A parcel may have inexpensive land and a favorable zoning map, yet remain unbuildable for a 50 MW campus if the utility cannot provide firm interconnection capacity, transmission upgrades, or a date-certain energization plan. Power readiness influences land value, design, construction timing, tenant commitments and the return lenders and equity investors can underwrite.
After power, the largest influences are resilient electrical and cooling systems, workload-specific fit-out (especially for AI), skilled labor, long-lead equipment, material availability, permitting and community constraints. Those factors determine how much capital must be committed before revenue starts, how long that capital is outstanding and whether contracted cash flow is credible enough to support debt or a joint venture.

What counts as a data-center construction cost?
“Cost per megawatt” is useful only when the scope is stated. A shell-and-core figure can cover the building structure, basic mechanical and electrical plant and related construction, while excluding land, utility-enabling work and the servers that generate the tenant’s revenue. An all-in greenfield figure may include site development and power infrastructure. Technology fit-out can be a separate, tenant-funded investment.
| Benchmark | What it measures | Qualification |
|---|---|---|
| $11.3 million per MW (2026 forecast) | JLL global average shell-and-core cost | For a single-tenant, 50 MW, air-cooled facility; excludes land acquisition and active IT equipment. |
| $10.7 million per MW (2025) | JLL global average shell-and-core cost | Up from $7.7 million per MW in 2020, a 7% compound annual growth rate. |
| $17.6 million per MW | Cushman & Wakefield average greenfield development cost | Modern facilities in the United States and Canada; excludes chips and GPUs; average cost was 21% higher than its Q4 2024 guide. |
| Up to $25 million per MW | JLL estimate for tenant technology fit-out | Possible for AI infrastructure and separate from shell-and-core construction. |
These figures are not contradictory price quotes for the same product. JLL’s global shell-and-core benchmark excludes land and active IT equipment; Cushman & Wakefield’s North American greenfield number covers a broader development scope. Geography, year, building type, cooling approach and what the estimate includes must be aligned before comparing projects.

Power availability determines whether a site is feasible
Utilities, transmission owners and developers distinguish between nominal capacity and deliverable power. A utility map may show generation nearby, but the project still needs an interconnection study, transmission or substation upgrades, a signed service agreement, deposits and a construction schedule for the connection. Until those items are firm, the “available” megawatts cannot reliably support a tenant delivery date.
How power changes the cost base
- Enabling infrastructure: Substations, transformers, switchgear, transmission extensions, backup generation and fuel systems can be major capital items before the data-hall shell is complete.
- Redundancy: Tier and contractual availability requirements determine whether the design needs duplicate utility feeds, generators, UPS systems, batteries and concurrently maintainable distribution paths.
- Land value: Cushman & Wakefield reported powered land in primary US markets averaging $584,000 per MW year-to-date in 2026, 35% above its five-year average and 51% above the prior year. That premium reflects deliverability, not simply acreage.
- Schedule: A delayed interconnection can leave a finished building unable to generate rent, forcing the owner to fund interest, security, insurance and staff for longer.
Power infrastructure represented 21% of average greenfield development cost in Cushman & Wakefield’s 2026 US and Canada guide. The same guide identifies supply-chain constraints, wage increases, changing land fundamentals and critical-component scarcity as cost pressures. John McWilliams, its Head of Data Center Insights, summarized the market shift: “The data center industry is entering a new phase where access to power, land, and skilled labor are increasingly determining where growth can occur.”
Questions to ask before treating land as “powered”
- What firm capacity is contracted today, and what portion is subject to an upgrade or study?
- What is the utility’s date for energizing the customer substation and each planned phase?
- Who pays for transmission, substation and protection upgrades, and when are deposits due?
- Are curtailment, interruptibility, congestion or fuel constraints part of the service agreement?
- Can the site support the required voltage, fault-current level and redundancy without redesign?
Electrical, mechanical and workload requirements set the engineering bill
Electrical plant
High-density halls require more than a utility service entrance. Medium-voltage distribution, transformers, switchgear, UPS systems, batteries, generators, fuel storage, automatic transfer equipment, controls and monitoring must be sized for the contracted IT load and the required resilience. A design that adds a second independent path or extra generator capacity costs more initially but may be necessary to meet a tenant’s availability or maintenance standard.
Cooling and heat rejection
Air-cooled designs are the basis of JLL’s $11.3 million-per-MW 2026 shell-and-core benchmark. JLL says liquid-cooled facilities carry a 10% construction-cost premium. Liquid systems can require coolant distribution units, heat exchangers, pumps, treatment, leak detection and a different structural and controls layout. They can be justified when rack densities exceed what air systems can remove efficiently, but the premium should be modeled with the workload rather than applied as a universal rule.

AI and other specialized workloads
Accelerated-compute deployments add expensive tenant equipment, high-density power distribution, networking, storage, software and commissioning. JLL estimates that tenant technology fit-out for AI infrastructure can reach $25 million per MW. That amount is not part of the shell-and-core benchmark and may be paid by the tenant, the operator or a financing vehicle, depending on the lease and ownership structure. A project can therefore have a modest building cost but a very large total capital requirement once GPUs, servers and networking are included.
Multistory and constrained sites
Where land, grid access or planning rules favor a compact footprint, multistory construction may be considered. JLL reports a 20% construction-cost addition for multistory facilities in the Americas. Structural loading, vertical logistics, fire protection, elevators, cable routing and maintenance access all change; the premium should be compared with the value of preserving scarce powered land.
Labor, equipment and supply chains add contingency and time
Data centers need electricians, controls technicians, pipefitters, commissioning specialists, engineers and experienced construction managers. Cushman & Wakefield reports average annual skilled-trade wage growth of 5% from 2021 through 2024. In markets with few qualified crews, labor scarcity can raise bids and force parallel shifts or imported labor, while overtime and travel increase indirect costs.

JLL reports an average equipment lead time of 33 weeks, 50% longer than pre-2020 levels. Transformers, generators, switchgear, chillers, pumps and controls can sit on the critical path. JLL also reports that 57% of data-center projects experienced a delay of at least three months in 2025. Developers were preordering some materials as much as 24 months ahead, and operators of scale were holding six to twelve months of strategic inventory for critical components.

Financial effects of a long procurement cycle
- More equity or a larger construction facility is needed before equipment is installed.
- Interest during construction, commitment fees, insurance and site overhead run for longer.
- Escalation clauses and substitutions can change the final cost after debt is committed.
- A late component can move commissioning and the start of lease payments, reducing debt-service coverage during the ramp.
Procurement plans should therefore identify every long-lead item, its approved alternatives, deposit schedule, factory-test date, shipping path and installation sequence. A low initial bid is not a lower project cost if it omits realistic escalation or delivery contingency.
Permitting, zoning and community acceptance can change feasibility
Planning approval, environmental review, water-use limits, noise rules, generator emissions permits and community agreements can add months or require a different design. Data centers may face scrutiny over electricity demand, backup-generator testing, diesel storage, construction traffic and water consumption. A permit condition can force acoustic enclosures, lower operating hours, additional treatment or a different cooling system.
Delay risk matters financially even when the ultimate construction price is unchanged. The owner may have purchased land and ordered equipment while waiting for approval; lenders may charge a commitment fee; and a tenant may have a contractual right to terminate or defer if the delivery milestone slips. A credible schedule should show permitting gates and utility milestones separately from building activities.
Why financing needs are larger than the construction contract
Capital is spent on land, surveys, design, legal work, taxes, site preparation, utility deposits, power infrastructure, the building, mechanical and electrical plant, commissioning and sometimes tenant equipment. Revenue generally begins only after energization, testing, acceptance and lease or service ramp-up. The financing requirement is the peak cash deficit across that timeline, not simply the contractor’s price.

Four variables determine the peak requirement
- Amount and timing of spending: Early land, deposits and long-lead equipment can create a large draw before vertical construction begins.
- Schedule certainty: Longer construction or interconnection periods add interest and overhead and postpone operating cash flow.
- Revenue quality: A signed, creditworthy long-term contract supports more debt than an uncommitted plan to lease capacity later.
- Sponsor capacity: The developer’s balance sheet, guarantees, liquidity and experience determine how much contingency lenders expect and how much equity is available.
There is no single, comparable global “data-center construction funding gap.” Market estimates often mix land, servers and GPUs, networking, generation or broader AI infrastructure. A project-level funding model should state its scope and currency rather than apply a headline shortfall to every region.

| Instrument | Typical use | Key underwriting focus |
|---|---|---|
| Corporate debt | Flexible funding across data centers, power, networking and compute | Borrower balance sheet, leverage, ratings or covenants and the cash flow of the wider company. |
| Bank construction or project debt | Construction draws repaid from project cash flow or refinancing | Permits, utility milestones, budget, completion tests, contracted revenue and lender step-in rights. |
| Private credit | Situations requiring speed, bespoke terms or higher leverage | Collateral, pricing, covenant package, exit or takeout and downside recovery value. |
| Sponsor or joint-venture equity | Land, predevelopment, required equity and risk sharing | Capital-call obligations, governance, dilution, completion support and distribution waterfalls. |
| Special-purpose or asset-backed vehicles | Hold or develop an asset and raise debt against defined contracts or assets | Ring-fencing, bankruptcy remoteness, lease terms, reserve accounts and counterparty exposure. |
| Forward commitment | Investor agrees to acquire or fund a completed or qualifying facility | Completion conditions, delivery date, price adjustment, tenant credit and termination rights. |
The Bank for International Settlements describes vehicles that hold or develop data-center assets, receive sponsor equity and raise debt through private placements. Such structures can move borrowing away from a hyperscaler’s balance sheet, but they do not erase risk; obligations and exposure shift to the vehicle, sponsors, lenders and other non-bank investors. J.P. Morgan notes that corporate debt can fund a broad technology and power program, while project-level borrowing can be organized around contracted project cash flows. CBRE has documented rising demand in North America for construction financing, joint-venture equity and forward commitments, including large-campus structures and a Meta–Blue Owl joint venture. These examples are not a universal financing mix, particularly outside North America.
How investors compare two sites or projects
Use a like-for-like sequence. First align geography, year, workload and cost scope; then test the items below.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems- Power: Compare firm megawatts, interconnection status, energization dates, upgrade responsibility and delivered electricity cost.
- Land: Separate raw acreage from powered land and include acquisition price, taxes, grading, roads and water or fiber access.
- Plant design: Record air versus liquid cooling, redundancy level, multistory construction, generator and fuel requirements and the IT load density.
- Execution: Check labor availability, named contractors, long-lead purchase orders, approved alternates and commissioning capacity.
- Approvals: Map zoning, environmental, emissions, water and community conditions to dated schedule gates.
- Revenue and finance: Test tenant credit, contract term, ramp, termination rights, interest rate, fees, contingency, yield on cost and refinance or sale assumptions.
Yield on cost—the stabilized operating return divided by total development cost—can fall even when headline rent is unchanged if power upgrades, delay interest or fit-out costs rise. Colliers describes infrastructure-style underwriting that emphasizes power readiness, long-term contracted revenue and yield on cost for this reason.
A practical pre-financing checklist
- Obtain a utility letter or agreement that states capacity, milestones, deposits and upgrade obligations.
- Build a cost plan with separate lines for land, shell and core, power infrastructure, cooling, tenant fit-out, financing costs and contingency.
- Attach a procurement schedule to the critical path and secure orders for transformers, switchgear, generators and cooling equipment early enough for the stated delivery date.
- Document permits, environmental conditions, community commitments and the consequences of a missed milestone.
- Model base, delayed-power and delayed-equipment cases, including interest during construction and postponed rent.
- Match each debt draw to an independently verifiable completion milestone and define who funds overruns.
- Stress the tenant’s credit, contract termination rights, renewal assumptions and the residual value of the building if the tenant does not perform.
What the numbers mean for a project decision
A site with a lower quoted shell-and-core cost is not necessarily cheaper. If it lacks firm power, requires a new substation, has a 24-month equipment exposure or faces uncertain permits, its total capital and financing duration can exceed a more expensive powered site. Conversely, paying for liquid cooling or a multistory structure can be rational when it unlocks high-density workloads or scarce powered land. The decision should be based on deliverable capacity, schedule-adjusted total cost and contracted cash flow—not a single dollars-per-MW figure.
