A modern development team is a cross-functional group accountable for a shared product outcome, not a fixed list of job titles. It brings product direction, design, engineering, quality, security, operations and learning into one feedback loop. Some capabilities belong directly to one team; others are supplied by a shared platform or specialist group. The right arrangement depends on customer proximity, reliability and compliance risk, reuse, and the coordination cost of adding handoffs.
Scrum provides a useful reference point: one Scrum Team has Product Owner, Scrum Master and Developers accountabilities, and is cross-functional and self-managing. Those accountabilities describe responsibilities, not every title on an organizational chart. A company may employ product managers, designers, QA specialists, security engineers, platform engineers or site reliability engineers (SREs) while still organizing their work around the same shared outcome.

What makes a development team “modern”?
The defining feature is ownership of an outcome from idea through operation and learning. The team does not simply receive a specification, write code, and hand it to another department. It orders work toward a product goal, creates a usable increment, checks the result with stakeholders and system signals, and adapts what it does next.

That model has four practical characteristics:
- Cross-functional capability: the team can perform enough product, design, build, verification and operational work to deliver value without waiting for every decision from a separate queue.
- Shared accountability: people may have different specialties, but the delivered product and its quality are a collective responsibility.
- Fast feedback: customer input, monitoring, experiments, security findings and delivery data influence the next work.
- Context-sensitive boundaries: a specialist can be embedded, shared across teams or offered through an internal platform when that produces better results.
There is no evidence of one universally best roster. A two-person product team and an organization operating safety-critical services need different depth and coordination mechanisms.

Scrum’s formal accountabilities
Scrum is an explicit framework for describing how a team works, so it is useful to separate its defined accountabilities from common company titles. The 2020 Scrum Guide calls the Scrum Team one cohesive unit. Its members share a product goal while carrying three accountabilities:
| Scrum accountability | Primary responsibility | What it does in practice |
|---|---|---|
| Product Owner | Maximizes product value and manages the Product Backlog effectively. | Communicates the Product Goal, creates or explains backlog items, orders them, and keeps the backlog transparent. Work may be delegated, but accountability remains with the Product Owner. |
| Developers | Create a usable Increment each Sprint. | Plan Sprint work, build quality in accordance with the Definition of Done, adapt toward the Sprint Goal, and hold one another professionally accountable. |
| Scrum Master | Establishes Scrum and improves the team’s effectiveness. | Coaches self-management and cross-functionality, helps remove impediments, and makes Scrum events productive and useful. |
“The entire Scrum Team is accountable for creating a valuable, useful Increment every Sprint.”
This statement from the November 2020 Scrum Guide is important because it places the result with the whole team. Scrum does not define every company’s reporting lines, nor does it require that each accountability be a separate full-time job.
Product Owner versus Product Manager
A Product Owner is a Scrum accountability, not a guaranteed synonym for a company’s Product Manager title. In one organization, a product manager may carry the accountability; in another, a founder, business lead or product specialist may do so. The test is whether one person is accountable for value and backlog ordering, not what appears on the person’s business card.
Product managers often contribute discovery, market analysis, pricing or portfolio planning beyond the Scrum accountabilities. Those activities can inform the Product Goal, but the Scrum Guide does not prescribe a universal product-management job description.
Developers are more than programmers
“Developers” in Scrum is an inclusive name for the people who create the Increment. It can include software engineers, testers, data specialists, technical writers or other skills needed to meet the Definition of Done. The exact mix changes with the domain. A team that builds a regulated workflow may need deeper verification and security capability than a small internal tool team.
What a Scrum Master is—and is not
The Scrum Master serves the team, the Product Owner and the wider organization by improving how Scrum is understood and used. Removing an impediment might involve changing a dependency, clarifying a policy or helping stakeholders collaborate. The accountability is facilitation, coaching and improvement; it does not automatically make the Scrum Master a people manager or project manager.

How product, design and engineering connect
The Product Owner turns a product goal into an ordered set of opportunities and problems. A product designer, user researcher or content specialist can help understand user needs, test concepts and make the intended experience concrete. These are common organizational roles, not additional Scrum accountabilities.
The useful interface is a shared decision about what problem is worth solving and what evidence will show that the solution works. Designers and product people should be able to explain the user or business outcome behind a backlog item. Developers should be involved early enough to expose technical constraints, risks and cheaper alternatives. The Product Owner still decides backlog order, while the Developers decide how to create the Increment.
Discovery and delivery need not be separate factories. Research, prototyping and experimentation are explicitly compatible with a Scrum Team’s product-related responsibilities. The team can learn about an option, build a small usable slice, inspect what happened and change the next item rather than treating an early plan as a contract.
Quality is built into the Increment
Quality assurance is often described as a separate department, but Scrum makes verification part of the team’s product work. Developers are accountable for meeting the Definition of Done, so testing cannot be reduced to a final handoff after coding.

QA specialist
A QA specialist can add depth in test design, exploratory testing, accessibility, automation, risk analysis or regulated evidence. In a cross-functional team, that specialist works while work is being shaped and built: identifying acceptance risks, helping define testable behavior and investigating failures. The specialist’s presence does not transfer quality accountability away from the rest of the team.
Maintenance and operational work
The Scrum Guide describes the team’s responsibilities broadly, including verification, maintenance, operation, experimentation and research and development. A backlog that contains only new features hides the work required to keep a product safe, usable and supportable. Capacity for defects, upgrades, operational improvements and learning therefore belongs in the same product conversation as feature work.
Security and reliability in the delivery lifecycle
Security is most effective when treated as a lifecycle capability rather than a late approval gate. Teams need ways to identify threats, protect data, review dependencies and respond to findings. A security specialist may be embedded where risk is high, shared across several teams where expertise is scarce, or supported by automated guardrails and consultation.

DORA’s capability guidance includes security work in the development lifecycle, customer feedback, monitoring and observability, visibility of work, experimentation and proactive failure notification. These capabilities connect technical activity to outcomes: the team can see how a change behaves, learn from users and failures, and address risk before it becomes a production incident.
Central expertise is valuable for standards and difficult investigations, but a central group that only rejects work creates queues and late surprises. The operating model should make the safe path easy while leaving the product team responsible for the result.
Platform engineering as an internal product
A platform team builds services and workflows used by other developers: deployment paths, environment management, observability, identity integration or other shared capabilities. DORA frames the platform as an internal product, with developers as customers. That implies product management: understand developer journeys, measure whether the platform removes friction and build with users rather than dictating to them.
Google Cloud’s description of “golden paths” uses the same idea. A golden path is a supported, self-service workflow created in close partnership with developers. It should offer a reliable default without making every team adopt an opaque central process. Documentation, discoverability and a way to give feedback are part of the product.
Platform engineering and DevOps are complementary rather than competing labels. DevOps describes shared responsibility and ways of working; a platform team supplies reusable capabilities that make those practices easier to apply consistently.

Where SRE fits
Site reliability engineering focuses on keeping important services dependable while enabling change. The structure can vary substantially:
| Pattern | Strength | Risk or trade-off |
|---|---|---|
| Shared infrastructure SRE | Common services and standards improve consistency and simplify work for many product teams. | The group can become distant from end users and product priorities. |
| Reliability-tools team | Specialists create tooling, automation and practices that multiple teams can reuse. | Tools may be technically sound but poorly aligned with the workflows they are meant to support. |
| Product- or application-aligned SRE | Reliability effort is close to the service’s customers and business priorities. | Separate teams may duplicate infrastructure or develop incompatible practices. |
| Embedded SRE | Reliability expertise is taught in the product context and applied directly to its systems. | Individuals can become isolated from SRE peers, and consistency across products can decline. |
These are patterns, not a maturity ladder. A company can combine them: a central group may run shared infrastructure while SREs work with the most critical product teams. The choice should reflect service criticality, required specialization, reuse, customer proximity and the coordination cost of moving work between groups.

The collaboration loop, step by step
Regardless of titles, a healthy team makes the following loop visible:
- Clarify the product goal. The Product Owner communicates the outcome and orders the Product Backlog so the next work has a reason and a priority.
- Choose a feasible slice. Developers and other team members inspect the available work, identify risks and create a Sprint plan aimed at a usable Increment.
- Build quality, security and operability in. Design decisions, implementation, verification, threat considerations, documentation and monitoring are handled as part of delivery, not postponed to a separate department.
- Inspect the result. Stakeholder feedback, user behavior, automated checks, operational signals and failure reports show whether the Increment is valuable and safe.
- Adapt the next work. The Product Owner changes ordering as evidence changes; the team improves its way of working and selects the next slice.
This loop explains why handoffs are expensive: each one delays feedback and makes accountability ambiguous. Specialist groups should improve the loop’s depth or consistency without severing the team’s connection to the outcome.
Choosing an organizational shape
When deciding whether a capability belongs inside a product team, in a shared group or on a platform, evaluate the same questions:
- Customer proximity: does the work require daily understanding of a particular product’s users and business priorities?
- Specialization: does it require scarce expertise in reliability, security, compliance or a complex technical system?
- Reuse: can one capability serve many teams without forcing identical product decisions?
- Coordination and queueing: how many approvals, tickets or synchronization points will the structure add?
- Gatekeeper risk: could a central group become detached from users or slow delivery by controlling every exception?
Embedding a specialist maximizes context, while sharing a specialist can make scarce expertise available to more teams. A platform maximizes reuse when it behaves like a service with self-service paths and feedback. None of these choices removes the need for product teams to own the quality and operation of what they deliver.
Illustrative team shapes
Small product team
A small team may combine several skills in a few people: one person can carry product direction, another can cover design and research, and developers can share testing and operational duties. External security or platform advice can be brought in for specific risks. The team is still cross-functional in capability even if it has no separate QA or SRE title.
Several related product teams
As products multiply, a platform group can provide supported deployment and observability paths while product teams retain ownership of their services. A shared security or reliability group can coach, set standards and handle specialist work. Clear interfaces and service expectations prevent the shared group from becoming an approval queue.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →High-risk or highly regulated product
A product with demanding reliability or compliance needs may embed security and SRE expertise while also using central standards and tooling. More verification and evidence work is part of the Definition of Done; it is not proof that the team has failed to be agile.

Common failure modes and corrections
Confusing titles with accountabilities
Calling someone a Product Manager, QA engineer or DevOps engineer does not by itself define who orders work, who accepts quality or who responds to incidents. Write the responsibility and decision rights down, then map titles to them.
Throwing work over a wall
A design handoff, a late security review or a separate testing phase creates delayed feedback. Bring the relevant expertise into refinement and delivery, and use automation or supported platform paths for repeatable checks.
Making the platform a mandate
A platform that dictates tools without understanding developer journeys becomes a bottleneck. Treat platform features as a product: identify users, provide self-service, publish expectations and measure whether the path is helping.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteCentralizing reliability without a product connection
Shared infrastructure can deliver consistency, but a distant team may optimize technical standards while missing customer impact. Pair central practices with product-aligned conversations and explicit service objectives.
Assuming every team needs every specialist
Hiring a dedicated person for each capability can increase coordination without adding useful depth. Start with the risks and outcomes the product requires, then choose embedded, shared or platform support accordingly.
A practical design checklist
- Name the product or service outcome the group owns.
- Assign who is accountable for value and backlog ordering.
- Define how the team will create a usable Increment and what “done” includes for quality, security and operations.
- List the capabilities needed regularly and the ones needed only on demand.
- Choose embedded, shared or platform support using customer proximity, specialization, reuse and coordination cost.
- Give every shared service a clear user, feedback channel and service expectation.
- Make customer feedback, monitoring, experiments and failure learning visible in the work.
- Review the arrangement when dependencies, risk or product strategy changes; the structure is a means to the outcome, not the outcome itself.
DORA’s 2024 State of DevOps report describes input from more than 39,000 professionals at organizations of different sizes and industries worldwide. That scale illustrates why broad capability guidance is more useful than a claim that one org chart guarantees performance. A modern dev team is the smallest group that can learn, deliver and operate responsibly, with specialist boundaries designed around the product rather than around fashionable titles.
