Exposing a Bitcoin public key does not let anyone steal the coins today. It does create a future risk: a sufficiently capable quantum computer could use Shor’s algorithm to derive the corresponding private key from the public key and then create a valid spend. Current quantum computers cannot do this, and no reviewed source establishes when such a machine will exist.
The practical distinction is which outputs reveal their keys, whether a key has been reused, and whether an attacker has time to work before a transaction confirms. Avoiding reuse and moving coins controlled by an already exposed key can reduce some long-exposure risk, but neither action is post-quantum protection.

The direct answer: exposure is a future key-recovery risk
Bitcoin spending uses a private key to produce a digital signature that is checked against a public key. Bitcoin’s developer documentation describes those public keys as elliptic-curve points on secp256k1. The public key is not the private key, but the two are mathematically related.

If it obtains a public key, it could theoretically recover the corresponding private key and use it to authorize a transaction. This is a public-key signature and key-recovery problem, not a matter of reversing a Bitcoin address hash. The wallet and key model are documented by the Bitcoin developer documentation.

That capability is not available on today’s quantum machines. The sources reviewed do not provide a reliable arrival year for a cryptographically relevant quantum computer, so a calendar deadline would be speculation. The relevant question for a holder is instead: has a key been exposed, how long could the coins remain associated with it, and what network changes eventually become available?
How Bitcoin addresses relate to public-key exposure
An address is generally an encoding of spending conditions, not a public key in plain text. Some output types place a public key directly in the locking script; others commit to a hash and reveal the key only when the output is spent. The difference changes when an attacker receives the information needed for a quantum key-recovery attempt.
| Output or pattern | When the public key is visible | Quantum-risk implication |
|---|---|---|
| Pay-to-public-key (P2PK) | The public key is included directly in the output. | Coins can face long exposure for as long as that output remains unspent. |
Pay-to-Taproot (P2TR, commonly bc1p) |
The tweaked public key is committed in the output script while the funds remain there. | The output key is visible from creation, so it can face long exposure. |
| Pay-to-public-key-hash (P2PKH) | The public key is hidden behind a hash until the output is spent. | The key becomes visible during the spend and then may be reused if the same key controls other outputs. |
| Pay-to-witness-public-key-hash (P2WPKH) | The public key is hidden behind a witness-program hash until spending. | It generally has no output-time exposure, but the spend reveals the key. |
| Reused address or key | A key revealed by one spend can remain associated with additional unspent outputs. | Those other outputs can inherit a longer exposure window than a one-time-use key. |
The Taproot output key is visible even though Taproot can also contain a script tree. A key-path spend still depends on the output key. Conversely, a hashed-key output is not permanently safe: the public key becomes public as soon as its owner spends it.

Long-exposure and short-exposure attacks
Long-exposure attacks
A long-exposure attack targets a public key that has been visible for an extended period while coins remain spendable under that key. P2PK and P2TR outputs provide that information immediately. A previously spent P2PKH or P2WPKH key can also create long exposure if the owner reused it for other unspent outputs.

Every additional day is not itself proof that an attack is underway; it simply gives a future quantum attacker more time in which the public key is available. Fresh keys and non-reused addresses reduce this avoidable association. They do not alter the underlying secp256k1 mathematics.
Short-exposure attacks
A short-exposure attack begins when a transaction reveals a public key and ends when the transaction is confirmed or otherwise becomes difficult to replace. An attacker would need to recover the private key quickly enough to broadcast a conflicting spend. The BIP-360 draft describes this as a separate problem requiring a faster cryptographically relevant quantum computer.
Wallet hygiene cannot eliminate this mempool window. Even a wallet that never reuses an address must reveal a public key when it spends a hashed-key output. This is why moving coins to a new key is only a partial mitigation rather than a complete quantum-safe solution.

What the 6.9 million BTC estimate does—and does not—mean
A Google Quantum AI paper estimates approximately 6.9 million BTC as vulnerable under its model at the time of writing. That figure is a research estimate, not an official live Bitcoin total. The paper models P2PK, P2TR and P2MS outputs as fully vulnerable, and counts certain other scripts as exposed when an address has appeared in an input while still controlling an unspent output. Its result depends on a particular blockchain snapshot, definitions and simplifying assumptions. Read the methodology in Google Quantum AI’s paper before treating the number as a current balance.

The estimate also should not be read as a forecast that 6.9 million BTC will be stolen. It indicates how much value may meet the paper’s exposure criteria if an attacker eventually has the required quantum capability and if owners have not moved funds under different spending conditions. Coins can change outputs, owners can rotate keys, and the network can adopt new rules before that point.
Actions Bitcoin users can take now
1. Stop reusing receiving addresses
Use a fresh receiving key for each payment whenever your wallet supports it. Do not publish one address for repeated deposits or sweep multiple withdrawals back to a key that has already appeared in a spend. Address rotation limits the number of unspent outputs tied to a public key after that key is revealed.
2. Identify outputs whose keys are already exposed
Review your wallet’s transaction history and output types. Treat P2PK and P2TR outputs as having visible output keys. Treat any P2PKH or P2WPKH key that has already been used in an input as exposed, including when another unspent output still uses that same key. If your wallet does not show script types or derivation details, export watch-only descriptors or consult documentation before moving funds; do not guess which outputs share a key.

When an output is controlled by a key that has already been exposed, spending it to a fresh, non-reused key can reduce how long the old key remains associated with unspent value. This is an ordinary Bitcoin transaction, so account for fees, confirmation delays, change-output handling, exchange or custodian policies, and the risk of sending to an incorrect address. A new destination key is not a way to make the old public key secret again.

4. Keep normal key-custody controls in place
Protect seed phrases, private keys and signing devices against theft, malware, loss and unauthorized access. Those controls remain essential for ordinary Bitcoin security, but they do not make a publicly visible key quantum-resistant. No reviewed source establishes that a routine hardware wallet, seed backup or similar custody product implements post-quantum Bitcoin signatures.
5. Follow protocol and wallet support rather than marketing claims
Do not move funds solely because a product is described as quantum-safe. Ask whether the Bitcoin network rules, wallet software, address format and signing implementation actually support a deployed post-quantum scheme. A general cryptography announcement is not evidence of activated Bitcoin support.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What BIP-360 proposes
BIP-360 proposes Pay-to-Merkle-Root (P2MR), a Taproot-like output that removes the quantum-vulnerable key-path spend. Its proposal says P2MR can mitigate long-exposure attacks when users do not reuse public keys. It does not solve the short-exposure window created when a transaction reveals a key, and it cannot protect coins already spent under today’s rules.
BIP-360 is a proposal, not an activated Bitcoin consensus upgrade and not a protection that wallets can universally purchase or enable today. Its draft deliberately avoids predicting when quantum computers will arrive. The proposal states: This BIP does not take a position on any specific quantum computing timeline, but rather proposes a flexible and unobtrusive option for users that wish to mitigate this risk according to their own estimate of the timeline.
See the BIP-360 specification and its repository draft for the stated design and limits.
Best Value
Even if a P2MR-style output were activated, users and software would need a coordinated migration path. Exchanges, hardware signers, node implementations, fee estimators, explorers and recovery tools would all need to recognize the new spending conditions. Until that ecosystem work occurs, P2MR remains a design option under discussion rather than a current default.
Where post-quantum cryptography fits
NIST says three post-quantum cryptography standards are ready to implement and recommends that organizations begin migrating systems vulnerable to future quantum attacks. Its post-quantum cryptography program covers general-purpose standards, not a Bitcoin network upgrade. NIST’s IR 8547 draft transition-plan page provides additional context for moving to post-quantum signatures and key-establishment schemes.
Bitcoin would still need protocol proposals, consensus adoption, address and script conventions, wallet implementations, and a migration strategy before those algorithms could protect Bitcoin spends. A NIST standard therefore does not mean that a Bitcoin wallet already supports it, nor does it change the exposure of keys visible under current consensus rules.
A practical decision framework
| Situation | What it changes | Reasonable response |
|---|---|---|
| Fresh hashed-key output, key never spent | No public key is visible in the output itself. | Avoid reuse and keep watching for future protocol guidance. |
| P2PK or P2TR output holding coins | The output key is already visible and can face long exposure. | Assess whether moving to a fresh key is worthwhile after considering fees and custody risk. |
| Hashed-key output whose key was spent before | The key is public; reused unspent outputs share that exposure. | Consolidate or move affected value only after verifying which outputs share the key. |
| Coins being spent now | The transaction creates a short public-key exposure window before confirmation. | Use normal fee and confirmation practices; wallet hygiene cannot remove this window. |
| Product or proposal advertised as quantum-safe | The label may not imply Bitcoin consensus or wallet support. | Verify an implemented Bitcoin signing and output scheme, not just a general cryptography claim. |
What not to conclude
- A visible public key does not mean the corresponding private key is visible.
- Quantum risk is not the same as reversing a hashed address, breaking proof-of-work, or attacking mining.
- No authoritative source reviewed here supplies a Bitcoin-specific quantum-computer deadline.
- Rotating addresses lowers avoidable long exposure but does not provide post-quantum signatures.
- BIP-360 is not an activated mainnet feature, and P2MR alone would not stop short-exposure attacks.
For now, the technically defensible posture is measured preparation: understand which outputs expose keys, avoid address reuse, reduce the time that already exposed keys control unspent value when the operational trade-offs make sense, and treat post-quantum Bitcoin support as a future protocol-and-ecosystem transition rather than a feature already delivered by ordinary wallets.
