It sets an ambition for a much larger, more efficient and lower-emission steel industry, but its figures are policy projections—not a guarantee that every tonne of capacity will be financed, built or used.
The headline: a 604-million-tonne capacity ambition
The draft National Steel Policy: Vision 2047 projects 604 million tonnes (MT) of crude-steel capacity and 505 MT of finished-steel demand by 2047. It also sets an objective of 302 kilograms of finished-steel consumption per person and 45 MT of steel exports.

Those numbers describe different points in the steel chain. Capacity is the annual ability to make crude steel; demand is the amount of finished steel expected to be consumed. The draft’s targets therefore should not be read as 604 MT of steel that India will necessarily sell to domestic buyers. They are long-term policy objectives, subject to investment, infrastructure, raw-material availability, technology, environmental constraints and market conditions.

What the draft actually measures
| Measure | FY 2025–26 baseline in the draft | 2047 figure | How to interpret it |
|---|---|---|---|
| Crude-steel capacity | 220 million tonnes per annum (MTPA) | 604 MT | Installed annual ability to make crude steel |
| Crude-steel production | 170 MT | 531 MT projected | Steel actually produced, not installed capacity |
| Finished-steel consumption or demand | 164 MT | 505 MT | Finished products expected to be used by the economy |
| Per-capita finished-steel consumption | 116 kg | 302 kg | Total consumption divided by population |
| Steel exports | Not stated as a 2047 target in the baseline | 45 MT | Planned overseas sales ambition |
On the draft’s own figures, 604 MT of capacity would be about 2.7 times the stated 220 MTPA FY26 baseline. That ratio is a simple comparison of the Ministry’s numbers, not a separate forecast. The apparent gap between 604 MT of capacity and 505 MT of finished-steel demand is not proof of waste or oversupply: crude and finished steel are different stages, plants need operating headroom, product mixes vary, and some output is exported.
Why capacity, production and demand are not interchangeable
Capacity is potential output
A mill rated at 1 MTPA may be able to produce one million tonnes in a year, but maintenance, raw-material interruptions, financing delays, weak prices or technical problems can keep actual production below that level. Capacity is normally expressed as an annual rate, so the draft’s 220 MTPA baseline and 604 MT objective refer to potential crude-steel output.
Production is what plants make
The draft reports 170 MT of crude-steel production in FY26 and projects 531 MT in 2047. Production can rise without an equal increase in installed capacity if utilization improves. Conversely, new furnaces can be commissioned while production remains lower than the nameplate total during ramp-up.

Construction-grade bars, structural sections, flat products for vehicles, coated sheet, electrical steel and other finished products are what users buy. The draft gives FY26 finished-steel consumption of 164 MT and a 2047 demand projection of 505 MT. Some crude steel is converted into semifinished products, some becomes scrap during processing, and product specifications mean that crude capacity cannot be compared one-for-one with finished demand.
Per-capita consumption adds demographic context
India’s draft baseline is 116 kg per person in FY26, rising to 302 kg in 2047. A per-capita figure can increase because total use grows, because population growth slows, or both. It is a measure of average use, not a statement that every individual or state will consume the same amount.

What is expected to drive demand
The Ministry’s case is that steel use will broaden as India builds physical infrastructure, urbanizes and industrializes. In the executive summary, construction and infrastructure together account for about 67% of current steel consumption. Automobiles, engineering goods, appliances and packaging contribute another 28%. The detailed draft separates building and construction at about 37% and infrastructure at about 30%.
Construction and infrastructure
Steel demand is tied to housing, commercial buildings, factories, bridges, roads, railways, metro systems, airports, ports, water and sanitation networks, and power-transmission equipment. Urban expansion creates a particularly broad pipeline because a new settlement needs both buildings and the networks that connect them.
Manufacturing and consumer goods
Vehicle production, machinery, engineering goods, appliances and packaging add demand for both ordinary grades and more specialized products. A stronger domestic manufacturing base can increase steel use per unit of economic output, while better design and lighter components can reduce the tonnes needed for an individual product. The policy therefore emphasizes value-added and specialty steel rather than only more basic tonnage.
Energy transition and digital infrastructure
The draft identifies renewable-energy installations, clean mobility, batteries and associated transmission as emerging users. Data centres and other digital infrastructure also require structural steel, electrical equipment and construction materials. These sectors can change the product mix: high-strength, corrosion-resistant, electrical and other specialized grades may matter as much as total tonnes.
Population and urban growth assumptions
For its structural demand case, the Ministry projects India’s population rising from about 1.42 billion in 2025 to 1.67 billion in 2047. It projects the urban population increasing from about 0.54 billion to 0.84 billion over the same period. Those are Ministry projections used in the policy rationale; they should not be mistaken for independently verified demographic forecasts. More urban residents imply continuing requirements for housing, industrial parks, rail and metro lines, airports, water systems, sanitation and electricity networks.

How the 2047 vision differs from the 2017 policy
The earlier National Steel Policy, approved in 2017, set targets for 2030–31. A February 2026 written Rajya Sabha answer reported the following 2024–25 outcomes. Keeping the year and measure attached is important: these figures are not a 2026–27 status update.
| Measure | 2017 policy target for 2030–31 | Reported 2024–25 value |
|---|---|---|
| Crude-steel capacity | 300 MT | 200.33 MT |
| Crude-steel production | 255 MT | 152.18 MT (reported as demand/production in the parliamentary answer) |
| Finished-steel demand or production | Not separately stated in the cited target | 146.69 MT |
| Per-capita finished-steel consumption | 158 kg | 108 kg |
Vision 2047 raises the time horizon and scale dramatically, while the reported 2024–25 values remain below the earlier policy’s 2030–31 capacity, production and per-capita targets. That history argues for treating the new figures as ambition that requires execution, not as a guaranteed construction schedule.
The government describes steel as a deregulated sector. In its 6 February 2026 Rajya Sabha response, the Minister of State for Steel said: “Steel is a de-regulated sector and the Government acts as a facilitator by creating a conducive policy environment for the development of the steel sector.” Companies decide investments, capacity additions, production and technology on techno-commercial grounds.
The supply-side challenges behind the target
Raw-material security and imported coking coal
The executive summary says raw materials account for around 65–70% of steelmaking costs (Ministry of Steel, 2026). It also says India imports nearly 92% of its coking-coal requirement. That exposure can affect margins and plant utilization when seaborne coal prices, freight rates or exchange rates move sharply.
The draft proposes domestic mining, more coal washeries, acquisition of overseas or domestic assets, long-term supply arrangements and artificial-intelligence-based coal-blend optimization. These measures aim to make the quality and cost of inputs more predictable. They do not eliminate geological, environmental, logistics or price risks.

The secondary-steel segment
The Ministry describes about 2,550 secondary-steel units, representing nearly 47% of crude-steel production capacity in FY 2025–26. Smaller electric-arc and induction-furnace producers are important to regional supply and scrap recycling but often face constraints in technology, financing, testing, raw-material access, skills and workplace safety.
Vision 2047 proposes support for those areas instead of assuming that only large integrated plants will deliver growth. Bringing secondary producers up to stronger quality and safety standards could increase usable supply, but compliance upgrades also require capital and technical assistance.
Carbon intensity and the net-zero pathway
The draft says steel accounts for about 10–12% of India’s CO₂ emissions. It gives average emissions intensity at 2.54 tonnes of CO₂ per tonne of crude steel, compared with a global average of 1.92 tonnes (Ministry of Steel, 2026). Expanding output without reducing intensity would make the 2047 ambition harder to reconcile with climate commitments.
The policy calls for a phased transition toward net zero by 2070 through energy efficiency, renewable electricity, greater scrap use and hydrogen. It states a 2047 intensity objective of 1.54 tonnes of CO₂ per tonne of crude steel. Reaching that level may require new furnaces, reliable low-carbon power, hydrogen supply, scrap collection and technologies that are not yet economical at every plant.

The document links competitiveness to domestic technology and capital-goods capability, research and innovation, digital systems and artificial intelligence. It also gives skills and industrial safety their own policy emphasis. A larger nominal capacity base is less useful if India lacks trained operators, maintenance expertise, testing laboratories, reliable equipment suppliers or safe working practices.

What the 45 MT export ambition changes
The export objective provides an outlet beyond domestic demand and could help plants operate at efficient scale. It also exposes producers to international prices, freight costs, trade remedies, carbon rules and product-certification requirements. Export tonnes must be competitive in specific grades and destinations; a headline capacity number alone does not guarantee export sales.
Domestic demand remains the centre of the policy case. Exports can absorb part of production when local construction or manufacturing slows, but they can also become difficult during a global surplus. The balance between domestic buyers and foreign markets will depend on product quality, logistics, exchange rates and trade policy at the time.
What readers should watch after the draft
- Consultation outcome: Check whether the Ministry changes the targets, definitions, implementation timetable or sector priorities after the 30 October 2026 comment deadline.
- Project announcements versus operating plants: Separate proposed, approved, under-construction and commissioned capacity. Only operating facilities affect current production.
- Utilization and product mix: Track crude output, finished-steel consumption, plant utilization and specialty-grade production rather than capacity alone.
- Raw-material indicators: Watch domestic iron ore and coking-coal supply, imports, washeries, freight links and long-term procurement contracts.
- Emissions performance: Look for measured intensity reductions, renewable-power use, scrap rates and hydrogen demonstrations, not only net-zero language.
- Secondary-sector upgrades: Follow access to finance, testing, technology, skills and safety improvements among the approximately 2,550 smaller units.
- Demand evidence: Compare construction, infrastructure, vehicle, machinery, appliance, renewable-energy and digital-infrastructure activity with the policy’s demand assumptions.
What the policy means in practical terms
For steelmakers, Vision 2047 is a signal that future growth is expected to be larger but also more demanding: efficient plants, secure inputs, higher-value products and lower emissions will matter alongside tonnes. For equipment and technology suppliers, the priorities point toward furnaces, process controls, energy efficiency, scrap handling, emissions monitoring, digital optimization and safety systems.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsFor construction and manufacturing buyers, a deeper domestic industry could improve availability of grades and reduce dependence on imports for some products, but it will not automatically lower prices. Steel remains exposed to global coal, iron-ore, energy, freight and currency movements. For policymakers, the central task is coordinating land, rail, ports, power, water, mining, environmental approvals, standards and workforce development so that announced capacity can become reliable supply.
For anyone reading the target as a forecast, the key distinction is simple: the Ministry has described a desired 2047 configuration of the sector. Whether India reaches it will depend on thousands of commercial and public decisions made over two decades.
Bottom line
India’s draft National Steel Policy: Vision 2047 aims for 604 MT of crude-steel capacity, 531 MT of crude production, 505 MT of finished-steel demand, 302 kg of per-capita consumption and 45 MT of exports by 2047. The ambition is driven by urbanization, infrastructure, manufacturing, clean energy and digital investment. Its feasibility depends on financing and utilization as much as construction, while coking-coal dependence, a large secondary sector, skills, technology and high carbon intensity are major constraints. Until the consultation and implementation plans are settled, these figures are best understood as draft objectives—not guaranteed outcomes.
