What Farmers Should Know About Nanoparticle Fertilizer Safety and Regulation

A product sold as a “nanofertilizer” is not automatically safe—or unsafe. The term can describe different nutrients, carriers and formulations, so farmers need to assess the exact product, how it will be applied, who may be exposed and which rules apply in their jurisdiction. Potential nutrient-use benefits do not, by themselves, establish safety.

What does “nanofertilizer” mean?

“Nanofertilizer” is a broad label, not a single standardized material. It may refer to a nutrient that is itself nanosized, a nutrient carried or encapsulated by a nanomaterial, or another formulation designed to use nanoscale materials. The identity and composition matter: evidence about one formulation cannot establish the safety of another.

EFSA’s 2021 guidance notes that the composition of many reported nanofertilisers was not specified. Its guidance says that when nanoparticles are quantified in food commodities, they should be identified and characterized and their consumer risks assessed, particularly for oral exposure. That is a scientific assessment principle, not an approval or prohibition of a particular farm product. Read EFSA’s guidance on nanomaterial risk assessment.

What determines whether a particular product is safe?

Risk depends on the product and the exposure, not on the word “nano” alone. Relevant factors include the nanomaterial’s identity and properties, the nutrient and other ingredients, the dose, the application method, routes of exposure, and conditions after the product is released into the environment. A formulation’s behavior can also change when it disperses or interacts with other substances.

A 2017 review of agricultural nanotechnology identifies workers as a potentially exposed group and calls for hazards and exposure to be assessed across the product lifecycle. It also describes gaps in understanding biosafety, environmental fate and biological reactivity after dispersion. See the review of agricultural nanotechnology and occupational risks.

For a farm decision, look for product-specific evidence that matches the intended use. A laboratory assay, animal study or result for a different formulation is not a substitute for evidence about field application, repeated exposure, environmental behavior or the crop and conditions in question.

What are the possible benefits, and what do they not prove?

Nanofertilizers may be designed to improve nutrient delivery or release nutrients over time. A 2019 review describes potential improvements in nutrient-use efficiency and reduced nutrient leaching, while also warning that environmental release and food-chain exposure may pose health risks. These are potential benefits and concerns—not guaranteed results for a given product or field. Read the review of nanofertilizer advantages and limitations.

Even if a formulation improves nutrient delivery in a particular study, that result does not answer separate questions about worker exposure, environmental fate, residues or long-term effects. Treat agronomic performance claims and safety evidence as distinct parts of the decision.

What does the available safety study show?

A 2023 study assessed one biogenic urea nanoparticle formulation, called TNU. The authors reported an absolute particle size of 12.14 ± 7.79 nm for the tested material. In a human lung fibroblast assay, they reported no cytotoxicity or detrimental cellular mitochondrial activity at concentrations up to 1000 μg/mL over 72 hours. In a rabbit ocular model, they reported no acute or sub-lethal effects at up to 15 μg/mL during the stated 21-day assessment. See the study abstract and its test details.

Those findings apply to that formulation and those specific assays and exposure conditions. They do not establish safety for field use, chronic exposure, other exposure routes, or other nanofertilizers.

How should farmers assess a product before using it?

Start with the exact product rather than a general claim about nanotechnology. Use the label and product-specific documentation to establish what the product contains and how it is intended to be used. If the information needed to assess exposure or comply with local rules is missing, seek clarification from the supplier and the relevant local authority before use.

  • Identify the material: Find out whether the nutrient itself is nanosized or whether a nanomaterial is used as a carrier or encapsulant. Ask for the material’s identity and relevant characterization.
  • Check the full formulation: Review listed ingredients, carriers and co-formulants, not just the nutrient named in marketing material.
  • Match instructions to your use: Check the intended crop, application method, use rate, timing and any restrictions on the label. Do not extrapolate a rate or use from another product.
  • Consider exposure during the product lifecycle: Account for handling, mixing, application and other situations in which workers could contact the product. Follow the product-specific label instructions and applicable workplace rules.
  • Ask what evidence applies: Look for product-specific information on worker exposure, environmental fate and relevant residues or toxicology, and check whether the tested material and conditions match the proposed farm use.
  • Verify local requirements: Confirm the product’s regulatory status and permitted uses in the jurisdiction where it will be used. A CE mark, registration or claim from another country should not be treated as universal authorization.

There is no universal personal protective equipment recommendation established for all nanoparticle fertilizer formulations. Do not select a respirator, glove or other control based only on the “nanofertilizer” label; follow the applicable product instructions and workplace requirements for the specific product and exposure.

What rules apply in the European Union?

Regulation (EU) 2019/1009 provides the EU framework for making EU fertilising products available on the market. It covers product function categories, component material categories, conformity requirements and CE marking. The regulation is not a blanket approval of every product marketed as a nanofertilizer: the relevant product category and requirements must be considered for the specific product. Its legal text states that the CE marking is affixed visibly, legibly and indelibly to the product packaging or, if supplied without packaging, to an accompanying document. Read the consolidated text of Regulation (EU) 2019/1009.

Commission Delegated Regulation (EU) 2024/2770 updates requirements for certain polymers used in EU fertilising products. In relevant circumstances, its provisions include label instructions concerning buffer zones or distance from surface water for products containing specified polymers. Those provisions concern the polymers they specify; they are not a universal rule for all nanoparticles or nanofertilisers. Check the legal text and applicable amendments for the product and use at issue. Read Commission Delegated Regulation (EU) 2024/2770.

What if the farm is outside the EU?

Requirements depend on the country and product category. The sources cited here do not establish current requirements in the United States or other jurisdictions, so do not infer local approval, registration, labeling or workplace rules from the EU framework. Check the relevant national or regional regulator’s current requirements for the exact product and intended use. A general review of nanotechnology-based agricultural products is not a substitute for local legal requirements. See the 2023 review of regulation and safety measures for nanotechnology-based agricultural products.
