To support an Indian GST input tax credit (ITC) claim, keep a consistent record of the transaction: the prescribed tax document, evidence that goods were received or services performed, records connecting the supply to your business, payment and accounting entries, and relevant GST reporting information. No single invoice, payment record or standard document bundle guarantees that a disputed supply will be accepted as genuine. The evidence must fit the transaction and the tax period.
What the evidence needs to establish
Evidence for an ITC claim should let a reviewer follow the transaction from the business purpose to the supply and its tax treatment. The central practical question is not simply whether paperwork exists, but whether the records consistently support that the invoiced goods or services were actually supplied to the claimant—or were received in a way the GST Act treats as receipt.

Section 16 of the Central Goods and Services Tax Act (CGST Act) sets the statutory frame. Section 16(1) concerns input tax on supplies used or intended for use in the course or furtherance of business. Section 16(2), in the relevant reproduced text, includes conditions concerning possession of a prescribed tax document, receipt of the goods or services, payment of the tax charged to the Government subject to the Act, and furnishing the section 39 return. The provision also addresses receipt in lots, a consequence if the recipient does not pay the supplier within 180 days, re-availment after payment, and a time limit for taking credit.
These conditions are related but distinct. An invoice can support the document condition without proving delivery. A bank entry can support payment without establishing what was supplied. A stock entry may support receipt of goods but needs to connect to the relevant invoice and claimant. A return record addresses reporting, not necessarily the underlying physical or service transaction.

Always check the version of section 16 and the procedural rules applicable to the tax period under review. Statutory language, amendments and relevant guidance may change; a current summary should not be applied mechanically to an older period.
Build an evidence trail around the transaction
There is no universal legislated checklist requiring every claimant to keep every document below, and no individual item is automatically sufficient in all disputes. The following are practical record categories to examine. Select evidence that fits the type of supply and can be tied to the invoice, the claimant and the business purpose.
1. Prescribed tax document and purchase record
- Keep the supplier’s tax invoice or debit note and the purchase records that identify the transaction.
- Check that the document can be connected to the goods or services described in the rest of the file, rather than treating it as a stand-alone proof of delivery or performance.
- Preserve related purchase orders, contracts or correspondence where they explain what was ordered, from whom and for what business purpose.
The tax document matters because possession of a prescribed document is among the statutory conditions. But a document that records a supply does not, by itself, settle a dispute about whether the supply actually took place.
2. Evidence of receipt of goods
For goods, look for records that show movement and receipt, then connect those records to the invoice. Depending on the transaction, useful material may include delivery documents, transport records, goods-receipt records, inventory entries, correspondence and other records that identify the consignment or goods received.

- Connect identifiers. Where available, relate delivery or transport records to the invoice, purchase order, goods description and receiving location.
- Show what happened at the destination. Goods-receipt or inventory entries can help show that the goods entered the claimant’s records or operations. Explain any differences between the delivery point and the claimant’s premises.
- Preserve the surrounding record. Correspondence about dispatch, receipt, shortages or delivery arrangements can explain how the transaction unfolded.
These are examples, not a declaration that every item is mandatory or that any one of them proves receipt on its own. The relevant evidence depends on how the goods were ordered, transported and received.
3. Evidence of services performed
Services do not always produce a physical delivery record. Match the evidence to the promised work and the way it was performed. A contract or purchase order can identify the scope; deliverables, completion or acceptance records, correspondence and accounting records may help demonstrate performance and its connection to the invoice.
- Identify what the supplier agreed to do and the period or project involved.
- Show the work, deliverable or other performance evidence relevant to that service.
- Connect acceptance, use or completion records to the supplier and transaction where those records exist.
A contract establishes what was agreed, not necessarily that the work was completed. Conversely, a deliverable may be difficult to assess without the contract or correspondence that explains what it represents. The aim is to make the file understandable as a whole, not to collect documents without a clear link to the invoiced service.

4. Directed delivery or service to another person
Physical possession by the registered claimant is not invariably required. The Act’s explanation to receipt recognizes specified situations where goods are delivered to another person on the registered recipient’s direction, and where services are provided to another person on the recipient’s direction and account.

For a third-party delivery or service, document the direction and the commercial connection. Records may include the claimant’s instruction, the delivery or service record, and commercial documents linking the third-party recipient to the claimant and the purchase. The file should make clear who directed the arrangement and how it relates to the claimant’s business and invoice. Merely showing that a third party received something does not explain whether the statutory directed-receipt conditions apply.
5. Payment and accounting records
Payment and accounting records help establish that the transaction was treated commercially and financially as a purchase. Relevant material may include bank or other payment records, the supplier ledger, accounts-payable reconciliation and correspondence about payment. These records should be reconcilable with the invoice and the relevant supplier account.
Payment supports the transaction, but it is not conclusive proof that goods were delivered or services performed. A cheque payment, for example, may show a payment trail while leaving the underlying supply unsubstantiated. Keep evidence of the actual receipt or performance as well as the payment record.

Section 16 also contains a 180-day payment consequence, subject to the provision’s terms, and provides for re-availment after payment. Check the applicable statutory text and facts before applying that rule to a specific claim; do not treat the period as a substitute for proving that a supply occurred.

6. GST return and supplier-reporting trail
Review the relevant GST returns and invoice-level information available to the recipient, and compare them with the purchase records. If there is a discrepancy, preserve the records that explain it and seek supplier confirmation or other relevant evidence where appropriate. Reporting information can form part of the file, but should not be mistaken for proof of physical delivery or completed services.
A 2025 Karnataka High Court decision discussed invoice possession, receipt and payment in describing verification steps for a specified mismatch scenario. It also addressed a CA/CMA certificate in a defined circumstance. That discussion illustrates a particular verification setting; it does not establish a certificate requirement or a fixed documentary threshold for every ITC claim.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Assess whether the records tell one consistent story
When reviewing a file, assess how well the records support one another. These are practical evaluation questions, not a statutory test expressly enumerated in the cited materials:
- Timing: Were records created close to the transaction, or are key explanations appearing only after a dispute arose?
- Independent support: Is there evidence beyond the invoice and payment entry that bears on actual delivery or performance?
- Connection: Can the records be linked to the invoice, supplier, claimant and business purpose?
- Consistency: Do the delivery or performance record, payment trail and accounting entries agree, or do differences need a supported explanation?
- Reporting: Does the GST reporting information align with the transaction records, and have apparent discrepancies been investigated?
A strong file is not necessarily the one with the most documents. It is the one in which relevant records are identifiable, connected and mutually consistent, and any unusual arrangement—such as delivery to a third party—has a clear documentary explanation.

What court decisions illustrate—and what they do not
Three High Court discussions illustrate why statutory conditions and transaction-specific facts matter. A 2023 Patna High Court discussion identified the invoice or document, receipt and tax payment among the statutory conditions. A 2025 Karnataka High Court decision discussed verification in a specified mismatch context, including invoice possession, receipt, payment and a CA/CMA certificate in a defined circumstance. Neither discussion should be converted into a universal documentary formula without regard to its context.
A 2026 Delhi High Court order excerpt describes a matter in which actual inward supply was not substantiated, despite invoices or cheque payments. Its practical lesson is that an invoice and payment trail may not be enough where evidence of actual supply is missing. It is a case-specific illustration, not a rule that invoices or payments are irrelevant, nor a conclusion that every claim must be supported by an identical set of delivery records.
The available decisions do not establish a single bundle that guarantees acceptance in every ITC dispute. The applicable statutory conditions, the tax period, the transaction and the evidence actually available all matter.

A simple transaction-level index can make the evidence easier to assess. Keep the records together or make clear cross-references in the accounting or document system you use.
- Identify the claim: Record the supplier, invoice or debit note reference, supply description, relevant tax period and purchase entry.
- Show the business connection: Keep the order, contract or other record explaining why the goods or services were acquired for business use or intended business use.
- Attach the receipt or performance trail: Link relevant delivery, transport, goods-receipt or inventory records for goods; for services, link the scope, deliverables, completion or acceptance evidence that applies.
- Explain third-party arrangements: If the goods or services went to someone else, retain the direction or instruction and the records connecting that recipient to the claimant’s commercial transaction.
- Reconcile financial records: Match payment and supplier-account entries to the invoice, and identify any outstanding amount or difference that needs explanation.
- Check GST reporting: Compare relevant return and invoice-level information with the claim, and retain records of any supplier follow-up or discrepancy resolution.
Accounting or invoicing software may help store, index and reconcile records, but using software does not prove that a supply was genuine or ensure entitlement to credit. The underlying evidence and statutory conditions remain decisive.
Common gaps and how to address them
- Invoice with no identifiable receipt or performance evidence: Look for contemporaneous delivery, goods-receipt, inventory, service-completion or acceptance records that actually relate to the invoice. If the transaction involved directed delivery or service to another person, document that arrangement rather than assuming the claimant’s own premises must appear as the destination.
- Payment without a clear supply link: Reconcile the payment to the supplier account and invoice, then retain separate evidence addressing what was delivered or performed.
- Records that do not match: Investigate differences in descriptions, dates, locations, values or reporting entries. Keep relevant correspondence and supporting records that explain the discrepancy; do not rely on an unexplained mismatch to establish the transaction.
- Service file limited to a contract: Add evidence relevant to performance, such as the applicable deliverable, completion or acceptance record, and correspondence that connects it to the agreed scope.
- Third-party destination with no direction record: Preserve the claimant’s instruction and commercial records showing why the goods or services were provided to that person on the claimant’s direction and account.
Whether a gap can be addressed depends on the facts and applicable law. Do not create or backdate transaction evidence. Preserve existing records and obtain professional advice if a material condition or disputed fact cannot be substantiated.
