Equal welfare across generations is a fairness test: would people born in different periods enjoy broadly comparable opportunities to live healthy, secure and fulfilling lives? Applying it requires policymakers to define “welfare,” identify the generations being compared, choose measurable indicators and disclose who receives benefits, who carries costs and which trade-offs are being made.
That standard is related to, but stronger than, sustainability. Sustainable development can preserve future people’s ability to meet their needs without making their lived welfare equal to that of people today. Intergenerational equity therefore asks not only whether future capacity survives, but also whether welfare, burdens and opportunities are distributed fairly over time.

Equal welfare treats wellbeing across time as a distributional question. A policy passes the strongest version of this test when the generations it affects have comparable welfare outcomes, rather than one generation gaining at the expense of another. “Equal” does not mean identical treatment: a generation facing greater needs may require more resources, and an equitable rule can account for circumstances rather than applying the same inputs to everyone.

Intergenerational equity
Intergenerational equity is the broader idea of fairness between generations in the distribution of welfare, resources, risks, responsibilities and opportunities. It can support an equal-outcomes rule, but it can also use a minimum standard of needs, equal opportunity or a rule against imposing serious and avoidable harm on people who cannot participate in today’s decisions.
Sustainable development
The World Commission on Environment and Development’s 1987 formulation defines sustainable development as “development that meets the needs of the present without compromising the ability of future generations to meet their own needs.” This is a test of preserving future capacity. It does not, by itself, require the welfare of future people to equal that of current people.
The distinction matters because a country could maintain enough physical, human and natural capital for future people to meet basic needs while tolerating large differences in health, security or life satisfaction between cohorts. Conversely, a policy might equalize a short-term outcome while degrading the natural systems on which later generations depend.
What counts as welfare?
No single operational measure is universally accepted. A serious comparison must state its welfare definition before presenting a result.
| Welfare lens | What it measures | What it can miss |
|---|---|---|
| Income or consumption | Material resources available to households and individuals. | Health, unpaid care, safety, environmental quality and differences in needs. |
| Health and longevity | Life expectancy, avoidable illness, disability and access to care. | Autonomy, relationships, material security and the quality of additional years. |
| Subjective wellbeing | People’s reported life satisfaction or sense of flourishing. | Adaptation to hardship, cultural differences and the difficulty of comparing cohorts with different expectations. |
| Capabilities | The real freedoms people have to achieve valued ways of living, such as learning, participating and staying healthy. | Measurement is demanding, and societies may disagree about which capabilities deserve priority. |
| Composite wellbeing | A basket combining material, social, health, environmental and civic outcomes. | Different weighting choices can change the conclusion; a high average can conceal severe inequality. |
| Asset stocks | The produced, human and natural capital that supports future wellbeing. | Assets are enabling conditions, not proof that every person in a generation actually enjoys equal welfare. |
Using income as a proxy may be appropriate for a narrowly defined question, but it should not silently stand in for wellbeing in general. A policy assessment should explain why its selected measure reflects the outcome it claims to protect.

Who is being compared, and over what time?
“Generations” can mean several different units. Analysts may compare people alive today with children and grandchildren, compare birth cohorts, or contrast broad age groups such as younger and older residents. The choice changes the result.
Future cohorts
State which future cohorts are included and how far the analysis extends. A project can look fair over the next decade yet create irreversible climate, biodiversity or fiscal damage over a century. A distant horizon also raises questions about uncertainty and how much weight to give outcomes that cannot be observed directly.

Groups within each generation
An average for a generation can hide major differences by income, location, disability, gender or other circumstances. Contemporary policy framing therefore combines fairness between age groups with attention to inequality inside each group. Report both the cohort average and the distribution whenever data permit.
Needs and unequal starting points
Equal spending is not equal welfare when people have different needs. A fair comparison may ask whether each generation reaches a minimum threshold of health, education, housing, safety and participation, or whether opportunities are comparable, rather than demanding identical consumption.
A practical method for evaluating a policy
The following sequence makes the fairness rule visible instead of embedding it in a model’s hidden assumptions.

- Define the welfare outcome. Specify whether the objective is income, consumption, health, life satisfaction, capabilities or a multidimensional index. Explain why the measure represents wellbeing for the people being assessed.
- Set the population and horizon. Identify the current and future cohorts, the geographic scope and the end date. State whether the analysis includes people already alive, people not yet born or both.
- Choose direct indicators. Select outcome measures such as health, learning, security, housing and subjective wellbeing. Keep these distinct from the assets or policies that may influence them.
- Add enabling conditions. Track education systems, health capacity, fiscal room and environmental assets where they affect future choices. Use asset indicators as context, not as a substitute for lived outcomes.
- Declare the fairness rule. Say whether the proposal seeks equal welfare, a minimum acceptable level, equal opportunity, preservation of capabilities or prevention of serious harm. These rules can produce different policy choices.
- Map benefits and burdens. For every major measure, show which cohorts gain, which pay, when costs occur and whether effects differ within a cohort. Include taxes, debt, pollution, resource depletion, care responsibilities and lost opportunities where relevant.
- Test irreversible and uncertain effects. Identify losses that cannot readily be repaired, such as destruction of ecosystems or long-lived infrastructure liabilities. Present uncertainty openly rather than hiding it behind a single forecast.
- Provide representation. Current voters can influence present decisions, while future people cannot. Explain how their interests are incorporated through long-term targets, safeguards, independent review or other institutional arrangements.
This process does not generate one automatic answer. It makes the value choices auditable so that citizens can debate them.
How asset measures help—and where they stop
UNEP’s inclusive-wealth framework measures the social value, rather than merely the market price, of produced, human and natural capital. The idea is that changes in these asset stocks affect the opportunities available to people over time.
Inclusive wealth can reveal a problem that gross domestic product misses: current output may rise while natural or human capital declines. It is therefore useful for assessing whether a development path preserves the foundations of future wellbeing.
It is not, however, evidence that welfare is equal. Two generations may inherit the same aggregate wealth while facing different health outcomes, unequal access to assets or different exposure to risk. Asset accounting should be paired with direct welfare indicators and distributional analysis.
UNEP’s 2018 report found that inclusive wealth was higher in 135 of 140 countries in 2014 than in 1990, and that global inclusive wealth grew 44% between 1990 and 2014. Those are historical results for that period, not a current global estimate and not proof that generations experienced equal welfare.

Trade-offs that policy must disclose
Present relief versus future capacity
Borrowing for health, education or resilient infrastructure can improve current and future welfare. Borrowing that finances short-lived consumption may leave later cohorts with debt and no comparable benefit. The relevant question is not simply whether debt rises, but who receives the resulting welfare and productive capacity.
Environmental use versus environmental responsibility
Using natural resources can deliver present benefits while reducing future options. A fair assessment should identify depletion, pollution and ecosystem risks, including effects that are difficult or impossible to reverse. The Rio Declaration’s Principle 3 states: “The right to development must be fulfilled so as to equitably meet developmental and environmental needs of present and future generations.” It expresses an equity requirement without prescribing one welfare formula.
Efficiency versus distribution
A policy can increase total welfare while concentrating gains in one age group or region. Conversely, a targeted transfer may improve fairness even if it produces little aggregate growth. Report totals and distributions separately so that an efficiency claim does not conceal an equity cost.
Fiscal sustainability versus social protection
Restricting current services can protect public finances but reduce the capabilities of people who need support now. Expanding services can improve current welfare while requiring future taxes. Integrated analysis should show the fiscal path alongside health, social and environmental outcomes.
Democratic voice
Future generations cannot vote or negotiate directly. The European Union’s 2026 strategy frames intergenerational fairness as a combination of wellbeing, environmental responsibility, social and territorial cohesion, fiscal sustainability and democratic participation. Treating participation as part of the framework helps expose whose preferences are represented and whose are assumed.

Comparing policy proposals consistently
When two proposals make different claims about fairness, compare them on the same axes.
| Comparison question | What to record |
|---|---|
| Welfare definition | Income, consumption, health, subjective wellbeing, capabilities or a composite—and the reason for choosing it. |
| Coverage | Current and future cohorts, treatment of people within each cohort and geographic boundaries. |
| Time horizon | Near-term effects, long-lived consequences and any explicit end date. |
| Asset treatment | Produced, human and natural capital; whether irreversible losses are visible. |
| Fairness rule | Equal outcomes, minimum needs, equal opportunity, capability preservation or harm prevention. |
| Distribution of costs and benefits | Who pays, who gains, when effects occur and how uncertainty is shared. |
| Representation | How people absent from today’s political process are considered. |
If a proposal does not specify these items, its claim to be “intergenerationally fair” is incomplete rather than disproved. The missing choices should be supplied before comparing results.
Common mistakes and how to correct them
- Calling sustainability equal welfare. Correct the wording by saying whether the policy preserves future capacity, equalizes outcomes or meets a minimum threshold.
- Using one number as a complete welfare measure. Pair income or asset totals with health, capabilities, environmental quality and distribution.
- Reporting only generation averages. Show within-generation inequality and identify groups that fall below a needs threshold.
- Treating equal treatment as fairness. Adjust for different needs and starting conditions; equal inputs can produce unequal opportunities.
- Hiding value judgments in technical assumptions. State the fairness rule, horizon and treatment of uncertainty. The reviewed authorities do not establish one universally correct social welfare function or discount rate.
- Presenting historical wealth figures as current welfare. Keep UNEP’s 1990–2014 inclusive-wealth results tied to that period and describe them as asset evidence, not a measure of equal lived experience.
What a credible conclusion looks like
A defensible assessment might conclude that a proposal improves the health and capabilities of younger cohorts, preserves natural capital and keeps fiscal burdens manageable, but leaves a particular group below a minimum standard. That is more informative than labeling the entire package simply “sustainable” or “equal.”
There is no settled formula that converts every welfare dimension into one universally accepted score. Equal welfare across generations is best understood as a transparent decision standard: define the wellbeing at stake, compare the relevant cohorts, make distribution and trade-offs explicit, protect future capabilities and explain why the chosen fairness rule is appropriate.
