Its Base metrics describe the technical conditions needed to exploit a flaw and the direct confidentiality, integrity and availability consequences on the vulnerable system. CVSS v4.0 can also represent impact on subsequent systems and add Threat and Environmental context.
A CVSS score therefore answers “How severe is this vulnerability under the framework’s assumptions?” It does not, by itself, answer “Are attackers exploiting it now?”, “Is our exposed asset business-critical?”, “Which issue should we patch first?”, or “What will remediation cost?” Those decisions require asset, threat, control and business evidence in addition to CVSS.

What CVSS actually measures
The Common Vulnerability Scoring System (CVSS) is a standardized, vendor- and platform-agnostic way to describe vulnerability severity. A scorer evaluates defined characteristics, the framework converts those values into a numerical score, and the result receives a qualitative severity rating.

In CVSS v4.0, the core assessment has two technical dimensions:
#1 Best Overall
- [Ultra-Lightweight Ear Buds Designed for Small Ears] Each earbud weighs only 3.7g and features a compact, ergonomic in-ear design made especially for small ears. Secure, low-profile, and comfortable for workouts, all-day wear or overnight sleeping. The ultra-slim profile sits flush in your ear with no hard edges poking or rubbing, so you can even sleep on your side without discomfort.
- [Immersive Stereo Sound with TOZO OrigX Technology] TOZO OrigX tuning delivers clear vocals, balanced mids, and natural stereo sound for music, podcasts, and videos.
- [Long Battery Life for Daily Use] Get up to 7 hours of playtime on a single charge, with up to 32 hours total using the charging case—ideal for workdays, commuting, and extended listening sessions.
- [Bluetooth 5.3 & Stable Connection] Bluetooth 5.3 provides fast pairing, stable wireless performance, and reduced dropouts as you move around home or office.
- [Deep Bass with Clear Vocals] High-performance drivers produce punchy bass while keeping vocals clean and detailed for everyday listening.
- Exploitability: the conditions and means an attacker needs, such as the attack path, complexity, prerequisites, privileges and user involvement.
- Impact: the direct consequence of a successful exploit, expressed through confidentiality, integrity and availability effects on the vulnerable system and, where applicable, subsequent systems.
The score is deliberately independent of a particular vendor’s product line or an organization’s local priorities. That independence makes scores useful for communicating severity across products and sources, but it also limits what the number can tell you about a specific deployment.
How CVSS v4.0 represents exploitability
Exploitability metrics describe the technical circumstances of an attack. They are not a probability estimate and do not claim that exploitation is occurring.
Attack Vector (AV)
Attack Vector captures how close an attacker must be to the target: for example, through a network, an adjacent network, locally on the host or with physical access. A flaw reachable over the internet can have a very different operational exposure from one that requires a person at the machine, even when other metrics match.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteAttack Complexity (AC)
Attack Complexity records whether exploitation requires conditions that are difficult to arrange or repeat. It reflects technical complexity inherent in carrying out the attack, not the amount of work your team must spend on a fix.
Attack Requirements (AT)
Attack Requirements captures prerequisites that must exist for exploitation, such as a particular system state or sequence of conditions. This helps CVSS v4.0 distinguish a flaw that is exploitable whenever the attacker reaches it from one that depends on an additional requirement.
Privileges Required (PR)
Privileges Required describes the access level an attacker needs before triggering the vulnerability. A flaw requiring no prior account is assessed differently from one requiring an ordinary or highly privileged account.

User Interaction (UI)
User Interaction indicates whether another person must take an action for exploitation to succeed. The metric concerns the exploit path itself; it does not measure how many users your organization has or how likely a particular employee is to click.
Together, these metrics describe the mechanics of reaching and triggering a vulnerability. They do not measure whether your instance is reachable, whether an exploit has been published, or whether your users and controls make that path realistic in your environment.
How CVSS expresses impact
FIRST defines impact as the direct consequence of a successful exploit on the “things that suffer the impact.” CVSS v4.0 separates effects on the vulnerable system from effects on systems that the vulnerable component can affect downstream.
Vulnerable-system impact
Confidentiality, integrity and availability metrics describe what can happen to the component that contains the flaw:
| Impact dimension | Question it answers |
|---|---|
| Confidentiality | Can an exploit disclose information or make information accessible to an unauthorized party? |
| Integrity | Can an exploit alter data, code or configuration without authorization? |
| Availability | Can an exploit make the service or resources unavailable or degraded? |
Subsequent-system impact
CVSS v4.0 can separately describe confidentiality, integrity and availability consequences to “subsequent systems”—systems affected through the compromised component. This lets an assessment represent a gateway, service or intermediary whose compromise harms other assets, rather than treating every consequence as if it occurred only inside the originally vulnerable product.
These are still technical consequences. They do not state the monetary value of the data, the importance of the business process, or the legal and contractual effects of an outage.

CVSS metric groups and score forms
CVSS v4.0 organizes metrics into four groups. The group combination used in a published result matters because it tells you how much context has actually been included.
| Output form | Groups included | What it tells you |
|---|---|---|
| CVSS-B | Base | Intrinsic exploitability and impact characteristics of the vulnerability. |
| CVSS-BT | Base + Threat | Base severity with time-varying exploit conditions added. |
| CVSS-BE | Base + Environmental | Base severity adjusted for local security requirements and modified characteristics. |
| CVSS-BTE | Base + Threat + Environmental | Technical severity combined with changing threat conditions and deployment-specific context. |
The Supplemental group can accompany an assessment with additional descriptors. It does not turn CVSS into an enterprise risk calculation; organizations still need their own decision process.
National Vulnerability Database (NVD) and other assessment providers commonly publish Base scores. The consumer of that information—your security or operations team—must add threat and environmental context when deciding what to do.
What the number and qualitative rating mean
CVSS produces a numerical severity score and a qualitative severity rating. The number is a compact expression of the selected metric values; it is not a percentage chance of exploitation, a prediction of loss, a patch deadline or a count of affected customers.
For example, a CVSS Base score of 9.8 indicates very high severity under the Base metrics. It does not establish that exploitation is active, that every installation is exposed, or that the vulnerability deserves priority over every lower-scored issue in your environment. The vector and the version are as important as the headline number because they show which assumptions produced it.
“The CVSS Base Score represents only the intrinsic characteristics of a vulnerability and is independent of any factor associated with threat or the computing environment where the vulnerable system resides.” — FIRST, CVSS v4.0 User Guide

A Base score is intentionally narrow. The following questions require evidence outside CVSS-B.
Is anyone exploiting the vulnerability now?
Base metrics describe what an attacker would need, not what attackers are doing. They do not include observed exploitation, exploit-kit adoption, public proof-of-concept availability, campaign targeting or intelligence about a particular threat actor. A lower-scored issue under active attack can demand faster action than a higher-scored issue with no credible exploitation evidence.
Is your asset actually exposed?
CVSS does not know whether your instance is internet-facing, reachable only from a restricted network, protected by a gateway, disabled, or absent from your environment. Exposure management, network telemetry, configuration data and an accurate asset inventory provide that answer.
How important is the affected asset to the business?
The framework does not assign business value to a payment service, safety system, development workstation or abandoned test server. It does not know whether an outage breaches a contract, interrupts a critical process or affects regulated information. Asset criticality and data classification must be evaluated locally.
Which compensating controls are present?
Firewalls, isolation, allowlists, authentication layers, application controls, monitoring and other safeguards can change practical risk. A Base score does not inspect those controls or verify that they are correctly deployed. Environmental metrics let a consumer reflect local requirements and modified characteristics, but the resulting CVSS assessment is still not a full control-effectiveness analysis.
Best Value
What will remediation cost?
CVSS does not estimate engineering effort, maintenance windows, downtime, compatibility testing, emergency change risk or the cost of a workaround. Those factors affect sequencing and should be recorded alongside the severity assessment.
What risk will the organization accept?
Risk appetite, regulatory deadlines, insurance conditions, customer commitments and executive priorities are governance decisions. Two organizations can assign different remediation priorities to the same CVSS result without either misusing the framework.
What happens when vulnerabilities combine?
A score describes the assessed vulnerability and its modeled direct and downstream consequences. It does not replace attack-path analysis that considers several weaknesses, stolen credentials, identity relationships or a chain across multiple products.
Why a high CVSS vulnerability is not always the top priority
Imagine two assets with the same hypothetical CVSS-B score of 9.8:
| Asset | Local facts | Likely operational response |
|---|---|---|
| Public-facing customer service | Reachable from the internet, business-critical, no effective workaround, and threat monitoring shows exploitation attempts. | Escalate immediately, contain exposure, and patch or mitigate under the organization’s emergency process. |
| Isolated laboratory image | Not reachable from untrusted networks, contains no production data, and is covered by strong isolation controls. | Schedule remediation according to the lab’s maintenance plan while verifying that isolation remains intact. |
The identical Base severity does not imply identical risk because exposure, threat activity, asset value and controls differ. Conversely, a medium-severity flaw on an exposed identity system can become urgent when exploitation is observed and the affected service is essential.
How to use CVSS without mistaking it for risk
- Verify the assessment. Record the CVSS version, numerical score, qualitative rating and complete vector. Do not compare a v3 result and a v4 result as if their metric definitions were interchangeable.
- Identify the metric group. Label the result CVSS-B, CVSS-BT, CVSS-BE or CVSS-BTE. If a provider supplied only Base metrics, treat the result as intrinsic severity, not a local priority.
- Check the affected assets. Match the vulnerability to inventory records, software versions, configurations, network locations and ownership. Remove assets that are not present and flag records whose exposure is unknown.
- Assess current threat conditions. Look for credible exploitation intelligence, incident evidence, exploit availability and targeting relevant to your environment. This is the evidence Threat metrics are intended to represent; it is not contained in a Base score.
- Apply environmental context. Consider the asset’s business role, information sensitivity, availability requirements, segmentation, authentication and compensating controls. Where appropriate, calculate Environmental or combined Threat-and-Environmental results.
- Choose a response based on risk. Set a remediation deadline, mitigation, monitoring requirement or accepted-risk decision using your governance rules, resource constraints and risk appetite. Document who approved the decision.
- Reassess when facts change. New exploitation, a newly exposed interface, a control failure or a change in business criticality can alter priority even when the published Base score remains unchanged.
CVSS alongside EPSS and asset context
Teams often ask whether CVSS should be combined with EPSS or another prioritization signal. The useful distinction is that CVSS describes severity characteristics, while an exploitation-likelihood signal attempts to estimate how likely exploitation may be. Asset context then establishes what an exploit would mean in your environment.
| Question | Evidence type | Use in prioritization |
|---|---|---|
| How severe is the flaw technically? | CVSS Base (and, where available, Threat or Environmental metrics) | Provides a consistent severity language and exposes the assumptions in the vector. |
| How likely is exploitation? | EPSS or other current threat intelligence | Helps distinguish theoretical exploitability from likely near-term attacker activity; it is not a replacement for observed incidents. |
| What would it affect here? | Asset inventory, exposure data, business criticality and control validation | Shows whether your instance is reachable, important and protected. |
| What should we do first? | Risk policy, remediation cost, deadlines and accountable owners | Turns technical and operational evidence into a documented action. |
No single column is sufficient. A mature workflow preserves the CVSS vector for technical communication, adds live threat and asset evidence, and records the business decision separately.

Common CVSS mistakes and corrections
- Mistake: treating the score as probability. Correction: read it as severity under defined technical assumptions; use threat intelligence for exploitation likelihood.
- Mistake: treating 9.8 as an automatic patch order. Correction: verify exposure, asset criticality, controls and active exploitation before ordering work.
- Mistake: comparing numbers without versions or vectors. Correction: retain the CVSS version, metric group and vector with every score.
- Mistake: assuming a provider’s Base score includes your environment. Correction: add Environmental context and local evidence; providers generally cannot know your architecture.
- Mistake: ignoring downstream effects. Correction: in CVSS v4.0, examine subsequent-system impact and then validate the actual dependency and attack path in your environment.
- Mistake: using CVSS as the entire vulnerability-management program. Correction: combine it with inventory, exposure management, exploit-activity intelligence, incident response and a remediation plan.
The practical boundary of CVSS
CVSS is strongest when you need a repeatable, technology-neutral description of how a vulnerability can be exploited and what direct technical harm it can cause. CVSS v4.0 expands that description with subsequent-system impact and optional Threat and Environmental context, allowing a more representative assessment than Base alone.
Its boundary is equally important: even a contextual CVSS result is not an enterprise-risk model. The final priority must account for what is exposed, what is being attacked, what the asset does, which controls work, what remediation entails and how much risk the organization is willing to accept.
