What Financial Assistance Is Available After a Typhoon in the Northern Mariana Islands?

After a typhoon in the Commonwealth of the Northern Mariana Islands (CNMI), possible help includes FEMA Individual Assistance, SBA disaster loans, and local referrals for nutrition, energy, child care, and housing programs. Which routes are available depends on the federal disaster declaration, the affected island, the program and the applicant’s circumstances. FEMA’s map for declaration FEMA-4910-DR, dated April 23, 2026, shows Individual Assistance designated in CNMI. The map does not establish whether applications are still open or whether a specific loss qualifies, so check the live declaration and application instructions before relying on that designation.

Which kinds of help should CNMI residents check?

Route Who it is for What it may address Important distinction
FEMA Individual Assistance Eligible individuals and households in designated areas Disaster-related needs covered by the specific declaration and program rules A designation does not guarantee eligibility, establish an open deadline, or mean every typhoon loss is covered.
SBA disaster loans Potentially affected homeowners, renters, and business owners Longer-term repair or rebuilding of damaged private property and replacement of personal property, subject to current program terms These are repayable loans, not grants; assistance must not duplicate insurance or other recoveries.
CNMI territorial program referrals Residents seeking information from local agencies Nutrition assistance, energy assistance, child care, housing, mortgage, or community-development programs These are referral leads, not confirmation of typhoon-specific funding or an open application period.
FEMA Public Assistance Territorial and local governments and certain eligible private nonprofits Eligible public recovery work under the declaration This is a separate track from household Individual Assistance.

FEMA Individual Assistance: check the live declaration first

The FEMA-4910-DR map, dated April 23, 2026, identifies Individual Assistance in CNMI, alongside Public Assistance Categories A and B for the listed islands. FEMA notes that additional designations may be made later if requested and supported by further evaluation. Check the FEMA-4910-DR declaration page for the current designated locations and program details.

A map designation is not a decision on an individual application. It does not say which specific losses are eligible, whether a deadline remains open, or whether a household will receive assistance. Confirm current application instructions and deadlines through DisasterAssistance.gov or FEMA’s official channels. Do not assume that all typhoon damage automatically qualifies for a grant.

A federal major-disaster declaration is requested by the affected state or territory’s governor, or by a tribal leader, under the Stafford Act, as summarized on FEMA’s declaration guidance. A declaration and its designations determine which federal programs and areas are in play; they do not replace the rules for each program.

SBA disaster loans: a separate, repayable option

FEMA’s CNMI disaster-assistance referral directory lists the SBA Disaster Customer Service Center and describes low-interest disaster loans for affected homeowners, renters, and business owners. FEMA’s historical Super Typhoon Yutu recovery material explains that SBA loans can provide longer-term funding to repair or rebuild damaged private property and replace personal property. That historical information explains the loan pathway, not the current terms or availability for a different declaration.

Before applying, verify that the relevant declaration has an active SBA loan program, and review its current eligibility rules, repayment terms, and deadline. Loan proceeds cannot duplicate compensation from insurance or other recoveries. The directory lists SBA Disaster Customer Service at 800-659-2955 and TTY at 800-877-8339; confirm these numbers directly with SBA because FEMA’s directory was last updated in May 2024.

Public Assistance is not household aid

The FEMA-4910-DR map also designates Public Assistance Categories A and B. FEMA training material identifies territorial governments, local governments, and certain private nonprofits as potential Public Assistance applicants; this is distinct from an individual or household applying for Individual Assistance. The map summary does not provide the full scope of eligible applicants or work. Organizations should consult FEMA’s Public Assistance information and the declaration’s current details.

How to check and apply without relying on outdated information

  1. Identify the declaration and your island. Check the live FEMA-4910-DR page for designated locations and assistance types. The map dated April 23, 2026 is a dated snapshot, not a guarantee that details have not changed.
  2. Confirm whether Individual Assistance is open. Use DisasterAssistance.gov or FEMA’s official channels to verify the deadline and follow the current application instructions.
  3. Ask which program fits the need. Contact FEMA or the relevant CNMI agency about the loss or need you are facing. A directory listing is not an approval or eligibility determination.
  4. Review any SBA offer as a loan. If referred to SBA, check whether the program is available for the declaration and read the repayment terms, eligibility rules, and deadline before proceeding.
  5. Check local program status directly. Ask DCCA about nutrition, energy, and child care programs, and NMHC about housing, mortgage, and community-development programs. Verify the May 2024 directory’s phone numbers.
  6. Keep relevant records. Preserve records of damage, expenses, insurance, and aid applications. FEMA-4910-DR-specific documentation requirements are not established here; follow the current official application instructions for the program you use.
