That shorthand must be adjusted for service mix, foreign exchange, acquisitions, contract structure and accounting rules. Utilization determines how much available delivery capacity becomes billable. Deal bookings indicate future contracted opportunity, but they are not the same as revenue recognized in the booking period.

Most large providers combine labor-based consulting and engineering with managed services, fixed-price projects, outcome-based contracts, software or intellectual property, and other offerings. Each stream has different billing and revenue-recognition mechanics, so no single formula describes every company. For staff-intensive work, however, two variables are especially useful: billable volume and the average rate realized on that volume.
#1 Best Overall
Billable hours create the volume base
Billable hours are the client-service hours that can be charged under a contract. More billable hours generally mean more revenue when rates and contract terms remain stable. Hours can rise because a firm wins more work, expands an existing account, starts a delayed project, adds delivery staff, or moves people from internal activity to client assignments.
Hours can fall even when a sales pipeline looks healthy. A customer may delay a start date, reduce scope, pause discretionary work, or take longer to approve a consulting engagement. A skills mismatch can also leave employees available but not assignable to the work that is currently selling.
Realized rates determine revenue per unit of work
The average bill rate is the amount actually realized per billable hour after the effects of contract terms, discounts, geography, role mix and service mix. A higher rate can lift revenue without adding headcount, but only if clients accept the price and the work remains billable.

Robert Half’s FY2026 Form 10-K says its revenue performance is primarily driven by billable hours and average bill rates. In the company’s year ended May 30, 2026, revenue decreased 18.0% to $452.0 million. Billable hours decreased 17.5%, while the average bill rate decreased 0.9%. The two changes together explain why a relatively small rate decline did not offset the much larger volume decline.
| Robert Half FY2026 measure | Reported result | Qualification |
|---|---|---|
| Total revenue | $452.0 million, down 18.0% | Year ended May 30, 2026 |
| Billable hours | Down 17.5% | Company-wide change for the same fiscal year |
| Average bill rate | Down 0.9% | Company-wide change for the same fiscal year |
| U.S. average bill rate | Up 2.4% | U.S. result; not the company-wide average |
| Enterprise average bill rate | Declined | Partly affected by geographic revenue mix |
The same filing shows why a company-wide average can conceal local differences: U.S. average bill rates rose 2.4%, while the enterprise average declined partly because of geographic mix. A firm can therefore report stronger rates in one region while its consolidated rate falls.
Other revenue streams break a simple hours-times-rate model
Managed services may be priced by capacity, transaction, availability or outcome. Fixed-price work is recognized as performance obligations are delivered rather than as a simple hourly total. Products and intellectual-property-led services can add revenue with less direct relationship to employee hours. Use the hours-times-rate model as a diagnostic for labor-based work, not as a universal accounting identity.
How utilization affects revenue and margins
Utilization is the proportion of available delivery capacity assigned to billable client work. The denominator and exclusions differ by company, so an analyst must read the definition before comparing percentages. A utilization figure may cover a particular service line, geography, employee group or period rather than the entire workforce.

Why higher utilization can improve economics
When demand exists, moving an available employee onto billable work increases revenue without adding the full cost of another employee. Fixed delivery costs are spread across more billable output, which can improve operating margin. Utilization can also reveal whether hiring has outrun demand or whether a project pipeline is being converted into starts.
Why utilization is not a standalone growth target
High utilization does not create demand. A firm can keep utilization high temporarily by assigning scarce specialists to urgent work while underinvesting in sales, training or bench capacity. Conversely, a short-term utilization decline may reflect deliberate hiring ahead of a large contract, reskilling or investment in a new capability.
Neither EPAM nor Wipro establishes a universal utilization target that applies to all large IT services firms. The meaningful comparison is the definition, period, workforce denominator, delivery location and service mix behind each figure.
Levers that change utilization
- Demand and start timing: delayed client approvals or weaker discretionary spending leave people unassigned.
- Skills alignment: employees may need training before they can fill open roles in cloud, data, cybersecurity or other growing practices.
- Redeployment: moving staff from a completed project to another account can prevent avoidable bench time.
- Reskilling: training can convert declining skills into capabilities that are selling, although it creates a near-term cost and may reduce billable time.
- Subcontractor mix: firms can flex external capacity, but the balance affects cost, control and utilization calculations.
- Delivery location: shifting work among locations changes both available capacity and cost-to-serve.
- Seniority pyramid: the mix of junior, mid-level and senior staff affects the number of hours that can be sold at each rate.
Wipro identifies reskilling and redeploying employees, together with optimizing utilization over its variable subcontractor workforce, as profit levers. EPAM lists utilization improvement, delivery-location efficiencies and pyramid or seniority mix among its margin initiatives.
How bill rates, pricing and service mix change growth
Rate growth and revenue growth can diverge
Rates can increase while revenue falls if billable volume declines faster. The reverse also occurs: revenue can rise because hours increase even when average rates weaken. Always inspect both components rather than treating a single reported growth percentage as a pricing signal.
Mix can raise or lower the consolidated average
Higher-value consulting, specialized engineering and transformation work can command better rates than routine delivery. A shift toward lower-rate geographies or less senior roles can reduce the company-wide average even when local rates are rising. Robert Half’s U.S. increase and enterprise decline illustrate this mix effect.
What limits price realization
- Clients may resist increases during budget pressure or competitive rebids.
- Large customers may consolidate vendors and use their scale to negotiate discounts.
- Contracts signed under older pricing may delay the benefit of a new rate card.
- Productivity commitments can require a provider to deliver more output for the same fee.
- AI-enabled delivery can create pressure to share efficiency gains with clients, especially in new contracts.
Wipro names better price realization and a greater share of higher-valued transformation work as operating levers, while warning that market acceptance can limit price increases. Its filing also notes that AI-driven productivity expectations can pressure revenue realization in new contracts.
Do large deal wins immediately increase revenue?
No. A booking is a signed commercial commitment or order intake measure; recognized revenue is recorded as contractual performance is delivered under the applicable accounting rules. The path from booking to revenue can include implementation planning, security reviews, staffing, procurement steps, phased milestones and customer acceptance.
What separates bookings from recognized revenue
- Start date: a signed contract may begin months after announcement.
- Contract duration: a multiyear deal contributes revenue over its delivery period, not all at once.
- Scope changes: customers can defer, reduce or expand work.
- Cancellations and renewals: a booking can be canceled, renegotiated or replaced before full delivery.
- Revenue rules: fixed-price, managed-service and outcome-based arrangements recognize revenue differently.
- Delivery capacity: a provider must recruit, train or redeploy people before it can perform the work.
Wipro’s FY2026 booking example
Wipro defines a large deal as a contract with at least US$30 million in total contract value. In FY2026, it reported large-deal bookings of US$7,829 million, up 45.8% year over year, compared with US$5,368 million in FY2025. Total order bookings rose 14.9% to US$16,449 million.
| Wipro FY2026 measure | FY2026 result | Comparison or definition |
|---|---|---|
| Large-deal threshold | At least US$30 million total contract value | Wipro’s stated definition |
| Large-deal bookings | US$7,829 million | Up 45.8% from US$5,368 million in FY2025 |
| Total order bookings | US$16,449 million | Up 14.9% year over year |
| IT Services revenue | Up 3.71% reported | FY2026 reported-currency basis |
| IT Services revenue | Down 1.6% constant currency | FY2026 constant-currency basis |
These booking totals should not be presented as FY2026 revenue. Wipro separately reported IT Services revenue growth of 3.71% in reported terms and a 1.6% decline in constant currency. The difference shows why bookings, revenue and currency-adjusted growth must be analyzed as separate measures.
Why can bookings rise while reported growth stays weak?
A strong order book can coexist with weak current-period revenue for several practical reasons:
- Conversion lag: contracts are signed before delivery starts, so the revenue benefit appears in later quarters.
- Phased delivery: a large total contract value may be spread over several years.
- Currency movement: translating overseas revenue into the reporting currency can increase or reduce reported growth without changing local-currency demand.
- Acquisition timing: acquired revenue may lift reported results, while organic operations remain flat or down.
- Mix and pricing: new work may carry lower rates, more productivity commitments or a different geographic mix.
- Client caution: customers may sign strategic agreements but delay discretionary work or project starts.
- Delivery constraints: shortages in the required skills can postpone revenue conversion.
Wipro attributed its FY2026 reported increase principally to currency depreciation, acquisitions and new deal wins, while reduced discretionary client spending affected results. Its constant-currency decline is therefore essential context, not a footnote.
What operating model turns demand into profitable growth?
Large firms usually manage growth as a linked system rather than as a sales-only target.
1. Build demand in durable service areas
Account expansion, consulting-led transformation, cloud and legacy modernization, data work, automation and managed services can create multi-year opportunities. Management forecasts and strategic presentations describe opportunities; they are not proof that revenue has already materialized.
2. Qualify and price the pipeline
Sales teams need to distinguish total contract value from near-term revenue, identify start dates and milestones, and test whether the proposed rate covers delivery cost. A large contract with aggressive productivity promises may add bookings while producing less revenue per employee.
3. Prepare the right capacity
Hiring ahead of demand can support rapid starts but temporarily lowers utilization. Reskilling and redeployment can improve utilization without equivalent hiring, although training consumes time and money. Subcontractors provide flexibility but can change gross margin and control over delivery.
4. Deliver efficiently
Automation, reusable intellectual property, standardized platforms and an appropriate seniority pyramid can reduce cost-to-serve. Efficiency becomes growth only when the firm retains enough value through pricing, wins more volume, or uses the capacity released to take on additional work.
5. Convert delivery gains into commercial outcomes
Providers may use consumption pricing, outcome-based contracts, managed services or other commercial models to share risk and monetize productivity. The contract design determines how quickly efficiency appears in revenue and margin.

AI is both a demand category and a change to delivery economics. Firms describe AI-native products, data preparation, modernization, automation, agentic business-process outsourcing and AI-enabled managed services as growth opportunities. They also expect AI productivity to affect staffing, cost-to-serve and commercial models.
EPAM’s stated strategic areas
EPAM’s 2026 Investor Day presentation describes AI-native offerings; AI-foundational work such as data preparation and modernization; cloud and legacy transformation; agentic BPO and AI-enabled managed services; and a modest contribution from mergers and acquisitions. It links delivery efficiency and AI productivity to lower cost-to-serve and new commercial models. These are management strategy and forward-looking claims, not independently verified realized growth.

Wipro’s stated priorities
Wipro’s FY2026 Form 20-F lists large-account development in profitable markets, consulting-led and AI-powered large-deal pursuit, differentiated offerings, talent and client centricity among its priorities. Management states: “Our growth will be supported by our focus on AI and M&A.” That sentence describes the company’s strategy, not an independent forecast.

Keep market estimates in scope
| Estimate | Scope and period | Attribution |
|---|---|---|
| $1.8 trillion IT services market by 2029 | Excludes infrastructure as a service; approximately 5% CAGR for 2025–2029 | Gartner’s Market Opportunity Map: IT Services, Worldwide, dated November 19, 2025, as quoted in EPAM’s 2026 Investor Day presentation |
| Approximately 6.5% CAGR | Selected business consulting, technology consulting and application implementation segments for 2025–2029; excludes infrastructure as a service | Gartner report dated November 19, 2025, as quoted by EPAM |
| $4.7 trillion AI market estimate for 2029 | Direct and indirect AI spending across a broader scope than IT services | Gartner estimate relayed in EPAM’s presentation |
The $4.7 trillion AI figure must not be used as an IT-services market size because its scope is broader. Likewise, the $1.8 trillion figure is an estimate relayed by EPAM, not a realized 2029 total.
How to compare growth claims across firms
Use a consistent checklist before deciding that one provider is growing faster or operating better:
- Reporting basis: record reported growth and constant-currency growth separately.
- Fiscal period: note the exact year-end and whether periods are comparable.
- Volume versus rate: look for billable-hour or other volume changes alongside average-rate changes.
- Utilization definition: identify the workforce denominator, geography, service line and exclusions.
- Bookings versus revenue: separate order intake, backlog, contract value and recognized revenue.
- Deal definition: check whether a “large deal” threshold refers to total contract value, annual contract value or another measure.
- Organic versus acquired growth: isolate acquisition contribution where disclosed.
- Mix: examine geography, service line, role seniority and contract type.
- Actual versus expected: label management targets, market estimates and forecasts rather than presenting them as results.
Common analytical mistakes and how to correct them
Mistake: treating bookings as immediate sales
Correction: ask when the contract starts, how long it runs, which milestones trigger recognition and whether the figure is total contract value or a period-specific amount.
Mistake: using one utilization benchmark for every provider
Correction: compare only figures with matching definitions and workforce populations. A disclosed percentage without its denominator is incomplete.
Mistake: assuming a rate increase proves pricing power
Correction: check geographic and service mix, employee seniority, discounts, contract renewals and the relationship between rates and billable volume.
Mistake: calling reported-currency growth organic demand
Correction: separate constant-currency performance, acquisitions and foreign-exchange effects. Wipro’s FY2026 reported increase and constant-currency decline demonstrate why this matters.
Mistake: presenting AI strategy as realized revenue
Correction: label AI initiatives as strategy, forecast or measured result. The reviewed company materials do not establish a sector-wide, independently verified revenue impact from AI.

The practical verdict
The strongest growth profile combines rising demand and bookings with timely project starts, improving billable volume, defensible rates, healthy utilization and efficient delivery. Any one metric can mislead: bookings may precede revenue, utilization can rise while demand weakens, rates can increase while mix lowers the consolidated average, and reported growth can differ sharply from constant-currency performance. Evaluate the full conversion chain—demand, contract, start, billable capacity, realized rate, delivery cost and revenue recognition—using the company’s fiscal period and definitions.
