Tidal-energy projects can affect marine life through several distinct pathways: animals may encounter turbines, construction and operation can add underwater noise, subsea cables produce electromagnetic fields, and foundations, anchors, or altered currents can change habitat. Moorings may create entanglement hazards, while animals can avoid or congregate around project structures.

Evidence from the small number of devices studied so far is broadly reassuring for several interactions, but it does not prove zero risk. Collision risk, cumulative effects from larger arrays, and impacts from tidal-range infrastructure remain less certain. Careful siting, life-cycle assessment, and monitoring are therefore more informative than a blanket claim that tidal energy is either harmless or damaging.

What kinds of tidal-energy projects are being assessed?

Tidal-stream turbines

Tidal-stream devices use fast-moving seawater to turn underwater rotors, much as wind turbines use moving air. The 2024 international State of the Science synthesis from OES-Environmental focuses primarily on this technology. Its conclusions are most applicable to individual turbines and small arrays, not automatically to every marine-energy design.

Tidal-range infrastructure

Barrages and lagoons hold back or release water across an estuary or coastal basin. They can affect an entire water body’s tides, sediment movement, salinity, fish passage, and intertidal habitat. The recent global synthesis should not be presented as a complete ecological assessment of tidal-range projects; detailed, primary-source conclusions about estuary-scale effects remain less settled in the evidence summarized here.

Installation and operation are different phases

Construction vessels, pile-driving or drilling, seabed anchors, cable burial, and temporary exclusion zones create interactions that differ from those of an operating turbine. Environmental reviews should examine installation, routine operation, maintenance, and decommissioning separately rather than applying an operational finding to the entire life cycle.

Which environmental pathways matter?

Assessments commonly consider these receptors and stressors:

  • Fish, marine mammals, and diving birds encountering blades, frames, or moorings.
  • Underwater sound from vessels, construction, and operating equipment.
  • Electromagnetic fields around subsea export and inter-array cables.
  • Changes to seabed or water-column habitat, currents, sediment transport, water quality, and food-web processes.
  • Entanglement in cables, lines, or mooring components.
  • Displacement, attraction, or altered habitat use around devices and restricted areas.

Can tidal turbines hit fish, marine mammals, or birds?

Collision is the most visible potential hazard. Fish, seals, whales, and diving birds could encounter moving blades or fixed structures, particularly where animals and turbines occupy the same depth and current corridor.

A 2020 U.S. Department of Energy summary reported that no collision had been recorded among the small, non-commercial marine-energy deployments available at that time. A 2021 peer-reviewed review of fish effects likewise found collisions to be rare in the field and laboratory studies it examined. Those statements describe the observations available, not a physical guarantee that a collision cannot occur.

The 2024 OES-Environmental synthesis emphasizes why uncertainty persists: few devices have operated long enough, animals are difficult to observe in turbulent water, and monitoring systems do not detect every encounter. The number of deployments and the amount of usable observation remain too limited to calculate a reliable injury or mortality rate. Collision probability can also change with rotor diameter, tip speed, turbine spacing, visibility, local species, and seasonal migrations.

For a proposed site, developers therefore need to establish which species use the channel, at what depths and times, and how animals behave near the device. Acoustic cameras, tagged animals, visual surveys, and operational data may be combined, but no single method is sufficient in every environment.

Do tidal turbines create harmful underwater noise?

Operating rotors, generators, gearboxes, support structures, and service vessels can add sound to an already noisy marine environment. Construction may introduce louder or more impulsive noise than routine generation, depending on the foundation and installation method.

In its 2020 account, the U.S. Department of Energy reported no evidence that operational marine-energy noise had harmed animals in the deployments reviewed. The 2024 synthesis concluded that noise risks associated with a small number of devices could be retired within its evidence-based risk framework. “Risk retired” means that the specified interaction was judged sufficiently low or understood for that scope; it is not a universal finding for every species, construction method, or array.

Noise assessment should distinguish continuous operating sound from short-term installation events. It should also consider hearing sensitivity, communication ranges, masking of calls, behavioral avoidance, and the presence of protected species. Timing noisy work outside spawning, migration, or breeding periods and using quieter installation techniques can reduce exposure where local rules require it.

Can subsea power cables affect marine animals through electromagnetic fields?

Electricity moving through buried or suspended cables produces electromagnetic fields. Some fish and invertebrates can detect electric or magnetic cues, so a cable corridor is a plausible interaction pathway even when the cable is invisible from the surface.

The Department of Energy’s 2020 summary reported no evidence of harm from fields emitted by electric cables in the small deployments covered. The 2024 OES-Environmental assessment still treats electromagnetic fields as a potential stressor, while finding that risks for small numbers of devices could be retired under its framework.

Those findings should be read with their scale limits. Field strength declines with distance and depends on cable design, current, burial depth, shielding, and whether multiple cables are bundled. A site assessment can map sensitive species, specify burial or protection measures, and verify field levels after installation. Results from one cable type or location should not be assumed to represent every export route or a large network of cables.

How might turbines and cables change habitat, currents, and ecosystems?

Physical habitat

Anchors, foundations, scour protection, and buried or exposed cables disturb the seabed during installation and occupy space during operation. Hard surfaces can provide attachment sites for organisms, while construction can temporarily remove or cover existing benthic habitat. The 2020 Department of Energy summary reported no significant habitat changes for the small devices studied then.

A later Department of Energy account concluded that habitat risk is likely low when projects avoid rare or fragile habitats. That is a siting qualification, not a claim that every seabed is interchangeable. Maerl beds, coral communities, seagrass, shellfish beds, spawning grounds, and other sensitive features can have different recovery times and legal protections.

Flow and sediment

Energy extraction and physical structures can alter local turbulence, current speed, scour, and sediment deposition. These changes may influence plankton transport, benthic feeding areas, water clarity, and the distribution of prey. For a few small devices, the 2024 synthesis identifies habitat and oceanographic risks as candidates for risk retirement, but it does not convert that finding into a blanket conclusion about every array or estuary.

Food webs and system-wide effects

Small local changes may accumulate when many devices occupy one energetic channel. The 2024 synthesis lists system-wide effects as an area needing further understanding, alongside work in tropical and subtropical ecosystems. A project-level study should therefore examine nearby fisheries, protected habitats, sediment pathways, and potential cumulative effects with other infrastructure.

Could moorings or cables entangle animals?

Flexible lines, slack cables, and mooring components can create an entanglement pathway for large animals or drifting gear. The 2020 Department of Energy summary reported no observed potential changes from entanglement in the deployments it described. The 2024 synthesis nevertheless continues to track entanglement as a stressor, because a lack of observed events in a few configurations cannot establish impossibility.

Risk depends on line tension, geometry, slack, depth, seabed attachment, maintenance practices, and the species present. Designers can reduce exposure by minimizing loose loops, routing cables predictably, keeping moorings taut where appropriate, and inspecting components after storms or equipment failure. Marine-mammal and fishing-gear interactions should be considered in the same plan rather than treated as separate issues.

Do tidal projects displace animals or change how they use habitat?

Animals may avoid a device, cable corridor, vessel-exclusion zone, or noisy work area. Conversely, foundations and scour protection can attract fish and invertebrates by creating new shelter or feeding surfaces. A change in observations near a project is therefore not automatically harmful displacement; it may represent attraction, redistribution, or a temporary response.

The 2021 fish review identifies displacement around arrays as a possible effect, and the 2024 synthesis includes displacement among the stressors it evaluates. These sources support treating habitat-use change as a site-specific question. Baseline surveys should measure seasonal abundance, movement routes, and behavior before construction, then compare them with equivalent post-installation observations. Population-level consequences cannot be inferred from a short-term change in counts at one device.

How do project type, scale, and location change the risk?

Comparison Why the ecological question changes Evidence boundary
One or a few tidal-stream devices Interactions are localized, and monitoring can focus on individual structures and nearby animals. Most reassuring findings come from this scale; observations remain limited.
Large tidal-stream array More rotors, cables, vessels, and exclusion areas create potential cumulative and system-wide effects. Results for small deployments do not establish array-scale outcomes.
Tidal-stream turbine versus tidal-range barrage or lagoon A barrage or lagoon can change basin-wide tides, sediment, salinity, and passage through an estuary. The 2024 synthesis principally addresses tidal turbines, not a complete evaluation of tidal-range infrastructure.
Installation versus operation Vessel traffic, anchoring, seabed works, and construction noise differ from rotor operation and maintenance. An operational-noise result cannot be extended automatically to construction.
Robust seabed versus rare or fragile habitat Sensitivity, recovery time, and legal obligations differ by habitat. Department of Energy guidance says habitat risk is likely low when rare or fragile habitats are avoided.

What monitoring and mitigation can a responsible project use?

Environmental assessment is a cycle of reducing uncertainty, checking predictions, and adapting operations. The exact program depends on species, habitat, device, jurisdiction, and array size.

  1. Build a baseline. Survey fish, marine mammals, birds, invertebrates, seabed communities, currents, sediment, and existing underwater sound across relevant seasons before installation.
  2. Screen and select the site. Map spawning and nursery grounds, migration routes, protected areas, rare habitats, fisheries, and navigation constraints. Move the footprint or change cable routes when avoidance is feasible.
  3. Assess the design and life cycle. Model collision exposure, noise, electromagnetic fields, scour, flow, sediment transport, entanglement geometry, vessel activity, and decommissioning—not only normal power production.
  4. Set operating controls. Use seasonal restrictions, speed or power adjustments, shutdown protocols, exclusion zones, and vessel rules when monitoring or permits identify elevated exposure.
  5. Monitor after installation. Compare animal presence, behavior, habitat condition, sound, fields, and physical processes with the baseline. Use more than one observation method where visibility or detection is limited.
  6. Adapt and report. Investigate unusual mortality, strandings, gear interactions, cable exposure, or unexpected habitat change, then modify maintenance, operations, or mitigation and make the results available to regulators and affected communities.

The European Commission’s 2020 review specifically addresses tidal and wave energy interactions with protected habitats and species and examines mitigation strategies. OES-Environmental’s 2025 overview likewise separates installation and operating effects and provides case-study resources. These sources support a tailored program, not a single universally adequate monitoring technique.

What does the overall evidence show?

The most defensible summary is cautiously positive for individual devices and small arrays, with important qualifications. Alejandro Moreno, then Former Associate Principal Deputy Assistant Secretary in the U.S. Department of Energy’s Office of Energy Efficiency and Renewable Energy, wrote in the department’s 2020 report summary: “While more research is needed as technologies and industries advance, the results to date are extremely positive, finding that the impacts of single devices and small arrays on marine life is likely minimal.” The sentence is explicitly limited to single devices and small arrays and acknowledges the need for more research.

A global inventory released by Pacific Northwest National Laboratory in 2024 identified 86 marine-renewable-energy projects with significant environmental assessments or monitoring: 40 tidal, 39 wave, 2 ocean-current, and 5 riverine projects. These are counts of projects with assessment or monitoring activity. They are not counts of projects that caused harm, proved safety, or measured a particular injury rate.

The fish literature remains early-stage, and the available evidence does not establish a reliable headline percentage for injury, mortality, or population-level impact. The central uncertainty is not that every project is expected to be harmful; it is that few operating devices and difficult marine observations limit confidence when results are extrapolated to larger arrays, new habitats, different species, or tidal-range infrastructure.

How should readers interpret a proposed tidal-energy project?

  • Ask which technology is proposed: tidal-stream turbines and tidal-range structures have different physical footprints.
  • Check whether claims refer to installation, operation, or decommissioning.
  • Look for site-specific baseline data rather than relying only on results from another sea or species.
  • Distinguish “no event recorded” from proof that an event cannot occur.
  • Read “risk retired” as a framework conclusion for a defined interaction and device scale, not as a universal safety certification.
  • Look for cumulative-impact analysis when several devices, cables, or neighboring developments are planned.
  • Verify that monitoring has clear triggers for changing operations if unexpected effects appear.
