The most credible strategy is a portfolio: export renewable hydrogen and derivatives such as ammonia, methanol and e-kerosene; sell renewable electricity where cross-border transmission is practical; and capture more value from critical minerals through domestic refining and manufacturing. These options differ sharply in maturity, infrastructure, geography and risk, so governments should plan for diversified export income rather than a hydrogen-only substitute.
Why replacing gas revenue is harder than replacing gas molecules
Natural-gas exports combine several advantages in one product: a globally traded commodity, established liquefaction or pipeline infrastructure, long-term contracts, tax and royalty systems, and a large buyer base. A replacement must therefore do more than produce low-carbon energy. It must generate foreign exchange, public revenue, industrial employment and dependable demand at a comparable scale.

No published source establishes that any one alternative can match a particular country’s natural-gas receipts. Outcomes depend on the quality and cost of renewable resources, project finance, transmission or port infrastructure, certification rules, market access and the share of projects owned domestically. A country may replace part of its gas income with one export, but replacing the whole fiscal stream normally requires several sectors.

Renewable hydrogen and its derivatives
Why they are the closest commodity analogue to LNG
Hydrogen can be produced with renewable electricity and then sold directly or converted into molecules that are easier to store and ship. Ammonia can serve fertilizer and marine-fuel markets; renewable methanol can enter chemical and shipping value chains; and e-kerosene can target aviation, where direct electrification is difficult. IRENA and the World Trade Organization wrote in 2024 that renewable hydrogen and hydrogen-derived commodities are expected to play an important role in the transition to low-carbon energy. Their scenario allows these fuels to reach up to 14% of final energy consumption by 2050.

The analogy with LNG is strongest for derivatives rather than pure hydrogen. Existing ports, tanks and ships can be adapted more readily for ammonia or methanol than for cryogenic or compressed hydrogen. Buyers also have an easier time using a familiar chemical or fuel, although safety rules and product specifications still need to be met.
What the market looks like now
Trade remains small compared with the LNG market. The International Energy Agency reported in 2024 that, if all announced projects proceed, export-oriented facilities could reach 16 million tonnes per year of hydrogen equivalent by 2030—about one-third of projected low-emissions hydrogen production. That is a project pipeline, not guaranteed operating capacity or contracted revenue. Financing, electrolyser delivery, renewable-power availability, ports, certification and buyer commitments can all delay or cancel projects.
Requirements for an export project
- Abundant additional renewable power: Electrolysers consume substantial electricity, so projects must demonstrate that generation is new, reliable enough for the operating model and deliverable to the plant.
- Water and land planning: Electrolysis and associated industries require water, while solar, wind, storage, pipelines and industrial sites require land. Desalination may be needed in arid coastal regions, adding energy and capital requirements.
- Product certification: Buyers increasingly require proof of renewable origin, emissions intensity, chain of custody and compliance with importing-market rules. Without recognized certificates, a nominally green molecule may not receive a premium or qualify for a mandate.
- Demand aggregation: Large plants need bankable offtake agreements. Governments can reduce risk by coordinating multiple buyers rather than relying on one speculative customer.
- Domestic use alongside exports: Steel, fertilizer, chemicals and shipping can consume hydrogen derivatives locally, creating a second revenue stream and reducing exposure to one export route.
Why hydrogen should not be the only bet
Hydrogen projects face a timing mismatch: policy targets are immediate, while global trade rules, terminals and demand are still developing. A country that builds export capacity before buyers and certification systems are ready can end up with underused assets. Hydrogen is therefore best treated as one pillar in a wider industrial plan, consistent with the International Monetary Fund’s warning that green hydrogen, green ammonia or methanol and clean-energy industries should support—rather than replace—a broader diversification strategy.
Renewable electricity exports
When direct power sales work
Electricity exports can be efficient because they avoid converting power into another molecule. A country with strong solar, wind or hydropower resources next to a large, undersupplied market may sell through a high-voltage interconnector or a regional power pool. Long-term contracts, spot-market sales and balancing services can provide different revenue streams.

The constraint is geography. Electricity cannot be loaded onto a ship and sent across an ocean like LNG. Cross-border trade requires transmission corridors, compatible grid operations, political agreements, congestion management and a stable regional market. Permitting a line can take as long as building generation, and an interconnector can become a stranded asset if neighboring demand or regulation changes.
What to check before choosing electricity as an export
- Distance to a creditworthy neighboring market and the cost of the interconnector.
- Whether the receiving grid can absorb variable renewable output and provide balancing capacity.
- Rules for congestion, wheeling charges, emergency curtailment and renewable certificates.
- Seasonal differences between the exporter’s production profile and the buyer’s demand.
- Whether domestic electricity access would be weakened by export contracts.
Where transmission is unavailable or too expensive, converting renewable electricity into ammonia, methanol, e-kerosene, green steel or another product can make the energy transportable. That conversion sacrifices efficiency, but it may unlock distant markets and more domestic processing jobs.
Critical minerals: value comes from processing, not just extraction
The revenue opportunity
The clean-energy build-out increases demand for minerals such as copper, lithium, cobalt, graphite and rare earth elements. Mining can generate export receipts, but the largest gains often come from processing and manufacturing. UN Trade and Development reported that processed cobalt exports were worth $6 billion in 2022, compared with $167 million for unprocessed cobalt exports. The comparison demonstrates the potential value of upgrading material before export; it is not a guarantee that every producer will achieve the same margin or replace gas income.

The concentration and dependency problem
Mineral exports can replace one dependency with another. The IEA reported in 2025 that the average share held by the top three producers of copper, lithium, cobalt, graphite and rare earths reached 86% in 2024, up from about 82% in 2020. Concentrated mining and refining create exposure to export restrictions, supply disruptions and price manipulation. New producers should diversify customers, publish contracts, use competitive licensing and support recycling instead of assuming that high demand guarantees high public revenue.
UN Secretary-General António Guterres summarized the strategic tension: “A world powered by renewables is a world hungry for critical minerals.” That demand can support development, but communities also bear the costs of water use, land disturbance and pollution if governance is weak. Transparent revenue sharing, independent environmental monitoring and rehabilitation funding are prerequisites for durable mineral income.
Clean industrial products can multiply energy-export value
Some countries will earn more by exporting products made with clean energy than by exporting electricity or hydrogen alone. Examples include green steel made with hydrogen-based reduction, low-carbon fertilizers, chemicals, processed metals, batteries and components for renewable-energy equipment. These products embed energy in a form that can travel through ordinary shipping networks and may qualify for procurement standards that reward lower emissions.

Manufacturing also broadens employment and tax bases. However, it requires industrial policy rather than a single power plant: dependable electricity, ports, technical training, quality standards, access to finance, supplier networks and predictable customs rules. Exporters should compare the delivered cost and market access of a finished product with the simpler option of selling a molecule. A downstream plant that lacks competitive power or buyers can destroy value instead of adding it.

How the options compare on revenue risk
| Criterion | Hydrogen derivatives | Renewable electricity | Critical minerals | Clean manufactured products |
|---|---|---|---|---|
| Exportability | Shipborne molecules are feasible; pure hydrogen is more difficult | Excellent only across connected grids | Globally shippable in raw or processed form | Uses established shipping and industrial trade routes |
| Speed to first revenue | Potentially slow because projects and certification are still developing | Faster where an interconnector and market already exist | Fastest when a producing mine exists; slower for new refining | Depends on plant construction, skills and buyer qualification |
| Price exposure | Policy and contract dependent; future volatility is uncertain | Linked to regional power prices and congestion | Highly cyclical commodity prices | Exposed to product prices, trade barriers and technology changes |
| Domestic value capture | Electrolysers, conversion plants, ports and end-use industries | Generation, grid services and electricity-intensive industry | Refining, chemicals, components and recycling | Manufacturing, services and technical know-how |
| Geographic constraint | Renewable resource, water and port or pipeline access | Very high; requires neighboring demand and transmission | Geology determines location | Moderate; depends on inputs, skills and logistics |
A practical portfolio strategy
1. Protect the existing fiscal base while building alternatives
Gas revenue should finance a transition fund, grid upgrades, skills and geological surveys without assuming that future exports will arrive on schedule. Fiscal rules can separate volatile commodity receipts from recurring public spending, reducing the shock when prices fall.
2. Match each resource to its nearest credible market
Use direct electricity exports for connected neighbors, derivatives for distant ports, and refined minerals or manufactured goods where domestic processing is competitive. Do not select a carrier first and search for a market later.
3. Require bankable demand before committing public capital
Projects should identify buyers, certification pathways, transport capacity, currency exposure and a plan for cost overruns. Announced capacity without signed offtake and finance is an aspiration, not replacement revenue.
4. Keep domestic industry in the design
Set transparent local-content and skills goals that suppliers can realistically meet. Encourage joint ventures and technology transfer, while preserving competition so that local participation does not become a protected monopoly.
Best Value
5. Measure public value, not export volume alone
- Net foreign exchange after imported equipment, fuel and debt service.
- Government revenue under low, central and high price scenarios.
- Domestic jobs, supplier spending and technical capability.
- Water use, land occupation, emissions and community compensation.
- Exposure to a single buyer, route, mineral, technology or country.
Common failure modes and how to avoid them
Building supply before demand
A large electrolyser, refinery or interconnector can sit idle if buyers delay. Stage construction and tie expansion to contracted demand and demonstrated operations.
Counting announcements as revenue
Project pipelines often include proposals at different stages. Separate announced, financed, under-construction and operating capacity in public forecasts.
Exporting raw materials while importing finished goods
This leaves the highest-value activities abroad. Test processing, recycling and component manufacturing opportunities, but reject facilities that cannot meet international cost and environmental standards.
Ignoring infrastructure bottlenecks
Ports, transmission, water, storage and skilled technicians can constrain output more than the headline resource potential. Map these bottlenecks before granting licenses or subsidies.
Replacing fossil-fuel dependence with mineral dependence
Use diversified customers, transparent contracts, recycling and multiple revenue sectors to reduce the risk identified by the IEA’s concentration data.
Bottom line for policymakers and investors
Renewable hydrogen derivatives are the closest potential substitute for a globally traded gas commodity, but their present trade is too immature to carry a country’s entire fiscal burden. Renewable electricity can deliver efficient revenue where geography and grids cooperate. Critical minerals can produce exceptional value when refining and manufacturing occur domestically, yet they bring concentration and governance risks. The resilient answer is a portfolio that combines these exports with clean industrial products, protects domestic energy access and measures net public value rather than headline project size.
