Africa does not have one cement market, one prevailing price, or one representative profit margin. Demand, selling prices, and producer profitability are determined country by country by construction activity, effective production capacity, competition, energy and imported-input costs, currency movements, logistics, and management execution.
The relationship is straightforward but not automatic: population growth, urbanisation and infrastructure spending create potential demand; supply conditions and delivered costs determine prices; the price a producer realizes, multiplied by volume and reduced by operating, distribution, finance and foreign-exchange costs, determines its margin. The same year can therefore produce stronger results in one national market and stagnation or falling volumes in another.

What creates cement demand in African markets?
Urbanisation, population growth and infrastructure
Rapid urbanisation increases the need for housing, roads, utilities, schools, hospitals, commercial buildings and industrial sites. Population growth expands the underlying number of households and the amount of infrastructure required per person. Government-led infrastructure programmes can convert that long-term need into orders for cement and clinker.
Dangote Cement chief executive Arvind Pathak described the company’s assessment in its FY2024 annual report: “Despite a challenging macroeconomic environment, demand for cement across Sub-Saharan Africa (SSA) remained resilient, driven by rapid urbanisation, population growth, and government-led infrastructure initiatives.” That is management’s view of the markets in which the company operates, not an independently measured continent-wide statistic. The statement appears in the Dangote Cement FY2024 Annual Report.

These structural drivers explain why long-run cement consumption can rise even when a particular year is weak. They do not guarantee that a plant will sell more every year. Projects can be delayed, public tenders can be postponed, and private developers can stop building when financing becomes unaffordable.
Household purchasing power and construction finance
Residential construction is highly sensitive to incomes, mortgage availability, interest rates and the cost of imported materials. Inflation can increase the local-currency price of cement while simultaneously reducing the number of households able to build. Higher policy rates also raise the cost of working capital for contractors, distributors and producers.
Commercial and industrial demand follows investment cycles. A government with constrained tax revenue may announce infrastructure needs but execute fewer projects. Election periods can delay approvals or make contractors cautious. Weather can interrupt construction and deliveries, especially during heavy rains.

Why national outcomes diverge
Africa’s regions and countries can move in different directions. Dangote reported stronger performance in East and West Africa than in Southern Africa during 2024. Heidelberg Materials, in its own 2024 annual report, said: “Demand for building materials in the countries south of the Sahara stagnated in 2024 compared with the previous year.” The Heidelberg statement covers building materials rather than cement alone and is the company’s retrospective assessment of its relevant markets. It should not be treated as a complete statistical series for every sub-Saharan country; see the Heidelberg Materials Annual Report 2024.
When reading a demand number, identify whether it covers cement or all building materials, a company’s sales or total market consumption, one country or a region, and calendar 2024 or a company financial year. Those distinctions often explain apparently conflicting headlines.

Forecast growth is not the same as measured demand
Forecasts describe what analysts expected at a particular date. Company annual reports describe what management observed in its own markets after the period ended. They should be displayed separately rather than blended into a single “African growth rate.”
| Measure | Figure | What it means |
|---|---|---|
| World Cement outlook, published January 2025 | 2–3% African cement-demand growth forecast in each of 2024 and 2025 | Forward-looking industry forecast, not a measured result; scope is Africa-wide cement demand. |
| Heidelberg Materials, Annual Report 2024 | Sub-Saharan building-material demand described as stagnant in 2024 | Retrospective company assessment; scope is building materials in countries south of the Sahara. |
| Dangote Cement pan-African operations, 2024 | 11.1 million tonnes sold, down 1.1% from 11.3 million tonnes in 2023 | Actual sales by Dangote’s operations outside Nigeria, not total African market demand. |
The 2–3% outlook was published by World Cement’s “Cement 2025 – Uneven Recovery”. It cannot be reconciled mathematically with Heidelberg’s “stagnated” description because the measures differ in timing, scope and source. A company’s own volume can also fall while the market grows if it loses share, faces plant downtime or has a different country mix.
How supply conditions influence cement prices
Effective capacity matters more than nameplate capacity
Installed capacity is the theoretical maximum a plant could produce. Effective supply is lower when maintenance, fuel shortages, transport problems, security incidents or working-capital constraints limit output. Utilisation therefore matters as much as the headline number of tonnes per year.
Where several plants have spare capacity, producers may compete for distributors and projects through lower selling prices, discounts or longer credit. A market with limited available output can support firmer prices, provided customers cannot switch easily to imports or a nearby competitor. World Cement noted that rapid capacity expansion had weakened the supply-demand balance and expected competitive selling prices. A 2022 report by PPC and GIBS documents earlier oversupply and price competition; it is historical context, not evidence of current conditions. The report is available at Building Africa: The cement and building materials industry report.
Imports, exports and market geography
Trade can change the local balance. A country with surplus clinker or cement may export to a neighbouring market, while a deficit market may rely on imports if ports, border crossings and inland transport are workable. Freight costs and border delays determine whether an imported tonne is genuinely competitive against local production.

- [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
Dangote’s 2024 disclosures illustrate the contrast. It reported full capacity in Senegal and Ethiopia and near-full capacity in Cameroon, while surplus capacity in Nigeria enabled regional cement and clinker exports. The company’s chair Aliko Dangote was quoted by World Cement saying: “Nigeria used to be the second-largest importer of cement in the world. Now we export more cement than any other African country.” That ranking is presented as a statement attributed to Dangote in the article; no independent verification is provided.
Delivered price is not the same as ex-works price
Cement is heavy and relatively low value per tonne, so the delivered price includes plant loading, road or rail haulage, storage, distributor margins, taxes, port charges and sometimes cross-border costs. Two cities in the same country can therefore face different prices even when they are supplied by the same producer. No comparable current retail or ex-works price by African country is established, so no single continent-wide price is reliable.
Which costs determine a producer’s margin?
A useful operating approximation is:
Operating contribution = (realized selling price × tonnes sold) − production costs − distribution and logistics − overhead and finance-related costs, adjusted for foreign-exchange effects.
The weights differ by plant and country, but company reports identify several recurring pressure points.
| Cost or exposure | How it reaches profitability | Operational responses described by companies |
|---|---|---|
| Fuel and electricity | Coal, gas, diesel and power affect kiln heat, grinding and transport costs. Sudden price increases can compress margins when selling prices lag. | Alternative fuels, fuel diversification, energy efficiency and procurement changes. |
| Imported gypsum, spare parts and other inputs | Currency depreciation raises local-currency replacement costs even if the foreign-currency supplier price is unchanged. | Local sourcing where possible, inventory planning and efficiency improvements. |
| Imported coal access | Supply interruptions can reduce output or force use of a more expensive fuel. | Alternative fuels and changes to the cement-to-clinker ratio. |
| Distribution and logistics | Long distances, poor roads, congestion and border friction increase the cost of reaching customers and can limit the market a plant can profitably serve. | Logistics and supply-chain management, route changes and better plant-to-market planning. |
| Foreign exchange and financing | Currency translation changes reported group figures; local devaluation can increase imported costs and debt service. | Local-currency sourcing, operating efficiency and financial-risk management. |
Dangote reported that currency depreciation increased the cost of imported gypsum and spare parts. It also cited fuel diversification, local sourcing and operational efficiency as responses. In some pan-African operations, lower coal prices benefited 2024 results. These factors can move in opposite directions: a weaker currency may lift translated revenue while simultaneously raising local operating costs.

Company results show how volume, price and cost interact
Dangote’s pan-African portfolio
For Dangote’s operations outside Nigeria, 2024 sales volume was 11.1 million tonnes, down 1.1% from 11.3 million tonnes in 2023. Yet pan-African revenue rose 60.0% to ₦1,481.4 billion. The company attributed the revenue increase partly to selected-country price increases and the translation of local results into naira. Nominal revenue growth therefore does not represent equivalent physical demand growth.
Pan-African EBITDA was ₦345.3 billion, up 30.9% from ₦263.7 billion in 2023. The figure was reported before central costs and eliminations, and the company cited lower coal prices as a benefit in some operations. These are Dangote-specific results, not a benchmark for African producers. The detailed figures and definitions are in the Dangote Cement Full Year 2024 Results Statement.
Ethiopia: a plant-level example
Dangote reported 2.3 million tonnes sold from its 2.5 million-tonne-per-year Mugher plant in Ethiopia during 2024, down 4.7% year on year. It attributed the decline mainly to renewed security concerns and restricted access to imported coal from South Africa. The response included alternative fuels and optimisation of the cement-to-clinker ratio. This example shows why installed capacity cannot be used as a sales forecast: security, fuel availability and process choices can all reduce realized output.
Nigeria: surplus capacity and exports
Dangote described Nigeria’s 2024 backdrop as difficult because of currency depreciation, inflation, higher policy rates and higher fuel costs. At the same time, surplus capacity created an export channel for cement and clinker. Exports can improve plant utilisation, but their economics depend on border access, freight, exchange rates and prices in destination markets.

PPC: margin improvement without revenue growth
PPC’s consolidated continuing operations for the financial year ended 31 March 2025 provide a separate illustration. Revenue fell 1.9%, while EBITDA increased 28% and the EBITDA margin reached 16.1%, compared with 12.3% in FY2024. PPC attributed the improvement to cost-improvement initiatives that supported margins and cash flow. The result is for PPC’s reporting perimeter and fiscal year, not an Africa-wide sector average; consult the company’s FY2025 annual consolidated financial statements and SENS announcement.

How to analyse a country’s cement outlook
Investors, policymakers and construction businesses can avoid misleading comparisons by checking the following sequence:
- Define the product. Separate cement, clinker and broader building-material measures.
- Define the geography. Identify the country, region, company portfolio or pan-African segment.
- Separate demand from sales. Market consumption, a producer’s shipments and exports are different quantities.
- Check the period. Label calendar years, fiscal years and the publication date of forecasts.
- Measure effective supply. Compare operating capacity and utilisation, not only announced nameplate capacity.
- Map competitors and trade. Count local producers, import routes, export options and the strength of distributors.
- Build the delivered-cost picture. Include fuel, electricity, imported inputs, transport, taxes, port charges and currency effects.
- Read the margin definition. EBITDA, operating profit and net income are not interchangeable; note whether central costs and eliminations are included.
This framework also explains why a rising price does not automatically mean higher profitability. Inflation, devaluation or fuel costs may rise faster than the selling price. Conversely, a producer can expand EBITDA during flat or declining volumes if it improves utilisation, changes its fuel mix, reduces clinker intensity, cuts logistics costs or passes through price increases.
What the available evidence can—and cannot—tell you
The evidence supports a structural story of long-term demand potential combined with substantial annual volatility. It supports no official, current continent-wide cement-consumption series, no comparable country-by-country realized-price table and no universal African producer-margin benchmark. Forecasts such as World Cement’s 2–3% growth outlook should remain labeled as forecasts, while company disclosures should remain tied to their own markets and accounting definitions.
