What Does Behind-the-Meter Power Mean for a Data Center?

Behind-the-meter power is electricity generation, battery storage, or other controllable energy equipment located on the data center’s side of the utility meter and connected directly to the facility’s loads. The center usually remains connected to the utility. A microgrid is a more coordinated system that manages local generation, storage, controls, and loads together; an islandable microgrid can disconnect from the utility and keep selected loads running during an outage.

What “behind the meter” means

Every utility connection has a boundary where the utility measures imported and exported electricity. Equipment installed on the customer side of that boundary is behind the meter. The customer owns or manages the assets, while the site normally remains connected to the distribution network. Depending on the interconnection agreement and controls, the site may draw electricity from the grid, export electricity to it, or do both at different times.

For a data center, the meter boundary is usually at the point of common coupling (PCC), where the facility’s electrical system connects with the utility. A battery, solar array, engine generator, fuel cell, or hybrid plant downstream of that PCC is a behind-the-meter resource. It can serve servers, cooling systems, pumps, networking equipment, and other loads without waiting for those kilowatts to travel through a new utility line.

What it does not mean

Behind the meter does not automatically mean off-grid. A site can have substantial local generation and still rely on the utility for normal operation, backup, or electricity when local resources are unavailable. Remaining connected also allows the facility to export power when rules permit. Disconnecting safely during a utility outage requires dedicated switching, protection, controls, and utility approval; simply owning a generator is not enough.

Behind-the-meter power versus a data-center microgrid

The terms overlap, but they describe different levels of integration. The U.S. Department of Energy defines a microgrid as “a group of interconnected loads and local energy resources within clearly defined electrical boundaries that acts as a single controllable entity with respect to the grid.” A single battery or generator behind a meter may not meet that definition if it operates independently and does not coordinate the site’s loads and resources as one system.

Aspect Behind-the-meter installation Coordinated microgrid Islandable microgrid
Physical location On the customer side of the utility meter On the customer side of the meter, within defined electrical boundaries On the customer side of the meter, within defined electrical boundaries
Typical assets One generator, battery, solar array, or a hybrid resource Multiple resources, loads, power electronics, and supervisory controls Multiple resources, loads, supervisory controls, and equipment that can separate the site from the utility
Coordination May be limited to the individual asset’s controller Manages local loads and resources as one controllable system Manages local loads and resources while preparing for, executing, and ending an islanded state
Utility connection Normally remains interconnected; export may be allowed Normally remains interconnected and can exchange power under its interconnection rules Can disconnect at the PCC and continue serving selected loads when designed and approved to do so
Primary value Supplemental capacity, peak management, backup, or renewable integration Coordinated capacity, resilience, power-quality management, and grid interaction Continuity for critical loads during a utility disturbance, in addition to the other microgrid functions

NREL’s facility-level use case specifically includes a data center as an individual customer whose microgrid assets are behind the utility meter. Thus, “behind the meter” describes where the assets sit and how they connect; “microgrid” describes how multiple assets and loads are organized and controlled.

Why data centers use behind-the-meter systems

Adding capacity when the grid connection is constrained

Large data centers can need more electricity than an existing distribution connection can deliver on the desired construction schedule. Building a larger substation, feeder, or transmission upgrade may require years of planning, equipment procurement, permitting, and construction. Local resources can provide part of the requirement while the utility work proceeds or where a full upgrade is impractical.

DOE illustrates the concept with a 5 MW data center whose existing grid connection can deliver 4 MW. A local microgrid supplies the remaining 1 MW. This is an illustrative operating scenario, not a market-wide statistic or a promise that every project can use the same ratio. The actual limit depends on the utility study, protection requirements, equipment ratings, operating profile, and local regulations.

Keeping critical systems operating through disturbances

An islandable microgrid can separate from the utility when voltage, frequency, or service continuity becomes unacceptable. Controls then balance local generation, storage, and load. The system may serve the entire facility or only designated critical loads, such as compute halls, network rooms, controls, and minimum cooling. The result depends on the amount of firm generation, battery energy, fuel on site, load-shedding scheme, and the time required to start or switch resources.

Managing peaks, tariffs, and power quality

A battery or dispatchable generator can reduce the facility’s draw during a short utility peak, subject to tariff rules and operating limits. Local resources can also help control voltage and frequency and smooth rapid changes in demand. These functions may reduce demand or capacity exposure, but the financial result is site-specific: tariffs, export compensation, fuel costs, battery degradation, maintenance, and interconnection charges all affect the business case.

Integrating onsite renewables

Solar PV produces electricity without fuel but varies with weather and daylight. Batteries can shift some of that production to later hours and help regulate the electrical system. A dispatchable resource or utility connection is still needed when renewable output and stored energy cannot cover the load. A coordinated controller decides whether to consume local generation, charge storage, export, or import electricity.

Can a data center generate its own electricity?

Yes. A data center can install generation behind its meter, but “generate its own electricity” does not imply complete energy independence. Most projects use a portfolio: the utility supplies routine or supplemental power, local generation covers part of the load or an outage requirement, and storage handles fast changes or short-duration support.

Generation may be sized for several different objectives:

  • Supplemental capacity: cover the portion of a new load that the existing interconnection cannot deliver.
  • Standby operation: start during a utility outage and support critical loads.
  • Peak reduction: reduce imports during defined tariff periods.
  • Grid support: provide controllable power, voltage support, or frequency response where the market and interconnection rules allow it.

Those objectives produce different designs. A short peak event may favor batteries; long outages require enough fuel or renewable-plus-storage capacity to run for the expected duration; continuous firm output may require engines, turbines, fuel cells, or another dispatchable source.

Generation and storage

  • Battery energy-storage systems: supply fast power, shift energy, reduce peaks, and support transitions between operating modes. Their useful duration is limited by energy capacity and recharge opportunities.
  • Solar photovoltaic arrays: provide variable renewable energy directly to the facility or to storage.
  • Diesel or gas engines and turbines: provide dispatchable output, with fuel logistics, emissions controls, maintenance, and air-permit obligations.
  • Fuel cells: can provide steady onsite generation where an appropriate fuel supply and project economics exist.
  • Combined heat and power or other hybrid generation: may use both electrical and thermal output when the site has a productive use for heat.

DOE and the Congressional Research Service describe the appropriate supply mix as site-specific. Fuel availability, emissions requirements, utility rules, reliability targets, available space, noise limits, and economics all influence the choice.

Power conversion, switching, and protection

Power electronics convert and regulate electricity from batteries and many renewable systems. Switchgear and protective relays isolate faults and control the PCC. Automatic transfer or sectionalizing equipment establishes a safe boundary between the facility and the utility. These components must be coordinated so that a fault inside the facility does not endanger utility workers or destabilize the wider distribution system.

Supervisory controls

A microgrid controller monitors load, generation, storage state of charge, voltage, frequency, fuel status, and utility conditions. It dispatches resources, starts or stops generators, limits imports or exports, and can shed lower-priority loads. Islanding controls must detect a disturbance, open the appropriate switch, stabilize the local system, and resynchronize before reconnecting. The design must define which loads are critical and the order in which they are restored.

How the system operates in practice

  1. Normal grid-connected mode: The data center imports utility power while local solar, batteries, or generators serve some of the load according to the operating plan.
  2. Economic or capacity dispatch: The controller responds to a tariff period, an import limit, renewable output, or a demand target by charging storage, discharging it, or starting dispatchable generation.
  3. Disturbance detection: Protective equipment identifies unacceptable voltage, frequency, or fault conditions at the PCC.
  4. Separation, if approved and designed: The microgrid opens the PCC and establishes its own voltage and frequency reference. Loads may be reduced according to the priority scheme.
  5. Islanded operation: Local resources share the remaining load. Batteries can respond quickly while engines, turbines, fuel cells, or other firm resources provide sustained output.
  6. Resynchronization: Once utility conditions are stable, controls match voltage, frequency, and phase before reconnecting. The sequence must comply with the utility’s interconnection requirements.

A behind-the-meter resource without islanding equipment stops at the first step: it may continue operating while the grid is healthy, but it must shut down or follow its approved fault response when the utility supply fails.

Planning a project: the decisions that matter

Start with the load and interconnection

Define present and future demand, the timing of load growth, acceptable power-quality limits, and the utility’s available capacity. The interconnection study determines export limits, protection settings, metering, fault-current implications, and any required utility upgrades. A local generator cannot simply be connected because its nameplate capacity fits the site’s service rating.

Define the resilience requirement

Specify which loads must remain online, for how long, and under which outage scenarios. “Backup power” could mean seconds of ride-through, several hours of critical operation, or extended islanding. Those requirements determine battery duration, generator rating, fuel storage, black-start capability, cooling during an outage, and the amount of load that can be shed.

Match resources to the operating objective

Compare battery storage, solar, dispatchable generation, fuel cells, combined heat and power, and hybrid arrangements against the desired response time, duration, emissions profile, space, and maintenance plan. A system optimized for demand reduction may not provide the long-duration resilience expected from an emergency power plant.

Resolve permits, safety, and utility rules early

Projects can require electrical, building, fire, environmental, air-quality, fuel-storage, noise, and land-use approvals. The utility may require studies and witnessed tests before parallel operation or islanding is allowed. Protection settings, communications, cybersecurity, operator procedures, and maintenance responsibilities should be agreed before equipment is ordered.

Evaluate the full economics

Capital cost is only one part of the decision. Include interconnection upgrades, controls, construction, fuel infrastructure, fuel consumption, battery replacement or degradation, routine maintenance, staffing, insurance, emissions compliance, and the value of avoided downtime. Export revenue or grid-service payments are possible only where the applicable market, tariff, and interconnection agreement permit them.

Trade-offs and limitations

Decision area Potential benefit Limitation or risk
Grid capacity Local resources can supply part of a constrained connection and may shorten the path to energization. The utility may still require studies, upgrades, and operating limits at the PCC.
Resilience An islandable design can maintain selected loads during a utility disturbance. Resilience depends on fuel, equipment availability, controls, cooling, and the amount of load that can be served.
Emissions and fuel Solar and storage can reduce some grid imports and fuel use. Engines, turbines, and other combustion resources bring emissions, fuel logistics, permitting, and maintenance obligations.
Cost Peak management, avoided upgrades, or avoided downtime may create value. Upfront costs can be high, and savings depend on local tariffs and actual dispatch.
Complexity Supervisory control can coordinate diverse resources and loads. Protection, communications, cybersecurity, testing, and operator training become more demanding.
Scalability Modular storage or generation can follow staged load growth. Space, fuel supply, interconnection limits, and emissions caps can constrain later expansion.

DOE identifies high upfront cost, complex design, and regulatory barriers among the challenges facing microgrids. Those constraints are especially important for a data center because the electrical system must coordinate with redundant power paths, cooling, fire protection, and continuous operations.

Is behind-the-meter power the same as off-grid power?

No. Off-grid operation means the facility is designed to operate without the utility as a required source. Behind-the-meter operation generally means the opposite: the customer owns or manages local resources while remaining interconnected. An islandable microgrid can operate temporarily without the utility, but that capability does not make the entire data center permanently off-grid.

To claim practical independence, a project would need enough generation and storage for its worst expected load and outage duration, plus fuel delivery or renewable energy, maintenance, black-start capability, and controls that can operate without the grid. Many behind-the-meter systems are deliberately smaller because their purpose is to supplement the grid, not replace it.

Why AI data centers may consider onsite power

AI workloads are not a separate electrical category, but facilities built for them can create large, concentrated, rapidly growing loads. When the requested demand exceeds the available utility connection or the timetable for grid upgrades, onsite generation and storage can provide supplemental capacity. The same resources can also support resilience and power-quality goals.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The decision is not automatically “build a microgrid.” A project should first determine whether the need is a temporary capacity bridge, peak management, emergency backup, renewable integration, or full islanding. Each objective implies different equipment, controls, permits, fuel arrangements, and costs.

A practical decision framework

  1. Use a single behind-the-meter resource when one clearly defined function—such as peak shaving, solar self-consumption, or short-duration ride-through—meets the need.
  2. Use a coordinated microgrid when multiple generators, storage assets, and loads must be dispatched together to meet capacity, cost, power-quality, or resilience goals.
  3. Use an islandable microgrid when continuity during utility outages is a formal requirement and the project can support the additional switching, protection, controls, testing, and operating procedures.
  4. Retain a strong utility connection when local generation cannot economically provide the required duration, when permitting is restrictive, or when the project’s load profile does not justify onsite assets.

Common misconceptions to avoid

  • “Behind the meter means no utility bill.” The site normally remains connected and may still import electricity and pay demand, capacity, or other tariff charges.
  • “A generator automatically keeps servers online.” The generator must be correctly connected, started, synchronized or isolated, fueled, cooled, protected, and coordinated with the facility’s critical-load scheme.
  • “Any battery can island a data center.” Islanding requires an approved architecture, grid-forming or other suitable controls, switching, protection, and a defined operating plan.
  • “More local generation always solves the interconnection problem.” Utility studies, export limits, fault current, emissions permits, and physical space can still limit the project.
  • “Renewables alone provide firm capacity.” Solar output varies, and batteries have finite energy. Firm operation requires sufficient storage, dispatchable generation, load flexibility, or continued utility support.

Bottom line

For a data center, behind-the-meter power means local generation, storage, or controllable energy equipment connected on the facility side of the utility meter. It can add capacity faster than a major grid upgrade, reduce peaks, integrate renewables, improve power quality, and—when engineered as an islandable microgrid—keep critical loads operating during a utility disturbance. It is usually a grid-connected strategy, not an automatic path to off-grid operation. The right design follows from the site’s interconnection limit, outage requirement, load growth, fuel and emissions constraints, permits, tariffs, and total cost.
