There is no single break-even price for a barrel of oil. A project’s break-even price, the cost of producing one more barrel, and an oil-exporting government’s fiscal break-even are different measures. Each depends on different costs, assumptions and decisions, so a quoted figure is useful only when its definition and context are clear.
What does “break-even” mean in oil?
Before comparing estimates, identify which balance sheet the number describes. A field’s profitability threshold is not the same as the government revenue needed to balance a national budget, and neither is necessarily the price needed to justify producing one additional barrel.

| Measure | What it asks | What it includes |
|---|---|---|
| Project or field break-even | What constant real oil price makes a field’s discounted revenues and costs balance? | Project cash flows over time, costs, production and a specified discount rate. The IMF describes this as a net present value calculation for an oil field. IMF, “Not All Energy Transitions Are Alike” (2023). |
| Incremental or operating threshold | Is it worthwhile to keep producing or make a particular next investment? | The costs that remain relevant to that decision. Historical spending already incurred may be sunk and excluded from an incremental calculation. |
| Fiscal break-even | At what approximate oil price would an oil-exporting government’s budget balance under stated assumptions? | Oil revenue, non-oil revenue, spending, export volumes, exchange rates and the tax schedule—not the full cost of producing a barrel. IMF, “Fiscal Break-even Oil Price: Definition and Decomposition” (May 2018). |
The IMF calls fiscal break-even “a standard measure used to assess fiscal vulnerability in oil-exporting countries.” It is an illustrative measure, not proof that a balanced budget is necessarily the right fiscal target.

A project threshold reflects the timing and scale of expected revenue against the costs of finding, developing, operating and eventually closing an asset. A higher required oil price can result from higher costs, lower or later production, or a higher return hurdle.

Capital costs and project scope
Exploration, drilling, completion, development facilities and decommissioning can all affect full-cycle economics. The project boundary matters: a calculation that includes the cost of discovering and developing a field will differ from one that considers only a later operating decision. For an already-drilled well, past drilling costs may be sunk; they do not necessarily determine whether completing it now is worthwhile.
Operating costs and field characteristics
Maintenance and day-to-day operation add to the cost of producing from a developed asset. The U.S. Energy Information Administration defines lifting costs as the costs to operate and maintain wells and related equipment and facilities per barrel of oil equivalent produced after hydrocarbons have been found, acquired and developed. That makes lifting cost one component of an asset’s economics, not a full-cycle break-even price. EIA, “Lifting Costs”.
Geology and the production method influence how much investment is needed and how much output it supports. Two assets can therefore have different thresholds even when they sell into the same oil market.

Productivity, decline and timing
More production from a given investment can lower the price needed to recover costs. The shape of the production profile matters too: output that arrives sooner has a different present value from output arriving later, especially when cash flows are discounted. Declining production can also affect how much revenue a project generates over its life.
Discount rate and required return
A project break-even is conditional on a discount rate. A higher rate puts less present value on future cash flows and generally raises the oil price needed for the project’s discounted revenues and costs to balance. Two estimates using different return hurdles are not directly comparable even if they describe the same field.
Taxes and fiscal terms
Royalties, production taxes and other fiscal rules change how project revenue and costs are divided between an investor and government. Their effect depends on the rules’ details, including how they apply to prices, costs and returns; there is no single adjustment that applies to every regime.

Technology and efficiency
Technology and operating efficiency can change the cost of developing or producing oil, so a threshold is not fixed by geology alone. EIA identifies technology improvements as one factor that can reduce costs and support additional non-OPEC supply. EIA, “What Drives Crude Oil Prices: Supply—Non-OPEC”.

Why a producer’s next barrel may have a different threshold
A full-cycle project calculation asks whether the investment can recover the costs of the whole project and meet its return requirement. An incremental decision asks whether the next step makes sense given costs already incurred. This distinction can matter when a producer decides whether to complete a drilled-but-uncompleted well, or to continue operating an existing well.
EIA’s shale analysis illustrates the difference. In its 2017 study, using a 2014 cost scenario, the estimated price thresholds for average-productivity wells were about $50–$100 per barrel for full drilling and completion of a new well and about $35–$75 per barrel for completing a drilled-but-uncompleted (DUC) well. The DUC estimate counted the incremental completion cost rather than the full cost of drilling and completion. These were historical scenario estimates that varied by shale play and productivity—not current quotes or universal costs for oil production. EIA, “The Price Elasticity of U.S. Shale Oil Reserves” (July 2017).

For the study’s median-productivity wells, the corresponding historical ranges were roughly $80–$170 per barrel for a new well and $50–$100 per barrel for a DUC. Across the plays analyzed, the DUC threshold was 39% below the new-well level for average-productivity wells and 43% below it for median-productivity wells. Those percentages and ranges belong to that study’s 2014 cost scenario, not to all shale wells or present-day production.

A fiscal break-even estimates the oil price at which a government’s budget would balance under specified revenue and spending assumptions. It does not estimate how much it costs an operator to produce oil. A country can have a high fiscal threshold because of its budget choices or the share of oil revenue it collects, even when production costs are comparatively low.
The IMF’s fiscal measure assumes that non-oil revenue does not depend on the oil price and that fiscal oil revenue changes linearly with it. Its decomposition highlights several influences:

- Spending and fiscal adjustment: higher government spending, or limited adjustment when oil revenue falls, can raise the price needed to balance the budget.
- Oil revenue per barrel: a change in the oil taxation schedule can alter how much revenue the government receives at a given market price.
- Export volumes: changes in the volume of oil sold affect total fiscal revenue.
- Exchange rates and price levels: real exchange-rate depreciation and related price changes can affect the reported threshold.
For a meaningful country comparison, label each estimate with the country, year, definition and source. A national fiscal figure and a field-level production threshold describe different balance sheets and should not be treated as competing estimates of one universal production cost.
What drives the market price of crude oil?
The market price is not itself a break-even measure. Broadly, it responds to global supply and demand. Economic growth can affect petroleum demand; on the supply side, OPEC decisions, non-OPEC production, inventories and disruptions all matter. Production costs can influence which projects are economic and how supply responds over time, but they do not directly set a single global price.
OPEC production targets and available spare capacity can affect the supply reaching the market. EIA defines spare capacity as production that can be brought online within 30 days and sustained for at least 90 days. It can serve as a buffer against supply disruptions; it is not a cost-based break-even price. OPEC’s influence is also shaped by quota compliance, non-OPEC competition, supply efficiency and whether consumers can or will reduce demand. EIA, “Oil Prices and Outlook”.

Do not compare figures until you know what each one measures. Use these questions to check whether the estimates are actually comparable:
- Which measure? Is it a project or field calculation, an incremental production decision, or a government fiscal estimate?
- What place and asset? Identify the country, basin, shale play, field or project.
- Which costs count? Is the figure full-cycle, or does it exclude sunk costs and include only the next operating or completion step?
- What production profile? Check the productivity assumption, expected output and timing.
- What cost vintage and price basis? Note the estimate date and any stated inflation or price-year basis.
- What return hurdle and fiscal rules? For project figures, check the discount rate; for investor cash flows, check tax and royalty treatment.
- What assumptions apply to a country budget? Check spending, non-oil revenue, export volume, exchange rates and the oil tax schedule.
- Who estimated it, and when? Record the source and publication date, and do not present a historical scenario as a current estimate.
The available EIA and IMF sources do not establish one current, universal break-even price across oil projects or countries. A precise figure without its definition and assumptions is more likely to confuse than to explain.
