Launching a satellite startup in India starts with classification, not a rocket. You must define whether the company will build or operate a spacecraft, sell satellite data, run ground infrastructure, develop launch vehicles or spaceports, or manufacture components. Each activity sits in a different policy and foreign-investment category. The Indian National Space Promotion and Authorization Centre (IN-SPACe) is the central authorization and facilitation body for non-governmental space activity, but incorporation alone does not authorize a launch or on-orbit operation.
The broad framework identifies the authority, activity classes and foreign-investment ceilings. It does not provide one universal budget, approval timeline, launch price or mission checklist. Those details depend on the specific orbit, payload, communications system, launch arrangement and services you propose.

Start by defining what the company actually does
“Satellite startup” is an umbrella term. A business that owns a remote-sensing spacecraft faces a different regulatory and financing path from one that sells analytics, operates a ground station or supplies flight computers. Write a one-sentence description of the activity and customer before preparing approvals or taking investment.
| Activity group | Typical offering | Why the distinction matters |
|---|---|---|
| Satellite manufacturing and operation | Designing, building, owning or operating a spacecraft | Space-object establishment and operation is an authorization category under the national policy; the FDI ceiling is different from launch businesses. |
| Satellite data products and services | Earth-observation data, communications capacity or derived analytics | A data company may not own a spacecraft, but its service and use of space assets still need to be mapped to the applicable rules. |
| Ground and user segments | Ground stations, antennas, mission-control systems and user terminals | Ground infrastructure is treated as its own activity group for foreign-investment purposes. |
| Launch vehicles and spaceports | Rockets, associated systems or a facility that launches or receives spacecraft | Launch activity has a lower automatic-route FDI ceiling and separate authorization considerations. |
| Components and subsystems | Avionics, sensors, propulsion parts, software or other satellite and ground equipment | Manufacturing components and systems/subsystems has a distinct, higher automatic-route FDI ceiling. |
The Indian Space Policy 2023 sets out these broad categories and the role of IN-SPACe. Read the policy alongside the current procedures for the exact activity rather than treating “space company” as a single licence class.

What IN-SPACe does
IN-SPACe is an autonomous Department of Space agency. ISRO describes it as “a single-window, independent, nodal agency that functions as an autonomous agency in the Department of Space (DOS).” Its responsibilities include promoting, enabling, authorizing and supervising non-governmental space activities, helping companies access Department of Space infrastructure, and supporting launch coordination.
The 2023 policy says IN-SPACe “shall function as an autonomous Government organization, mandated to promote, hand-hold, guide and authorize space activities in the country.” The policy names authorization for establishing or operating space objects and for launching and operating launch vehicles, including suborbital launches. That mandate is central, but it is not a blanket approval for every activity performed by a company.
Authorization is activity-specific
A company may combine several regulated activities. For example, a remote-sensing venture could manufacture a satellite, arrange its launch, operate a ground station and sell data. Treat each element as a separate question: which activity is being performed, who performs it, what asset is used and which current IN-SPACe procedure applies. Confirm the classification before signing investment documents or promising a launch date.
Government facilities and launch manifests
ISRO’s authorization information says IN-SPACe enables non-government entities to use Department of Space-owned facilities and plays a role in prioritizing the launch manifest. Access is therefore something to request and arrange through the applicable process, not an automatic entitlement. Facility capacity, technical compatibility, scheduling and the launch provider’s own requirements still have to be resolved.
For an overview of IN-SPACe’s mandate, see ISRO’s IN-SPACe overview. The full policy text is available in the Indian Space Policy 2023.

Foreign investment limits depend on the activity
The Ministry of Commerce and Industry’s March 5, 2024 policy review provides automatic-route foreign direct investment (FDI) ceilings for defined space activities. These percentages describe the entry route under the FDI policy; they do not mean that every investor, security review, corporate filing or sector requirement disappears.
| Activity | Automatic-route FDI ceiling | What happens above the ceiling |
|---|---|---|
| Satellite manufacturing and operation; satellite data products; ground and user segments | Up to 74% | Investment above 74% requires the government route. |
| Launch vehicles and associated systems or subsystems; creation of spaceports for launching and receiving spacecraft | Up to 49% | Investment above 49% requires the government route. |
| Manufacturing components and systems/subsystems for satellites and ground or user segments | Up to 100% | The policy permits up to 100% through the automatic route for this defined manufacturing activity. |
These thresholds come from the Ministry of Commerce and Industry/Press Information Bureau release of March 5, 2024. The Cabinet announcement is also available from the Prime Minister’s Office. Have counsel check the current consolidated FDI policy, sector definitions, beneficial ownership and transaction-specific conditions. A mixed business may not fit neatly into one row, so document how each revenue stream and subsidiary is classified.

A practical sequence for forming the venture
-
Define the mission and paying customer
State what will be built or operated, where it will be used and who pays. Distinguish selling spacecraft capacity from selling processed data. Record the intended orbit, payload, communications links, ground assets and whether the company or a partner will control each element.
-
Map every activity to an authorization question
Use the Indian Space Policy 2023 categories as a first map, then confirm the live IN-SPACe procedure for the actual mission. Company incorporation, a manufacturing registration or an investment approval does not by itself authorize placing a space object in orbit or operating it.
-
Choose a corporate and ownership structure
Apply the 74%, 49% or 100% automatic-route ceiling to each relevant activity. If one company both manufactures components and operates a satellite, obtain a written classification analysis before accepting foreign capital. Keep regulated activities in separate entities when that makes the approval and ownership logic clearer, while checking tax, licensing and control implications.

Prepare a mission-specific compliance register
List the approvals and counterparties that may be needed for the spacecraft, launch, radio links, ground stations, data handling and safety case. The broad policy sources do not establish a universal document list, technical standard, insurance requirement, liability allocation, spectrum licence, environmental approval, fee or processing time. Those items must be checked against current official rules after the mission is defined.

Plan infrastructure and launch access
Decide whether you need Department of Space facilities, a private ground network, testing infrastructure or launch-manifest coordination. Ask IN-SPACe about the applicable access process and availability; do not present government facilities or a launch slot as guaranteed.
-
Prove commercial readiness separately from regulatory readiness
Regulatory authorization does not create customers. Build evidence for demand, pricing, data rights, technical readiness, supply-chain resilience, launch access and on-orbit operations. A credible plan explains what happens if the launch slips, the payload underperforms or a key ground site is unavailable.
-
Submit only after the activity and evidence are stable
Use the current IN-SPACe norms and guidelines for the chosen category. Confirm which entity is the applicant, which assets it controls, how safety and operations are supervised, and how changes to the mission will be handled. Keep the submitted description consistent with the ownership and commercial documents.

| Model | Primary thing sold | Regulatory and infrastructure questions | Indicative automatic-route FDI ceiling |
|---|---|---|---|
| Spacecraft owner/operator | Orbital capacity or a mission service | Space-object establishment and operation; launch arrangement; command, control and ground segment | Up to 74% for the satellite manufacturing/operation group |
| Data or analytics provider | Raw or processed satellite data and customer services | Source of the data, user rights, ground segment and any spacecraft operation performed by the company | Up to 74% for satellite data products and the listed ground/user group |
| Ground or user-segment company | Stations, terminals, mission software or connectivity support | Facility access, radio and network requirements, and whether the system is tied to a specific spacecraft | Up to 74% for ground and user segments |
| Launch-vehicle or spaceport venture | Launch services or launch/landing infrastructure | Vehicle authorization, test and safety regime, range and manifest coordination | Up to 49% for launch vehicles and spaceports |
| Component manufacturer | Hardware or subsystems supplied to spacecraft or ground systems | Customer qualification, export and security controls, quality assurance and the subsystem’s eventual mission role | Up to 100% for the defined component and subsystem manufacturing activity |
The ceilings are policy entry routes, not a promise that a project will be approved or financed. The sources establish no universal funding amount or success probability for any model.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What the public framework does not tell you
Founders often ask for a single number: the cost to start, the approval time or the price of a launch. The official material cited here does not support those figures. Costs vary with spacecraft mass and complexity, payload, testing, insurance, launch provider, ground network, staffing and the number of missions. Timelines depend on the completeness of the filing, technical reviews, facility and launch availability, and any other permissions that apply.
- Application checklist: the exact documents and technical evidence must be taken from the current IN-SPACe norms for your activity.
- Safety and liability: do not assume a standard insurance amount or liability allocation; establish what the mission and counterparties require.
- Spectrum and communications: radio-frequency and network permissions depend on the system design and jurisdiction.
- Data and export controls: customer geography, sensor capability, encryption and downstream use can create additional obligations.
- Launch access: a manifest request is not a guaranteed slot, and a launch contract does not replace Indian authorization.
ISRO’s IN-SPACe authorization page is the appropriate starting point for the live authorization pathway. The Department of Space’s private-sector reforms page explains the institutional ecosystem, including the role of NewSpace India Limited as an aggregator of user requirements, but it does not establish a particular service, price or availability for your venture.
Common planning mistakes and better fixes
Calling every activity “satellite operations”
Problem: a pitch deck uses one label for manufacturing, data sales and launch services. Fix: create an activity register with the legal entity, asset, customer and responsible operator for each step.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Treating FDI percentages as unconditional ownership rights
Problem: an investor assumes the 74%, 49% or 100% figure answers every approval question. Fix: verify the current policy, definitions, investor eligibility and route for the exact transaction.
Best Value
Assuming IN-SPACe approval covers partners
Problem: one approval is treated as permission for a launch provider, ground-station operator or component supplier. Fix: identify which entity performs each regulated activity and confirm whether separate authorization or contractual evidence is required.
Promising a launch date before access is arranged
Problem: customer contracts depend on an unconfirmed manifest or government facility. Fix: make launch and infrastructure assumptions explicit, obtain written indications where possible and include delay contingencies.
Confusing a technically credible payload with a viable business
Problem: the plan proves the instrument works but not that customers will buy the output. Fix: document customer requirements, data rights, service-level expectations, pricing logic and the fallback if the first mission underperforms.
So, what does it take?
It takes a narrowly defined activity, a mission-specific authorization plan through IN-SPACe, an ownership structure consistent with the activity-based FDI ceilings, and independent evidence that customers, infrastructure and launch access can come together. India’s framework is designed to open space activity to non-governmental entities, but the high-level policy is only the starting map. The decisive work is translating your proposed spacecraft, service or component into the current category-specific procedures and then financing and operating it without assuming that any approval, facility or launch slot is automatic.
