What End-to-End Encryption Does Not Hide: Metadata, Contacts, Backups and Device Access

End-to-end encryption (E2EE) keeps message content unreadable to the service provider while it travels between your device and the recipient’s device. It does not make the communication invisible. Times, IP addresses, account and device records, contact-discovery data, group membership, backups, notifications and any unlocked endpoint may still reveal information. The exact exposure depends on the app, its settings, the cloud services you use and the laws governing the provider.

What end-to-end encryption actually protects

In an end-to-end encrypted conversation, the message is encrypted on the sender’s device and decrypted on the recipient’s device. The service routes the encrypted data but, when the system is implemented correctly and keys remain at the endpoints, cannot read the plaintext in its normal messaging infrastructure. WhatsApp describes this boundary by saying that its messages use the Signal protocol and are secured before they leave the device. That statement concerns message content, not every record created while the service operates.

The Electronic Frontier Foundation explains the distinction directly: “However, while an app developer using end-to-end encryption cannot see the contents of a message, it may still collect certain types of metadata, like what time a message is sent or your IP address.” E2EE is therefore a content-protection mechanism, not a complete anonymity, contact or device-security system.

Metadata that can remain visible

Metadata is information about a communication rather than the words, images or files in it. A provider may need some of it to create accounts, deliver messages, prevent abuse, synchronize devices, send notifications or comply with legal process. The fields retained, retention period and disclosure rules vary by service and jurisdiction.

Potential record What it can reveal Why E2EE does not remove it
Send and receive times When an account was active and the timing of a conversation Routing, delivery receipts and service logs can be generated without opening the message
IP address and connection information A network or approximate location associated with an account session The service must communicate with a device even when payloads are encrypted
Account identifiers Phone numbers, usernames, email addresses or internal account IDs Accounts must be created, addressed and authenticated separately from message encryption
Device information Device type, operating-system details, app versions or linked-device status Synchronization, security checks and compatibility require operational data
Notification and service events Registration, delivery, login, backup or error activity These events describe what the service is doing, not the encrypted text
Group and relationship signals Membership, address-book matches or the existence of a connection Knowing where to deliver a message can expose a social graph without exposing its content

Metadata is not automatically harmless. A sequence of logins, a recurring contact, or the timing of messages can be identifying even when every message body is cryptographically protected. Do not infer a universal list from one app’s policy: a provider may retain some fields, discard others, or change practices by region.

Contacts, account matching and the social graph

Encrypting text does not hide the fact that accounts exist or that people are connected. Messaging services may use phone numbers, usernames, address-book matching, group membership and delivery information to find recipients and operate communities. Those signals can expose who is using the service, which accounts appear together and when a relationship exists.

Address-book discovery

Contact discovery is a separate privacy question from message encryption. An app may compare numbers or other identifiers from your address book with registered accounts, using a method that ranges from ordinary server-side processing to more privacy-preserving designs. E2EE of the eventual conversation does not by itself tell you which method is used, what is retained, or whether non-users’ details are uploaded. Read the service’s current contact-discovery and privacy documentation before granting address-book access.

Groups and relationship records

A group can create records such as a group identifier, membership list, administrator status and event timestamps. Even if posts are encrypted for members, the existence and composition of the group can be sensitive. Leaving a group, adding a participant or registering a new device can also generate service events visible to the provider or to other participants.

Can WhatsApp or Signal see whom you are talking to?

The safe answer is not “E2EE hides it.” E2EE primarily protects the content. Whether WhatsApp, Signal or another service can access contact lists, account identifiers, group information, connection records or timing data depends on that service’s architecture and policy. A provider may be unable to read a message while still holding enough operational information to associate accounts or deliver it. Check the specific service’s documentation for contact discovery, metadata retention, linked devices and lawful-request disclosures; do not treat the encryption label as a promise that the social graph is hidden.

Backups can create a second copy of your messages

A message can be end-to-end encrypted in transit yet become accessible through a cloud backup that uses different keys. The backup’s protection mode and key custody matter more than the messaging screen’s encryption badge.

Optional encrypted backups

WhatsApp announced optional end-to-end encrypted backups in October 2021. The feature lets a user protect the backup with a password or a 64-digit key; WhatsApp said that neither it nor the backup provider can access that key. This is a stronger arrangement than a backup whose decryption keys remain with the cloud provider, but it introduces a recovery responsibility: losing the password or key can make the backup permanently unrecoverable.

Cloud device backups

Apple says iCloud can contain contacts, photos, documents, messages and iOS device backups, and that Apple retains keys for data it can decrypt. Consequently, an encrypted chat may still appear in a device backup or related cloud data under the account’s backup settings. Determine whether your backup is end-to-end encrypted, which categories are included and who controls the keys. Protect the cloud account itself with a strong password and multi-factor authentication.

What to check before relying on a backup

  • Whether encrypted backup is enabled by default or requires an explicit opt-in.
  • Whether the provider, rather than you, retains a decryption key.
  • Whether a password, recovery key or hardware-based recovery method is required.
  • Whether older backups remain under a weaker protection mode after you enable a stronger one.
  • Whether media, attachments, call records and device settings are included in addition to message text.

Notifications and unlocked devices can reveal plaintext

Encryption protects data between endpoints; it cannot protect a screen after an endpoint has decrypted the message. A lock-screen notification may display the sender, subject or full preview. A person who can unlock the phone, access a linked desktop or install malware on the device may be able to read messages, copy files or capture screenshots.

The FBI’s guidance recommends hiding message previews on lock screens, enabling device encryption, turning on a screen lock and registration lock, and auditing linked devices. Apply those controls on every phone, tablet and computer connected to the account. Remove devices you no longer recognize or use, then change the account password and review recovery settings if an unfamiliar device appears.

Endpoint situations E2EE cannot fix

  • A recipient forwards, exports or photographs a conversation.
  • A notification exposes text while the phone is locked or visible to another person.
  • A stolen device is already unlocked or uses a weak passcode.
  • Malware reads messages after the app decrypts them.
  • A linked computer stores local message databases or downloaded attachments.

These are not failures of the encryption algorithm. They are consequences of delivering readable content to a human-operated endpoint.

Other cloud services may not use end-to-end encryption

Do not assume that every service under the same account inherits the messaging app’s protection. Apple Platform Security states: “Because of the need to interoperate with the global email, contacts and calendar systems, iCloud Mail, Contacts and Calendar aren’t end-to-end encrypted.” Those services can therefore have a different key model and different exposure from an E2EE chat.

What lawful requests can obtain

In the United States, 18 U.S.C. §2713 requires covered providers to preserve, back up or disclose communications and customer records within their possession, custody or control when legally compelled. The rule does not manufacture keys that a provider does not possess. A service that cannot decrypt message content may be unable to produce readable text, while still being able to provide account records, connection data, timestamps, device information or accessible backups.

The U.S. Department of Justice has described this practical distinction: endpoint access and other evidence can remain available even when a provider cannot decrypt the communication itself. The result depends on what the provider stores, which keys it controls, the account’s backup configuration and the scope of the legal demand. “E2EE” should therefore be read as a statement about content confidentiality at the endpoints, not immunity from metadata collection or lawful process.

A practical privacy checklist

  1. Protect every endpoint. Use a long, unique device passcode, enable the operating system’s full-device encryption and install security updates promptly.
  2. Remove lock-screen content. Set sensitive messaging apps to hide previews and sender details until the device is unlocked.
  3. Secure the account. Enable registration lock or the service’s equivalent, use multi-factor authentication where offered and protect recovery channels.
  4. Audit linked devices. Review the app’s linked-device list regularly and revoke sessions you do not recognize or no longer need.
  5. Choose encrypted backups deliberately. Turn on end-to-end encrypted backup when available, then store the password or recovery key in a secure manager or offline recovery location.
  6. Review cloud categories. Check whether contacts, calendars, mail, photos and device backups use the provider’s strongest protection mode; do not assume they do.
  7. Limit unnecessary metadata. Grant address-book, location and notification permissions only when their function is worth the information they reveal.
  8. Plan for recipients. Treat a recipient’s phone, screenshots, exports and notifications as potential plaintext copies outside your control.

How to evaluate any messaging service

When comparing services, ask these questions separately from “Are messages end-to-end encrypted?”

Question Evidence to look for Why it matters
Are content E2EE defaults universal? Whether every one-to-one, group, media and call type is covered without a manual switch A protected mode that excludes a message category leaves a different exposure
What metadata is retained? Published retention and deletion details for IP addresses, timestamps, account and device events Retention determines what could later be disclosed
How does contact discovery work? Address-book upload, matching, hashing or privacy-preserving protocol details Discovery can reveal relationships even when text is unreadable
What identifies groups and accounts? Phone-number requirements, usernames, group identifiers and membership handling Identifiers can expose a social graph
Who holds backup keys? Whether encrypted backup is optional, the recovery method and provider key custody A cloud copy is only as private as its key arrangement
What controls notifications and linked devices? Preview settings, session review and remote revocation Plaintext can leak through screens or forgotten sessions
How does the provider answer legal requests? Transparency reports and explanations of content versus metadata it can produce Inability to decrypt does not mean inability to provide records

The right mental model

Think of E2EE as a sealed envelope carried between two endpoints. It helps stop the carrier from reading the letter, but the carrier may still know where and when the envelope moved. The address book, delivery log, cloud backup, lock-screen notification and recipient’s desk are separate places where information can appear. Protecting those layers requires device security, careful backup choices, restrained permissions and regular account audits in addition to encrypted transport.
