What European Tech Sovereignty Means for Cloud Services, Data, and Digital Infrastructure

European tech sovereignty is the ability of European institutions, businesses and citizens to develop, control and sustain critical digital capabilities while reducing strategic dependence on providers outside the EU. It covers the whole technology stack—chips, data centres, cloud software, artificial intelligence, data, cybersecurity and open-source components—not simply the country where a server is located.

That distinction matters when choosing cloud services. A workload can be physically hosted in Europe yet remain exposed to non-EU ownership, foreign legal orders, opaque software dependencies, unavailable encryption keys or a migration path that is too costly to use. Sovereignty is therefore a risk and capability assessment, not a geographic label.

What does European tech sovereignty mean?

The European Commission defines tech sovereignty as Europe’s ability to act independently in the digital world by developing and controlling key technologies, data and infrastructure while reducing reliance on non-EU providers. In practical terms, sovereignty asks whether Europe can keep essential services running, make its own decisions and recover from geopolitical, legal or commercial disruption.

The idea is broader than protectionism and narrower than complete technological autarky. European organisations will continue to use international technologies where they are useful. The sovereignty question is whether a dependency is understood, governed and replaceable when the workload is critical.

  • Capability: Can Europe build or obtain the computing, software, connectivity and skills needed for important services?
  • Control: Who can access data, alter software, operate infrastructure or compel a provider to disclose information?
  • Continuity: Can a service continue during sanctions, supply shortages, legal conflicts, outages or a supplier failure?
  • Choice: Can the customer move data and applications to another provider without prohibitive technical or contractual barriers?

This is why the Commission’s policy framing links semiconductors, infrastructure, cloud, artificial intelligence, data and open source. Weakness in one layer can create dependence in another: a European data centre may still rely on foreign chips, a foreign control plane or software that the operator cannot inspect or replace.

What changed in the EU’s June 2026 sovereignty package?

On 3 June 2026, the Commission presented its European Technological Sovereignty package. It combines several initiatives rather than creating one single sovereignty law:

  • The proposed Chips Act 2.0.
  • The proposed Cloud and AI Development Act (CADA).
  • An EU Open Source Strategy.
  • A Strategic Roadmap for Digitalisation and AI in Energy.

CADA is a legislative proposal, not an already applicable regulation. Its targets should therefore be read as planned measures. The Commission says it wants to at least triple EU data-centre capacity within the next five to seven years, accelerate permitting and deployment, improve access to energy, land, water and finance, and provide enough computing capacity for AI, cloud services and data-intensive applications.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The proposal also includes an EU-wide framework for assessing cloud and AI sovereignty and common procurement arrangements for public administrations. Until the legislation is adopted and implemented, organisations should not describe these goals as completed capacity or a settled certification system.

What is a sovereign cloud?

A sovereign cloud is a cloud environment designed to give a customer demonstrable control over data, operations, legal exposure, technology dependencies and exit options. The Commission’s proposed assurance model describes four ascending levels. They are intended to help public-sector bodies match controls to risk; they are not a universal guarantee for every workload.

Proposed level What it addresses What a buyer should verify
1 Data is processed and stored in infrastructure located in the EU. Physical locations, replication regions, support access and backup locations.
2 The provider demonstrates independence from third countries and transparency over its software supply chain. Ownership and control arrangements, subcontractors, software provenance and foreign access risks.
3 The provider is owned and controlled from the EU and meets additional conditions, such as personnel citizenship; the Commission may recognise some third-country providers. Corporate control, operator personnel, privileged access, legal jurisdiction and any recognised exceptions.
4 The provider offers full transparency and control over its software supply chain with no third-country interference. Technical control, auditable dependencies, administration rights, encryption and interference protections.

A level should be treated as evidence for a defined risk decision, not as a promise that every service in a provider’s catalogue has the same properties. A managed database, support channel, identity service and hardware platform can introduce different dependencies even when they are sold under one cloud brand.

Does keeping data in Europe make a cloud sovereign?

No. European data residency answers one important question—where data is stored or processed—but sovereignty also concerns who can control the service and what happens when circumstances change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A European region can still be operated by a company controlled outside the EU. A foreign parent company may face legal demands in its home jurisdiction, while a European subsidiary may depend on foreign administrators, proprietary control software or support teams. Encryption keys might be managed outside the customer’s control, and a service may be impossible to migrate because its APIs, data formats or licensing terms are proprietary.

Conversely, some arrangements can use technology originating outside Europe while retaining substantial operational control in Europe. The Commission’s 2026 procurement example includes an environment using Google Cloud technology that is exclusively operated by EU companies. That fact demonstrates why sovereignty assessments must examine operation, access and legal control rather than infer an outcome from a technology’s country of origin alone.

How is a sovereign cloud different from data residency?

Question Data-residency check Sovereignty check
Location Are primary data, replicas and backups in specified European locations? Are locations controlled, documented and resilient if a region or supplier becomes unavailable?
Access Are support and administrator access paths identified? Can non-EU personnel, parents or authorities compel or obtain access?
Technology Where does the service run? Who controls the software, hardware, updates, identity plane and cryptographic keys?
Continuity Does the contract state where the service is delivered? Can the organisation keep operating, restore service and switch suppliers during a disruption?
Legal exposure Which data-protection and transfer rules apply? Which jurisdictions, ownership structures and conflict-of-law scenarios could affect control?

Residency is therefore one control within a wider sovereignty programme. It can be necessary for a workload without being sufficient for the organisation’s risk appetite.

Eight dimensions to compare when evaluating cloud sovereignty

1. Data location and access

Map every copy and access route: production data, logs, telemetry, snapshots, disaster-recovery replicas, support tickets and development datasets. Ask whether staff can administer the environment remotely and whether the customer controls the keys. A statement that data is “in Europe” is incomplete if support or key management occurs elsewhere.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Legal exposure and control

Identify the provider’s ownership chain, incorporation, parent companies and jurisdictions in which it operates. Review how the contract handles government requests, conflicts between EU and third-country law, notification duties and challenges to disclosure. Legal sovereignty is about who can compel action, not merely where a rack is installed.

3. Operational autonomy and continuity

Check whether EU-based teams can deploy, patch, monitor and restore the service without an external control plane. Require documented incident response, recovery objectives, spare capacity and procedures for operating during a loss of connectivity to a parent organisation or external identity service.

4. Ownership and personnel

Ownership and personnel controls can matter for high-risk public workloads. Examine voting control, board influence, privileged administrators, subcontractors and citizenship or residency requirements where the assurance level demands them. A provider incorporated in Europe is not automatically EU-controlled.

5. Software and hardware supply-chain transparency

Request software bills of materials where available, vulnerability-management processes, update signing, dependency disclosure and a clear list of subcontractors. For hardware, ask about component provenance, maintenance access and replacement timelines. Open-source use can improve inspectability, but it does not by itself remove operational or legal dependence.

6. Security

Assess identity isolation, encryption, key custody, privileged-access management, logging, vulnerability response and independent certifications. Security and sovereignty overlap but are not identical: a highly secure service can still leave a customer dependent on a foreign operator or an unreplaceable control plane.

7. Openness and interoperability

Compare standards support, API portability, container and virtual-machine formats, database export tools and the ability to run workloads on another compatible platform. Document which features are proprietary. Interoperability is valuable only if the customer can obtain usable exports and has the skills and permissions to operate them elsewhere.

8. Environmental and resource effects

Data-centre expansion competes for electricity, land and water. Include energy sourcing, efficiency, water use, heat management and climate-impact reporting in the procurement decision. The proposed CADA explicitly connects capacity growth with access to these resources; adding servers without a credible resource plan does not create sustainable sovereignty.

Which European cloud providers did the Commission select?

In April 2026, the Commission awarded contracts that allow EU institutions, bodies, offices and agencies to procure sovereign cloud for up to €180 million over six years. The award is a public-sector procurement framework, not a recommendation that every service from a named provider suits every private organisation.

Provider or partnership Information stated by the Commission Data-sovereignty level reported
Post Telecom-led Luxembourgish-French partnership with OVHcloud and Clever Cloud One of four framework awardees. Most awardees reached SEAL-3; the Commission did not assign a separate level to each provider in the summary.
STACKIT German awardee in the framework. Most awardees reached SEAL-3; the Commission did not assign a separate level to each provider in the summary.
Scaleway French awardee in the framework. Most awardees reached SEAL-3; the Commission did not assign a separate level to each provider in the summary.
Proximus-led Belgian-French-Luxembourgish partnership using S3NS, Clarence and Mistral Environment uses Google Cloud technology but is exclusively operated by EU companies. SEAL-2.

The Commission says the framework measures eight objectives covering strategic, legal, operational, environmental, supply-chain transparency, technological openness, security and EU-law compliance. Awardees were also assessed for technical quality, managed services, developer experience, automation and security certifications. The result illustrates supplier diversification and multidimensional assessment; it does not establish that all European providers have the same assurance level or that a framework award guarantees fitness for a particular workload.

How widely are European businesses using cloud services?

According to European Commission figures citing Eurostat, 45.2% of EU businesses used cloud services in 2023. Adoption varied sharply by company size:

Business size Cloud adoption in 2023
Large enterprises 77.6%
Medium enterprises 59%
Small businesses 41.7%
All EU businesses 45.2%

These are 2023 observations, not current-year measurements. The EU’s Digital Decade objectives set a 2030 target for 75% of European businesses to use cloud-edge technologies and for 10,000 climate-neutral, highly secure edge nodes to be deployed. Targets should not be presented as achieved results.

Why switching and interoperability are part of sovereignty

Dependence grows when leaving a provider is technically or financially unrealistic. The Commission describes the Data Act as intended to address cloud vendor lock-in, make switching fast, free and technologically fluid, promote interoperability and provide safeguards for international data transfers. The practical effect depends on the enacted regulation, contracts and implementation guidance for the relevant service.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before signing, create a migration test rather than accepting a generic portability promise:

  1. List all data, metadata, logs, images, identities and configuration needed to recreate the workload.
  2. Export a representative dataset in documented, machine-readable formats.
  3. Rebuild the application on a second environment and record missing features, conversion work and performance changes.
  4. Measure the time, egress charges, staff effort and downtime required for a controlled cutover.
  5. Repeat the exercise after major architecture changes and keep credentials, keys and runbooks under customer control.

A provider that is European-owned but impossible to exit can still create strategic dependence. Conversely, a service with some external components may present lower concentration risk if it uses open interfaces, portable formats and a tested exit plan.

How can an organisation compare cloud sovereignty?

Use a workload-by-workload process. Do not assign one sovereignty label to the entire company.

  1. Classify the workload. Separate public information, personal data, trade secrets, regulated records, operational technology and national-security-sensitive workloads.
  2. Set the required assurance level. A low-risk public website may need location and security controls; a critical public service may require EU operational control, personnel restrictions and supply-chain transparency.
  3. Map dependencies. Include identity, observability, support, payment, DNS, networking, hardware, models, databases and backup providers.
  4. Score the eight dimensions. Record evidence, not marketing language, for data, legal, operational, ownership, supply chain, security, openness and environmental effects.
  5. Test the contract. Check audit rights, incident notification, government-request handling, subcontractor changes, data deletion, key custody, service credits and exit assistance.
  6. Run an exit exercise. Validate exports and restoration on another platform before the workload becomes difficult to move.
  7. Review concentration. Diversify where one provider, jurisdiction, region, technology or undersea connection creates a single point of failure.

Common mistakes to avoid

  • Equating a European region with sovereignty: location does not answer ownership, legal access or software-control questions.
  • Treating a proposal as law: CADA’s capacity and assessment goals remain proposed until the legislative process and implementation are complete.
  • Using a provider-wide label: assurance can differ by service, region, support model and contract.
  • Ignoring non-production copies: logs, backups and test data often follow different residency and access rules.
  • Confusing security certification with independence: certification evidence is valuable but does not eliminate foreign legal or operational dependence.
  • Leaving migration until an outage: portability must be measured while the customer still has time and bargaining power.
  • Ignoring resources: new capacity needs electricity, land and water as well as servers and network links.

What European tech sovereignty means for cloud buyers

For buyers, sovereignty is a documented decision about acceptable dependence. The strongest assessment combines EU location where required, control over keys and administrators, transparent ownership and supply chains, resilient operations, open interfaces, sustainable resource use and a tested exit route. European policy is building common tools and capacity, but the proposed framework and expansion targets are not yet completed outcomes.
