What Drives the Cost of Building an AI Data Center?

The cost is driven by three capital buckets: IT equipment (accelerators, servers, memory, storage and networking), non-IT facility infrastructure (land, buildings, electrical systems and cooling), and energy infrastructure (generation, batteries and grid upgrades). AI projects are unusually expensive because accelerator hardware is costly, rack power density is rising, and scarce grid capacity can force new substations, longer schedules or on-site generation. A cost-per-megawatt figure is meaningful only when its power denominator, geography, date and included equipment are clear.

The three capital buckets behind an AI data center

The International Energy Agency (IEA) describes data-center investment in three categories: “IT capex, non-IT capex, and energy capex.” The definitions appear in its Energy and AI report, published in 2025: International Energy Agency, Energy and AI.

Bucket What it includes Why AI changes the bill
IT capex Accelerators, servers, racks, memory, storage, switches, optical equipment and cabling. AI clusters need large numbers of expensive accelerators and a high-performance network fabric.
Non-IT capex Land, site work, building shell, electrical distribution, transformers, switchgear, UPS systems, generators, mechanical plant and cooling. High-density racks require more electrical capacity, heat removal and often liquid-cooling infrastructure.
Energy capex New generation, battery storage, transmission and distribution upgrades needed to serve the facility. When the local grid cannot provide firm capacity, the project may need expensive supply and interconnection work beyond the property line.

These boundaries matter. A quote for facility construction can exclude every server and accelerator, while a model of an AI cluster can include compute hardware but omit a new transmission line. Treating either number as the complete project cost produces a misleading comparison.

Accelerators and the rest of the IT stack

Accelerated servers dominate hardware spending

The IEA identifies higher IT-equipment spending—especially accelerated servers—as a major reason data-center investment has risen. It reports, citing SemiAnalysis (2023), that accelerated servers are typically 10 to 30 times more expensive than conventional servers. That is an IEA-reported comparison, not a guaranteed multiple for every vendor, configuration or negotiated purchase.

An AI bill includes more than the accelerator itself. A deployable cluster requires host CPUs, memory, local storage, racks, power supplies and management equipment. Large models also need shared storage and fast interconnects for training traffic. Prices vary with accelerator generation, memory capacity, interconnect topology, order volume and delivery date, and many enterprise contracts are not publicly disclosed.

Networking is a separate cost, not a GPU footnote

Training systems exchange data continuously, so switches, network interface cards, optical transceivers, cables and the software used to operate the fabric are part of the capacity plan. The component inventory in Microsoft Research’s March 2026 lifecycle framework treats networking as its own capital and operating category: Rearchitecting the Datacenter Lifecycle for AI: A TCO-Driven Framework. A server-only estimate can therefore understate the IT package even when it lists every accelerator.

Power availability can change the entire project

Grid connection and internal distribution

An AI facility needs firm interconnection capacity, not simply a nearby transmission line. Inside the site, the electrical chain can include utility service, transformers, medium- and low-voltage switchgear, UPS systems, power-distribution units, busbars and rack-level distribution. Higher rack density increases current, fault-management requirements and the amount of equipment that must be procured and installed.

Transformer and power-electronics supply chains are under pressure as AI racks become denser. Long lead times can force an owner to redesign around available equipment, pay for expedited manufacturing or delay energization. Those effects are project-specific and should be listed as schedule and contingency risks rather than hidden in a generic electrical allowance.

Energy infrastructure outside the fence

The IEA separates energy capex from the data-center building and IT systems. A project may need a new substation, transmission reinforcement, distribution extension, battery storage or dedicated generation. McKinsey describes grid-upgrade and interconnection delays and notes that some developers evaluate behind-the-meter gas generation or other supply options; those alternatives add capital, fuel, emissions, permitting and regulatory questions: McKinsey, “Scaling bigger, faster, cheaper data centers with smarter designs.”

Power scarcity also changes land economics. Cushman & Wakefield’s 2026 U.S. development guide describes premiums for powered land and constraints on grid-connected capacity: 2026 Data Center Development Cost Guide | US. A cheaper parcel without an executable interconnection can be more expensive in practice than a higher-priced site with deliverable power.

Cooling is an engineered response to rack density

Every watt consumed by compute becomes heat that must be removed. Mechanical and cooling costs sit in non-IT capex and can include chillers, cooling towers, computer-room air handlers or air conditioners, pumps, piping, controls, heat exchangers and airflow containment. Microsoft Research’s lifecycle inventory lists these elements along with liquid loops and related operating costs.

Air, liquid and immersion options

Air cooling can be adequate for lower-density equipment but may require more fan power, floor space and mechanical capacity as rack loads rise. Direct liquid cooling brings coolant to cold plates on the chips; immersion systems place equipment in a dielectric fluid. McKinsey discusses liquid and immersion cooling as approaches for high-density environments, but they are design choices rather than interchangeable, fixed-price packages. They affect rack layouts, maintenance procedures, leak detection, water use, heat rejection and the type of facility plant that must be built.

The IEA reports that AI-server power density increased 11-fold between 2020 and 2025 and is projected to rise a further fourfold by 2027. That statistic describes power per server or rack density, not total data-center demand and not a fourfold construction-cost multiplier: IEA, Key Questions on Energy and AI: Executive summary (October 2026).

Land, construction and local market conditions

Site and building work

Non-IT construction begins with land acquisition, surveys, environmental work, grading, roads, drainage and utility corridors. It then covers the shell, structural loading, fire protection, security, offices and the mechanical and electrical fit-out. A greenfield project pays for all of these; a retrofit may save on the shell but introduce demolition, structural reinforcement and operating constraints.

Labor, materials and equipment lead times

Costs vary with local wages, availability of electricians and mechanical specialists, steel and concrete prices, permitting, tax abatements, contractor competition and the distance from manufacturing centers. The 2026 Cushman & Wakefield guide reports a 21% increase in cost per megawatt from its previous report and an average greenfield cost of $17.6 million per megawatt for the most modern U.S. facilities. Those figures are a U.S. guide average for a stated market and date, not a global AI-project tariff.

McKinsey observes that the period from a service request to construction start can range from 12 to 36 months depending on design, location and execution. It is a project-delivery observation, not a guaranteed construction duration. During a long schedule, financing, equipment escalation and changing accelerator generations can alter the final budget.

Why published cost-per-megawatt figures disagree

Several widely quoted figures describe different scopes. The table below keeps their denominators and qualifications intact.

Published figure What it measures How to read it
$6,000 per kW of IT load in some emerging-market and developing economies to more than $10,000 per kW in many advanced economies Combined construction and installations, reported by the IEA in 2025 and attributed to Turner & Townsend (2024). Primarily non-IT facility scope; it does not include the complete AI server and accelerator package. IEA context
$17.6 million per MW Average greenfield development cost for the most modern facilities in Cushman & Wakefield’s 2026 U.S. guide. A U.S. market guide average with substantial site and workload variation, not a universal AI rate. Guide
$38 billion per GW of IT power, including $26 billion for compute and $12 billion for construction Epoch AI methodology estimate, accessed in 2026. A model, not a transaction price or guaranteed budget. Epoch says hardware prices, labor, tax abatements and other local factors change the result; its cost per GW of total facility power is usually lower because overhead supports less server capacity. Epoch AI methodology

The IEA construction range, the U.S. guide average and the Epoch model should not be averaged. One can exclude IT, another is a regional development benchmark, and the third models IT-load economics. A valid comparison aligns the scope before comparing the number.

A practical method for evaluating an estimate

Use the following sequence when an owner, vendor or analyst presents a cost-per-megawatt claim.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Identify the denominator. Confirm whether MW means IT load at the racks or total facility power at the utility meter. The two values differ because cooling, UPS losses and other overhead consume part of the incoming power.
  2. Mark the geography and price date. Record the country, utility territory, labor market, currency and escalation date. A figure from a powered U.S. site cannot be transferred directly to an emerging market or a constrained European grid.
  3. Inventory included IT. Ask whether accelerators, host servers, memory, storage, switches, optics, cabling and software/support are included. If hardware is excluded, label the result facility capex rather than total AI capex.
  4. Inventory the facility boundary. Check for land, site preparation, shell, substations, transformers, switchgear, UPS, backup generation, cooling plant, fire systems, security and redundancy. State whether the design is a new build, expansion or retrofit.
  5. Check the energy boundary. Determine whether the quote stops at the utility interconnection or includes generation, batteries, transmission and distribution upgrades. These can be outside the construction contractor’s price.
  6. Test resilience assumptions. Compare the required uptime tier, number of power paths, backup duration, spare transformers, cooling redundancy and maintenance bypasses. More resilience generally means more equipment and floor space.
  7. Separate estimate types. A guide average, engineering estimate, vendor quote and disclosed project budget have different certainty. Record contingencies, escalation allowances, taxes, financing and owner costs instead of treating them as interchangeable.
  8. Build a lifecycle view. Add electricity, water, maintenance, repairs, staffing, networking operations, software and hardware replacement to initial capex when comparing long-lived alternatives.

Initial construction cost is not total cost of ownership

Operations add recurring electricity, maintenance, repairs, networking operations and software or support costs. Microsoft Research’s framework separates these operating categories from initial capital spending.

Hardware refresh is especially important in frontier AI. The IEA says IT equipment can become obsolete four to six years after installation, while a transformer typically lasts about 30 years. These are general asset-life contrasts, not a promise that every server or transformer follows the same replacement schedule. A budget should therefore show refresh reserves for compute separately from long-lived electrical and structural assets.

Risks that commonly overturn an early budget

  • Unconfirmed power: A land option is not the same as a deliverable interconnection. Obtain a utility study, milestones and energization date.
  • Long-lead equipment: Transformers, switchgear, generators, chillers and specialized cooling hardware can become the schedule’s critical path.
  • Changing rack design: A later accelerator generation may draw more power or require liquid cooling, forcing electrical and mechanical redesign.
  • Scope gaps: “Construction cost” may omit servers, network fabric, owner engineering, taxes, financing, off-site grid work or commissioning.
  • Local execution capacity: A shortage of qualified electrical and mechanical labor can raise wages, extend the schedule and increase general conditions.
  • Overhead confusion: Comparing IT MW with total-facility MW makes one project appear cheaper even when the underlying systems are similar.

Bottom line

There is no universal price to build an AI data center. The largest drivers are the accelerator and networking package, the amount and reliability of power that can actually reach the site, the cooling system needed for dense racks, and local land, labor, equipment and construction conditions. Before accepting any per-MW number, state the denominator, geography, date, included hardware, facility and energy boundaries, redundancy assumptions and whether the figure covers only initial capex or the full operating and replacement life of the facility.
