What Documents to Keep for a GST Audit, Assessment or Appeal in India

For an Indian GST matter, keep the books that support your returns and the source document for every material figure or tax position. A defensible file links each amount in a return to invoices, vouchers, stock movements, transport evidence, payment records and a reconciliation. Keep it by financial year, return period, GSTIN, place of business and issue, then add the notice, your response, filing proof and the authority’s finding or order.

The exact notice controls what you must produce. State and Union Territory provisions, the tax period and the issue listed by the officer can expand or narrow the request, so treat the checklists below as a complete preparation framework rather than a substitute for reading the notice.

What the GST recordkeeping rules require

Section 35 of the Central Goods and Services Tax (CGST) framework requires a registered person to maintain true and correct accounts at the principal place of business. The Accounts and Records Rules add activity-specific records and supporting documents, and require records at each related registered place of business. The governing text is available in the CBIC CGST Act and the CBIC Accounts and Records Rules.

Electronic records are acceptable, but they must be producible in a readable and authenticated form. Keep effective backups and an audit trail that shows how a source document became an entry in the books and then a figure in a return. A spreadsheet that cannot be tied back to invoices, ledgers or system logs is not a reliable substitute for accounting records.

Core books and ledgers

  • Sales and purchase registers, general ledger, trial balance and the relevant financial statements.
  • Separate ledgers or schedules for output tax, input tax credit, reverse-charge tax, refunds, advances, write-offs and adjustments where those matters affect the return.
  • Branch or location records for every GSTIN and registered place covered by the period.

Source documents for supplies

  • Tax invoices, bills of supply, credit notes, debit notes and delivery challans for inward and outward supplies.
  • Receipt, payment and refund vouchers, together with bank references or other settlement evidence.
  • E-way bills and transport or delivery records whenever they relate to the transaction or are required for the movement.

Inventory and special transactions

  • Stock records showing opening balance, receipts, supplies, losses, theft, destruction, write-offs, gifts or samples and closing balance. Keep raw material, finished goods, scrap and wastage identifiable where those categories matter.
  • Import and export records, including the supporting documents for those transactions.
  • Reverse-charge supply records and the evidence supporting tax payment and any resulting credit.

Returns and explanatory workpapers

  • GST returns and statements for the relevant periods.
  • Book-to-return reconciliations explaining turnover, tax rates, exemptions, deductions, input tax credit and refund positions.
  • Calculations that explain amendments, credit notes, debit notes, later adjustments and opening or closing balances.

How long to retain GST records

Section 36 specifies an ordinary retention period of 72 months from the due date for furnishing the annual return for the year to which the accounts and records relate. The clock runs from the annual-return due date, not simply from the transaction date. The statutory wording appears in the CBIC CGST Act.

If you are a party to an appeal, revision or other proceeding, or are subject to the specified investigation, keep records relevant to that subject for one year after final disposal or the general statutory period, whichever is later. Do not destroy a file merely because six years appear to have passed while the matter is still open.

Situation Retention rule Practical action
Ordinary GST accounts and records 72 months from the due date of the annual return for the year concerned Record the annual-return due date in your retention calendar and preserve the complete year file.
Records relevant to an appeal, revision, proceeding or specified investigation One year after final disposal, or the ordinary statutory period, whichever is later Place a legal hold on the relevant records until the later date and retain the disposal order or closure evidence.

Preserve the records needed to explain an opening balance or a later adjustment even if the underlying invoice is from an earlier year. A current-period discrepancy often cannot be answered without that history.

Build a matter file before sending anything

Start with the scope in the notice: the GSTIN, registered place, financial year, return periods, transaction types and issues. Then create an index so an officer, reviewer or appellate authority can move from a requested figure to the supporting evidence without searching the entire accounting system.

Use four organizing axes

  1. Period: separate financial year and return period, and identify documents that explain an earlier opening balance or a later adjustment.
  2. Registration: label the GSTIN and place of business for every ledger, invoice series, stock location and bank account.
  3. Issue: group evidence under turnover, rate, exemption, input tax credit, refund, stock, reverse charge, import/export or another issue named in the notice.
  4. Procedural stage: keep the notice, your response, attachments, acknowledgments, payment proof and final finding or order together.

Make a source-to-return index

For each disputed or sampled amount, show the document number, date, supplier or customer, taxable value, tax rate and tax amount, ledger account, return table and reconciliation reference. Add a short explanation where the amount differs between books and returns because of timing, an amendment, a credit note, an exemption or another documented adjustment.

Protect authenticity and readability

Keep the original electronic file where possible, not only a printed copy or screenshot. Preserve system-generated invoice data, export logs and version history when they establish who created or changed an entry. Test that backups open, that scans are legible and that files can be authenticated and produced in a commonly readable format.

Documents for a GST audit

The audit rules use FORM GST ADT-01 for the audit notice and FORM GST ADT-02 for audit findings. The audit examines the source behind the books and returns, including turnover, exemptions and deductions, tax rates, input tax credit availed or used, refund claims and other relevant matters. The detailed rules are in the CBIC Assessment and Audit Rules.

Audit preparation checklist

  • The ADT-01 notice, annexures, document request and any later clarification.
  • Sales and purchase registers, general ledger, trial balance and financial statements for the cited periods.
  • Invoices, bills of supply, credit and debit notes, delivery challans, e-way bills and transport evidence sampled or requested.
  • Stock registers and explanations for losses, theft, destruction, gifts, samples, write-offs and wastage.
  • Import/export and reverse-charge records where those transactions affect the audit.
  • Return copies, reconciliations and workpapers for turnover, rate, exemption, deduction, input tax credit and refunds.
  • Payment, receipt and refund vouchers, bank evidence and proof of tax payments.
  • Your replies, discrepancy explanations and supporting documents, followed by ADT-02 and any correspondence about the findings.

Audit timing to track

The Act says the audit notice is to be given at least 15 working days before the audit. The standard completion period is three months, extendable by up to a further six months for recorded reasons. Put notice delivery, each submission and every extension in a timeline so you can prove when a response was made.

Respond to discrepancies, not just the headline

When an auditor identifies a difference, answer each line with the underlying invoice or voucher, the ledger entry, the return reference and the reason for the treatment. If a liability is accepted and paid, retain the payment reference and the calculation used. Keep the final findings even when the explanation is accepted; they establish how the audit ended.

Documents for assessment and return scrutiny

For return scrutiny, the rules identify FORM GST ASMT-10 as the discrepancy notice and FORM GST ASMT-11 as the taxpayer’s response or explanation. In a provisional-assessment case, FORM GST ASMT-06 calls for the information and records needed to finalise the assessment. These forms do not create one universal document list: the actual notice and its issue list control.

Assemble the response set

  1. Save the notice, proof of communication and a copy of the return and ledger extracts for every cited period.
  2. Map each discrepancy to a reconciliation, source invoice, credit or debit note, stock record, payment record or other evidence that resolves it.
  3. Explain timing differences and amendments with both sides of the entry: the original transaction and the later correction.
  4. If you accept a discrepancy, retain the tax, interest or other payment calculation and the payment acknowledgment.
  5. File the signed or digitally submitted response, attachments, acknowledgment and any follow-up correspondence in the same matter folder.

For provisional assessment, include the contracts, pricing or valuation material, rate or exemption analysis, security or payment evidence requested by the officer and the records needed to move from the provisional position to the final assessment.

Documents for a GST appeal

An appeal to the Appellate Authority is filed in FORM GST APL-01. The appeal rules require a certified copy of the decision or order and supporting documents. The governing procedures are set out in the CBIC Appeal Rules.

Appeal bundle

  • The challenged order, its annexures and proof of the date on which it was communicated.
  • The original show-cause notice or discrepancy notice, statements of facts, earlier replies, written submissions and evidence filed during adjudication.
  • A clear copy of the appeal grounds, the relief sought and every attachment referenced in those grounds.
  • Filing acknowledgment, hearing notices, written arguments and proof of any required payment or pre-deposit.
  • A schedule connecting each ground to the document that proves it, with page numbers or electronic file names.

Deadlines and payment conditions

Under section 107, a taxpayer appeal is generally due within three months from communication of the decision or order. The Appellate Authority may allow a further month for sufficient cause. The provision also requires payment of the admitted amount and a pre-deposit equal to 10% of the remaining disputed tax for the appeal described there. Confirm the requirement for the particular order and procedural stage before filing, and preserve the payment reference with the appeal.

Additional evidence is restricted

Do not assume that an appeal is an opportunity to introduce a completely new record. The rules restrict additional evidence except in listed circumstances. If you need to rely on material not produced earlier, preserve the material and a contemporaneous explanation of why it could not be produced before, and show why it is relevant to a specific ground.

Transaction-level checklist

Outward supplies

  • Invoice series, tax invoices or bills of supply, delivery challans, contracts, purchase orders and proof of delivery.
  • Credit and debit notes, amendment records and the return period in which each adjustment was reported.
  • E-way bills and transport records where movement occurred.

Inward supplies and input tax credit

  • Supplier invoices, goods-receipt or service-acceptance evidence, purchase register entries and payment records.
  • Credit-note correspondence, reversals, blocked-credit analysis and the reconciliation from books to the credit claimed in returns.
  • Import documents or reverse-charge self-assessment records where applicable.

Stock and production

  • Opening stock, receipts, issues, production, transfers, sales, closing stock and count sheets.
  • Separate traceability for raw material, finished goods, scrap and wastage where relevant.
  • Records for theft, destruction, loss, gifts, samples and write-offs, including approvals and tax treatment.

Imports, exports and refunds

  • Import and export documentation, shipping or transport evidence and records supporting the tax treatment.
  • Refund applications, statements, invoices, payment evidence, bank-realisation or other supporting records relevant to the claim and the reconciliation to the return.

Common failure points and practical fixes

  • Only summaries are supplied: attach the source-document sample and the index that ties it to the ledger and return.
  • Books and returns do not match: prepare a period-by-period bridge showing timing, amendments, credit notes, exemptions, rate differences and other reconciling items.
  • Electronic files cannot be authenticated: retain original exports, system logs, access controls and a readable backup rather than screenshots alone.
  • Stock records are disconnected from invoices: connect opening balance, receipts, issues, losses and closing balance to purchase, production and sales records.
  • An appeal relies on new evidence without explanation: document why it was unavailable or not accepted earlier and link it to a specific appellate ground.
  • Records are deleted on an automatic schedule: suspend deletion for the entire matter and apply the later-of rule when a proceeding or investigation remains open.

A handoff checklist for your accountant or counsel

Before delivery, confirm that the bundle identifies the GSTIN, place of business, financial year, return periods, notice number and issue. It should contain the notice, source records, reconciliations, response, filing proof, payment evidence and final order or finding where one exists. Number pages or files, use consistent names, preserve an untouched copy and record who supplied each item and when. This discipline lets a reviewer test a figure quickly and prevents a valid document from being overlooked because it was stored in the wrong period or matter.
