Scaling alternative protein production requires more than building a larger plant. The pathway determines the factory, raw materials, process controls, regulatory route and evidence needed to prove that output is real. Plant-based foods use conventional food processing; fermentation-derived proteins depend on industrial bioreactors and downstream recovery; cultivated meat requires animal-cell culture at food-grade scale. Each pathway has different bottlenecks.

A credible scale-up plan therefore connects five things: available manufacturing capacity, reliable and affordable inputs, repeatable process performance, downstream finishing and purification, and approval to sell in a specific jurisdiction. Announced capacity, a commissioned facility, potential annual output and demonstrated commercial supply are different claims. Keeping those categories separate is the key to judging whether an industry is actually scaling.

What “scaling up” means in alternative protein

Scale-up is the transition from laboratory or small pilot production to repeatable, food-grade manufacturing that can supply customers at an acceptable cost. It involves both physical expansion and operational proof. A larger vessel or a new factory drawing does not demonstrate that a producer can run the process safely, economically and consistently.

Stage What it demonstrates What it does not prove
Laboratory proof The biological or food-processing concept works at small scale. Commercial yield, food-grade operation, low cost or reliable supply.
Pilot or demonstration Engineers can operate a larger process and identify control problems. That the process will run continuously or profitably at commercial volume.
Commissioned capacity A facility has been built, equipped and brought into operation. That its nameplate capacity is being achieved in routine production.
Potential annual output An estimate of what a facility could produce under stated assumptions. Actual sales, utilization, yield or customer deliveries.
Demonstrated commercial supply Product has been made in the facility and supplied to the market. That the same performance will automatically transfer to another product or site.

When comparing announcements, ask which row the evidence supports. The distinction matters because forecasts often aggregate intended facility output, while operating results depend on commissioning, demand, maintenance, yields, regulatory status and customer qualification.

Three production pathways, three industrial problems

Pathway Core production operation Scale-up priorities
Plant-based foods Process crops or plant-protein ingredients into structured foods using food-manufacturing equipment. Ingredient supply, protein functionality, cost, finished-product capacity, quality and investment in lines and infrastructure.
Fermentation-derived proteins and ingredients Grow microorganisms or use microbial systems in controlled vessels, then recover and finish the target ingredient. Food-grade industrial capacity, feedstock cost and availability, biological performance, process control, recovery and purification.
Cultivated meat Expand animal cells, guide their differentiation and assemble the resulting biomass into food. Media economics, serum replacement, aseptic food-grade operation, bioreactors, monitoring, automation, facility design and regulation.

USDA’s 2024 Economics of Cellular Agriculture report treats cellular agriculture as making animal products such as meat, seafood, milk and eggs with no or minimal use of animals. Its economic and regulatory discussion reflects the United States as of 2023, not every country or a permanent set of rules. The European Parliamentary Research Service (EPRS) uses a broader comparative frame for alternative proteins and examines readiness, industrial capacity, energy, environmental effects and nutrition in the European Union.

Plant-based production: scaling ingredients and food factories

Secure a dependable protein supply

Plant-based manufacturers need consistent supplies of protein ingredients whose composition, taste, color, water absorption and texture are suitable for the product. Scaling demand can expose a producer to crop variability, transport constraints, competing food uses and price swings. A formulation that works with one ingredient specification may require reformulation when a supplier, crop or processing method changes.

The cost question is not limited to the crop itself. Extraction, concentration, drying, storage, shipping and quality testing all affect the delivered ingredient price. Functional performance can determine how much ingredient is needed, whether additional binders or fats are required, and how much rework or waste occurs on the production line. A plant-protein primer from the Good Food Institute (GFI) treats nutrition, functionality, price, sourcing and consumer perception as separate questions because no single ingredient solves all of them.

Expand finished-product capacity

Factories must add mixing, extrusion, forming, cooking, chilling, packaging and sanitation capacity without losing control of texture and food safety. Capacity planning should distinguish the rated speed of a machine from effective output after changeovers, cleaning, maintenance, rejected batches and downtime. A line designed for one product may not deliver the same throughput when it must switch between shapes, recipes or allergen controls.

GFI’s manufacturing-capacity work separates global plant-based meat capacity from the question of how much capacity may be needed through 2030. Those are different analyses: an industry can have many facilities yet still face regional shortages, or announce expansion without having the equipment, labor and utilities needed to operate it. There is no universal plant-based “factory recipe” or single global capacity figure that applies to every product.

Design for scale from the recipe outward

  1. Specify the product. Define protein content, texture, cooking behavior, shelf life, allergen controls and target price before selecting equipment.
  2. Qualify more than one ingredient source. Test how changes in protein concentration, particle size, moisture and flavor affect the finished product.
  3. Measure line-level throughput. Include setup, cleaning, sanitation, yield loss, packaging constraints and cold-chain requirements rather than using a machine’s theoretical speed.
  4. Plan utilities and workforce. Water, steam, refrigeration, wastewater treatment, maintenance and trained operators can become limiting resources before the main processing machine does.
  5. Validate economics at the intended volume. Recalculate ingredient, energy, labor, packaging, logistics and quality costs using actual pilot or production data.

Fermentation: capacity, feedstocks and downstream recovery

Food-grade vessels are a bottleneck

Microbial fermentation is used for proteins, fats, flavors and other ingredients, but food-grade industrial capacity is not interchangeable with every biotechnology facility. The EPRS’s 2024 study identifies insufficient food-grade industrial capacity as a bottleneck. A producer may have a promising organism and a validated laboratory process yet still be unable to reserve a vessel that meets food, cleaning, traceability and scheduling requirements.

Capacity also includes seed trains, sterile or hygienic media preparation, utilities, inoculation, harvest, storage and downstream equipment. A large fermenter does not create useful output if the upstream culture cannot be expanded reliably or if the recovery train cannot process the broth at the required rate.

Feedstock determines both cost and impact

GFI’s 2026 fermentation industry report, covering 2025, describes feedstocks as a primary driver of production cost and a core impact driver in life-cycle assessments. First-generation inputs such as glucose and sucrose are familiar and widely used, but their price, land requirements and environmental profile can limit long-term competitiveness. Lower-impact alternatives may include side streams or other nontraditional substrates, yet those options bring their own problems: variable composition, collection and storage, contamination risk, supply geography, process performance and the need to redesign downstream purification.

Changing the feedstock can alter microbial growth, product yield, impurities and filtration behavior. It is therefore not a simple procurement substitution. The alternative must be tested through the entire process, from feed preparation to final specification, under the quality system used for food production.

Control the biological process

Fermentation scale-up requires reproducible control of temperature, pH, dissolved oxygen, agitation, aeration, foam and nutrient addition. The settings that work in a small vessel may not transfer directly to a larger one because mixing time, oxygen transfer, heat removal and sensor response change with geometry. Engineers need data from progressively larger runs to establish operating ranges and detect variability before commercial commitments are made.

Recover and purify the product

Downstream operations can dominate capital cost, energy use and yield. Depending on the product, the broth may require cell removal, concentration, filtration, centrifugation, drying, chromatography or other finishing steps. These operations must remove impurities while preserving functionality and meeting food specifications. A fermentation claim that reports only vessel volume leaves unanswered whether the final ingredient can be recovered at the required purity and cost.

What project examples do—and do not—show

Circular Bio-based Europe Joint Undertaking project descriptions illustrate the range of claims used in scale-up announcements. The MycoStruct project targets a 5,000-litre demonstration facility and output of 25 tonnes per year. Those are project aims, not established operating results. A separate project is described as having an operational facility with potential capacity of 10,000 tonnes per year and first commercial supply in 2025. “Potential capacity” remains an upper operating claim; it should not be read as proof that 10,000 tonnes were produced or sold.

Cultivated meat: scaling living cells into food-grade production

Make cells grow and differentiate reliably

Cultivated-meat production begins with cell lines that must proliferate, then often differentiate into muscle, fat or other tissues. The process has to maintain cell health and identity over repeated expansion while producing biomass with the desired composition and texture. Biological variability, contamination and changes in growth behavior can undermine a run even when the laboratory protocol is sound.

Reduce the cost of media

Growth media supplies nutrients, salts, growth factors and other components. Media can be a major cost because large-scale production requires substantial volumes and consistent, food-suitable ingredients. The 2024 Nature Food scoping review of cultivated-meat techno-economic analyses identifies cost reduction, including plant-based media components and serum replacement, as central to scale-up feasibility.

Replacing animal-derived serum is both an economic and process challenge. Serum-free or chemically defined formulations need to support growth and differentiation without introducing unacceptable variability or regulatory complications. A lower-cost formulation is useful only if cells still perform at the intended density and the final product meets food specifications.

Use bioreactors designed for the biology

Bioreactor design must provide adequate oxygen and nutrient transfer, remove heat and waste, limit damaging shear, and permit monitoring and control. Increasing volume can change mixing and oxygen-transfer behavior, so a process cannot be scaled by multiplying the vessel size alone. The Nature Food review identifies research gaps in serum-free differentiation, bioreactor design and facility design.

Operate under food-grade aseptic conditions

Cell culture is vulnerable to microbial contamination. At food scale, aseptic operation must cover media preparation, transfer, sampling, cleaning, sterilization, environmental monitoring and the design of connections and filling operations. The 2024 review highlights food-grade aseptic conditions and the related supply chains as potential determinants of feasibility. A facility that works for research quantities may need different materials, validation and segregation when it produces food for sale.

Automate monitoring and facility operations

Commercial systems need sensors, sampling plans, alarms, data capture and automated control that can detect deviations early. Facility design must coordinate cell-culture rooms, media production, seed expansion, harvest, downstream processing, cold storage, waste handling and quality laboratories. Automation can reduce repetitive labor and improve consistency, but it does not remove the need for trained operators and validated procedures.

Interpret output forecasts cautiously

GFI’s cultivated-meat scale-up report relays a McKinsey market-volume forecast from 2021 and also estimates possible industry output from surveyed facility production estimates. Its estimate of approximately 125,000 tonnes by the end of 2026 is a conditional projection, not observed production. GFI states that external factors can change growth and capacity and that early estimates require validation as larger facilities are commissioned. The correct reading is “possible output under stated assumptions,” not a confirmed delivery volume.

Constraints shared across pathways

Constraint Questions to answer before expansion Why it can stop a project
Industrial capacity Are food-grade lines, fermenters, bioreactors and downstream units available in the needed region and timeframe? Equipment may be booked, unsuitable for food use or unable to support the required process sequence.
Inputs Can ingredients, media components, feedstocks, packaging and utilities be supplied at stable quality and cost? Shortages or specification changes can reduce yield, force reformulation or raise cost.
Process performance Do yield, cycle time, contamination rate, energy use and quality remain acceptable as volume increases? Small-scale performance often fails to transfer without new controls and equipment.
Downstream operations Can the product be separated, purified, dried, formed, chilled and packaged at the same rate as production? Recovery capacity can become the true throughput limit.
Capital and workforce Is financing available for equipment, validation, working capital, maintenance and specialist staff? A completed building without operators, inventory or commissioning funds cannot deliver supply.
Regulation Which authority reviews the product, process, labeling and facility in the target market? Approval status and requirements vary by product and jurisdiction.
Environmental and nutrition performance What energy source, boundary, formulation and nutrition assumptions are being used? There is no universal environmental winner independent of product and process choices.

Economics, partnerships and access to facilities

Scale-up economics combine operating cost with the availability of infrastructure. Fermentation illustrates why the two cannot be separated: a cheaper feedstock does not help if no food-grade vessel can run it, while a large vessel is uneconomic if feedstock and purification costs overwhelm the product value.

GFI’s 2026 fermentation report records $357 million raised in 2025 by companies primarily operating in fermentation. The figure is GFI’s analysis of Net Zero Insights data, and the report notes that the aggregated data had not been reviewed by Net Zero Insights analysts. It is an investment-flow indicator, not a measure of installed capacity, production or commercial success.

Partnerships can help companies obtain organisms, ingredients, equipment, contract manufacturing, distribution and regulatory expertise. GFI’s 2025 State of Alternative Proteins report records at least 45 new partnerships across cultivated meat, fermentation and plant-based fields during 2024. That count shows activity across the sectors; it does not mean every producer has access to a suitable facility or that each partnership will result in output.

For companies without their own plant, shared food-grade pilot facilities, contract fermentation capacity and other scale-up services can reduce the need for immediate capital investment. Availability, minimum batch size, geographic fit, confidentiality, ownership of process data and regulatory responsibilities must be checked individually. The category is practical, but no single provider or universal access arrangement is established by the industry-wide figures above.

Regulation and geography change the answer

Regulatory approval is part of the production system, not a final paperwork step. Requirements can cover the production organism or cell line, ingredients and media, manufacturing controls, labeling, allergen declarations, environmental monitoring and claims made to consumers. The authority and review path depend on the product and jurisdiction.

USDA ERS’s 2024 cellular-agriculture economics report describes the U.S. regulatory environment as it stood in 2023. The EPRS study published on April 17, 2024, assesses European prospects and policy options. These reports should not be treated as interchangeable rulebooks: a process cleared in one market may need additional review, documentation or labeling work elsewhere.

Geography also affects feedstock logistics, energy intensity, water availability, labor, cold-chain distance and access to food-grade manufacturing. Environmental comparisons must state the product, process, electricity mix, allocation method and system boundary. Without those qualifications, declaring one pathway universally greener is not justified.

A practical scale-up roadmap

  1. Name the pathway and product. State whether the project is plant-based, fermentation-derived or cultivated, and define the exact food or ingredient being made.
  2. Set a measurable target. Specify batch size, annual output, product specification, utilization assumption and target market. Keep potential capacity separate from expected and demonstrated output.
  3. Map the complete process. Include raw-material receipt, preparation, production, harvest, recovery, formulation, packaging, storage, waste and cleaning. The slowest or most expensive step often sits outside the headline production vessel.
  4. Qualify inputs and alternatives. Test ingredient, feedstock or media variability; document suppliers, lead times, storage conditions and substitution limits.
  5. Scale in stages. Use laboratory, pilot and demonstration runs to measure mixing, oxygen transfer, heat removal, contamination control, texture, yield and cycle time before committing to a commercial design.
  6. Design food-grade operations. Validate sanitation or aseptic controls, environmental monitoring, traceability, worker safety, utilities and waste handling.
  7. Validate downstream throughput. Demonstrate that separation, purification, drying, forming, chilling and packaging can keep pace without unacceptable yield loss.
  8. Build the regulatory file early. Confirm the responsible authority, data requirements, permitted ingredients or cell substrates, labeling rules and evidence needed for the target geography.
  9. Commission and measure. During start-up, record actual run rate, uptime, yield, quality deviations, maintenance and customer-accepted batches rather than relying on nameplate capacity.
  10. Report claims precisely. Label each figure as a target, potential capacity, commissioned capacity, forecast or demonstrated supply, and include the date and geography.

How to judge a scale-up claim

Check the evidence behind the number

  • Is the figure a facility target, design capacity, potential capacity, forecast or measured output?
  • Does it refer to a single product, a product family or an entire industry?
  • Is the period annual, cumulative, one-time or end-of-year?
  • Was the facility commissioned, operating routinely or merely announced?
  • Are downstream recovery, packaging, maintenance and utilization included?
  • Who measured the figure, on what date and under which assumptions?

Look for operating proof

The strongest evidence combines a commissioned facility with repeated production records, product released to customers, regulatory clearance where required and transparent information about utilization and yield. A press announcement, investment round or partnership can indicate momentum, but none alone demonstrates commercial throughput.

Compare like with like

Use the same axes when comparing pathways: technology readiness; available and demonstrated capacity; ingredient, media or feedstock economics; yield and process control; downstream performance; energy and environmental assumptions; nutrition; and regulatory geography. The available literature does not provide one common cross-pathway performance dataset, so comparisons should identify where measurements are missing rather than filling gaps with assumptions.

Why progress will differ by pathway

Plant-based foods can often use mature food-processing equipment, but they remain exposed to ingredient functionality, supply and consumer price requirements. Fermentation can produce highly specific proteins and ingredients, yet food-grade vessel access, feedstock economics and purification determine whether a biological process becomes a viable factory. Cultivated meat faces the most demanding combination of cell biology, media cost, aseptic operation, bioreactor engineering and facility design.

Those differences explain why one sector may report a new commercial supply while another is still validating a demonstration line. Progress also varies by country because approval pathways, infrastructure, energy systems, agricultural inputs and investment markets differ. The most reliable scale-up assessment is therefore pathway-specific, facility-specific and date-specific: identify what is operating now, what it can produce, what has been delivered, and which assumptions still have to hold.
