What Does Privatisation Mean for India’s Space Sector?

Privatisation in India’s space sector means opening more activities to private companies and investors, not selling ISRO or transferring the Department of Space to private ownership. Under the Indian Space Policy 2023, non-government entities can build launch vehicles and satellites, provide space-based services, use government facilities and create infrastructure, provided they obtain authorization and comply with applicable rules.

The state remains responsible for policy, national-priority space services and strategic oversight. ISRO continues as the public space agency, while IN-SPACe acts as the principal interface for promoting, enabling, authorizing and supervising non-government space activities.

Privatisation here means liberalisation, not the sale of ISRO

In ordinary business language, privatisation can mean moving an activity from government ownership to private ownership. That is not what India’s space reforms establish. The policy direction is better described as expanded private participation or liberalisation across the space value chain.

India is allowing companies outside government to do more than supply components to the national programme. Subject to authorization, they may develop launch vehicles, build and operate satellites, deliver communication or remote-sensing services, use public space infrastructure and establish their own facilities. Public and private providers can therefore operate alongside one another.

ISRO has not been replaced. Its own clarification states: “Participation of private sector in space is not about reducing ISRO’s role.” The agency remains responsible for public research, national missions and technological development, while private firms can commercialise services and develop capabilities within the regulatory framework.

What changed after the 2020 reforms and the 2023 policy

The 2020 reform direction

Reforms initiated in 2020 created a more formal route for non-government entities to participate in space activities. The objective was to move from an arrangement in which companies were largely contractors or suppliers to one in which they could build and operate assets and offer services directly.

IN-SPACe was established as an autonomous agency in the Department of Space and described as a single-window interface between ISRO and private participants. Its remit covers promotion, facilitation, authorization and supervision of non-government activities.

The Indian Space Policy 2023

The Indian Space Policy 2023 sets out the broader framework. It anticipates private creation of both space-based and ground-based assets and says Indian consumers may procure communications, remote-sensing, data and launch services from public or private sources.

The policy’s consumer-procurement principle is explicit: “Thus, Indian consumers of space technology or services (such as communication, remote-sensing, data-services, launch-services, etc), whether from public or private sectors, shall be free to directly procure them from any source, whether private or public.” This does not remove regulation. It establishes a choice of provider while retaining authorization and supervision for activities that affect safety, security or national interests.

Who does what?

Institution or participant Primary role under the framework What it does not mean
Government of India and the Department of Space Set policy and retain responsibility for space-based public goods and services required for national priorities. They are not withdrawing from strategic space functions.
IN-SPACe Promotes, enables, authorizes and supervises activities by non-government entities; serves as the single-window interface with ISRO. It is not a blanket permission to undertake any space activity without review.
ISRO Continues as India’s public space agency, carrying out public missions, research and technology development. Its role is not being eliminated or handed over wholesale to companies.
NSIL Commercialises mature ISRO capabilities and supports industry-led use of technologies that are ready for wider deployment. It is distinct from IN-SPACe’s facilitation and authorization function.
Non-government entities May develop launch vehicles and satellites, provide space-based services, use government infrastructure and build facilities, subject to authorization and applicable rules. Participation does not remove strategic, security or national-interest controls.

What private companies can do

Build and operate launch vehicles

Private entities can seek authorization to develop launch vehicles and conduct associated activities. Authorization is required before an activity can proceed; the reform is not an unrestricted right to launch from any location or use any frequency, range or facility.

Develop satellites and space systems

Companies may create satellites and related space systems. Depending on the mission, they may also seek to operate those assets and sell the resulting capacity or data. The policy therefore opens both manufacturing and operations, rather than limiting companies to supplying parts for a government satellite.

Provide space-based services

Potential services include communications, remote sensing, data services and launch services. A user such as a business, public agency or other Indian consumer can procure from a private or public provider, subject to the rules governing the particular service.

Use public infrastructure or establish new facilities

IN-SPACe’s remit includes enabling non-government entities to use government space infrastructure and to establish new facilities. Access is therefore an authorised, supervised arrangement rather than automatic access to every ISRO site, test facility or launch range.

How authorization works in practice

IN-SPACe is the gatekeeper for non-government space activities. The exact documentation and technical requirements depend on the proposed mission, but the institutional sequence can be understood as follows:

  1. Define the activity. The applicant identifies whether it wants to build or operate a launch vehicle, satellite, service, facility or another space asset.
  2. Submit through the designated interface. The proposal is taken to IN-SPACe as the single-window interface between the applicant and the public space system.
  3. Provide technical and operational information. Review necessarily depends on the mission design, intended use of infrastructure, safety arrangements and other information required for that category of activity.
  4. Undergo public-interest scrutiny. A Department of Space Parliamentary answer in 2026 says authorization applications are evaluated with strategic, security and national interests in view.
  5. Receive authorization and comply with supervision. An approved entity remains subject to the conditions and supervision attached to its activity and to other applicable laws and rules.

This process explains why “open to private companies” does not mean “unregulated.” Authorization is a legal and policy gate, and supervision continues after approval.

Does this mean India is selling ISRO?

No. The reforms do not establish a sale of ISRO, the Department of Space or the public space programme. They separate several functions that were previously concentrated within the government system:

  • Policy-making and national-priority responsibilities remain with the government.
  • Public missions and core research remain part of ISRO’s role.
  • Commercialisation of mature capabilities is handled through NSIL.
  • Promotion, authorization and supervision of non-government activities are handled by IN-SPACe.
  • Private companies can build, operate and sell space-related capabilities within that framework.

In other words, ownership of a particular satellite, launch vehicle or service may be private, while the state retains authority over whether and how the activity can be conducted.

What the latest activity figures show

A Department of Space response to Parliament, posted on 29 July 2026, reported 108 authorizations granted to non-government entities and $187 million in investment reported for 2026. The authorization number and investment figure are dated indicators from that response, not automatically all-time cumulative totals. The investment amount refers to investment reported in 2026.

The same response describes scrutiny of applications in terms of strategic, security and national interests. That qualification matters: a rising number of approvals demonstrates activity under the framework, but it does not imply that every proposed mission is approved or that regulatory controls have disappeared.

How the public and private parts of the sector differ

Question Public system Private participation
Who owns the operating entity? Government institutions such as ISRO provide public capabilities. A company or other non-government entity may own the asset or business, subject to authorization.
Who provides the service? ISRO or another public provider can supply services for national programmes. An authorized company can supply communications, data, remote-sensing, launch or other permitted services.
Who authorizes private activity? Public missions operate under the government’s institutional mandate. IN-SPACe authorizes and supervises non-government activities.
Are strategic controls removed? No; national priorities remain a government responsibility. No; private proposals are assessed with strategic, security and national interests in view.
Can a customer choose a provider? Yes, where the public provider offers the required service. Yes, the 2023 policy allows Indian consumers to procure from public or private sources, subject to applicable rules.

What the reforms mean for customers and the wider industry

More than one potential supplier

The policy gives Indian consumers a basis to obtain space technology and services from either public or private sources. For a communications operator, mapping company or other user of space data, the relevant question becomes which authorized provider meets its technical and commercial requirements, rather than whether the provider must be a government agency.

A larger domestic value chain

Because participation can cover launch vehicles, satellites, services, infrastructure and use of public facilities, companies can specialise at different points in the value chain. One firm may manufacture a satellite, another may operate a data service and another may provide launch capability. The framework is designed to permit those roles while keeping the state’s supervisory authority.

Regulation remains part of the business decision

A private project must account for authorization, safety, security and any other rules applicable to its activity. A business plan based only on engineering capability or customer demand is incomplete if the proposed operation cannot satisfy the authorization process.

Foreign investment: what can safely be said

The government’s 2024 reform summary says the Cabinet liberalised the foreign direct investment policy for the space sector by prescribing easier thresholds for different sub-sectors and activities. That summary does not provide the threshold schedule.

Consequently, an exact FDI percentage or route should not be inferred from the summary alone. Investors need to consult the operative policy and identify the precise activity category before relying on a limit, automatic route or approval requirement. The applicable treatment can differ between activities, so a single number would be misleading without that classification.

Common misunderstandings

“Private participation means ISRO will stop launching missions.”

Nothing in the policy establishes that outcome. ISRO remains the public space agency, and the official clarification specifically rejects the idea that private participation is intended to reduce its role.

“Any company can launch once it has funding.”

Funding is not authorization. Non-government activities must pass IN-SPACe’s process and remain subject to supervision and national-interest considerations.

“The government no longer provides space services.”

The government retains responsibility for space-based public goods and services needed for national priorities. Private supply expands the set of providers; it does not eliminate the public one.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“The 108 approvals are a permanent total.”

They are the figure reported in the Parliamentary response posted on 29 July 2026. Any later total may differ, and the number should not be presented as an undated cumulative count.

The practical meaning in one sentence

India is moving from a predominantly government-operated space system toward a regulated ecosystem in which public institutions retain policy, strategic and national-priority responsibilities while authorized private entities can own, build, operate and sell a much broader range of space capabilities.
