India’s cement demand is driven chiefly by infrastructure and housing, with additional demand from industrial and commercial construction. Prices and producer realisations depend not just on demand, but also on regional competition, available capacity and product mix. Profit per tonne rises when selling realisations and plant utilisation outpace costs; it falls when fuel, power, freight or raw materials become more expensive faster than prices can adjust.
What affects cement demand in India?
Cement demand has several engines, and each responds to different economic conditions. A national forecast can therefore hide important differences between infrastructure construction, rural homes, urban housing and private-sector projects.

Infrastructure and public projects
Roads, railways, irrigation and urban infrastructure are major sources of cement consumption. Public allocations support this demand, but a budget announcement does not immediately translate into cement sales: projects must be awarded, workers and materials must be available, and construction must proceed. Crisil noted that weak state spending had slowed project execution in the first half of FY2025. In its July 2026 outlook, Crisil described infrastructure as about one-third of consumption and expected it to lead FY2027 demand. Crisil Ratings, July 2026; Crisil Ratings, July 2025

Rural and urban housing
Rural homebuilding is influenced by agricultural income, rural wages, public housing and employment programmes, and weather. A weak monsoon can weigh on farm earnings and rural construction. Urban housing depends more on real-estate activity, home-loan affordability and whether housing projects are completed on schedule. Crisil’s July 2026 outlook put rural housing at around 30% of demand and warned that pressure on agricultural income from a likely below-average monsoon could weaken it; the same outlook cited urban housing as a source of support. Industrial and commercial construction
Factories, commercial real estate and warehousing add another demand stream. These projects are exposed to private capital spending and business confidence, rather than only public budgets or household borrowing. In Crisil Intelligence’s April 2025 outlook for FY2026, industrial and commercial uses were estimated at 13–15% of domestic demand. That estimate belongs to that forecast vintage, not a permanent market split. Crisil Intelligence, 22 April 2025
Why are cement prices rising—or failing to rise—in India?
There is no single national cement price that applies to every buyer. Retail bag prices vary by region, product and point of sale. A producer’s net sales realisation is a different measure: it reflects what the company receives after accounting for factors such as product mix, discounts, taxes, freight arrangements and sales channel. A retail quote and a reported realisation should not be treated as interchangeable.
Demand can give producers room to raise prices, but capacity and competition determine how much of that demand translates into pricing power. New plants increase supply; rivalry among producers can limit increases even when demand grows or input costs rise. Crisil’s July 2026 outlook said commissioning capacity and heightened competition would constrain additional price increases in FY2027. Crisil Ratings, July 2026
ICRA’s 30 September 2026 update reported that net sales realisations rose about 2% year over year in Q1 FY2027, after a 7% increase in FY2026, and forecast a further 3–5% increase over FY2027. These are ICRA estimates and a sector outlook—not a promise of the same result for every company or state. ICRA, 30 September 2026

For a meaningful price comparison, identify the state or region, period, cement type or mix, whether the figure is a retail price or producer realisation, and whether tax is included. The cited outlooks do not provide a current state-by-state retail price series, so they cannot establish what a buyer should expect to pay in a particular location.
How do costs shape cement company profit margins?
Operating profit or EBITDA per tonne shows how much a producer earns on each tonne sold; the percentage operating margin expresses profit relative to revenue. They answer different questions. Total operating profit can rise as sales volumes grow even if profit per tonne falls. Unit profitability also varies with product mix, plant utilisation, geography, energy sourcing, freight distances and access to raw materials.
Energy, freight and materials
Cement production uses substantial energy, and transporting heavy product creates significant freight exposure. Coal and petcoke, purchased electricity and other energy, diesel, limestone and other raw materials, and packaging all affect costs. In its July 2026 analysis, Crisil Ratings put power and fuel at about 30% of costs and freight at about one-quarter. A different Crisil Intelligence forecast, published in December 2025 for FY2026, put power and freight together at 54–55% of expenses. The two figures refer to different analyses and periods; neither is a universal cost breakdown. Crisil Ratings, July 2026; Crisil Intelligence, December 2025
Price pass-through and efficiency
Producers can try to pass higher input costs on to customers, but capacity additions and competition may restrict price increases. When costs rise faster than realisations, profit per tonne is squeezed. Green-energy sourcing and waste-heat recovery can reduce exposure to purchased energy; Crisil Ratings said green energy supplied 35–40% of sector electricity consumption in its July 2026 analysis. That is a sector estimate for the period, not a figure for every producer. Crisil Ratings, July 2026

What are the latest India cement-sector forecasts?
Forecasts from rating agencies describe different samples, periods and measures. They are not realised results and should be quoted with their source and fiscal year.
| Measure | Published estimate or forecast | Source and scope |
|---|---|---|
| Volume growth | FY2026 growth of 8.6%; FY2027 forecast of 6–7% | ICRA, 30 September 2026; sector update. Source |
| Net sales realisation | FY2026 increase of 7%; FY2027 forecast increase of about 3–5% | ICRA, 30 September 2026; sector update. Source |
| Retail cement prices | FY2027 forecast increase of 1–3% | Crisil Ratings, July 2026; its forecast measure differs from ICRA’s net sales realisation. Source |
| Operating profit per tonne | FY2026 estimate of about ₹1,000; FY2027 forecast of ₹925–950, a decline of ₹50–75 per tonne | Crisil Ratings, July 2026; analysis of 18 companies representing nearly 90% of domestic capacity. Source |
| OPBIDTA per tonne | FY2027 forecast of ₹820–870 | ICRA, 20 May 2026; its sample, assumptions and measure differ from Crisil’s. Source |
| Capacity additions and utilisation | FY2027 additions of 30–34 million tonnes per annum; utilisation around 70–71% | ICRA, 30 September 2026; sector outlook. Source |
The volume-growth forecast moderates from FY2026’s growth as the comparison base gets higher. ICRA cited housing and infrastructure demand, while also identifying softer GDP growth and a below-normal monsoon or El Niño conditions as risks. Capacity additions and utilisation matter to both supply and pricing: more supply can support longer-term availability while intensifying near-term competition. ICRA, 30 September 2026
How to compare cement companies or regional markets
Comparisons are useful only when their measurement bases match. Check the following before interpreting a price or margin gap:
Recommended Free Tools
- Use the same fiscal period, and distinguish actual results from forecasts.
- Separate sales volume from net realisation, and retail bag price from a company’s ex-tax or net price.
- Compare EBITDA or operating profit per tonne separately from percentage margin.
- Account for region, product mix, capacity utilisation, energy source and cost, freight distance, raw-material access, and local capacity and competition.
- When using an analyst sample, state its company count and coverage share where available.
The outlooks identify risks that can change the balance: energy and freight volatility, geopolitical disruption, monsoon and rural-income outcomes, construction labour availability, and the pace of infrastructure awards and execution. A forecast is therefore best read as a dated view under stated assumptions, not as a fixed outcome. Crisil Intelligence, 13 April 2026; ICRA, 20 May 2026
