What FDA Food Safety Inspections Cover—and What They Don’t

FDA food-safety inspections check whether regulated food facilities and farms comply with applicable federal requirements. Investigators may examine a site, talk with employees, and review food-safety procedures and records. An inspection is a risk-based assessment at a particular time—not a continuing guarantee that every product is safe, and not the routine restaurant inspection system in most communities.

What an FDA food-safety inspection covers

The FDA describes its approach as risk-based and intended to build an understanding of a facility’s or farm’s food-safety system. An inspection may start with an interview and administrative information, continue with a walkthrough, and include conversations with employees and review of written procedures and records. The investigator may look at how procedures are actually carried out and focus on significant conditions that could affect public health. See the FDA’s overview of inspections to protect the food supply.

Inspections can be comprehensive or directed at particular issues; an inspection does not necessarily review every activity at a business. FDA investigators or state partners acting on FDA’s behalf may conduct them. FDA also inspects foreign food facilities and farms supplying the United States. Imported-food oversight can additionally involve importer verification, field examinations, and sampling.

Why FDA conducts different kinds of inspections

Type What it is for
Surveillance Assesses regulatory compliance, an emerging trend, or a particular risk; may be routine or targeted.
Compliance follow-up Checks compliance or corrective action after a violative inspection, sample, warning letter, or other agency action.
For-cause Investigates a specific concern, such as an outbreak, consumer complaint, or recall; FDA says these inspections are often expedited.

The reason for an inspection affects its focus. A targeted visit about a specific concern should not be mistaken for a full review of every part of a facility’s food-safety program.

How often FDA inspects domestic food facilities

For domestic food facilities required to register with FDA, the agency’s current prioritization guidance describes statutory minimum inspection frequencies: at least once every three years for high-risk facilities and at least once every five years for non-high-risk facilities. These are minimums, not promised appointment dates or limits on additional inspections. FDA says infant formula facilities are inspected annually under a separate requirement attributed to the Food and Drug Omnibus Reform Act of 2022.

Risk prioritization considers the food’s known safety risks and a facility’s compliance history, which can include recalls, outbreaks, and food-safety violations. The law also identifies the rigor and effectiveness of preventive controls as a consideration. FDA’s current guidance describes a stepwise method using recent compliance history, known food risks, and qualifying inspection history. Additional inspections may be driven by public-health information, follow-up needs, surveillance work, or separate mandates. Details are on FDA’s page, How Does FDA Prioritize Domestic Human Food Facility Inspections?

What an inspection cannot establish

  • It cannot certify continuing safety. FDA calls an inspection a “snapshot in time” and says inspections are one part of comprehensive oversight. Conditions can change after the visit, and the inspection does not establish that every product will be safe in every circumstance.
  • It may not cover everything a company does. Some inspections are comprehensive; others are directed at specific issues.
  • It is not automatically an audit of a foreign government’s food-safety system. A routine inspection of a foreign facility assesses that facility’s adherence to U.S. law, rather than auditing the competent authority’s national system.

The snapshot limitation describes what an inspection can prove; it does not mean inspections are ineffective. FDA explains the role of inspections in its Inspection Basics.

Who inspects restaurants and grocery stores?

FDA is not the primary routine regulator of every restaurant or grocery store. FDA says more than 3,000 state, local, and tribal agencies have primary responsibility for more than 1 million retail food and foodservice establishments, including restaurants, grocery stores, vending machines, school cafeterias, and facilities in healthcare and correctional settings. FDA supports these agencies through the model Food Code, training, program support, and technical assistance. The figures are presented on FDA’s inspection overview without a publication year.

What happens during an inspection, and what operators can expect

For domestic inspections, FDA says investigators introduce themselves, show credentials, and issue Form FDA 482, Notice of Inspection. Its guidance recommends making required records available. Voluntary corrective actions taken before the inspection closes may allow investigators to verify the corrections during the visit; this is not a promise about how any particular inspection will proceed. FDA provides practical information in How to Help an FDA Food-Safety Inspection Run Smoothly. This general explanation is not case-specific legal advice; applicability depends on the facility, product, activity, exemptions, and jurisdiction.

How to interpret FDA inspection classifications

After evaluating inspection information, FDA assigns one of three classifications. The agency may also consider a firm’s response to Form FDA 483 observations and its proposed or completed corrective actions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Classification FDA meaning
NAI — No Action Indicated No objectionable conditions or practices were found.
VAI — Voluntary Action Indicated Objectionable conditions or practices were found, but FDA is not prepared to take or recommend administrative or regulatory action.
OAI — Official Action Indicated Regulatory or administrative actions are recommended.

These classifications describe FDA’s inspection outcome and enforcement posture; they are not consumer ratings of every product a firm sells. See FDA’s definitions on its inspection classifications page.

Why the FDA inspection database is not a complete record

An entry—or the absence of one—in FDA’s Inspection Classification Database does not tell the full story of a business’s inspection history. The database omits state inspections and several types of FDA inspections, including pre-approval inspections and inspections awaiting final enforcement action. Its frequently asked questions explain its coverage and limitations. For retail food inspection history, consult the responsible state or local agency as well.

Where to check requirements for a specific food business

Federal requirements vary with the facility, product, and activity, and state or local requirements may also apply. FDA’s How to Start a Food Business page provides general context on food-business obligations, including facility registration. For a case-specific determination, contact FDA and the relevant state or local regulator.
