Act as though the affected food is on hold until you know the unit, product temperatures, exposure time, and locally adopted food code requirements. Identify the failed case or walk-in, stop sale or service of questionable perishables, record temperatures and the best available time history, obtain a disposition decision when facts are uncertain, and repair and verify the equipment before restocking.
The U.S. Food and Drug Administration (FDA) identifies the 2026 Food Code as its latest full edition, but the Food Code is a model adopted and administered by state, local, tribal, territorial, and federal authorities. A grocery operator must follow the code adopted in the store’s jurisdiction and should ask the responsible regulator about incident-specific disposition questions.

What a refrigerator temperature excursion means in a retail store
A temperature excursion is any period when a refrigerated display case, reach-in, prep cooler, or walk-in refrigerator is warmer than the limit required for the food and the jurisdiction’s adopted code. It can result from a failed compressor, blocked airflow, an open door, a power interruption, an inaccurate sensor, a loading error, or a monitoring-system fault.

The event has two separate problems: food disposition and equipment recovery. Food may need to be discarded even after the case is repaired, while a case that is cold again may still be unsuitable until it has demonstrated stable performance. Treating either problem as solved by a single temperature reading creates avoidable risk.

Immediate response: contain the incident and preserve facts
- Identify the affected equipment. Mark the refrigerator, display case, or walk-in by its store asset number or location. Note whether adjacent units share a power circuit or airflow path.
- Pause sale and service. Place potentially affected perishable food on hold while it is assessed. Keep it physically separate from unaffected stock; do not mix containers, cases, or lots.
- Record when the excursion was found. Capture the discovery time, alarm time, last acceptable reading, and any power, maintenance, delivery, or door-opening event. Export electronic monitoring data before it is overwritten.
- Preserve product identity. Keep labels, lot codes, use-by dates, package counts, supplier information, and photographs. These details support traceability and a regulator’s decision.
- Measure food and equipment temperatures. Use an appropriate, calibrated food thermometer. Record the measurement time, instrument identification, product or package location, unit-air reading, and the name or initials of the person taking each reading.
- Escalate uncertainty. If the exposure duration, product temperature history, or applicable rule cannot be established, contact the person responsible for food safety and the local, state, tribal, or territorial food regulator before releasing the product.
This sequence is an operational control, not a substitute for the locally adopted food code. The FDA supports temperature verification and calibrated equipment, but it does not prescribe one universal retail incident form.
What temperature standard applies?
FDA retail recovery guidance says refrigerated display cases, open-top cases, walk-in refrigerators, and walk-in freezers should be verified as capable of consistently maintaining cold-holding temperatures of 41°F (5°C) or below, or keeping food frozen, before food is put back into them. The exact legal requirement for a store comes from the code adopted by its jurisdiction, so confirm the current local text rather than assuming every state uses identical wording.
Do not use the consumer power-outage rule as an automatic commercial-store decision. FDA consumer guidance says to discard perishable food that has been above 40°F for two hours or more. That advice is written for household outages. A retail case has different loading, airflow, monitoring, product, and regulatory circumstances. The consumer threshold can be useful context, but it is not a complete disposition rule for a grocery operation.

How to collect usable temperature evidence
Measure the food, not just the display
A case controller or return-air sensor can show that equipment is recovering while food in the warmest location remains above the required limit. Take readings from representative packages, including the warmest area, top and front of a case, end caps, and products nearest an open door or fan obstruction. For sealed packages, follow the thermometer manufacturer’s method so the measurement does not contaminate food.
Check the instrument
Use a food thermometer that is suitable for the product and calibrated according to the store’s procedure. Record the device used and any calibration check. A refrigerator thermometer is useful for continuous awareness, and a food-probe thermometer helps assess individual products; neither replaces a required commercial monitoring system.

Build a time-and-temperature timeline
Use automatic logs, alarm notifications, manual checks, employee statements, utility records, maintenance tickets, delivery times, and point-of-sale holds to establish the narrowest defensible exposure window. Distinguish a confirmed reading from an estimate. If the only known fact is that the case was warm when discovered, document that limitation instead of inventing a start time.
Do not judge by appearance
Food can be unsafe while looking and smelling normal. FDA consumer guidance specifically warns that appearance and odor are not reliable safety tests. Do not taste a product to decide whether it can be sold, and do not release food solely because the package feels cold.
Disposition decision: release, hold, or discard
Use a documented decision for each affected product group. The following framework keeps the relevant variables visible without pretending that one number resolves every incident.
| Decision factor | What to establish | Why it matters |
|---|---|---|
| Product temperature | Measured internal or package temperature, measurement time, and warmest location | Equipment air temperature does not always equal food temperature. |
| Exposure duration | Confirmed or best-supported period above the applicable limit | Time and temperature together determine risk; an unknown duration requires escalation. |
| Product characteristics | Type of food, packaging, ready-to-eat status, and whether it can be safely controlled by another validated method | Different foods and packaging may be treated differently under the adopted code. |
| Jurisdiction | Current state, local, tribal, territorial, or federal requirements and regulator direction | The FDA Food Code is a model, not automatically binding law in every location. |
| Equipment status | Whether the unit has been repaired and demonstrated stable cold holding | Food cannot be safely restocked into a case that is still failing. |
Release only when the evidence supports it
Release a product group only when the responsible food-safety lead can show that its temperatures and exposure history meet the locally adopted requirements, the product remained protected from contamination, and the decision is documented. A single later reading at 41°F or below does not erase an earlier unknown or excessive exposure.
Keep on hold when facts are incomplete
Hold product when the temperature history is incomplete, readings conflict, packaging is damaged, or employees cannot establish when the excursion began. Keep the lot identified and segregated while the regulator or qualified food-safety authority reviews the facts.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsDiscard when required
Dispose of food when the adopted rule or regulator requires disposal, or when the store cannot demonstrate compliance. Record the product, quantity, lot information, measured conditions, decision maker, date, and reason. Do not imply that reheating reliably reverses an unsafe time-temperature exposure; cooking may not eliminate every hazard created by improper holding.

Can food still be sold after a cooler rises above 41°F?
Possibly, but not automatically. The answer depends on the product, its measured temperature, how long it was exposed, the quality of the evidence, and the jurisdiction’s adopted requirements. The fact that a cooler later returns to 41°F or below does not by itself authorize sale. Use the local code and regulator direction for a commercial incident, and keep the product on hold until the decision is documented.
Planned time control is not accident salvage
Some food codes allow time as a public-health control instead of continuous temperature control. The 2022 FDA Food Code model text requires advance written procedures, defined initial temperature conditions, food marking, and a specified time limit. Those controls are planned before food leaves refrigeration.
A refrigerator failure does not automatically convert affected food into an approved time-control operation. Unless the store already operates under the current locally adopted provision and followed its written procedures, do not use time control as a retroactive justification. Confirm the applicable rule with the regulator.

Restore refrigeration before restocking
- Find and correct the cause. Check power, breakers, controls, door seals, fan operation, condenser condition, ice buildup, blocked vents, and loading patterns. Have qualified refrigeration personnel repair or replace failed components.
- Clean and protect the unit. Remove spills, damaged packages, and debris. Follow the store’s approved cleaning and sanitizing procedure, especially if food leaked or the incident involved a disaster or loss of utilities.
- Verify calibration and sensors. Confirm that controllers, probes, alarms, and data loggers are functioning and calibrated under the store’s program.
- Run the equipment under normal conditions. Do not verify an empty case and immediately load it. Observe the unit with its normal doors, racks, lighting, and representative load long enough to demonstrate stable performance under operating conditions.
- Document the result. Record readings from the equipment and food-monitoring system, the repair performed, the person who verified performance, and the time the unit was cleared.
- Restock carefully. Put back only product that has separately passed the disposition decision. Load air paths correctly, avoid blocking returns, and rotate stock according to the store’s procedure.
FDA retail reopening guidance uses the following standard: “Verify that that all open-top and refrigerated and freezer display cases, walk-in refrigerators, and walk-in freezers are capable of consistently maintaining cold holding temperatures (≤41°F or in a frozen state) before food items are placed in the units.” The duplicated “that” is part of the FDA page’s wording; the operational point is consistent capability before restocking.
When to contact the regulator
Contact the responsible regulator promptly when the incident affects ready-to-eat or high-risk food, involves a large volume or multiple locations, has an unknown duration, includes a failed monitoring system, follows a power outage or flood, or produces conflicting temperature records. Also contact the regulator when a manager cannot map the event to a current locally adopted requirement.
Have these facts ready:
- Store location and equipment identification.
- Discovery time, alarm history, and last known acceptable reading.
- Product names, lot codes, quantities, packaging, and whether food was ready to eat.
- Temperature readings, thermometer details, calibration information, and sampling locations.
- Actions taken to segregate, label, repair, clean, discard, or notify.
- Names of the store contact, service technician, and food-safety decision maker.
Documentation that makes the incident defensible
A concise incident record should allow someone who was not present to reconstruct what happened. Include:

- Temperature range: -40°to 80°F or -40°to 27°C
- Thermometer material:Plastics + Stainless Steel
- Good quality
- Easy to install
- Cheap
- Event record: date, times, unit, alarm, suspected cause, and people notified.
- Temperature log: each equipment and product reading, instrument, location, and time.
- Inventory hold: affected products, lot codes, counts, and physical segregation location.
- Disposition: released, held, transferred under an approved control, or discarded; include the rule or regulator instruction used.
- Corrective action: repair, cleaning, calibration, alarm test, and verification readings.
- Approval: the responsible manager’s name, date, and any regulator case or contact reference.
Keep electronic logs in their original form when possible, and attach photographs of displays, damaged packages, alarms, and thermometer readings. A record should distinguish observed facts from assumptions.
Common mistakes and how to avoid them
Using the household two-hour rule as the store’s entire policy
The FDA’s above-40°F-for-two-hours language is consumer outage guidance. Retail decisions require the adopted commercial code and incident-specific evidence.
Checking only the case thermometer
Air temperature can recover before food does. Sample product and identify warm spots.
Relying on smell, touch, or appearance
These observations cannot establish safety. Use measured temperature and time information.
Mixing affected and unaffected stock
Mixing destroys traceability and can spread a problem. Keep the hold physically separate until disposition is complete.

Assuming a time-control plan exists after the failure
Time as a public-health control requires advance written procedures and other conditions. It is not an automatic salvage route.
Preventing the next excursion
- Test high- and low-temperature alarms and confirm escalation contacts for every shift.
- Set monitoring frequency and review responsibilities in writing.
- Keep refrigerator, freezer, and food-probe thermometers available, calibrated, and identified.
- Train employees to close doors, keep vents clear, report unusual frost or noise, and place product on hold immediately when an alarm sounds.
- Schedule preventive maintenance for seals, fans, condensers, controls, and data loggers.
- Maintain a current list of service providers and the jurisdiction’s food-safety contact.
- Run periodic incident drills using a mock temperature history so staff practice segregation, documentation, escalation, and release decisions.
Operational answer in one sentence
After a refrigerator temperature excursion, stop sale of questionable perishables, measure and document food and equipment temperatures and the best available exposure time, apply the locally adopted food code with regulator input when uncertain, discard when required, and do not restock until repaired equipment has demonstrated consistent cold holding at 41°F or below (or the required frozen condition).
Frequently Asked Questions
Does a refrigerator thermometer prove that every product is safe to sell?
No. It records the unit’s condition at a location and time. Product temperatures, exposure duration, food characteristics, packaging, and the locally adopted requirements still determine disposition.
