Demand for IT services companies comes from five connected needs: building and operating AI infrastructure, moving workloads to cloud platforms, modernizing applications and data, improving security and resilience, and obtaining specialist skills or ongoing operations from outside providers. Those forces are not uniform. Current forecasts show exceptionally fast growth in data-center systems, infrastructure as a service (IaaS), and digital-transformation software, while traditional managed services and labor-intensive work face slower growth, pricing pressure, and automation.
The practical question is therefore not whether “technology spending” is rising. It is which service lines, industries, contract types, and delivery models are capturing that spending—and whether a provider can turn it into profitable, repeatable work.

What “demand for IT services” actually includes
IT services demand is the money organizations commit to work that helps them design, build, run, secure, or improve technology. It can appear as a one-time project, a multiyear outsourcing contract, a recurring cloud-operations agreement, or a consumption-based charge tied to usage.

That distinction matters because market statistics measure different things. A forecast of worldwide services spending includes many categories and suppliers. A contract index may count only large commercial outsourcing deals. Neither number is a direct estimate of revenue growth for every IT services company.

New spending can mean genuinely new technology work, but it can also mean work moving from an internal team to an external provider, or from one provider to another. A sound analysis separates market expansion from supplier share changes.
The latest market signals, with their definitions
Three 2026 data sets show why the opportunity is substantial but uneven. They cover different populations and should not be added together.
| Measure | Latest figure | What it indicates | Important qualification |
|---|---|---|---|
| Worldwide IT spending (Gartner, July 27, 2026 forecast) | $6.37 trillion in 2026, up 14.2% from 2025 | Broad technology-budget expansion | A forecast for all worldwide IT spending, not IT-services-company revenue |
| Data-center systems (Gartner) | $822 billion in 2026, up 62.5% | Exceptional investment in compute and related infrastructure | Forecast spending category; includes hardware systems and associated infrastructure demand |
| IaaS (Gartner) | $287 billion in 2026, up 29.3% | Strong cloud-infrastructure consumption | Forecast worldwide IaaS spending, separate from contract measures below |
| Software (Gartner) | $1.468 trillion in 2026, up 15.5% | More application, data, and platform work | Forecast software spending, not implementation-services revenue |
| Worldwide services (Gartner) | $1.570 trillion in 2026, up 5.3% | Moderate growth for the broad services category | Broader than managed services and not directly comparable with ISG ACV |
| Managed services plus XaaS ACV (ISG, second quarter 2026) | $42.4 billion, up 43% year over year | Large outsourcing and as-a-service deal activity | ISG index covers commercial contracts with annual contract value of at least $5 million |
| XaaS ACV (ISG, second quarter 2026) | $31.5 billion, up 65% | Rapid cloud and subscription-contract momentum | Measured contracts meeting the $5 million ACV threshold |
| IaaS ACV (ISG) | $25.8 billion, up 78% | Especially strong hyperscaler-related contracting | Contract value in the ISG index, not Gartner’s worldwide spending estimate |
| SaaS ACV (ISG) | $5.7 billion, up 25% | Growth in subscription software contracts | Same $5 million ACV threshold and index scope |
ISG’s full-year 2026 outlook, released July 9, 2026, calls for 30% XaaS growth and 2.1% managed-services revenue growth. Those are forecasts, not final results. The contrast between them captures the market’s central shift: cloud and consumption-based work is expanding much faster than conventional managed services.
AI adoption creates several layers of services demand
AI is not a single product category. It creates a chain of requirements—compute, storage, data preparation, model integration, application changes, governance, and ongoing operations. Each layer can generate work for different types of providers.
Infrastructure buildout
Training and serving models require high-performance processors, dense servers, networking, cooling, storage, and specialized data-center capacity. Enterprises also need help selecting architectures, estimating capacity, negotiating cloud commitments, and controlling energy and usage costs. Gartner analyst John-David Lovelock described data-center systems and IaaS as the top growth segments because of accelerating investment in “AI infrastructure, cloud platforms, and intelligent applications.”
The 62.5% forecast increase for data-center systems is therefore a signal for infrastructure-related engineering, integration, deployment, and operations work. It does not mean that every consulting firm will grow 62.5%; much of the value may accrue to equipment makers, cloud operators, and specialist infrastructure providers.
Data and application integration
Most companies cannot obtain useful AI results by attaching a model to an unchanged application. They must connect governed data sources, redesign workflows, expose secure interfaces, and measure output quality. Services companies are hired to build data pipelines, retrieval systems, model gateways, evaluation processes, and integrations with enterprise software.

IDC analyst Mariya Yahnyuk characterized the pattern this way: “The growth in DX software is broad-based. This is not simply an AI spending wave. Organizations are investing across the full software stack to transform how they operate, and AI is an accelerating part of that — not the whole of it.” The implication is durable demand for integration and modernization, even when a particular AI experiment is cancelled.
Governance, risk, and production operations
Moving an AI proof of concept into production introduces access controls, audit trails, data-retention rules, model monitoring, incident response, and human-approval processes. Providers can supply these capabilities as implementation projects or recurring “model operations” services. Demand is strongest where errors have financial, safety, privacy, or regulatory consequences.
Where AI can reduce services demand
AI also changes the economics of delivery. Large language models can automate portions of coding, testing, documentation, service-desk support, and routine analysis. ISG reports that labor-intensive work is being affected by these tools and that providers face greater competition and pricing deflation. A company may therefore win more AI-infrastructure and transformation work while selling fewer hours for repetitive tasks.
Cloud migration turns a project into a consumption relationship
Cloud adoption creates demand before, during, and after migration. The work usually starts with discovery: inventorying applications, classifying data, mapping dependencies, calculating total cost, and identifying compliance constraints. Architecture teams then choose a migration pattern—rehost, replatform, refactor, replace, or retire—and design identity, networking, backup, and disaster recovery.

After cutover, customers need optimization. Cloud bills fluctuate with usage, and poorly governed environments can waste money through idle resources, oversized instances, duplicate data, or untracked software licenses. Managed cloud teams provide monitoring, automation, patching, reliability engineering, and cost controls. This recurring layer is one reason XaaS contracts can grow faster than traditional outsourcing.
ISG’s second-quarter 2026 index recorded XaaS ACV of $31.5 billion, up 65% year over year. IaaS ACV reached $25.8 billion, up 78%, while SaaS ACV reached $5.7 billion, up 25%. These are contracts of at least $5 million in annual contract value tracked by ISG; they are not a census of all cloud spending. Gartner’s separate forecast of $287 billion in worldwide IaaS spending uses a different definition and should not be combined with those ACV figures.
Why cloud demand is not automatically profitable
Cloud projects can be labor-intensive at the beginning and price-sensitive afterward. Customers increasingly expect fixed outcomes, automated delivery, and transparent usage economics. Providers that simply resell capacity may face thin margins, while those that improve reliability, security, data performance, or unit cost can defend recurring fees.

Digital transformation and modernization broaden the addressable market
Digital transformation covers changes to customer journeys, internal workflows, products, and business models. It includes software, hardware, and services, so services demand can rise even when the eventual deliverable is a new application or platform.
IDC’s 2026 analysis of its Worldwide Digital Transformation Spending Guide projects global DX software spending to reach $640 billion by 2029. It expects software’s share of total DX spending to rise from 32% in 2026 to 36% in 2029, with a 21.7% compound annual growth rate for DX software, compared with 10.6% for services and 19.8% for hardware over the period described. IDC also projects AI to represent roughly 40% of worldwide DX software investment by 2029. These are projections, not observed outcomes.
Modernizing the foundations
Legacy systems often contain the data and business rules that new digital products require. Providers may be engaged to break monoliths into services, upgrade databases, expose APIs, move workloads to supported platforms, or replace unsupported components. Data quality, identity, and integration work can be less visible than a new front-end but are frequently prerequisites for AI and automation.
Delivering measurable business outcomes
Buyers increasingly tie transformation spending to cycle time, conversion, cost-to-serve, uptime, or risk reduction. This favors providers that can combine industry process knowledge with engineering and change management. It also raises delivery risk: a technically complete system may still fail if employees do not adopt it or if benefits are not measured.
Security and resilience make technology spending harder to defer
Security demand includes assessments, identity architecture, secure software development, threat detection, incident response, compliance evidence, and continuous monitoring. Resilience adds backup design, disaster recovery, redundancy, crisis exercises, and recovery testing. These services can be discretionary during a calm period but become urgent after an incident, regulatory change, or major supplier failure.

Sector context matters. IDC identifies security as a leading digital-investment use case in financial services, including cyber-threat detection and fraud prevention. In manufacturing and natural-resources operations, IDC highlights autonomous operations, aging equipment, maintenance, and complex supply chains. Those examples show why industry expertise can be as important as generic technical capacity; they do not prove that cybersecurity alone drives the entire IT-services market.
Outsourcing and operating-model changes redistribute work
Organizations outsource to obtain scarce skills, extend operating hours, accelerate a transformation, reduce fixed headcount, or transfer operational responsibility. A contract may cover a service desk, enterprise resource planning, network operations, application maintenance, or a complete cloud platform.

Outsourcing does not always create net-new demand. A new provider may replace an incumbent, an internal team may be transferred, or several contracts may be consolidated. ISG says much managed-services activity in the second quarter of 2026 reflected portfolio reshaping and operating-model changes. The same release notes greater competition and pricing deflation.
For providers, the winning proposition is shifting from labor volume to differentiated outcomes: automation, specialized knowledge, faster incident resolution, stronger compliance, or lower total cost. For buyers, the key question is whether a proposed contract changes the operating model in a way that is measurable and reversible if assumptions fail.

| Industry situation | Typical trigger | Services that may be purchased | Buying constraint |
|---|---|---|---|
| Regulated financial services | Fraud, cyber risk, reporting, and resilience requirements | Security engineering, data governance, monitoring, compliance automation | Auditability, privacy, and model-risk controls |
| Manufacturing and resources | Aging equipment, maintenance needs, and complex supply chains | Industrial analytics, connected operations, integration, predictive maintenance | Plant uptime and compatibility with operational technology |
| Digital-native or high-growth firms | Rapid scaling and variable demand | Cloud architecture, platform engineering, reliability, FinOps | Speed without runaway consumption costs |
| Organizations with legacy estates | Unsupported systems and slow releases | Application modernization, data migration, API integration | Business continuity and scarce internal expertise |
Macroeconomic conditions can delay discretionary transformation while leaving security, regulatory, and reliability work intact. Gartner analyst John-David Lovelock warned that budgets are strained by inflation, supply shortages, higher hardware and memory costs, AI-funding initiatives, and shifting priorities. A provider’s pipeline can therefore look strong while customer approvals move slowly.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Which service segments have the strongest momentum?
The available evidence supports a relative, not absolute, ranking.
- AI infrastructure and cloud platforms: Gartner’s data-center and IaaS forecasts and ISG’s IaaS contract growth point to the strongest current momentum.
- AI-enabled application and data work: Modernization, integration, governance, and production operations benefit from the need to make AI useful inside existing systems.
- Digital-transformation software and implementation: IDC’s projected DX software growth indicates a broad software cycle, with services required to configure and integrate it.
- Security and resilience: Regulatory exposure and operational risk create comparatively durable demand, although spending varies by sector and incident history.
- Traditional managed services: Still a large market, but ISG’s 2.1% full-year 2026 growth forecast is far below its 30% XaaS forecast, and pricing pressure is material.
- Routine labor-based work: Most exposed to automation and customer efforts to reduce hourly effort; demand may persist but with fewer billable hours and new skill requirements.

2. Revenue mix and contract durability
Separate recurring operations and consumption revenue from one-time projects. Recurring contracts can improve visibility but may carry renewal and pricing risk. Project work can grow quickly but is more exposed to approval cycles.
3. Industry specialization
Assess whether teams understand the buyer’s regulations, processes, and operational technology. Specialized knowledge can support premium pricing and reduce implementation risk; generic capacity may be easier for customers to replace.
4. Ability to prove outcomes
Look for metrics such as cloud-cost reduction, uptime, deployment frequency, detection time, fraud loss, processing time, or adoption. Vague promises about “innovation” are weaker than a baseline, target, measurement method, and accountable owner.

How buyers can turn the growth drivers into a sound sourcing decision
- Define the business problem first. State the outcome, baseline, deadline, risk tolerance, and systems in scope before selecting a service category.
- Classify the work. Decide whether you need strategy, implementation, migration, recurring operations, specialist capacity, or a combination.
- Map dependencies. Identify data quality, identity, network, licensing, compliance, and change-management prerequisites.
- Choose a commercial model deliberately. Use milestone or fixed-price structures where scope is stable; use consumption or managed-service pricing where demand is variable and service levels can be measured.
- Set outcome and exit clauses. Include service-level objectives, security obligations, data portability, documentation, transition assistance, and rights to audit performance.
- Review the economics quarterly. Cloud usage, automation rates, staffing assumptions, and vendor concentration can change faster than an annual contract cycle.
What could slow demand or change its shape?
- Budget strain: Inflation, hardware shortages, and competing AI initiatives can postpone projects even when long-term demand is intact.
- Provider substitution: A large contract win may represent a switch from another supplier rather than market expansion.
- Automation: AI can remove repetitive tasks, reducing volume-based revenue while increasing demand for higher-skill architecture, governance, and integration.
- Cloud cost backlash: Customers may delay migrations or repatriate selected workloads if consumption costs, performance, or compliance outcomes disappoint.
- Project failure: Weak data foundations, poor adoption, and unclear ownership can cancel expected benefits and make buyers more cautious.
- Concentration: A provider dependent on one hyperscaler, industry, or large customer is more exposed to changes outside its control.
Outlook: a larger market, but a selective one
Gartner’s July 2026 forecast points to unusually strong investment in data-center systems, IaaS, and software within a $6.37 trillion worldwide IT market. ISG’s second-quarter contract data shows hyperscaler-related XaaS demand running well ahead of managed services. IDC’s projections indicate that digital-transformation software will continue taking a larger share of investment through 2029, with AI accounting for a substantial portion but not all of it.
These signals support a clear conclusion: demand is moving toward services that connect AI and cloud investment to secure, modern business operations. Providers that combine infrastructure expertise, software engineering, industry knowledge, and measurable managed outcomes are better positioned than those relying mainly on undifferentiated labor. Buyers should treat every growth statistic as directional, verify the definition behind it, and test whether a proposed service improves a specific business metric.
Frequently Asked Questions
Is rising IT spending the same as rising demand for IT services companies?
No. Worldwide IT spending includes hardware, software, cloud consumption, and services. Some spending is handled internally, and some outsourcing growth reflects work moving between providers. Contract data and services forecasts must be interpreted separately.
Why is XaaS growing faster than traditional managed services?
Cloud and subscription models let customers scale consumption and fund new AI workloads quickly. Traditional managed-services contracts are more exposed to portfolio consolidation, automation, competition, and pricing deflation.
Does AI threaten IT services companies?
It changes the mix. AI creates infrastructure, integration, governance, and operations work while automating portions of repetitive delivery. Providers need to shift from selling hours toward specialized expertise and measurable outcomes.
Which industries currently have especially clear technology-service needs?
Financial services has strong security, fraud, and compliance requirements. Manufacturing and resources companies face aging equipment, maintenance, and complex supply-chain challenges. Actual budgets still vary by company and economic conditions.
