What Evidence Should Analysts Retain When Operationalizing Threat Intelligence?

Retain enough information to prove where threat intelligence came from, what it meant at the time, how it could be used or shared, and why an analyst acted on it. For each indicator or intelligence record, preserve its source, collection date or time, handling restrictions, expected validity period, and the context needed to interpret it—associated actors and aliases, tactics, techniques and procedures (TTPs), motives, targets, systems, and relevant vulnerability or configuration identifiers.

When information is collected as part of an incident investigation, treat it as evidence rather than an ordinary intelligence record. Preserve the original material and its handling history under chain-of-custody, data-preservation, legal, regulatory, contractual, and records-management requirements. There is no universal retention period for every organization or record type.

Start by deciding what kind of record you have

NIST defines threat intelligence as threat information that has been aggregated, transformed, analyzed, interpreted, or enriched to provide context for decision-making. That definition covers more than a hash or an IP address. NIST’s indicator guidance also encompasses actor tactics and procedures, recommended defensive actions, and findings from incident analysis. See the NIST glossary definition of threat intelligence and NIST SP 800-150.

The first retention decision is therefore a classification decision:

  • [Deep Bass with Clear Vocals] High-performance drivers produce punchy bass while keeping vocals clean and detailed for everyday listening.
  • Operational intelligence: information retained so analysts can detect, prioritize, investigate, brief, or make defensive decisions.
  • Historical intelligence: older material that may explain how an actor, campaign, vulnerability, or attack type persisted and evolved.
  • Incident evidence: material acquired during an investigation that may need to support a finding, legal process, regulatory response, or other formal submission.

The same indicator can move between these categories. An IP address stored in a knowledgebase may become part of an incident case when it is observed on a compromised system. At that point, preserve the investigation material and its provenance according to the organization’s evidence procedures; do not rely on the ordinary indicator-retention rule alone.

Record the fields that make an indicator defensible

NIST SP 800-150 identifies the following fields for an indicator knowledgebase when they are known. Together, they let a later analyst judge reliability, relevance, permitted use, and likely expiration instead of treating an isolated indicator as permanent truth.

Record field What to capture Why it matters operationally
Indicator source The organization, sensor, report, exchange, or other origin that supplied it Supports provenance checks and lets analysts evaluate source reliability and contact the origin when clarification is needed.
Use and sharing rules Restrictions or permissions governing the indicator’s use, handling, and onward distribution Prevents an analyst from sharing material outside the permission granted by its source, contract, or governing policy.
Collection date or time When the indicator or related information was collected Allows analysts to place it on a timeline and judge whether it is stale, newly observed, or relevant to an event.
Expected validity period How long the indicator is expected to remain valid Supports expiration, review, and de-prioritization decisions instead of indefinite trust.
Targeted organizations or sectors Known organizations, industries, or sectors targeted by associated attacks Helps determine whether the information applies to your environment and whether sector-specific warnings are appropriate.
Related identifiers Applicable CVE, CPE, CWE, or CCE identifiers for a vulnerability, platform, weakness, or configuration Connects the indicator to affected technology and control or remediation work when such identifiers are available.
Associated actor and aliases The suspected actor or group and names used for the same entity Prevents duplicate profiles and preserves the context needed to correlate campaigns across sources.
Common TTPs and motives Observed or assessed tactics, techniques, procedures, and intent Moves the record beyond a single artifact so defenders can look for related behavior and understand likely objectives.
Individuals and systems targeted People or types of people, and technical systems, known to be targeted Improves prioritization, hunting scope, and protective advice for the populations and assets at risk.

Record unknown values as unknown in the system’s data model rather than guessing. “When known” is important: an incomplete record can still be useful if its limitations are visible and its source and collection time are preserved.

Preserve provenance and handling history

Provenance is the narrative that makes a record explainable. Keep the original report or feed item where policy permits, identify who or what collected it, and connect any enrichment, transformation, or analyst assessment to the source record. The retained history should show when the information entered the system, what changed, and who made a material judgment.

Handling restrictions belong beside the indicator, not in a separate document that an analyst may never see. A downstream user needs to know whether the information may be used internally, shared with a partner, submitted to a government process, or withheld from wider distribution. If a source changes its permission, update the record and retain the prior decision history required by policy.

Validity is an assessment, not a guarantee. A domain, credential, vulnerability, or behavior can remain useful beyond an initial estimate, or become harmless sooner than expected. Use the expected validity period to trigger review and scoring, while retaining the collection time and source so a later analyst can understand why the assessment changed.

Separate incident evidence from routine intelligence

NIST states: “Evidence acquired during any incident investigations, for instance, should be collected and preserved using best practices for data preservation following chain of custody requirements and other laws pertaining to the submission of evidence.” The sentence appears in NIST SP 800-150.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

In practice, an investigation record should preserve two linked things:

  • The original evidence: the data acquired from the affected system, service, account, device, or other source, kept in the form and location approved by the incident and forensic procedures.
  • The custody and provenance record: when and how it was acquired, who handled it, where it was stored, what transfers or access occurred, and which decisions or analyses were performed.

Do not overwrite the original with a cleaned, normalized, or enriched version. Store derived indicators, analyst notes, and detection rules as related records so a reviewer can distinguish the source material from interpretation. Apply the organization’s approved evidence-preservation controls, chain-of-custody requirements, and laws governing admissibility or submission. The cited NIST guidance does not prescribe one universal evidence schema or one universal time limit.

Set a retention, archive, and destruction schedule

For indicators that are not needed as evidence, NIST leaves retention and disposition to the organization’s policies and applicable obligations. A defensible schedule can be built in the following order:

  1. Classify the record. Mark it as operational intelligence, historical intelligence, incident evidence, or a linked combination. Record the case or investigation reference when one exists.
  2. Check obligations. Identify legal holds, regulatory duties, contractual promises, government-sharing conditions, privacy requirements, and records-management rules that apply to the source, subject, and jurisdiction.
  3. Assess continuing value. Consider whether the record is still useful for detection, response, trend analysis, actor tracking, lessons learned, or historical explanation. Reassess validity rather than assuming that age alone makes it useless.
  4. Choose the disposition. Keep active material where analysts can use it, move lower-frequency material to an archive with its provenance and restrictions intact, or destroy it through the approved process when no obligation or justified value remains.
  5. Document the action. Retain the schedule, approval, date, and responsible function for archival or destruction decisions. If a legal hold or investigation pauses normal disposition, record that exception.

Older, detailed threat information can retain analytical value because it helps explain the persistence and evolution of actors and attack types. That value must be balanced against storage and handling cost and against financial, legal, contractual, regulatory, privacy, and records constraints. Keeping everything forever is not a substitute for a policy.

Apply the same discipline to logs and operational records

Logs often supply the timeline that turns an indicator into an incident finding. NIST SP 800-92 Rev. 1 describes log management as generating, transmitting, storing, accessing, and disposing of log data, and connects log management with incident investigation and storing records for the required period. The publication record identifies Rev. 1 as a draft dated October 11, 2023, so treat it as draft guidance and verify its status before citing it as final: NIST SP 800-92 Rev. 1 draft.

Operational records should remain linkable to the intelligence and case that used them. Preserve the collection time and source system, maintain access and handling controls, and ensure the retention schedule covers the period required by the applicable incident, legal, regulatory, contractual, and records rules. A log retained without its context may show an event but not explain how an analyst interpreted it or whether it was altered during handling.

For current incident-response recommendations, use NIST SP 800-61 Rev. 3, published April 3, 2025, which supersedes Rev. 2. Do not describe the older revision as the current NIST incident-response reference.

Handle sharing records according to their context

Sharing is part of operationalizing intelligence, so retain the decision that authorized a disclosure and the restrictions attached to the material. Keep enough information to show what was shared, with whom, under which permission, and when. This is especially important when an indicator is later redistributed or incorporated into a partner’s analysis.

The federal process has its own procedures. CISA’s Final Procedures Related to the Receipt of Cyber Threat Indicators and Defensive Measures by the Federal Government, version 2.0 from October 2021, describes how cyber threat indicators and defensive measures are received, handled, and disseminated. It is federal-context guidance, not a universal private-sector retention rule. A private organization should map its sharing records to its own agreements and obligations.

Use a consistent decision test before keeping or deleting a record

When an analyst must decide whether to retain, share, archive, or destroy a record, compare these factors explicitly:

  • Evidence status and integrity need: Could the material support an incident finding or formal submission, or is it routine intelligence?
  • Provenance and source: Can another analyst determine where it came from and how trustworthy that origin is?
  • Handling restrictions: Would retention or disclosure violate source, contractual, legal, or government-sharing conditions?
  • Collection time and validity: Is the record still within its expected useful period, or does its age itself provide historical context?
  • Operational relevance: Does it affect current detection, prioritization, hunting, response, or defensive action?
  • Historical value: Would deleting it remove evidence of actor persistence, campaign evolution, or lessons from a past incident?
  • Obligations and cost: What do legal, regulatory, contractual, privacy, and records rules require, and what storage or handling burden does continued retention create?

This is a practical decision framework derived from the considerations in NIST guidance, not a standardized scoring system. Organizations can turn it into a review form or workflow without pretending that a single score replaces legal or evidence judgment.

Common retention failures and practical fixes

Keeping an indicator without its source

Failure: A feed item is copied into a detection system and the original source, collection time, or permission disappears. Fix: Make provenance and handling fields mandatory or visibly unresolved before the record can be promoted to production use.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Letting an operational record masquerade as evidence

Failure: An analyst exports a normalized alert and treats it as the complete incident record. Fix: Link the alert to preserved original material and the custody history; retain the analyst’s enrichment separately.

Using one expiry rule for every indicator

Failure: A fixed age automatically deletes records that still explain an active actor or a past campaign. Fix: Combine validity review with historical-value and obligation checks, then archive or destroy under a documented schedule.

Sharing without retaining the authorization context

Failure: Recipients receive an indicator but cannot tell what onward use was permitted. Fix: Carry the use and sharing rules with the record and retain the disclosure decision.

Treating draft guidance as final

Failure: A policy cites the 2023 NIST SP 800-92 Rev. 1 draft as if it were final. Fix: Label its draft status and verify the publication record before adopting a requirement.

A defensible retention rule

Retain the provenance, context, restrictions, validity assessment, and handling history needed to make threat intelligence understandable and actionable. Preserve incident material as evidence with chain of custody and applicable law, while managing routine indicators, logs, and historical intelligence through a documented schedule that balances analytical value, obligations, and cost. The right duration is the one your organization can justify for that record class and jurisdiction—not a universal number borrowed from another environment.
