What Exchange Registration Means for Crypto Users in South Korea (2026 Guide)

In South Korea, an exchange’s “registration” generally means that a covered virtual-asset service provider (VASP) has filed a report with the Korea Financial Intelligence Unit (KoFIU), under the Financial Services Commission (FSC), and that the report was accepted under the Act on Reporting and Using Specified Financial Transaction Information. It places the provider inside the country’s anti-money-laundering (AML), information-security and supervisory framework. It does not certify the exchange as risk-free, guarantee withdrawals, or ensure that customers will recover assets after every failure.

This guide reflects the framework and announced changes current on 13 October 2026. Banking arrangements, transfer controls and implementation dates can change, so users should verify an exchange’s current status and terms before depositing funds.

What “registered exchange” means

South Korea uses a reporting-and-acceptance system rather than a simple consumer-safety seal. A business that falls within the statutory definition of a VASP must report its operations to KoFIU and meet the applicable conditions. KoFIU, operating under the FSC, receives and supervises those reports.

The covered activities are broad. They can include buying or selling virtual assets, exchanging one virtual asset for another, transferring assets for customers, brokering transactions, and providing custody or management. Exchanges, custodians and some wallet businesses may therefore be VASPs. Whether a particular website, peer-to-peer service or wallet is covered depends on its actual business model; not every crypto-related product is automatically a registered VASP.

What registration tells you

  • The provider has entered the statutory reporting system for covered virtual-asset activity.
  • It is subject to AML duties, including customer and transaction checks.
  • It must meet relevant information-security requirements, including the conditions applicable to its business type.
  • Its operations are within the scope of KoFIU and FSC supervision, inspection and sanctions.

What registration does not tell you

  • It does not promise that the exchange will remain solvent or available.
  • It does not guarantee that every coin, market or withdrawal method is offered.
  • It does not mean every person can open an account or obtain a linked Korean-won banking service.
  • It does not make blockchain transactions reversible or assure recovery after fraud, hacking or an operational failure.

How registration affects won deposits and withdrawals

For an exchange that accepts Korean won, qualifying real-name verified deposit-and-withdrawal bank accounts are an important part of the reporting requirements. The provider’s banking relationship and the bank’s onboarding rules determine whether won can move into or out of the platform.

That creates two separate questions:

  1. Is the provider’s VASP report accepted? This concerns its legal reporting, AML and security obligations.
  2. Can this user use a won-linked account? This depends on the exchange’s qualifying bank arrangement, identity verification, residency or other eligibility rules, and the bank’s own procedures.

A registered VASP may therefore offer only crypto-to-crypto services, or it may offer won markets subject to a specific bank relationship. Registration alone is not proof that won deposits are available to you.

Information you may be asked to provide

Expect identity and transaction information requests. Providers must perform AML-related customer checks and monitor activity, so an exchange can ask for identification, source or purpose information, additional verification, or documentation before allowing a deposit, withdrawal or transfer. A public blockchain does not make an account anonymous: the provider can associate on-chain activity with the verified customer and may have reporting duties.

Transfers, the travel rule and what users see

The travel rule requires specified information to accompany certain virtual-asset transfers handled by VASPs. In practice, a withdrawal can involve collecting information about the sender and recipient, checking the destination, or pausing a transaction while the provider resolves a mismatch. Exact screens and thresholds vary by provider, so there is no single exchange workflow.

Domestic VASP-to-VASP transfers from 20 August 2026

Under the changes approved by the government and announced by the FSC on 11 August 2026, the domestic travel rule now covers transfers between registered Korean VASPs of all amounts. The rule took effect on 20 August 2026. The receiving VASP also has a duty to secure the information supplied by the sender.

The change closed a practical gap: the FSC reported that about 60 percent of domestic VASP-to-VASP virtual-asset transfers were below KRW 1 million in the second half of 2025. Previously, the lower-value category was outside the threshold described in the earlier framework; the approved change brings it into the domestic information-sharing rule.

Transfers to overseas exchanges or wallet providers

Overseas transfers have additional conditions and should not be assumed to work like domestic transfers. Under the framework described in the FSC’s August 2026 announcement, transfers of KRW 10 million or more to an overseas VASP or digital-wallet service provider are to be reported to KoFIU regardless of risk level. Other overseas transfers remain conditional under the applicable provider and regulatory checks.

This is a provider-side obligation, not a promise that a customer can send any amount to any foreign address. An exchange may restrict destinations, request beneficiary information, reject an unsupported wallet, or delay a transaction while it completes screening.

How to prepare a transfer

  1. Confirm whether the destination is another registered VASP, an overseas provider, or a self-hosted wallet.
  2. Enter the recipient information exactly as requested by the sending exchange; spelling and account mismatches can trigger a hold.
  3. Check the asset and network. A correct address on the wrong network can still result in an irreversible loss.
  4. Review the provider’s current minimums, fees, supported destinations and any travel-rule prompts immediately before sending.
  5. Keep the withdrawal receipt, transaction hash and any identity or beneficiary information submitted.

The separate user-protection law

The Virtual Asset User Protection Act took effect on 19 July 2024. It operates alongside the AML reporting regime rather than replacing it.

Safeguards the Act adds

  • Customer cash: customer deposits must be safely kept at banks.
  • Separation of crypto: VASPs must separate customer virtual assets from their own assets and hold the types and amounts owed to customers.
  • Incident coverage: providers must maintain insurance or a reserve fund for liabilities arising from hacking or certain network incidents.
  • Market monitoring: providers must continuously monitor suspicious activity and report it as required.
  • Enforcement: authorities can supervise, inspect and sanction covered businesses.

The FSC’s explicit warning is important: Virtual asset users should be aware that the Virtual Asset User Protection Act does not guarantee the safety of their virtual assets. The law can improve segregation, incident planning and oversight without eliminating counterparty, technology, market or fraud risk.

What changed in 2026 and what is not yet automatic

On 11 August 2026, the FSC announced that the government had approved changes to VASP registration and AML rules. The registration provisions and provisions concerning notification of sanctions to retired employees took effect on 20 August 2026.

The announcement describes closer scrutiny of major shareholders and qualifying standards involving ownership, financial soundness, expertise, systems, cybersecurity, internal controls and relevant past penalties. These requirements affect whether a provider can qualify and remain within the reporting framework; they are not a consumer guarantee about a particular balance.

Other changes, including certain AML provisions, take effect six months after promulgation. The announcement’s six-month formulation means users should check the promulgation date and implementation status rather than assume every announced amendment was already operative on 20 August.

How to assess an exchange before using it

Registration is one checkpoint in a broader due-diligence process. Use the following sequence rather than relying on a “registered” label in advertising.

  1. Verify current reporting status. Check the current official status for the exact legal entity and service, not merely a similarly named app or overseas website.
  2. Identify the service scope. Determine whether the provider offers custody, transfers, brokerage, crypto-to-crypto exchange, won markets or another activity. A report for one business model does not prove that every feature is available.
  3. Check won access separately. Confirm the named qualifying bank relationship, whether real-name verification is required, and whether your residence and identity documents meet both exchange and bank rules.
  4. Read transfer conditions. Review supported assets and networks, domestic and overseas destination rules, travel-rule information requirements, limits, fees and processing holds.
  5. Review custody and incidents. Read how customer assets are segregated, how insurance or reserves apply, and what notices and procedures govern hacking, outages or insolvency.
  6. Test account recovery before funding. Confirm the identity-change, lost-device, two-factor authentication and withdrawal-reset procedures. A platform can be compliant while recovery remains slow or conditional.

Comparison checklist

Question Why it matters
Is the exact VASP report current? Registration applies to a covered legal entity and activity; an old or unrelated status is not enough.
Does it support Korean won? Won deposits and withdrawals depend on a qualifying real-name bank relationship and onboarding approval.
Who can open an account? Identity, residence, age, phone and bank requirements can limit access even when the provider is registered.
Which assets and networks are supported? A listed coin may not be withdrawable on the network you need.
How are domestic and overseas transfers handled? Travel-rule data, destination screening and the KRW 10 million overseas-reporting rule can affect timing and acceptance.
What protections apply after an incident? Segregation, insurance or reserves and notification procedures reduce some risks but do not guarantee recovery.

Common misunderstandings

“Registered” means government-approved investment

No. The status concerns reporting, AML and related compliance. It is not an endorsement of an asset’s price, an exchange’s business model or a customer’s investment decision.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A linked bank account is automatic

No. The provider needs a qualifying arrangement, and the individual customer must satisfy the exchange and bank’s identity and eligibility checks.

Small transfers do not require information

For domestic transfers between registered VASPs, the rule has covered all amounts since 20 August 2026. A small transfer can still generate an information request or destination check.

The user-protection law makes self-custody or exchange balances risk-free

No. The FSC expressly says the Act does not guarantee virtual-asset safety. Asset prices, private-key mistakes, wrong-network transfers, fraud, outages and failures outside the statutory coverage remain possible.

Practical answers for users

Do I need a Korean bank account?

You need the applicable qualifying real-name bank arrangement to use a provider’s won deposit and withdrawal service. That does not necessarily mean every registered VASP offers won markets, nor that every user qualifies for the linked account.

Can I send crypto to another exchange?

Usually only if the destination and asset are supported under the sending provider’s current rules. Domestic transfers between registered VASPs require travel-rule information for all amounts. Overseas transfers can face destination conditions and, at KRW 10 million or more, KoFIU reporting by the provider.

Does registration protect me if the exchange is hacked?

Registration alone does not. The 2024 Act adds segregation and insurance-or-reserve requirements for specified liabilities, but coverage, claims procedures and the facts of an incident matter, and the FSC says asset safety is not guaranteed.

What should I keep for my records?

Save the provider’s legal name and current status, account-verification notices, deposit and withdrawal receipts, transaction hashes, beneficiary details, support tickets and any incident communications. Those records help with tax, compliance questions and a possible dispute.

Bottom line for South Korean crypto users

A registered exchange is one that has entered KoFIU’s VASP reporting framework and must meet AML, security and supervisory obligations. That status can explain why you encounter identity checks, won-linked banking requirements and travel-rule prompts. The Virtual Asset User Protection Act adds segregation, bank custody, incident-coverage and surveillance duties, but it does not turn an exchange into a guaranteed safe depositary. As of 20 August 2026, domestic registered-VASP transfers of every amount carry travel-rule information requirements, while overseas transfers have separate conditions and reporting triggers. Verify the exact provider, bank access, transfer destination and custody terms before sending funds.
