can web pages define their own clipboard format?
Yes. Chrome’s Async Clipboard API historically supported text/plain, text/html, and image/png. Custom web formats became available in Chromium 104 on desktop and mobile. A cooperating web application or extension can therefore place JSON, Markdown, or another application-defined payload on the clipboard, alongside or instead of standard formats.
Custom formats require a cooperating reader to be useful. If you paste them into an ordinary text editor, that editor will generally request plain text and never see the custom payload. For the same reason, a site or extension that advertises “copy all links” may produce a clean URL list even though Chrome’s native page-copy behavior does not define one.
Common misconceptions and troubleshooting
“Several links must be one URI-list object.”
Not necessarily. The documented text/uri-list behavior concerns file URLs, while ordinary web selections expose text and HTML. Treat a URL list as an explicit export feature unless the receiving application documents support for a particular URL flavor.
“If links are not clickable, Chrome failed to copy them.”
Check the destination first. A text-only editor cannot render HTML anchors, so plain text is the expected result. Paste into a rich editor or use its normal (not plain-text) paste command to test whether the HTML flavor is available.
“The copied text must contain the destination addresses.”
Copying a link’s surrounding page content copies the selected text. A label such as “Specifications” can remain just that label in plain text, even though its HTML anchor points to a URL. Select the address field or use a link-export tool when the address itself is required.
“A Windows URL flavor guarantees every application will import all links.”
It does not. The URLnTitle description applies to a URL-specific flavor for one entry, and applications may ignore it, process only one item, or choose plain text or HTML instead. Test the exact destination program if batch import matters.
“Different line breaks prove Chrome used a different format.”
Line endings can be changed while the destination converts clipboard data. The documented formats do not prescribe one fixed multi-link layout, so line-break differences alone are not evidence of a separate Chrome serialization.

For ordinary cross-application copying, think of Chrome as offering the same selection in several forms. Plain text maximizes compatibility, HTML preserves link structure where supported, and platform or custom formats are optional paths that depend on the operating system and the receiving software.
