It is 21 points below the maximum. Whether that means a particular letter grade, a pass, or strong performance depends on the grading scale and rules for the specific assessment.

Divide the points earned by the total possible points, then multiply by 100:

49 ÷ 70 × 100 = 70%
The fraction simplifies to 7/10. The difference between the maximum and the score is 70 − 49 = 21 points, which is 30% of the maximum.

There is no universal letter grade for 70%. Letter-grade cutoffs vary by school, course, instructor, and grading scale. One commercial calculator lists 70% as C− on its default US plus/minus scale, but that is only an example, not a standard; see CollegeSimply’s grade calculator and check the syllabus or assessment rubric for the scale that applies to your result.

Is 49 out of 70 a passing score?
The percentage alone does not establish a pass. The relevant assessment sets its own cutoff. For example, a 2024 UNHCR request for proposals set 49 out of 70 as the minimum passing technical-evaluation score; bids below it would be deemed technically non-compliant and would not proceed to financial evaluation. That rule applies to that procurement, not to grades generally. See the UNHCR 2024 RFP.
A World Health Organization procurement document for a Nepal Medical Council assessment project also specified 49 out of 70 as the minimum to pass its technical evaluation, with technical and financial scores combined for the final evaluation. The available document details do not establish a date, so treat it as another context-specific example rather than a current general rule. See the WHO Nepal procurement page.

What the percentage does—and does not—say about performance
The score tells you the proportion of available points earned. By itself, it does not show how difficult the assessment was, how much it counts toward a final result, how others performed, or whether the material was mastered. To interpret it fairly, check:
